Do not assume severance automatically lets the Social Security Administration (SSA) reduce or stop every kind of benefit. The correct response depends on whether the notice concerns retirement benefits, Social Security Disability Insurance (SSDI), Supplemental Security Income (SSI), or an overpayment debt. Read the notice, identify the payment classification and months involved, gather the severance agreement and payroll records, and ask SSA to explain its calculation in writing. If the decision is wrong, request reconsideration by the deadline; if the debt is valid but repayment would be unfair or unaffordable, use a waiver or request a lower recovery rate.
Start with the notice, not the smaller deposit
A reduced bank deposit does not by itself prove that severance caused the change. SSA can adjust a current benefit, establish an overpayment, or collect an older debt. The notice should identify the program, the months affected, the amount counted, the reason for the action, and the appeal instructions.

Look for wording such as “overpayment,” “earnings,” “income,” “benefit adjustment,” or “recovery.” Those terms point to different rules and remedies. Preserve every page, envelope, and electronic message, and write down the date you received the notice. A deadline can run from the notice date or the date SSA considers you to have received it.

| Program or action | How severance may be treated | What to verify |
|---|---|---|
| Social Security retirement | SSA says a special payment received after retirement for work performed before retirement usually does not affect the retirement benefit. | That the payment relates to pre-retirement work and that the notice actually concerns retirement benefits. |
| SSI | SSA’s SSI policy lists severance as wages. Receipt date, when funds were credited or available, and any deferred-payment arrangement can affect the month counted. | Payment purpose, normal payday, actual payment date, and whether the delay was outside your control or agreed at your request. |
| SSDI | SSA evaluates countable earnings from work activity and the period to which earnings relate. There is no blanket rule in the cited guidance excluding every severance payment. | Whether the money was compensation for work, for a non-work period, or another type of payment, and which months SSA assigned it to. |
| Overpayment recovery | SSA may withhold current benefits to collect an amount it says was previously overpaid. The dispute is then about the debt, its amount, repayment, or the recovery rate. | The overpayment notice, calculation, appeal deadline, and whether you seek reconsideration, waiver, or a lower rate. |
Retirement benefits: pre-retirement severance usually is not counted
SSA’s retirement FAQ, published March 13, 2024, calls payments received after retirement for work done before retirement “special payments.” Examples include severance, bonuses, accumulated vacation or sick pay, back pay, standby pay, sales commissions, and some retirement payments. Its stated rule is: “Usually, those payments will not affect your Social Security benefit if it’s for work done before you retired.”
This is a retirement-benefit rule for the described pre-retirement situation. It is not a universal exemption for SSI or SSDI, and it does not decide how a payment for work after retirement should be handled. If SSA reduced a retirement check, send the agency the agreement and employer explanation showing what work the payment covers, when that work ended, and why the payment was issued after retirement.
SSI: severance is expressly listed as wages
Why SSI can count it
SSA POMS SI 00820.100, last updated May 29, 2024, lists severance among kinds of wages. POMS RS 01401.180, “Dismissal, Severance or Termination Pay,” explains that these payments are wages because they are usually based on past service and are additional compensation arising from the employment relationship. The label in a payroll system is not conclusive; SSA policy directs staff to determine the payment’s true nature.

For SSI, a wage generally is counted at the earliest of when you receive it, when it is credited to your account, or when it is set aside for your use. That can produce an SSI reduction in a month when you are no longer working, even though the payment relates to the prior job.
Delayed or installment payments
Payment timing matters. SSA POMS SI 00820.115, last updated November 20, 2023, distinguishes deferred wages. If payment was delayed beyond the normal payday because of circumstances outside your control, SSA policy generally counts it when actually received. If you requested the delay or agreed to it with the employer, SSA generally looks to when the money would have been paid without the delay.
Ask your employer to state the normal payday, the reason for any delay, the dates of each installment, and whether the amount represents severance, ordinary wages, accrued leave, a bonus, or another payment. Include that statement with your SSI report or appeal.

SSI and another Social Security benefit
Some people receive SSI and a Social Security retirement or disability benefit at the same time. Each program can apply its own income rule. Do not assume that a favorable retirement treatment eliminates an SSI count, or that an SSI wage determination controls an SSDI work review. The notice should show which program changed and how the agency calculated the change.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesSSDI: the work activity and earning period are critical
SSDI work reviews focus on countable earnings and whether income derives from actual work activity. SSA POMS DI 10505.010, updated July 29, 2026, identifies payments not derived from actual work activity—such as sick pay, vacation pay, holiday pay, and disability pay—as deductions in the countable-earnings analysis. Related POMS DI 10505.005, updated January 10, 2025, instructs SSA to examine when the person worked and the period for which earnings were earned.
Those provisions do not promise that every severance payment is excluded. A payment received after employment ended might relate to earlier work, a period in which no services were performed, or a negotiated benefit with a different purpose. SSA must classify the particular payment. Ask for the exact rule used, the months assigned, and the arithmetic behind any SSDI change. Supply the agreement, last day worked, pay statements, W-2 or other wage records, and evidence of installment dates.

First determine whether this is an adjustment or an overpayment
An adjustment changes the amount SSA says you are entitled to receive for a current month or period. An overpayment determination says SSA already paid more than was due and is seeking repayment. The same severance facts can appear in either type of action, but the remedy differs.
- Wrong fact, classification, month, or amount: challenge the determination through reconsideration or the appeal process identified in the notice.
- Debt is correct, but repayment would be unfair or unaffordable: request a waiver, explaining why the overpayment was not your fault (or why recovery would defeat the purpose of the program or be against equity and good conscience, as applicable).
- Debt is accepted, but the proposed withholding is unaffordable: request a lower recovery rate and provide a realistic household budget.
SSA’s “Resolve an overpayment” guidance distinguishes these choices. Filing a waiver is not a substitute for disputing an incorrect calculation, and a request for a lower rate does not argue that the debt is wrong.

- Identify the benefit and action. Write down whether the notice names retirement, SSDI, SSI, or an overpayment. Record the first affected month, amount changed, reason, and deadline.
- Build a payment timeline. List your last day worked, normal payday, severance approval date, each payment date, and any month funds were credited or made available. Note whether payments were lump-sum or installments.
- Collect primary documents. Include the signed severance agreement, employer letter, pay statements, W-2 or other wage records, leave or bonus calculations, bank records showing receipt, and proof of any delayed payment. Keep originals and send copies.
- Ask SSA for its classification and math in writing. Request the program rule, payment category, months assigned, gross amount used, offsets or exclusions applied, and the calculation that produced the reduction or debt. Ask whether SSA treated the money as severance, deferred wages, payment for work, or another category.
- Report or correct promptly. Disability beneficiaries should report work and income changes with the date of the change. Submit the agreement and timeline through the channel listed in the notice, and retain a receipt, fax confirmation, upload confirmation, or certified-mail record.
- Select the matching remedy. File reconsideration when the decision or amount is wrong. File a waiver when the debt is otherwise valid but should not be collected. Request a lower recovery rate when repayment is affordable only at a smaller amount.
- Track the case. Keep a dated log of calls, names or identification numbers, documents sent, and promised follow-up. If a deadline is close, submit the request first and supply additional evidence as instructed rather than waiting for a perfect packet.

| Checkpoint | Questions to answer |
|---|---|
| Program | Does the notice concern retirement, SSDI, SSI, or more than one? |
| Purpose | Does the agreement describe compensation for past service, pay for a non-work period, accrued leave, a bonus, early-retirement incentive, or something else? |
| Dates | What was the last day worked, normal payday, actual payment date, and installment schedule? |
| Accounting period | Which month or months did SSA assign the money to, and what rule does it cite? |
| Amount | Does SSA’s figure match the employer’s gross amount and the portion attributable to the relevant period? |
| Type of action | Is SSA recalculating eligibility, issuing an overpayment, or collecting an existing debt? |
| Remedy | Does the notice direct you to reconsideration, waiver, a payment-rate request, or another appeal level? |
Deadlines and protection during an SSI overpayment appeal
SSA’s SSI overpayment materials describe a 60-day period to request reconsideration of an initial overpayment notice. SSA’s public SSI guide says a timely appeal within 60 days allows current payments to continue while the agency decides. POMS SI 02220.017, updated January 15, 2025, states that recovery stops when reconsideration is filed within the applicable 60-day period and describes refunds of amounts withheld beginning in the month of the request in the circumstances covered by that policy.
These protections are specific to the type of SSI overpayment determination described in the guidance. Do not assume the same deadline or continuation rule applies to every retirement, SSDI, or non-overpayment reduction. Follow the notice’s instructions, keep proof of filing, and contact SSA or a qualified benefits counselor immediately if the deadline is near.
Why a withholding may look like a severance issue when it is not
SSA can deduct amounts for several reasons, including recovery of a prior overpayment. In limited SSI situations, federal regulation 20 CFR § 416.1123 addresses how a Social Security amount withheld to repay a prior overpayment can still be treated as unearned income, subject to the regulation’s exceptions. That accounting rule is separate from deciding whether severance was wages. Ask SSA to identify every deduction and the legal basis for each one instead of attributing the entire change to severance.

- “Which benefit program and policy provision did you apply to the severance payment?”
- “What payment purpose did you find, and did you treat any part as ordinary wages, deferred wages, accrued leave, or compensation unrelated to work activity?”
- “Which month or months did you assign the payment to, and why?”
- “What gross amount did you use, and how does it reconcile to the employer’s records?”
- “Is this a current benefit adjustment or an overpayment determination? If it is an overpayment, what appeal, waiver, or recovery-rate options and deadlines apply?”
Specific questions force the agency’s position into a form you can compare with the agreement and payroll evidence. They also create a clear record if you need reconsideration or later review.
When professional help is worthwhile
Consider a nonprofit benefits counselor or legal-aid organization experienced with Social Security when the agreement is ambiguous, payments span several months, you receive concurrent benefits, SSA used an amount you cannot reconcile, or an appeal deadline is close. Ask what programs the organization handles, whether you qualify, what documents it needs, and whether it can submit the request. No counselor can guarantee a particular outcome; the strength of the case depends on the notice, payment terms, dates, and applicable program rule.
Keep a complete evidence file
- Every SSA notice and envelope or electronic delivery record.
- Signed severance or termination agreement and amendments.
- Employer explanation of the payment’s purpose, normal payday, delay, and installments.
- Final pay statements, W-2 or other wage records, and bank evidence of receipt.
- Last day worked and a calendar showing each payment date.
- Copies of reports, reconsideration requests, waiver requests, budgets, and receipts.
- A call and mailing log with dates, representatives, and commitments.
The central question is not whether a check was called “severance.” It is which program is involved, what the payment legally represents, when it was payable and received, and whether SSA followed the rule for that program. Build the timeline, demand the calculation, and use the remedy that matches the actual disagreement.
