First identify exactly what the letter is: an information request, a proposed adjustment, a final assessment or reassessment, or a decision on an earlier objection. The required response, deadline and right to appeal depend on that stage, your country, the tax year and the notice itself. Preserve the notice and proof of its date, then answer every challenged rental-income or expense item with a document-backed explanation before using the formal review route available in your jurisdiction.
Start with the notice, not the tax theory
Tax authorities do not use one procedure for every disagreement. An examiner asking for receipts is not the same as an agency proposing a change, and a final assessment or reassessment is different again. Read the entire notice, including enclosures and response instructions, before deciding what to send.

Identify the procedural stage
- Information request or examination: The authority is asking for records or explanations. Respond to the listed questions by the stated date and keep a complete copy of your submission.
- Proposed adjustment: The authority has not necessarily made a final decision. The notice may offer an internal review, conference or appeal request before the change becomes final.
- Final assessment or reassessment: A formal amount is now recorded. If you disagree, use the objection or appeal mechanism specified for that notice; an informal telephone conversation is not automatically a formal filing.
- Objection or administrative decision: The next step may be a court appeal, a further administrative review, or another route. Read the decision date and filing instructions carefully.
Record the tax authority, tax year, notice type, date on the notice, date received, response deadline, amount at issue and method of filing. Save the original letter, envelope or electronic message, all attachments, previous correspondence and proof of delivery for anything you submit. If wording is unclear, use a telephone number or online channel independently verified on the authority’s official website, and ask which decision or information request is currently open.
Build an item-by-item dispute schedule
A schedule prevents a broad, emotional response from missing the adjustment that actually matters. Create one row for each challenged item, even when several appear in the same notice.
#1 Best Overall
| Column | What to enter |
|---|---|
| Tax year and property | The year under review and the rental address or ownership interest. |
| Amount reported | The income or expense amount on the filed return. |
| Amount proposed or assessed | The authority’s replacement figure, if stated. |
| Authority’s reason | Quote or accurately summarize the specific concern: omission, unsupported amount, allocation, timing or classification. |
| Your position | Agree, disagree, or agree in part, followed by a short factual explanation. |
| Evidence | List each invoice, lease, statement, bank record, contract, photograph or calculation supporting the position. |
| Open gaps and owner | Note missing records, who can obtain them and the expected date, without promising a result you cannot deliver. |
Keep income omissions or classification issues separate from expense substantiation and expense-character questions. This lets the reviewer see which facts are conceded, which are disputed and which documents address each point.
Reconcile every dollar of rental income
Start with independent records rather than the return. Compare the lease or tenancy agreement, rent statements, property-manager reports, deposit records and bank activity with the rental income reported for the year. Trace each deposit to a tenant, period and property. A reconciliation should explain, where applicable and supportable:
- Rent received in a different month from the period it covers.
- Vacancies or partial-year ownership.
- Shared ownership and the percentage included on your return.
- Tenant-paid costs, security deposits and amounts later returned.
- Property-manager fees deducted before remittance.
- Transfers between your own accounts that are not rent.
Do not use a bank deposit total as a substitute for an explanation. Label transfers, refunds and non-rental amounts, and attach the lease or manager statement that makes the treatment understandable. U.S. Internal Revenue Service guidance says rental owners must report rental income and keep records supporting reported rental items if selected for audit. The IRS states: “You must be able to document this information if your return is selected for audit.”

Substantiate each claimed deduction
For every expense under review, assemble a single evidence bundle containing the invoice or receipt, proof of payment, date, vendor, property, amount and a plain-language description of the work or service. Add a contract, work order, photographs or correspondence when the nature of the work is disputed. A useful bundle answers three questions: Did the cost occur, did you pay it, and why does it relate to this rental activity?
Use a consistent evidence checklist
- Original invoice or receipt showing supplier, date and amount.
- Canceled check, card statement, bank record or other proof of payment.
- Property address and, for shared costs, the allocation calculation.
- Lease, management agreement or service contract where relevant.
- Work description that distinguishes maintenance from a new asset or improvement.
- Calculation supporting partial business use, ownership percentage or time apportionment.
Organize files in the same order as the dispute schedule and name them consistently, such as “2025–Property A–roof invoice–$2,400.” Never alter an original document. If a receipt is unavailable, request a duplicate from the vendor and preserve the request and any alternative proof; explain the limitation rather than presenting an estimate as an original record.
Check whether an expense is current or capital
The label on a receipt is not decisive. The tax treatment depends on local law and the work’s effect on the property. A repair that keeps a property in the condition in which it was acquired may be treated differently from an improvement that adds value, extends useful life or adapts the property to a new use.

Canadian example
Canada Revenue Agency guidance distinguishes current expenses from capital expenses. A repair that maintains the property in its existing condition is an example of a current expense. The purchase price and improvement costs are examples of capital expenses, generally claimed over time through capital cost allowance rather than deducted in full in the year paid. Apply the classification to the actual work, not merely to the contractor’s invoice title.
U.S. example
Under U.S. rules, the IRS describes qualifying ordinary and necessary costs of managing, conserving and maintaining rental property as potentially deductible, while improvements are generally recovered through depreciation rather than deducted all at once. These are jurisdiction-specific standards; a Canadian treatment cannot simply be copied onto a U.S. return, or vice versa. If a project contains both repair and improvement components, separate them with contracts, invoices and a written allocation.
Choose the response route for the stage you are in
| Stage | Immediate action | What to protect |
|---|---|---|
| Information request | Send the requested records and a concise explanation by the stated date. | Completeness, delivery proof and a copy of every page sent. |
| Proposed adjustment | Follow the notice’s review, conference or appeal-request instructions. | The opportunity to contest before a final assessment. |
| Final assessment or reassessment | File the formal objection or appeal identified for that notice. | Statutory deadline, required form or portal, and proof of timely filing. |
| Objection decision | Assess whether a court appeal or other review is appropriate. | The decision date and the separate court filing deadline. |
| Penalty or interest problem | Consider a relief or remission request as a separate application. | Do not assume relief changes the underlying rental-income or deduction calculation. |
Compare each available route by stage, issue, deadline and filing method, evidence burden, potential tax, interest and penalties, collection status, and cost and complexity. Collection does not automatically pause merely because you disagree; the effect depends on the jurisdiction and stage. Confirm it from the notice or current authority guidance.

Canada: objection first, then a possible Tax Court appeal
For a Canadian income-tax assessment or determination, an objection is the first formal dispute step described in the Canada Revenue Agency’s objection guidance. Use the CRA decision tree and the instructions for your notice to confirm eligibility, form or online process, grounds and deadline. State each disputed adjustment, the amount in question, the facts, the law or guidance you rely on and the documents attached.
After the CRA objection decision
If you disagree with the objection decision, an appeal to the Tax Court of Canada may be available. The CRA’s P148 guide says the Court must receive the notice of appeal within 90 days after CRA sends its objection decision. This 90-day period is specific to that Canadian stage; it is not a general deadline for every tax dispute. The guide is plain-language information, not a substitute for the governing legislation or advice on an individual case. Verify the current filing method and calculate the period from the decision date shown by CRA.
Relief is a different application
CRA lists taxpayer relief and remission separately from objections and court appeals. A request to cancel or waive penalties or interest does not, by itself, prove that the rental income or deduction amount was calculated correctly. Address the merits and any relief request on their own tracks.

United States: follow the notice and examination-appeal instructions
U.S. rental owners should report rental income, claim only expenses allowed under U.S. rules and retain receipts, canceled checks, bills and other documentary evidence. When an examination proposes changes, IRS appeals materials describe a request-for-appeal route for certain examination changes. The exact form, eligibility and deadline depend on the notice and the type of examination; the reviewed guidance does not establish one universal U.S. deadline for every appeal.
Read the notice for the response date, address or online submission method and whether the proposed change is final. If the notice offers a conference with an examiner or appeals officer, prepare the dispute schedule and evidence bundle for that conference. If a final notice gives a different court or administrative remedy, follow that notice rather than relying on a generic deadline found elsewhere.
What to do when records are incomplete
- List the missing item and the exact amount it supports.
- Request a duplicate invoice, bank statement or manager report from the original source.
- Use contemporaneous secondary evidence, such as payment records, contracts or dated correspondence, only to the extent local rules allow.
- Reconstruct the calculation transparently and label assumptions; do not backdate or manufacture a receipt.
- Tell the authority what remains unavailable, why, and what you did to obtain it.
- Consider correcting an overstated claim rather than defending an amount the records cannot support.
A clear admission of a small unsupported amount can make the genuinely supported items easier to evaluate. Keep the original schedule and mark any agreed adjustment so the final numbers remain auditable.

Consider a tax professional who works in the relevant jurisdiction when the amount is material, a deadline is close, records are incomplete, ownership is shared, the issue involves capitalization or depreciation, several years are open, or the matter is moving toward court. Ask the professional to define the scope: document review, response drafting, conference representation, formal objection, court filing or only penalty-and-interest relief. Representation can improve organization and issue selection, but it does not guarantee a result.
Bring the notice, return and schedules, dispute schedule, complete evidence files, prior correspondence, payment history and a timeline of events. A professional cannot reliably assess a case from a summary that omits the actual notice language.
Prevent the next rental dispute
- Maintain a separate ledger for each property and tax year.
- Reconcile rent and expenses to bank records monthly or quarterly.
- Store invoices, receipts, contracts and proof of payment together.
- Record the business purpose and property for shared or unusual costs.
- Document why a project is maintenance, repair or improvement when the distinction could be questioned.
- Retain filed returns, supporting schedules and authority correspondence under a consistent naming system.
- Review the current authority guidance before filing, because rules, deadlines and online processes can change.
A ledger book or spreadsheet is only an organizing aid; it does not replace original receipts, invoices, bank records and correspondence. The strongest file lets a reviewer trace each reported dollar from the return to a source document and then to the legal treatment claimed.
