If you cannot pay for your next heating-oil delivery, contact your local council and Citizens Advice today and ask specifically about crisis payments, welfare assistance or heating-oil support. Tell them that oil is your main heating source, how much is left in the tank, the supplier’s minimum order and whether you are at immediate risk of losing heat or hot water. The route and eligibility depend on whether you live in England, Scotland, Wales or Northern Ireland.
What to do if you can’t afford your heating oil delivery
Do not wait until the tank is empty before asking for help. Start with the public service that can assess your circumstances, then speak to suppliers about the cheapest safe delivery option.

- Identify the right nation and council. Local schemes are not interchangeable. Find the local authority responsible for your home and the nearest Citizens Advice service.
- Use precise wording. Ask for a “Crisis Payment”, “welfare assistance” or “heating-oil support”. Explain that the oil heats your home or provides hot water and that you cannot afford the minimum order.
- Describe the urgency. Give the current tank level, the date you expect to run out, whether anyone in the household is vulnerable, and whether the boiler or hot-water system is already affected.
- Ask the supplier for options while help is assessed. Check whether a smaller order, a later non-urgent delivery date or a different fee arrangement changes the total price.
- Prepare evidence. Have recent invoices or delivery receipts, bank evidence, benefit letters, income and savings information, proof of address and identity, and a dated tank-gauge photograph if you can take one safely.
Citizens Advice explains the alternative-fuel route for homes using oil, LPG, coal or wood as their main heat source and not connected to mains gas. In England, a local Citizens Advice adviser may need to make the application for you. Its alternative-fuel guidance also warns that local eligibility and available funding vary.
Do you need support with heating oil costs? Start with the local crisis route
England’s 2026/27 framework
English councils can use the 2026/27 Crisis and Resilience Fund to consider help for households facing a sudden heating-oil cost problem. In a joint letter dated 16 March 2026, Alison McGovern MP and Rt Hon Dame Diana Johnson DBE MP said: “The Crisis and Resilience Fund can provide help for exactly this kind of issue: to help vulnerable households facing financial difficulties as a result of a sudden unexpected expense, in line with guidance published by the Department for Work and Pensions.” The ministerial letter refers to £53 million of additional UK funding, including £27 million delivered in England through that fund.

This is a framework for councils, not a single national grant with one award amount. Each authority decides its application process, evidence requirements, budget and eligibility. Contact the council directly or ask Citizens Advice to make the approach on your behalf.
Give the adviser information that can be acted on
- State that heating oil is the home’s main source of heating and/or hot water.
- Give the tank reading in litres or as a percentage, and say when the reading was taken.
- State the supplier’s minimum order and the quoted price, including delivery or emergency fees.
- Explain whether the household has enough money for food, rent, medication and other essentials after paying for oil.
- Say whether the home is already without heat or hot water, or is likely to be within days.
- List benefits, wages, pensions, savings and other relevant financial circumstances honestly.
Evidence that may be requested
There is no universal evidence list. A council may ask for identity and address documents, proof that the property uses oil, a recent invoice or delivery receipt, a tank-level photograph, bank statements, benefit notifications, payslips and information about savings. Send only through the council’s or Citizens Advice’s official contact route.
Local schemes show why national assumptions are risky
Published council examples illustrate the differences. They are local schemes, not guarantees for residents elsewhere.

| Canterbury City Council | Applicant aged 16 or over and permanently resident in the district; oil must be the main source of heat and/or hot water; no more than 150 litres remaining; unable to afford the supplier’s minimum delivery; means-tested benefits or household income of £33,000 or less. Priority is given below 100 litres. | £300 contribution toward heating oil, rather than an assurance that the whole delivery will be paid. | The council requests financial, residence, oil-use and tank-level evidence. Check the current application instructions. |
| Hampshire County Council | Full-time Hampshire residence, subject to the county’s listed exclusions; oil is the main heating method; immediate risk to heating or hot water; qualifying benefits or evidence that the minimum order cannot be afforded; savings must be within the scheme’s limit. The published local information uses 150 litres or less, with priority below 100 litres. | £300 toward oil. The payment does not cover a full delivery automatically. | Applications are routed through Citizens Advice and require oil-use and recent financial evidence. |
A Canterbury income ceiling, a 150-litre threshold or a £300 payment cannot be quoted as a UK-wide entitlement. Ask your own council what its current crisis budget covers and whether its funds are still open.
If you can’t afford to buy fuel in Northern Ireland
Northern Ireland has a separate Department for Communities scheme. An eligible residential address can apply for a £100 digital pre-paid card, with one card available per address. The applicant must use heating oil as the main heating source and, on at least one qualifying day, live in Northern Ireland while receiving an eligible benefit or meeting the scheme’s stated net-income test.
The listed qualifying periods are 1–30 April 2026 and 1–30 November 2026. Applications close on 31 March 2027. Apply through the official nidirect heating-oil support service, not through an unsolicited message. The department says it aims to respond within 10 working days for successful applications. The card has usage and expiry rules; if an oil order costs more than £100, another payment method is needed for the balance.

Scotland and Wales: check local authority help
No single named heating-oil delivery grant with uniform eligibility is established for Scotland or Wales in the current guidance. Contact your local authority and a relevant advice service, describe the immediate heating risk and ask what crisis or welfare assistance is operating in your area.

| Compare | Questions to ask |
|---|---|
| Delivered price | What is the total price for the quoted litres, including VAT and every delivery charge? |
| Minimum order | What is the smallest order accepted, and does a smaller order carry a higher per-litre price? |
| Delivery timing | What is the normal delivery date, and what premium applies to an urgent or same-day call-out? |
| Extra fees | Are there rural, weekend, short-notice, payment-processing or difficult-access charges? |
| Supplier standards | Is the supplier a member of the UK and Ireland Fuel Distributors Association (UKIFDA), and how are complaints handled? |
Citizens Advice says delivery in a few weeks is usually cheaper than urgent delivery. Oil is often cheaper in summer and early autumn, but seasonal patterns are not a promise about today’s price. An oil club or coordinated group order may reduce the cost where one operates locally. Ask whether changing the order date or size affects the quote, but do not delay an emergency request for assistance solely to chase a lower seasonal price.
Protect the heating system while waiting
For future planning, Citizens Advice recommends keeping at least a quarter of the tank while waiting for a delivery because very low levels can damage the system and lead to repair costs. That is preventive advice, not a reason to postpone a crisis application when the tank is already nearly empty. Tell the council and supplier the actual level and urgency.

Do not confuse oil assistance with a fuel voucher
GOV.UK’s fuel-voucher wording concerns adding credit to a gas card or electricity key for prepayment meters. It does not mean that a voucher automatically pays for heating oil delivered to a tank. When asking about help, name the fuel explicitly and ask whether the particular scheme pays an oil supplier, issues a card or provides another form of support.

The same GOV.UK page may point to council assistance and nation-specific payments that ease general living costs. Those can help a household find money for fuel, but they are not automatically heating-oil grants and may have separate benefit conditions.
If the council or adviser says no
- Ask which eligibility rule prevented an award and whether the decision was based on the tank level, income, savings, residency, evidence or available funding.
- Ask whether a different council service, hardship fund or local welfare-assistance route can consider the immediate heating risk.
- Provide any missing invoice, bank evidence, benefit letter or tank photograph promptly and request a reconsideration if the scheme allows one.
- Keep the supplier informed and ask for the safest payment or delivery arrangement available while the decision is reviewed.
- If the home has no heat or hot water and anyone is at risk, tell the council and Citizens Advice that this is an immediate welfare issue rather than a routine price enquiry.
Protect yourself from heating-support scams
Citizens Advice warns about messages impersonating government departments or energy companies and inviting people to claim a supposed “heating allowance” or Winter Fuel Payment. Do not click an unsolicited link, disclose bank details or pay an application fee in response to a text, email or social-media message. Type the official council, Citizens Advice, GOV.UK or nidirect address yourself and use the telephone number published there.
After the immediate delivery is secured
Save the quote, invoice and payment record used in your application. Photograph the tank gauge when you receive a delivery if it is safe to do so, and note the date and litres delivered. Set a reminder before the level becomes critical, compare suppliers before the next order and ask whether a local oil club is available. Keeping these records makes a later crisis assessment faster without assuming that a previous award will be repeated.
