Start with the activity you can see
Do not wait for every detail before acting. Make a list of each unfamiliar account, charge, inquiry, employer, tax notice, benefit claim, collection letter, or message that involves your SSN. Handle confirmed fraud first, then investigate suspicious records.

Secure each affected business account
Call the fraud department—not a general sales line—of every bank, lender, phone company, medical provider, or other business where activity occurred. Ask the company to:

- Freeze or close the fraudulent account.
- Remove unauthorized charges and stop further transactions.
- Stop reporting the fraudulent debt to the credit bureaus.
- Confirm in writing that the account is not yours and that you are not liable.
Change the account password, username when the company permits it, security questions, and PIN. If the same password was used elsewhere, replace it on those accounts too. For every call or message, record the date, representative’s name, case or reference number, what you requested, and the promised follow-up. Keep copies of letters, emails, statements, and screenshots.

Separate a real account takeover from a suspicious contact
A bank statement, credit report entry, employer record, tax notice, or benefits letter is evidence that can be investigated. An unexpected caller merely claiming that your SSN has a problem is not proof of misuse. Do not disclose your SSN, account password, one-time code, or payment information to an inbound caller while you investigate.
File an FTC identity-theft report
Use IdentityTheft.gov to describe what happened and receive an FTC Identity Theft Report plus a recovery plan, or call the Federal Trade Commission at 1-877-438-4338. The report helps demonstrate to businesses and credit bureaus that the activity is identity theft and gives you a consistent record for follow-up.
Save the report before leaving
Print or download the Identity Theft Report and recovery plan. If you do not create an account on the reporting site, save the documents before closing the page so you can provide them to creditors, bureaus, collectors, agencies, or police later.

When a police report helps
A police report can strengthen a dispute, especially when a creditor, collector, landlord, employer, or court requests one. Bring your FTC report, photo identification, proof of your address, and evidence such as statements, notices, emails, or credit-report pages. Ask for a copy of the completed police report and keep the incident number.
Protect your credit files
Check all three nationwide credit reports for accounts, hard inquiries, addresses, and collection entries you do not recognize. The FTC recovery guidance says you can check your reports weekly for free through AnnualCreditReport.com. Review every bureau separately because information may appear on only one or two reports.
Fraud alert versus credit freeze

A fraud alert is a warning to creditors; a freeze restricts access to the file. You can use both, but a freeze must be established with each bureau individually. Keep the login credentials or confirmation numbers for each bureau so you can manage a temporary lift later.

- A copy of your FTC Identity Theft Report.
- Proof of your identity.
- A clear explanation of which information resulted from identity theft.
- A request that the bureau block the fraudulent information.
The FTC says a bureau must block fraudulent information when a request is properly supported. Send copies rather than irreplaceable originals, use a trackable delivery method when mailing, and retain the complete packet.
Work directly with the company that opened the account
Send the creditor or service provider a written request to close the account, remove charges, stop furnishing the debt, and confirm that you do not owe it. You can also request records connected with the theft—such as an application or transaction documents—by writing to the company and enclosing your FTC report. Keep a contact log and note response deadlines.
Respond to a debt collector
If a collector contacts you, write within 30 days of receiving the collection letter that the debt is not yours because of identity theft. Include the FTC report and supporting documents. You may request written information identifying the debt and the original creditor. Keep proof that your dispute was delivered and do not acknowledge the debt as your own.

Use the process that matches the type of SSN misuse
Employment or payroll misuse
Sign in to your my Social Security account and review your earnings and work history. If it lists wages or an employer you never had, contact a local Social Security Administration (SSA) office and explain which entries are wrong. Preserve pay statements, tax forms, or notices that show the discrepancy.

You can also consider locking your SSN in E-Verify. When an employer using E-Verify encounters a locked SSN, the system requires additional information from the person attempting to use it. A lock can affect legitimate hiring, so understand how to unlock it before an employer needs to verify you.
Tax-return or refund fraud
If the Internal Revenue Service sends a notice saying someone used your SSN to file a return or claim a refund, follow the instructions on that notice. IdentityTheft.gov directs victims to submit IRS Form 14039 when applicable, file their own accurate return, and pay any tax they actually owe. If the listed steps do not resolve the issue, contact the IRS Identity Protection Specialized Unit using the current contact instructions from the IRS.
Government-benefit fraud
Contact the agency that issued the benefit. For suspected Social Security benefit fraud, follow the SSA Office of the Inspector General reporting route. For a state-administered program such as unemployment insurance, contact the state agency shown on the notice or claim. Ask the agency to stop the fraudulent claim, correct its records, and explain whether you must submit identity documents or a police report.
Debt, housing, or criminal impersonation
Use the relevant IdentityTheft.gov recovery instructions for rental applications, utility accounts, loans, or other debts. If someone used your identity in a criminal matter, contact the law-enforcement agency or court named in the records, provide your identification and FTC report, and request documentation that distinguishes you from the impersonator. Consider legal advice if a court deadline, arrest warrant, eviction, or substantial liability is involved.

Recognize the “SSN is suspended” scam
The FTC warns: “Your Social Security number is not about to be suspended.” Scammers impersonating SSA may claim your number is linked to a crime or will be suspended unless you pay immediately. SSA will not threaten you or direct you to wire money, send cash, or buy gift cards to protect an SSN or bank account.
Do not trust caller ID. Hang up, find the agency’s official contact information independently, and call if you need to verify a notice. Do not provide an SSN or payment details to an unexpected caller. Report the scam to ReportFraud.ftc.gov. A scam call by itself does not prove that someone used your SSN, but it should prompt you to secure accounts and inspect your credit if you disclosed information.
Understand the limits of replacing an SSN
SSA generally will not issue a new number merely because you are worried about identity theft. You need evidence that someone is misusing the current number. Even when SSA assigns a replacement, the old number may continue to appear in business and government records, so a new number may not eliminate the underlying problem.

Ask SSA about eligibility and consequences before pursuing that option; changing the number can create difficulty connecting your credit, tax, medical, employment, and benefit histories.
Keep a recovery file and avoid common mistakes
- Use one timeline. Maintain a dated log of every call, letter, submission, confirmation number, and promised response.
- Send complete packets. Include the FTC report, identity proof, and the exact fraudulent item each time a bureau or business requests them.
- Protect originals. Retain originals and send copies unless an agency specifically requires an original.
- Watch all channels. Review bank and card statements, all three credit reports, mail, tax notices, payroll records, and benefit accounts.
- Expect procedures to change. Agency phone numbers, online forms, and bureau instructions can change; verify current directions on the official agency site before sending sensitive documents.
- Do not pay for a supposed fix. The core steps—FTC reporting, fraud alerts, freezes, credit-report access, and direct agency contact—are available without buying a monitoring product.
Continue checking for new activity after the first disputes are resolved. Identity theft can surface in a different system months later, and each new account or notice needs its own containment, documentation, and dispute.
