If a higher property-tax bill no longer fits your budget, act before the due date. Compare the new bill with last year’s bill and the assessment notice, find out whether the increase comes from your assessed value, a tax-rate or levy change, or a missed exemption, then contact the assessor and tax collector. Ask about local exemptions, payment plans, hardship programs and deferrals, and get every deadline and consequence in writing.
Property taxes are set and collected locally. There is no nationwide relief application, uniform eligibility rule or single filing deadline, so the exact options depend on your city, county, state, property type and household circumstances.

Start with the bill, not a guess
Separate the parts of the bill before deciding what to do. A property-tax increase can reflect a higher assessed value, a change in the tax rate or local levies, removal of an exemption, or a correction to ownership or occupancy information. An assessment appeal generally challenges the assessed value; it does not challenge the tax rate, the taxing district’s budget or the bill as a whole.

| What changed | What it usually means | First contact |
|---|---|---|
| Assessed value | The assessor’s estimate of taxable value may be higher than it should be. | County or municipal assessor |
| Tax rate or levy | Local taxing districts may be collecting more even if your value stayed similar. | Tax collector and the taxing district listed on the bill |
| Exemption or credit | A homestead, senior, disability or other reduction may have expired, been denied or been omitted. | Assessor or exemption office |
| Ownership or occupancy record | A move, sale, trust change or address error may have changed eligibility. | Assessor and recorder, if ownership data is wrong |
Request the property record card or equivalent valuation record and ask how the current figure was calculated. Compare the square footage, lot size, construction, condition, finished space and other characteristics with the actual property. Keep the current bill, prior bill, assessment notice and correspondence together.

Call promptly even if you are still investigating. Ask the tax office which amount is due, whether partial payments are accepted, and what happens if you miss the date. Do not assume that an appeal or a pending application suspends collection.
Decide whether an assessment appeal is justified
An appeal makes sense when you can show that the assessed value is inaccurate under your jurisdiction’s valuation rules. It is not a general objection to higher local spending or a substitute for a payment arrangement.
Evidence that can support a valuation challenge
- The property record card, with errors marked.
- Recent sales of genuinely comparable nearby properties.
- Comparable properties’ assessed values, where public records make them available.
- Photographs showing deferred maintenance, damage, functional problems or other conditions that reduce value.
- A deed, purchase contract or other recent transaction evidence.
- An independent appraisal, if its method and date fit the appeal rules.
Illinois Department of Revenue guidance lists these types of evidence and explains that the owner is appealing the assessed value, “not the tax bill.” Other jurisdictions can require different forms, comparables or valuation dates, so treat Illinois’ list as an example rather than a national checklist.

How to file without losing your place
- Read the assessment notice for the filing deadline, required form, hearing method and evidence instructions.
- Ask the assessor whether an informal review is available and request the record used to calculate the value.
- Collect dated sales data, photographs and documents that directly support a lower value.
- File with the first authority named in the notice—often the assessor or a county board of review—and keep proof of submission.
- Ask in writing whether a later board or court appeal requires an initial written appeal and whether there are separate deadlines.
- Confirm how and when taxes must be paid while the appeal is pending.
Do not stop paying merely because you filed. Illinois says taxes must be paid while an appeal of a county review board decision is pending. Your locality may use a different rule, but only the local tax office can tell you the consequence of withholding payment.
Check every local reduction before arranging debt
Ask the assessor or revenue department to screen your property for all programs, not just the one you have heard about. Common categories include:
- Owner-occupant or homestead exemptions.
- Senior-citizen exemptions or assessment freezes.
- Disability exemptions.
- Veteran-related relief.
- Income-based freezes or circuit-breaker-style programs.
- Longtime-owner or large-increase protections.
- Disaster-related reductions for qualifying damage.
Eligibility can depend on age, household income, disability status, occupancy, length of ownership, filing date and the size of the increase. Programs may require annual renewal, proof of income or a separate application after a change in circumstances.

Examples of how local programs differ
Philadelphia’s Department of Revenue describes several distinct options, including freezes, the Longtime Owner Occupants Program (LOOP), deferrals and installment plans. Its deferral may apply when the real-estate tax increase is greater than 15% from the prior year; the excess amount may be postponed. That threshold is a Philadelphia program rule, not a national standard, and the page does not state a publication year.

Illinois’ senior-citizen assessment freeze lists household-income ceilings of $75,000 for taxable year 2026 (payable in 2027), $77,000 for 2027 (payable in 2028), and $79,000 for 2028 and later. Those figures apply only to that Illinois program and can change, so verify the current application before relying on them.
Ask for a payment plan before you miss a deadline
If the bill is correct but unaffordable, contact the collector before delinquency. Use the phrase “property tax payment plan” and ask whether the office offers separate arrangements for current taxes and past-due balances.

Questions to ask the collector
- Can current taxes be paid in installments, and is a down payment required?
- Can delinquent balances be placed on a separate agreement?
- What interest, penalties, administrative fees or liens will be added?
- Must current taxes continue to be paid while an older balance is on a plan?
- How long is the agreement, and can the term change after a missed payment?
- What happens after a late installment or a default?
- Will the agreement affect a mortgage escrow account, tax sale process or refinancing?
- What documents prove income, expenses or hardship?
Get the terms, payment dates and cancellation rules in writing. A plan can spread the cash burden without reducing the tax owed, and interest or fees may continue.
Illustrative municipal approaches
NYC311 describes standard payment plans with terms of up to 10 years and a separate PT AID program that considers income and ability to pay. Under a standard plan, participants must continue paying current taxes. PT AID has different hardship and deferral features. These are New York City rules, not a template for every municipality.
Florida guidance describes a different state-specific homestead deferral that requires an annual application. It also notes that accepting a partial payment can be discretionary and that unpaid real-estate taxes become delinquent on a specified local timetable. Confirm the current county schedule; Florida’s process does not establish a nationwide rule.

Compare reduction, installment payment and deferral
| Option | Immediate effect | Typical qualification question | Future cost or risk |
|---|---|---|---|
| Exemption or reduction | Lowers the bill if approved. | Do you meet age, income, occupancy, disability, veteran or other local criteria? | Renewal, recertification or loss after a status change may apply. |
| Installment plan | Spreads current or delinquent amounts over scheduled payments. | Can you document ability to make each payment? | Interest, penalties, fees and default consequences may continue. |
| Hardship plan | May adjust timing or payment size based on income and expenses. | Does the program use an income or ability-to-pay test? | Terms may require current taxes to remain paid and can change after default. |
| Deferral | Postpones some or all of an eligible amount. | Does the increase, age, income, ownership or property type fit the program? | The postponed amount may accrue interest, attach as a lien and become payable on sale or transfer. |
A deferral is not forgiveness. Illinois says its qualifying senior deferral is secured by a lien and recovered with interest when the home is sold or transferred. Other programs may use different repayment triggers, so read the agreement rather than assuming the balance disappears.
If the bill is already late
Call the tax collector immediately and ask for the current payoff figure, delinquency date, penalties, interest and any available agreement. Ask whether a tax sale, lien enforcement or other collection action has started. If a mortgage lender pays taxes from escrow, notify the servicer as well; an escrow shortage can raise your monthly payment even when the tax office offers a separate plan.
Prioritize the required payment that prevents the most serious consequence, but do not send an amount that the office cannot credit under its rules. Florida’s guidance, for example, says partial-payment acceptance is discretionary. Request a receipt and written confirmation of how every payment is allocated.
Build a short, documented action plan
- Today: Save the bill, assessment notice and last year’s documents; highlight every changed line.
- Within a few business days: Request the property record card and ask the assessor about valuation, exemptions and review rights.
- Before the appeal deadline: File a factual appeal if the value is wrong, with evidence and proof of submission.
- Before the payment deadline: Ask the collector for installment, hardship and deferral options and confirm whether payment remains due during an appeal.
- Before signing: Calculate the total of principal, interest, fees and any lien or repayment trigger; check the missed-payment clause.
- After approval: Calendar every installment, renewal and appeal date and keep confirmation numbers, receipts and copies.
Use a simple call script
“My property-tax bill increased from last year. Please explain whether the change is assessed value, a rate or levy, or an exemption issue. What is my assessment-appeal deadline? Which exemptions or hardship programs could apply to my household? If the bill is correct, what payment plans or deferrals are available, what must I pay now, and what interest, lien or default terms apply?”
When professional help is worthwhile
Consider a local assessment-review professional or tax attorney when the valuation is complex, the potential savings are substantial, a hearing is required, or a lien or tax-sale risk is involved. Verify the person’s credentials, local experience, fee structure and whether fees are owed if the appeal fails. You can usually begin by requesting the record and rules yourself; no professional can guarantee that an assessor will lower a value or that a relief application will be approved.
Quick Recap
Key decision points
- If the property facts or comparable sales show the value is wrong, pursue the local appeal while following the payment rules.
- If the value is accurate but an exemption is missing, correct the eligibility or filing issue before borrowing.
- If the bill is accurate and no reduction applies, seek an installment or hardship plan before delinquency.
- If cash flow is temporarily tight and you meet the criteria, compare a deferral’s lien and interest cost with an installment plan.
- If you cannot meet any arrangement, obtain written advice from the collector about enforcement dates and seek qualified local legal or housing counseling help.
