If homes in your area cost more than you can safely carry, do not use a lender’s maximum approval as your target. Set a total monthly housing limit, calculate the cash you would need to close while keeping an emergency reserve, compare that limit with actual local listings, and then choose among changing the search, waiting and saving, renting, or seeking assistance.
U.S. housing prices, loan terms, taxes, insurance, program rules, and waiting lists vary by location. The steps below help you make a defensible decision without assuming that buying now is always better than renting.

1. Define an affordable payment for your household
Start with your own cash flow, not the price of the most expensive home a lender says you could finance. Review several months of reliable income and spending, include debt payments and savings goals, and choose a housing amount that leaves room for food, transportation, health costs, childcare, retirement, and irregular bills.

- Property taxes.
- Homeowners insurance and any supplementary insurance required for the property or location.
- Mortgage insurance when the loan requires it.
- Homeowners association (HOA) dues.
- Utilities, routine maintenance, and money set aside for repairs.
Taxes, insurance, HOA charges, utilities, and maintenance can differ substantially between neighborhoods and property types. Ask for realistic estimates for each home you consider rather than applying a single percentage to every listing.
Use a personal ceiling, not a preapproval ceiling
HUD identifies income, credit history, current expenses, down payment, and interest rates as factors in affordability. CFPB also lists income reliability, debts, savings, monthly payment capacity, taxes, insurance, closing, moving, repairs, and improvements when assessing readiness. A preapproval reflects a lender’s underwriting assumptions; it does not account for every goal or risk in your household budget.
Write down two numbers: a maximum recurring housing amount and a lower target that gives you flexibility. If the payment works only when overtime, bonuses, or a temporary expense reduction continues indefinitely, it is not a sustainable target.

2. Calculate the cash you need before making an offer
Buying requires more cash than the down payment. CFPB says closing costs typically run from 2% to 5% of the purchase price, excluding the down payment. The range is a general guide, not a quote: actual costs vary with the price, loan, lender, property, location, and transaction.
Build a cash-to-close worksheet
- Start with liquid savings you can actually use. Exclude retirement funds or money committed to another goal unless you have confirmed the tax and penalty consequences.
- Subtract the planned down payment. The amount affects the loan size and may affect mortgage insurance, but using every dollar for the down payment can leave you exposed after closing.
- Reserve estimated closing costs. Use a 2%–5% planning range until a lender and settlement provider give you property-specific figures.
- Set aside moving and setup money. Include movers or transport, deposits, basic furnishings, utility connection fees, and immediate safety work.
- Reserve an emergency cushion. Keep cash for job loss, medical bills, a major repair, or another shock. CFPB advises preserving a cushion because early estimates are not precise.
- Recheck the worksheet when the loan and property are known. Update taxes, insurance, HOA dues, prepaid items, and any inspection-related repairs before committing.
An illustrative down-payment comparison
CFPB’s “Ready to buy a home?” guidance uses a $200,000 home only as an illustration. The examples below are not a current market price or a universal loan requirement.
| Illustrative down payment | Dollar amount on $200,000 | What the example does not include |
|---|---|---|
| 20% | $40,000 | Closing costs, moving, repairs, reserves, and other cash needs |
| 5% | $10,000 | Closing costs, moving, repairs, reserves, and other cash needs |
| 3.5% | $7,000 | Closing costs, moving, repairs, reserves, and other cash needs |
A smaller down payment can reduce the cash needed upfront, but it can increase the loan balance and may add mortgage insurance or other costs. Compare the complete payment and the cash you retain, not just the percentage shown in an advertisement.

3. Compare your budget with homes actually available nearby
Once you have a sustainable monthly limit and a cash range, look at current listings and local cost information. Compare the total cost of plausible homes—not just list prices—with your ceiling. Include the taxes, insurance, HOA dues, utilities, maintenance, and likely repairs for each type of property.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsIf the numbers do not match, change the search deliberately
CFPB recommends exploring other neighborhoods or changing search criteria when typical prices exceed a realistic affordable price. You can test one variable at a time so you know what creates the improvement:
- Location: Expand the radius, consider a different municipality, or compare neighborhoods with different tax and HOA structures.
- Size: Consider fewer bedrooms, less square footage, or a layout that can meet your needs without unused space.
- Condition: A home needing manageable work may cost less, but add inspection, contractor, permit, and contingency amounts before deciding that the discount is real.
- Property type: Compare condos, townhomes, and detached homes after including their respective HOA dues, insurance, and maintenance responsibilities.
- Timing within the market: Revisit the calculation as listings, rates, taxes, and insurance quotes change.
Do not treat a lower list price as affordable if the recurring costs or required repairs push the total beyond your ceiling. Conversely, do not dismiss a home solely because its list price is higher if verified taxes, insurance, and condition make the complete budget workable; calculate rather than guess.

4. Compare four realistic paths: buy now, change the search, wait, or rent
There is no universal “right time” to buy. CFPB advises weighing rent-versus-buy tradeoffs in light of your circumstances and how long you expect to stay. Compare the options using the same decision points.
| Path | Monthly considerations | Upfront cash and risk | When it may fit |
|---|---|---|---|
| Buy a home that fits now | Principal, interest, taxes, insurance, mortgage insurance if applicable, HOA dues, utilities, maintenance, and repairs | Down payment plus typically 2%–5% closing costs, moving, setup, repairs, and a retained emergency cushion | Your income is reliable, the full payment fits your ceiling, and you expect to stay long enough to justify transaction costs |
| Change the search | May lower the complete monthly cost while preserving ownership | Trade-offs can include a longer commute, less space, different condition, or different services; quantify each before offering | Your target area is too expensive but nearby locations or property types offer verified total costs within budget |
| Wait and save | Continue current housing costs while improving savings, credit, debt load, or income stability | Prices and rates may rise, fall, or remain uncertain; waiting is not a guarantee of a better deal | You cannot close without draining reserves, or your budget is likely to improve through a specific, measurable change |
| Rent | Rent and any renter-paid utilities; a voucher or public-housing contribution depends on program rules | No ownership equity, but generally less responsibility for major building repairs; deposits, moving costs, and rent changes still matter | You need flexibility, expect to move, are building reserves, or ownership would exceed a sustainable payment |
Write down your expected time in the home. Buying and selling involve transaction costs and practical risks, so a short expected stay can change the comparison. Renting can be a rational interim or long-term choice; it is not evidence that you have failed to plan.
5. Check official help before assuming you are on your own
State and local homebuying programs
HUD directs prospective buyers to state homebuying programs and local housing or community-development offices. These agencies can explain whether assistance exists in your locality, what properties and buyers qualify, and whether funds are currently available. Eligibility, funding, income limits, purchase-price limits, and application timing are local facts—verify them directly.

Some borrowers may also consider government-backed programs such as FHA, VA, or USDA options. CFPB notes that these programs can be relevant for some people with smaller down payments, while HUD identifies FHA mortgage-insurance programs and lower-down-payment FHA loans as possibilities for some first-time buyers. None of these references establishes that you qualify or that a particular loan will be cheapest. Compare the interest rate, mortgage insurance, fees, required reserves, and total cash to close with a lender.
HUD-approved housing counseling
A HUD-approved housing counseling agency can provide customized help with budgeting, credit, home purchase, and rental matters. Agencies do not all offer every service. HUD says participating agencies must waive a fee a client cannot afford, and any fee must be disclosed before counseling. Find an agency through HUD or call 800-569-4287. Bring your income records, debts, recurring expenses, savings balances, and any assistance-program information so the counselor can work from your actual numbers.
6. If buying is out of reach, investigate rental assistance
HUD identifies public housing and the Housing Choice Voucher program as rental-assistance pathways. Local Public Housing Agencies (PHAs) administer applications, determine eligibility, and explain tenant contributions and available units. Rules, funding, and wait times vary by PHA, and many agencies have long waiting lists.
Free tools Windows power users keep installed
One-click scans. No signup required.
- Identify the PHA serving each area where you could realistically live.
- Ask about current application windows, documentation, income and household rules, accessibility needs, and estimated wait times.
- Apply through the PHA’s stated process rather than paying an unaffiliated service to “guarantee” a voucher.
- Where appropriate, ask whether you may apply to more than one PHA, because a single list may not cover every area you could accept.
- Keep your contact information and household details current so you do not lose your place under local rules.
Rental assistance is not automatic, and an application does not guarantee a unit or a short wait. Confirm every requirement and deadline with the relevant PHA.
7. A decision worksheet you can complete this week
- Set the ceiling: Record the monthly amount you can devote to all housing costs while still meeting debt payments, savings goals, and essential spending.
- Price ownership completely: For three representative listings, estimate principal, interest, taxes, insurance, mortgage insurance if applicable, HOA dues, utilities, maintenance, and likely repairs.
- Calculate cash to close: Add the down payment and a 2%–5% closing-cost planning range, then reserve moving, setup, repairs, and an emergency cushion.
- Compare local choices: Measure your ceiling against current homes in your target area and at least one alternative area or property type.
- Test the time horizon: State how long you expect to stay and list the costs and flexibility you would give up by buying.
- Check assistance: Contact your state or local housing office, a HUD-approved counselor, and the PHA for any rental programs relevant to your household.
- Choose a trigger for action: For example, you might revisit buying after saving a defined amount, reducing a debt, stabilizing income, or finding a home whose verified total cost fits your ceiling. Do not use an unverified forecast for prices or rates as the trigger.
Common mistakes and how to correct them
- Counting only principal and interest: Rebuild the estimate with taxes, insurance, mortgage insurance, HOA dues, utilities, maintenance, and repairs.
- Using every dollar for the down payment: Reduce the planned purchase price or down payment so closing, moving, repairs, and emergency reserves remain funded.
- Treating preapproval as permission to overspend: Apply your household ceiling even when the lender’s maximum is higher.
- Assuming assistance is universal: Ask the responsible state, local, HUD, or PHA office about current eligibility and funding.
- Waiting solely because someone predicts a market change: Make waiting a measurable plan tied to savings, debt, credit, income stability, or a broader search—not a promise that prices or rates will improve.
- Ignoring the cost of moving or selling: Include transaction and relocation costs when your expected stay is short or your job and family plans are uncertain.
The most defensible answer to “What if I can’t afford to buy a house where I live?” is to protect your financial stability first, then adjust the location, property, timing, or tenure decision until the complete numbers work. Official HUD and CFPB guidance available October 13, 2026 supports that process, but only local agencies, lenders, and current listings can establish your actual eligibility and costs.
