If Social Security withheld benefits because you worked, first compare the earnings SSA used with your W-2s, pay records and self-employment tax documents. If the amount, year or months counted are wrong, ask SSA to correct your earnings record and review the affected benefit deductions. Ordinarily, an earnings-record correction must be requested within 3 years, 3 months and 15 days after the end of the taxable year, although exceptions apply. After the year closes, SSA reconciles the earnings test and may pay benefits it determines were due.
Why the earnings test can reduce your checks
The Social Security earnings test generally applies while you are below full retirement age (FRA) and receiving retirement or survivors benefits. SSA compares your covered work earnings with the limit for the applicable year and withholds benefits when it determines that the test requires a reduction. The calculation can use wages, self-employment earnings or both.

In the calendar year you reach FRA, only earnings for the months before the month you reach FRA are counted under the earnings test. Earnings in the month you reach FRA and later are not subject to that test. Your exact FRA depends on your birth year, so check the FRA shown in your Social Security records or benefit notice.

SSA can use information from Forms W-2 and self-employment tax returns for its annual report. However, SSA’s Program Operations Manual System, RS 02510.015 (updated May 21, 2026), says beneficiaries remain primarily responsible for making sure the earnings used to adjust benefits are correct. A withholding that looks excessive may therefore reflect an incorrect earnings record, earnings assigned to the wrong year, months counted after FRA, or a difference between an estimate and your final earnings.

First determine what is actually wrong
Before asking for a correction, compare the notice and earnings information line by line. Keep the question narrow: are the earnings wrong, were they assigned to the wrong period, or did SSA apply the earnings test to months when it should not have?
| Check | What to compare | Why it matters |
|---|---|---|
| Annual amount | The earnings SSA lists versus each employer’s W-2, final pay records and your self-employment tax return | An incorrect total can produce too many benefit deductions. |
| Taxable year | When the work was paid or earned versus the year SSA used | Earnings attributed to the wrong year can trigger the test in the wrong period. |
| Type of work | Wages, self-employment earnings or both | Leaving out one category or counting it twice changes the test result. |
| FRA timing | Your FRA month and the months for which deductions were made | In your FRA year, only months before the FRA month are counted. |
| Benefit action | The number of checks withheld or reduced and the explanation in your determination notice | This separates an earnings-record problem from a later benefit reconciliation. |
Do not assume that every withheld dollar is a permanent loss. SSA determines the benefits due under the earnings test after the taxable year ends. If the final calculation shows that more benefits were due, SSA may pay the amount it finds due.
Gather the records SSA needs
Organize documents for the specific year and work that caused the withholding. Make copies or scans and keep the originals. Useful evidence includes:
- Forms W-2 for every employer in the affected year;
- year-end pay statements and pay stubs showing gross wages and payment dates;
- self-employment tax returns, schedules and records supporting reported net earnings;
- an SSA earnings statement or notice showing the amount SSA used;
- your benefit determination or withholding notice, including all pages and appeal instructions; and
- correspondence from an employer or tax authority that corrected a wage report.
Mark the disputed lines and write a short chronology: the year involved, when you worked, when you were paid, what SSA reported and what your records show. This makes it easier for an SSA representative to identify the precise entry that needs review.

Request an earnings-record correction
SSA says you may request a correction through your my Social Security account or by contacting SSA. The regulation at 20 CFR § 404.820 describes a written, signed request that states the record is incorrect, identifies the period, and explains or attaches the evidence available.
- Identify the affected year and work. State the employer or self-employment activity, the months involved and the amount SSA appears to have used.
- Describe the discrepancy. Explain whether the amount is overstated, missing, duplicated, assigned to another year or counted after the month you reached FRA.
- Attach supporting records. Include copies of W-2s, pay statements, tax information and the SSA notice. Do not send irreplaceable originals.
- Ask for both reviews. Request correction of the earnings record and a review of the benefit deductions or withholding that resulted from it.
- Submit and preserve proof. Save a copy of everything, the date you submitted it and any confirmation number, fax receipt or mailing evidence.
If you use the online account, follow the current submission prompts and retain the confirmation. If you contact SSA by telephone or visit an office, ask how to provide a signed written statement and documents for the record. A phone conversation alone may not supply the written evidence described in the regulation.
Know the correction deadline, but do not self-reject
The ordinary period for correcting an earnings record is 3 years, 3 months and 15 days after the end of the taxable year in question. For example, the clock is measured from the end of that tax year, not from the day you first noticed the withholding. Federal rules provide exceptions, so a person who may be outside the ordinary period should still contact SSA and explain the circumstances.

What happens after the year ends
SSA reconciles earnings-test benefits after the taxable year. It compares the final earnings information with the benefits withheld and determines what amount, if any, remains due. The agency may issue payment for an amount it finds due, but the materials governing this process do not establish a universal payment date. Do not rely on a promised date from an unofficial source; use the notice or SSA’s direct response for your case.
Work-related deductions can also affect your later benefit. Under the earnings-test rules, months in which benefits were fully or partially withheld can become crediting months. Those months may lead to an increase in your monthly benefit when you reach FRA. The adjustment is separate from correcting an incorrect earnings entry, so keep pursuing a record correction even if you expect a future credit.
If SSA says the information is correct
Read the determination notice carefully. It should explain the action and provide the instructions that apply if you disagree. The available guidance does not establish one appeal deadline and procedure for every earnings-test dispute, so do not assume a generic deadline or form. Follow the review or appeal directions printed on your notice and contact SSA promptly if anything is unclear.
In your response, identify the exact issue that remains unresolved: the earnings figure, the year assigned, the months counted, or the way the withholding was applied. Include the documents you previously sent and any new evidence. Ask SSA to explain the calculation in writing if the notice does not show how it reached the deduction.

Common discrepancy situations
SSA shows more wages than your W-2s
Check every employer and compare the annual total with your final wage statements. A duplicate employer entry, an amended payroll report or pay attributed to a different year can make the SSA total too high. Submit the relevant W-2s and a concise explanation identifying the excess entry.
Self-employment earnings are the problem
Compare SSA’s figure with the self-employment earnings reported on your tax return and supporting schedules. State whether the amount is missing, overstated or assigned to the wrong year. Include the pages that show the reported earnings and any amended filing or tax-authority notice.
You reached FRA during the year
Write down the month you reached FRA and list the months for which SSA reduced or withheld benefits. In the FRA year, the earnings test counts earnings before the FRA month. Ask SSA to verify that it did not apply the test to later months.

SSA may adjust benefits using expected earnings and later reconcile the result with the annual report. Compare the final records with the estimate you gave SSA and ask for the post-year reconciliation. A difference does not automatically prove an error; the final annual earnings and the applicable year’s rule control.

An employer corrected its report
Provide SSA with the corrected W-2 or employer statement and identify the original and corrected amounts. Ask SSA to update the earnings record and recalculate any affected withholding. Keep evidence that the employer submitted the correction.
Do not rely on an outdated dollar limit
The earnings-test exempt amount and deduction rate change by year, and the rule differs for the year you reach FRA. No verified 2026 dollar threshold is established here. Use SSA’s current information for the specific tax year at issue instead of applying a figure from an older article or calculator. Your correction request should focus on the records and months involved, even when you do not yet know the exact limit.
What the historical error figure does—and does not—show
In testimony dated March 25, 2026, the Social Security Administration’s Office of the Inspector General reported that an internal SSA review estimated $201 million in inaccurately calculated earnings-test overpayments in 2018. That is a historical estimate of overpayments, not a current error rate, not a measure of excess withholding, and not evidence that any individual’s claim was calculated incorrectly. Your own records and determination notice are what establish whether your case needs correction.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesA practical recordkeeping checklist
- Save the SSA notice, earnings statement and every submission in one folder.
- Label each document with the tax year and whether it concerns wages or self-employment.
- Keep a dated log of calls, office visits, online submissions and names or identification numbers provided by SSA staff.
- Record the month you reached FRA and the months benefits were withheld.
- Calendar a follow-up so an unanswered request does not lapse.
- When SSA responds, compare its explanation with your original discrepancy list rather than relying only on the revised payment amount.
When professional help may be useful
A tax professional or qualified Social Security benefits counselor may help when several employers, amended tax returns, self-employment records or multiple years are involved. Give that adviser the same primary documents you send SSA. Professional assistance does not replace your responsibility to submit the correction and observe the instructions in your notice.
Illustrative timeline
Suppose you receive retirement benefits, work during a year in which you reach FRA in July, and SSA withholds benefits based on your reported earnings. You would compare the annual wage and self-employment figures with your records, check that only January through June earnings were considered under the earnings test, and request correction if the amount or months are wrong. After the year ends, SSA performs its reconciliation; any later crediting-month adjustment is handled separately at FRA.
Key documents and authorities
SSA’s earnings-test guidance appears in POMS RS 02501.021 (updated March 20, 2024) and POMS RS 02510.015 (updated May 21, 2026). The correction procedure and timing are described in 20 CFR §§ 404.820 and 404.434, while 20 CFR § 404.415 addresses deductions because of excess earnings. SSA Handbook § 1822 explains annual reporting and reconciliation. Use the version and instructions that apply to your year and the notice you received.
Bottom line
Check the earnings, tax year and FRA months SSA used; assemble W-2s, pay records and self-employment tax documents; and submit a prompt, signed correction request through my Social Security or directly to SSA. Ask for a review of both the earnings record and the resulting withholding. The normal correction window is 3 years, 3 months and 15 days after the taxable year, with exceptions, and SSA reconciles the final benefit amount after year-end.
