Do not choose a payment solution until you know what the bill is and who sent it. An inherited-property “tax bill” might be a federal income-tax notice, delinquent county or city property tax, a state inheritance or estate tax, tax triggered by selling the property, or a debt owed by the deceased or the estate. Each has a different authority, deadline and legally responsible party.
Read the notice, identify the named taxpayer and property, and call the issuing agency before the payment, appeal, redemption or tax-sale deadline. If the debt is federal, the Internal Revenue Service has payment arrangements and collection options. If it is real-property tax, only the local tax collector can tell you which installments, hardship programs or redemption rights apply. Interest, penalties, fees and liens can continue while you decide.

First identify the bill, authority and legally responsible party
Write down the property address and parcel number, the amount due, tax period, due date, named taxpayer, issuing office and every warning about a lien, appeal, redemption period, levy or tax sale. Keep the complete notice, including the reverse side. The phrase “inheritance tax” on a letter does not by itself prove that the IRS sent it or that you personally owe it.

| What the bill may be | Who normally sends it | What to confirm first |
|---|---|---|
| Federal income-tax balance | IRS | The tax year, notice number, legal taxpayer, filing status and available IRS payment options |
| Overdue real-property tax | County, city or other local collector | Parcel balance, late charges, installment or hardship rules, appeal rights, redemption date and tax-sale schedule |
| State estate or inheritance tax | State revenue or treasury agency | Whether the estate, executor or heir must file or pay, valuation rules and the state deadline |
| Tax associated with selling the property | Usually reported on a federal or state return | Date-of-death basis, sale price, selling costs, gain and any lien payoff required at closing |
| Tax debt of the deceased or estate | IRS, state or local agency | Whether the claim is against estate assets, a surviving owner, an heir or the property itself |
Tax debts and ownership can overlap. A property-tax lien may remain attached to the parcel even if title changes. An estate debt is generally handled through estate administration, not by simply mailing the bill to one heir. Ask the executor or court-appointed administrator who is authorized to respond and which estate funds are available.

Use this immediate action sequence
- Preserve and verify the notice. Photograph or scan every page, then compare the parcel, tax period, taxpayer name and balance with the deed, probate papers and prior bills. Do not assume a local assessment is the same as the federal income-tax basis.
- Call the issuer before the deadline. Use the phone number on the IRS notice for a federal debt, or the county or municipal collector listed on a property-tax bill. Ask the representative to explain the exact consequence of missing the next date and request written confirmation of any arrangement.
- Ask for every available arrangement. For the IRS, ask about short- or long-term installments, a partial-payment installment agreement, temporary collection delay and an offer in compromise if your facts meet the rules. For a local bill, ask specifically about installments, hardship relief, reassessment or appeal, redemption and an agreement that prevents a tax sale while payments are made.
- Protect title and records. Keep the deed or transfer documents, probate filings, date-of-death valuation, estate tax records, correspondence and payment receipts in one file. If several heirs own the property, designate one contact and put cost-sharing and sale decisions in writing.
- Calculate the cash requirement. Compare the amount needed to keep the property current with available estate cash, insurance, income and realistic sale proceeds. Include continuing interest, penalties, legal fees, closing costs, mortgage payoff and any tax on a gain.
- Escalate when the amount or deadline is disputed. An enrolled agent, CPA, tax attorney or probate attorney can separate estate liability from personal liability, challenge an incorrect valuation and evaluate a looming lien or sale. A paid preparer cannot guarantee approval of a payment plan or a particular tax result.
If the bill is a federal IRS debt
IRS Tax Topic 202 and the IRS payment-plan guidance updated March 3, 2026 describe several possible paths. Eligibility depends on the balance, whether required returns are filed and your financial circumstances. These choices apply to federal liabilities only; they do not postpone a city, county or state property-tax deadline.
Installment arrangements
An individual may request an installment arrangement to pay over time. The IRS decides the terms under its current eligibility rules and may require current returns and financial information. A request or approval does not erase interest or applicable penalties. The unpaid balance can therefore cost more than the original assessment, even when every agreed installment is made.
Partial-payment installment agreement
If you cannot pay the full liability before the IRS collection period ends, a partial-payment installment agreement may be available. The IRS generally requires a financial statement and supporting documents, then reviews the arrangement periodically. Be ready to document income, bank and investment assets, real estate equity, vehicles, living expenses and other debts. A change in finances can lead to a revised payment or collection action.

When no payment is currently possible
If you truly cannot make a payment, contact the number on the notice rather than ignoring it. The IRS Tax Topic 202 states: “If you’re not able to make any payment at this time, please have your financial information available (for example, pay stubs, lease or rental agreements, mortgage statements, car lease/loan, utilities, etc.) and call us at the number on your notice, or 800-829-1040 (individuals) or 800-829-4933 (businesses) for assistance.” A temporary collection delay is not forgiveness; interest and penalties generally continue, and the IRS can review your ability to pay later.
Collection activity while a request is pending
IRS guidance describes limits on levy action while an installment-agreement request is pending, subject to exceptions. Do not treat a pending request as a guaranteed pause or as extra time for another taxing authority. Continue to read every notice and comply with any separate filing or payment requirement.
Offer in compromise
An offer in compromise can settle an eligible federal liability for less than the full amount, but it is conditional and not an automatic discount. The IRS considers three bases: doubt as to liability, doubt as to collectibility and effective tax administration. For collectibility, it examines assets and anticipated income. Its guidance generally says a taxpayer who can fully pay through an installment agreement or other means will not qualify in most cases.

Applicants generally must have filed required returns and met current estimated-tax obligations. Use the current IRS instructions and eligibility tool before submitting anything; application, payment and documentation requirements can apply, and submission does not guarantee acceptance. An offer also addresses the federal liability described in the application, not a local property-tax bill.

Property taxes are administered by state and local authorities. The IRS cannot place a county or city account into an IRS installment plan. Call the collector on the bill promptly and ask for the parcel’s complete payoff, accrued charges and the exact date on which a lien, tax sale or loss of redemption rights could occur.
Questions to ask the local collector
- Which person or entity must sign the request while probate is open or the deed is still in the deceased owner’s name?
- Does the office offer monthly installments, a hardship program, penalty reduction or a payment agreement that prevents a tax sale?
- Is there a reassessment or appeal deadline, and what evidence is required?
- What is the redemption period after a sale or lien, and how much must be paid to preserve the property?
- Will payments be applied first to fees and penalties, and can the office provide a written payoff figure?
Delinquent property taxes may remain attached to the property. That means a later sale, refinance or transfer can be blocked or require the taxes and charges to be paid from closing proceeds. Do not assume that making a small voluntary payment stops every enforcement deadline; obtain the agency’s written terms.

Philadelphia example, not a nationwide rule
Philadelphia’s Department of Revenue guidance dated September 2, 2026 says delinquent taxes remain attached to inherited property. It describes a monthly installment plan and an Owner-Occupied Real Estate Tax Payment Agreement for eligible homeowners with past-due balances. The same guidance points to Pennsylvania inheritance-tax information and the city’s Tangled Title Program. These programs are specific to Philadelphia and Pennsylvania; eligibility, deadlines and documentation elsewhere can be entirely different.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. If the bill follows a sale of inherited property
Selling the property may create cash to clear a lien, but the sale itself can create a reportable gain. The IRS generally sets inherited property’s basis at its fair market value on the decedent’s date of death. An alternate valuation date can apply when an executor filed an estate-tax return and elected that method, and certain property has special rules.
Ask the executor for the date-of-death appraisal and any estate-tax valuation. Do not substitute the local property-tax assessment automatically for the federal basis. Compare the basis with the sale price after allowable selling costs. A sale above basis may produce taxable gain; when reporting is required, the IRS generally directs taxpayers to Schedule D (Form 1040) and Form 8949. The state may apply separate rules.

Estimate net proceeds before listing or accepting an offer
- Obtain a current payoff for the property-tax balance, IRS or state liens, mortgage and other recorded claims.
- Estimate brokerage commission, transfer taxes, repairs, title work, legal fees and other closing costs.
- Use the documented tax basis and expected sale price to estimate any gain and reserve money for resulting income tax.
- Ask the taxing authority and closing professional how liens, penalties and sale proceeds will be paid at closing.
- Have all owners or the authorized estate representative approve the contract and distribution plan.
Decide whether keeping, arranging payments or selling is realistic
Make the decision using the same five tests: who legally holds the debt, how soon enforcement can occur, the total cost including ongoing charges, whether payments can clear the balance within the allowed period and whether ownership remains affordable after ordinary expenses. A low monthly installment is not affordable if insurance, utilities, repairs, mortgage and future property tax cannot also be paid.
| Path | Best fit | Costs and risks to check |
|---|---|---|
| Keep the property and pay current bills | Reliable income or estate funds can cover the tax and ongoing ownership costs | Interest, penalties, maintenance, insurance, mortgage and future tax increases |
| Negotiate a payment arrangement | The authority confirms a written plan and the proposed payment fits the budget | Continuing interest or fees, periodic IRS review, missed-payment default and local enforcement terms |
| Sell the property | Net proceeds after liens and closing costs exceed the obligations, or ownership is unaffordable | Taxable gain, market time, selling costs, authorization from all owners and a possible tax-sale deadline |
| Seek professional or legal intervention | Ownership, valuation, estate responsibility or a deadline is disputed | Professional fees and no guarantee that the authority will change its position |
Records that make a solution faster
Prepare a folder containing the notice, parcel record, deed, probate appointment, death certificate if requested, date-of-death appraisal, estate return information, prior tax bills, mortgage statement, insurance and utility costs, bank statements and a list of all heirs. For an IRS request, organize pay stubs, lease or mortgage records, vehicle loans, utilities and other living expenses. For a local request, include proof of occupancy, income and hardship if the office requires it.
Record the name and department of every representative, the date and time of each call, instructions received and confirmation numbers. Send documents through the channel the agency specifies and retain proof of delivery. Never send an original deed, appraisal or probate order unless the authority expressly requires it and provides a secure method.

Common mistakes and how to correct them
- Calling the wrong agency: An IRS payment plan does not cure a county property-tax delinquency. Re-read the letterhead and account number, then contact the named creditor.
- Assuming the heir personally owes every estate bill: Ask the executor or administrator and a probate professional whether the claim is payable from estate assets or is secured by the property.
- Waiting for a sale to solve the problem: A tax sale or lien can reduce control and add costs. Get the redemption and sale dates in writing immediately.
- Using the assessment as the income-tax basis: Obtain the documented date-of-death or elected alternate valuation used for federal reporting.
- Believing an offer in compromise is guaranteed: The IRS evaluates ability to pay and compliance; a person able to pay in full through other means generally will not qualify in most cases.
- Signing a payment plan without a budget: Include all recurring housing costs and future taxes, not only the overdue amount.
- Letting heirs act separately: Conflicting instructions can delay probate, a sale or a payment agreement. Coordinate through the authorized representative and document each person’s contribution.
When to obtain specialized help
Get tax or probate advice promptly when the balance is large, the notice names the estate rather than you, multiple heirs disagree, the valuation is contested, a lien or tax-sale date is near, or the property may sell for more than its basis. An enrolled agent or CPA can model federal and state tax consequences; a tax attorney can address collection disputes; a probate or real-estate attorney can address title, authority to sell and estate creditors. Ask what experience the professional has with inherited property and tax debt, and understand the fee before engagement.
