What to Do if Rising Rates Make Your Variable-Rate Debt Unaffordable

If a rate reset has pushed your credit-card, personal-loan or adjustable-rate-mortgage payment beyond your budget, act before the next missed payment: document the debt, calculate a realistic payment, and contact the creditor or servicer with a specific request. Ask for every proposed change in writing, then compare its total cost, future payment, fees, term and collateral risk before accepting it.

This guide is for U.S. borrowers. The available guidance covers credit cards, personal installment loans and adjustable-rate mortgages (ARMs); rules for HELOCs, variable-rate student loans and auto loans depend on their contracts and are not addressed here.

Start with a 24-hour triage

Do not wait for several delinquent payments to accumulate. The Consumer Financial Protection Bureau (CFPB) advises borrowers who may miss a credit-card, personal-loan or mortgage payment to contact the company promptly. A lender cannot promise relief, and eligibility is account-specific, but an early call gives you more options and time to supply documents.

  1. Make one debt list. Record each creditor or servicer, balance, current annual percentage rate, minimum payment, due date, next reset date, fees and any collateral. Save the latest statement and loan documents.
  2. Build a bare-bones budget. Total reliable take-home income, protect housing, utilities, food, insurance, transportation and essential medical costs, and identify the amount genuinely available for debt. The CFPB recommends adding income and expenses before calling a card issuer: What should I do if I can’t pay my credit card bills?
  3. Call before the due date if possible. Explain what changed, whether the difficulty is temporary or ongoing, what you can pay now and when your circumstances might improve.
  4. Request written terms. Get the payment, duration, rate, fees, account status, credit-reporting treatment, restrictions on new borrowing and the post-plan payment in writing.
  5. Compare alternatives by full cost. A lower first payment can conceal a later reset, a longer term, an origination or transfer fee, or new collateral risk.

Keep a call log with the date, representative, reference number, promised follow-up and documents sent. Continue paying what you can while a request is reviewed unless the creditor gives different written instructions.

Prepare a payment you can actually sustain

Separate a temporary shock from a lasting shortfall

Tell the lender whether the problem is a one-time expense, a short period of reduced income or a permanent mismatch between income and debt. A temporary problem may fit a brief forbearance or deferment; a lasting shortfall requires a durable payment, budget change, restructuring or professional help. Do not promise a payment that works only by skipping essentials.

Bring documents that support the request

Have recent pay statements or benefit records, a household budget, bank statements if requested, and evidence of the event that caused the hardship. Ask exactly what the company needs and where to send it. Missing paperwork can delay a review even when a program exists.

Use a concise call script

You can say: “My variable rate increased and my payment is no longer affordable. My current budget allows $___ per month. The problem is [temporary/ongoing], and I expect [change or no change] by ___. What hardship, payment-plan or rate options are available on this account? Please send the complete terms, fees and reporting consequences in writing.”

Credit cards: seek account-specific relief

Call the number on the card or statement and explain why the minimum payment no longer fits your budget. Be ready to state the amount you can pay, when normal payments might resume and the duration you are requesting. Issuers may change payment terms during hardship, but approval, interest treatment and account restrictions vary.

Questions to ask the card issuer

  • Will the annual percentage rate be reduced, and for how long?
  • Will the minimum payment formula, due date or late-fee treatment change?
  • Will the account be closed, suspended or prevented from new purchases?
  • How will the arrangement be reported to credit bureaus?
  • What balance and payment will remain when the arrangement ends?
  • Will interest continue to accrue, and can fees be waived?

Review the issuer’s written offer before relying on it. A plan that lowers the minimum but extends repayment may cost more overall.

Do not treat a balance transfer as an automatic fix

A balance transfer or consolidation loan can fail when spending still exceeds income. Promotional rates generally last for a limited period, transfer or origination fees may apply, and the rate can rise afterward. Compare the total repayment amount, expiration date, post-promotion rate, payment required then and whether the new account changes your access to credit. CFPB guidance explains these trade-offs in What do I need to know about consolidating my credit card debt?

Personal installment loans: inspect the note and request a written plan

First check whether the loan is fixed-rate or adjustable and how an adjustment is calculated. Your note should identify the index, margin, reset frequency, caps or other limits if the rate can change. The CFPB describes personal installment-loan relief possibilities—including deferment, forbearance, partial payments, a payment plan or a lower rate—as lender- and circumstance-dependent: What is a personal installment loan?

Get these details before accepting a pause or reduction

  • Does interest accrue during the pause, and is unpaid interest added to principal?
  • Does the maturity date extend, and what is the new final payment date?
  • Is a lump-sum catch-up payment due later?
  • Are late fees, administrative fees or collection costs added?
  • How will the arrangement appear on your credit reports?
  • Will automatic payments continue, stop or need to be reauthorized?

Ask for an amortization schedule showing the payment and balance through the end of the arrangement. A temporary reduction that creates an unaffordable balloon payment is not a sustainable solution.

Adjustable-rate mortgages: use the reset notice and call the servicer

Read the rate-change notice together with the ARM note. Identify the current rate, estimated new rate and payment, first due date at the new payment, index, margin, adjustment frequency and periodic or lifetime caps. The CFPB says an ARM servicer generally sends an estimate before a payment-changing reset. For the first reset, the estimate generally arrives seven to eight months before the first payment at the new rate; for later adjustments that change the payment, notice generally arrives two to four months before that payment. These windows come from the CFPB page reviewed February 2, 2024: I received notice of an upcoming rate change on my adjustable-rate mortgage (ARM). Why did I receive this and what should I do now?

Use the notice period deliberately

  1. Verify that the notice’s index, margin, rate and payment match your loan documents. Ask the servicer to explain any discrepancy.
  2. Rework your budget using the estimated payment, taxes, insurance and escrow changes—not only principal and interest.
  3. Ask about refinance eligibility, but compare the new loan’s rate type, closing costs, term and future resets.
  4. If the payment will not be affordable, submit a loss-mitigation inquiry early and keep sending requested documents.
  5. Consult a HUD-approved housing counselor if you need help evaluating the servicer’s options. CFPB says this counseling is available at little or no cost: If I can’t pay my mortgage loan, what are my options?

Possible mortgage loss-mitigation paths

Depending on your facts and the servicer’s rules, options can include refinance, loan modification, repayment plan, forbearance, short sale or deed-in-lieu. A modification may extend the repayment period, change the rate, or forbear or reduce principal. Ask how each choice changes both the immediate payment and the total amount owed. The CFPB explains modifications at What is a mortgage loan modification?

If foreclosure is possible, contact the servicer immediately—the CFPB’s plain instruction is to “call your mortgage servicer right away.” A HUD-approved counselor can help organize documents and interpret alternatives; the CFPB’s foreclosure guidance is at How to avoid foreclosure. If legal papers have been served or a sale is imminent, consult a qualified foreclosure attorney as well.

Recognize mortgage-rescue scams

Be wary of anyone demanding an upfront fee to “save” your home, guaranteeing a modification, ordering you to stop paying or asking you to sign over title. Do not sign documents you do not understand. Verify any counselor independently through HUD or a government source, and communicate with the actual servicer using the number on your statement.

Compare relief options on the same worksheet

Put the current debt and every proposed replacement side by side. The lowest first payment is not necessarily the cheapest or safest choice.

Factor Questions to answer
Immediate payment What is due next month, and when does the amount change?
Total cost What principal, interest and fees will be paid through the final scheduled payment?
Rate mechanics Is the rate fixed or variable? If variable, what are the index, margin, caps and reset dates?
Promotional period When does an introductory rate expire, and what rate and payment follow?
Term Does a lower payment result from extending the repayment period?
Collateral Does unsecured debt become secured by a home or other asset?
Credit and account status Will the account be closed, restricted or reported as delinquent or modified?
Eligibility and paperwork What income, hardship evidence and approvals are required, and when?
End of temporary relief What exact payment, lump sum or arrears becomes due when the plan ends?

Converting credit-card balances into debt secured by your home can put the home at risk if the new payment cannot be made. A consolidation offer is useful only when its complete terms improve cash flow without recreating the underlying budget deficit.

When to use counseling, a debt-management plan or settlement

Nonprofit credit counseling

A qualified credit counselor can help organize debts, build a budget and, when appropriate, develop a debt-management plan. Before enrolling, ask about setup and monthly costs, services included, counselor qualifications, employee compensation, written terms and which creditors are expected to participate. Confirm that each creditor has accepted the plan before sending payments to the organization administering it. CFPB information is available at What is credit counseling?

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Debt settlement warning signs

For-profit settlement programs require extra caution. Warning signs include an upfront fee before a debt is resolved, a guarantee that debt will disappear, or instructions to stop communicating with creditors. Stopping payments can add interest and fees and may lead to collection activity, credit damage or a lawsuit, depending on the facts. Read the CFPB’s guidance on debt-relief programs at What is a debt relief program and how do I know if I should use one?

If you already missed a payment

  1. Call the creditor or servicer and ask whether the account can be brought current through a hardship plan, repayment arrangement or other loss-mitigation review.
  2. Ask for the exact delinquent amount, fees, interest, deadline and method of payment needed to stop further escalation.
  3. Submit requested documents promptly and keep proof of delivery.
  4. Review your credit reports and statements for errors, but do not dispute accurate information merely because it is unfavorable.
  5. Prioritize secured debts and essential expenses while obtaining professional advice about unsecured debts you cannot pay in full.

Do not ignore collection letters, court papers or foreclosure notices. A consumer-law or housing attorney can explain deadlines and defenses specific to your state and documents.

A practical decision rule

  • Short disruption, affordable recovery: request a narrowly timed deferment, forbearance or reduced payment, and document the catch-up terms.
  • Ongoing but solvable shortfall: seek a permanent rate or payment adjustment, nonprofit counseling or a carefully priced refinance/consolidation.
  • Payment cannot fit even after cuts: obtain qualified credit, housing or legal advice before missing more payments or signing a settlement contract.
  • Home is at risk: contact the servicer and a HUD-approved counselor immediately; do not rely on an unsolicited rescue company.
