The correct remedy depends on whether SSA has decided your claim, whether payments have started, how many months have passed since your first month of entitlement, your age, and whether another person’s benefit would be affected.
There are three different procedures—not one general “change date” button: asking SSA to revise the first month of entitlement within an allowed retroactive period, withdrawing the application and applying again later, or suspending payments after full retirement age. Each has different deadlines, repayment rules and effects on family benefits.

Start by identifying exactly where your claim stands
Before asking SSA to change anything, gather the dates and facts that determine which procedure is available:
Recommended Free Tools
- Has SSA issued a determination on your retirement claim?
- What first month of entitlement appears in your award or other notice?
- Have any benefit payments been issued, and to whom?
- How many months have passed since that first entitlement month?
- Have you reached full retirement age, and are you younger than 70?
- Does anyone else receive a benefit on your earnings record, or do you receive a benefit on someone else’s record?
The month of entitlement is the month for which you qualify. It is not necessarily the month your first deposit arrives. SSA says retirement benefits are paid in the month after they are due; for example, a May entitlement month generally produces a payment in June.

Call or visit SSA and say plainly that you already filed and want to change the month of entitlement or the timing of future payments. Ask the representative to identify the available route for your record before you submit a form or spend money returning benefits.
The three routes compared
| Route | When it can apply | What changes | Repayment and consent | Can you apply again? |
|---|---|---|---|---|
| Change the first month of entitlement | Before a decision, or after a decision within the applicable six-month or 12-month retroactive period | The stated first entitlement month, only within the period allowed for the claim | After a decision, a written request, repayment of improper payments (or an arrangement SSA accepts), and written consent from affected beneficiaries may be required | Usually not a new application; SSA adjusts the existing claim if approved |
| Withdraw and reapply | Generally fewer than 12 months since the first month of entitlement | Erases the application as though it had never been filed, subject to SSA approval | Written request; repayment of benefits already paid; written consent from people whose entitlement is affected | Yes. You must file a new application, and the later application may not cover the same retroactive months |
| Voluntary suspension | After full retirement age and before age 70, when you are already entitled | Stops future payments prospectively and allows delayed retirement credits to accrue | No withdrawal of the application; household benefits on your record are generally suspended too, except benefits of divorced spouses | Not applicable. You can request reinstatement, and suspension ends automatically at 70 |
Option 1: Ask SSA to change the first month of entitlement
Before SSA decides your claim
Federal regulations allow an applicant to limit the number of months in the claim’s retroactive entitlement period. If SSA has not made a decision, put your preferred first month in writing and send it through the channel SSA directs. Keep a copy and proof of delivery.
This is different from choosing a future start month on a new application. SSA’s online application guidance says that if you want benefits to start more than four months in the future, you need to apply at a later date. That instruction explains when to file an application; it does not guarantee that an already adjudicated claim can be moved to any month you choose.

Under 20 CFR § 404.622, you may be able to change the first month of entitlement within the six-month or 12-month period applicable to your claim. The regulation does not create an unlimited right to pick any month. The available months depend on the type of claim, its retroactive period and SSA’s determination.
A post-decision request generally must be in writing. You must be alive when the change is made, and beneficiaries whose entitlement would be affected must consent in writing. If payments would become improper because the month is moved, those amounts must be repaid or SSA must be satisfied that repayment will occur.

What to include in the written request
- Your name, Social Security number or claim identifier, address and telephone number.
- The first month shown on SSA’s notice.
- The month you are requesting and a short explanation that you are asking to change the first month of entitlement after filing.
- The date of SSA’s determination and whether any payments have been received.
- Names of other beneficiaries who may be affected, if known.
Do not assume that a request has taken effect until SSA confirms it. Ask how much must be returned, where to send it, and whether SSA can accept a repayment arrangement while the request is reviewed.
Option 2: Withdraw the application and apply later
The 12-month window
SSA says you may be able to withdraw a retirement claim if fewer than 12 months have passed since you were first entitled to benefits. The clock is tied to the first month of entitlement, not simply the date you completed the online application or received your first deposit. SSA’s official wording is: “If you change your mind about receiving benefits, you may be able to withdraw your Social Security claim if it has been less than 12 months since you were first entitled to benefits.”
Federal regulations also provide that an old-age application may be withdrawn only once. Treat the one-withdrawal limit as a major decision point: if SSA approves the withdrawal, you generally cannot use this same withdrawal procedure again for that retirement application.
Repayment and affected people
You need a written withdrawal request. If SSA has already made a determination, benefits paid to you—and payments made to other people because of your application—must be repaid. Anyone whose entitlement would be affected must consent in writing. This can include family members receiving benefits on your record.
Use Form SSA-521, “Request for Withdrawal of Application,” when SSA tells you it is the appropriate form. The form warns that withdrawal can eliminate rights connected to the original application, require repayment of payments made to you or others, and mean that a later application will not cover the same retroactive period. Ask your local SSA office to explain the consequences for your specific dates before signing.

What approval does—and does not do
When SSA approves a withdrawal, it treats the application as if it had never been filed. You must apply again when you want benefits. A later application may produce a different first month, but it may not preserve every month that was available under the original filing. Withdrawal is therefore not a simple cancellation button and is not a guarantee of higher lifetime income.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsBefore submitting SSA-521, request a written or clearly documented explanation of:
- The total amount that must be repaid, including amounts paid to other beneficiaries.
- How consent will be collected from affected people.
- The date by which the request must reach SSA.
- The earliest and latest months available on a new application.
- How Medicare or other linked benefits will be handled.
Option 3: Suspend payments after full retirement age
Who can request suspension
If you are already entitled to retirement benefits, have reached full retirement age and are younger than 70, you can ask SSA to suspend future payments. This is a forward-looking change, not a withdrawal and not a rewrite of the original entitlement month.
Suspension generally starts with the month after you make the request. During the suspension, you earn delayed retirement credits that increase your future monthly retirement benefit. You may ask SSA to reinstate payments earlier, and suspension ends automatically when you reach age 70.
Family and Medicare consequences
Suspension can affect other people in your household. Benefits paid on your earnings record are also suspended for most beneficiaries, although divorced spouses are an exception. If you receive benefits on someone else’s record, your benefits on that record are suspended as well.

Medicare Part B premiums cannot be deducted from a suspended Social Security payment. SSA says the Centers for Medicare & Medicaid Services will bill you for future Part B premiums, so arrange another way to pay those bills before requesting suspension.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How the start month affects your benefit
Retirement benefits can begin as early as age 62. For a person whose full retirement age is 67, starting at 62 can reduce the monthly benefit by as much as 30% compared with starting at full retirement age. That is a general maximum, not a personal quote. Your birth year, earnings record and selected entitlement month determine your actual amount, and early or delayed claiming adjustments are generally permanent.
Use your individual estimates in your “my Social Security” account or request figures from SSA for each month under consideration. Compare the gross benefit, taxes, Medicare premiums, earnings from work and the period you expect to need income. Do not convert the 30% general figure into a dollar amount without your own benefit calculation.
A practical decision process
- Make a date worksheet. Record the application date, decision date, first entitlement month, first payment month, every payment received and your current age.
- Map the household impact. List anyone receiving a benefit on your record and any benefit you receive on another person’s record.
- Contact SSA before acting. Ask which of the three procedures applies and whether the agency requires a letter, Form SSA-521, repayment or written consents.
- Get repayment instructions in writing. Confirm the amount, deadline, payment address and what happens if SSA later denies the date change.
- Compare personal estimates. Request benefit amounts for the existing month, the requested month and any later reapplication date.
- Submit the correct request and retain evidence. Keep copies, confirmation numbers, notices and proof of delivery.
- Verify the result. Check the revised notice and payment schedule. If the first payment month is unclear, ask SSA to state both the entitlement month and the deposit month.
Common mistakes and how to avoid them
Confusing entitlement with the deposit date
A June deposit may represent May entitlement. Counting the 12-month withdrawal window from the deposit date can lead to a mistaken assumption that more time remains. Use the entitlement month shown in SSA’s records.

Assuming every start month is available
The post-decision change rule operates inside a defined six-month or 12-month retroactive period. It does not permit an unrestricted move to any past or future month. Ask SSA which months are legally available on your claim.

Sending back only your own checks
Withdrawal or a post-decision change can affect payments made to other beneficiaries. SSA may require repayment of all improper amounts, not just money deposited in your account.
Treating suspension as cancellation
Suspension stops future payments after full retirement age; it does not erase the application or retroactively remove the initial entitlement month. If your objective is to undo the filing entirely, ask about withdrawal instead.
Waiting until the deadline is close
Written requests, repayment calculations and beneficiary consents take time. Contact SSA promptly, especially when approaching 12 months from the first entitlement month or age 70.
Questions to ask SSA in one call
- Has my claim been decided, and what first month of entitlement is recorded?
- Can I request a different month under the retroactive-entitlement rule?
- Am I still within the 12-month withdrawal window?
- What exact amount must be repaid, including payments to other people?
- Which beneficiaries must provide written consent?
- If I withdraw, what month could a new application cover?
- If I suspend, when will payments stop, what delayed credits will accrue, and who else will be affected?
- How will Medicare Part B premiums be billed during suspension?
SSA must review your record, dates and household circumstances before confirming an outcome. The safest course is to identify the applicable procedure first, then submit the written request and any repayment or consents exactly as SSA instructs.
