First set a sustainable monthly housing ceiling, check your credit and existing debt, compare at least two or three mortgage offers, investigate state and local assistance, and get independent guidance from a HUD-approved housing counselor. If the complete numbers still do not work, lower the target price, change location or property type, save longer, improve your financial position, or wait and reassess. A purchase is affordable only when the full ongoing cost fits your household—not merely when you can qualify for the loan.
This guidance is for U.S. home buyers. Mortgage rates, loan rules, taxes, insurance premiums and assistance-program availability change by lender, location and date. HUD summarizes the core test this way: “What you can afford depends on your income, credit rating, current monthly expenses, downpayment and the interest rate.” You can review HUD’s buying guidance at HUD’s Buying a Home page.

1. Set a payment ceiling before you look at listings
Start with your household budget, not an asking price. Review several months of bank and card statements, list fixed and variable obligations, and identify the savings you must continue for emergencies, retirement, education or other goals. Choose a maximum housing payment that leaves room for those priorities and for an income interruption or major repair.

Your worksheet should include each of these items:
- Principal and interest on the mortgage.
- Property taxes, which can change after a sale or reassessment.
- Homeowners insurance and any supplementary coverage required for the property or location.
- Mortgage insurance when the loan program requires it.
- Homeowners association or condominium fees, including likely increases or special assessments.
- Utilities, routine maintenance and a reserve for repairs.
Use conservative estimates when a bill is uncertain. Ask the lender for a written payment estimate, then verify taxes, insurance quotes and association charges yourself. A lender’s maximum approval is a credit decision, not a guarantee that the payment fits your life. If taxes, insurance, fees or loan terms push the total above your ceiling, the property is outside your budget even if the lender says you qualify. CFPB explains how to build this calculation in “Figure out how much you want to spend.”

Reserve cash for closing and moving
CFPB says closing costs typically run from 2% to 5% of the purchase price, excluding the down payment. That is a general range, not a quote for your transaction; taxes, lender charges, insurance, prepaid items and local practices differ. Add moving costs, initial repairs, furnishings and a post-closing emergency reserve before deciding how much cash can go toward the down payment. Do not empty your savings merely to reach a preferred down-payment percentage.
2. Check credit and debt before applying
Your credit profile affects whether you qualify, the rate offered and sometimes the mortgage-insurance cost. Pull your credit reports, check for incorrect accounts or late payments, and dispute errors with the reporting company before you apply. Review every existing debt and test the proposed housing payment against your actual monthly obligations rather than against a generic rule of thumb.
Protect your application window
In the months before a mortgage application, CFPB advises avoiding a new car loan, large credit-card purchases or applications for new cards. New borrowing can change your debt load, credit profile and the rate a lender offers. Keep payments on time and avoid moving large sums without documentation. Be skeptical of companies promising a fast credit-score fix, particularly those demanding an upfront fee; accurate negative information generally cannot be erased simply because a company promises it will be.

3. Compare mortgages by total terms, not the smallest down payment
Ask two or three local lenders for comparable estimates using the same purchase price, down payment and loan term. HUD specifically recommends speaking with two or three lenders. Compare the rate, loan type, term, points, lender fees, mortgage insurance, cash required at closing and the expected total monthly payment. Also consider how long you expect to keep the loan: a lower initial cost can have a higher long-run cost, while paying points may make sense only if you keep the mortgage long enough to recover them.
| Comparison item | Questions to ask | Why it matters |
|---|---|---|
| Interest rate and term | Is the rate fixed or adjustable? What is the term and what happens after any introductory period? | The rate and repayment period drive principal-and-interest cost and payment stability. |
| Down payment | How much cash is required, and what reserves will remain afterward? | Less upfront cash can preserve savings but may increase borrowing and insurance costs. |
| Mortgage insurance | When is it required, how is it charged, and under what conditions can it end? | Insurance can materially change the monthly and lifetime cost. |
| Fees and credits | What are the lender fees, points, credits and prepaid items in the estimate? | A lower advertised rate can involve higher upfront charges. |
| Cash to close | What is the complete amount due, including closing costs and escrow deposits? | The down payment is only one part of the cash needed to complete the purchase. |
| Total cost over your expected holding period | What will you pay in principal, interest, insurance and fees before you expect to sell or refinance? | The cheapest option at closing is not necessarily the cheapest over the period you will own the loan. |
What low-down-payment programs can and cannot do
Some federal and conventional programs allow a smaller down payment. CFPB says FHA loans may require as little as 3.5% down, while some Fannie Mae- or Freddie Mac-backed conventional loans may require as little as 3%, subject to eligibility and current terms. Other programs serve particular groups, such as veterans, servicemembers, rural residents or some first-time buyers; USA.gov outlines government-backed loan and assistance categories at Government-backed home loans and mortgage assistance.
A smaller down payment addresses an upfront-cash barrier; it does not reduce the property’s taxes, insurance, maintenance, HOA fees or principal-and-interest payment. It can also mean more interest over time or mortgage insurance. Have each lender show the payment and projected total cost under the same assumptions. Never borrow against an emergency reserve simply to make an otherwise unsustainable payment appear workable.

4. Search for state, county and city assistance
Down-payment help is location-specific. Contact your state housing finance agency, county or city housing department, and participating lenders. Freddie Mac describes several forms of assistance, including grants, second-mortgage loans and tax credits, in its overview of down-payment assistance programs.

Check the conditions, not just the dollar amount
For every program, request written rules covering:
- Eligible location, income limits and buyer-status requirements.
- Whether the home must be your primary residence and how long you must occupy it.
- Whether funds can cover only the down payment or also closing costs and prepaid items.
- Whether help is a grant, a repayable second mortgage, a deferred loan or a forgivable loan.
- When repayment is triggered, such as sale, refinance, transfer or failure to meet an occupancy period.
- Whether funding is limited, first-come, first-served or subject to periodic changes.
A grant may still carry an owner-occupancy requirement. A deferred or forgivable second loan may become repayable if you sell or refinance before its conditions are satisfied. Treat assistance as part of the financing structure and include any future repayment in your decision.
5. Get an independent readiness check
A HUD-approved housing counselor can review your income, debts, savings, credit and local options, and can help you determine whether buying is appropriate now. HUD’s consumer resources and frequently asked questions are available at HUD’s FAQs. Counseling does not replace lender disclosures; it gives you a neutral place to test the assumptions before you commit.
- Gather pay stubs or other income records, recent account statements, debt statements and a list of recurring household expenses.
- Write down your maximum sustainable payment and the cash you can use without exhausting emergency savings.
- Ask the counselor about local assistance, required education, inspection concerns and ownership costs specific to your area.
- Speak with two or three lenders and request comparable written estimates.
- Recheck the complete budget after receiving actual taxes, insurance, HOA and loan figures.
Keep records of the assumptions behind each estimate. If a lender’s worksheet omits a cost you included, ask for an explanation rather than silently lowering your budget.
6. If the numbers fail, change the plan deliberately
When the complete payment exceeds your ceiling, stretching is not the only alternative. Evaluate the following levers against your commute, family needs, job stability, rent, local inventory and expected time horizon:

- Lower the maximum price. Search below the top of your preapproval so taxes, insurance and repairs have room in the budget.
- Change location. A different neighborhood, municipality or commute pattern may produce a workable total cost, but include transportation, taxes and service availability in the comparison.
- Change property type. A smaller home or a property without high association fees may alter the monthly calculation; inspect maintenance needs carefully.
- Save longer. Build the down payment, closing-cost fund and emergency reserve separately so one goal does not consume the others.
- Improve the financial profile. Pay down high-cost debt, correct credit-report errors and maintain stable payment history where feasible.
- Wait and reassess. A later review may show a different income, debt, rate or assistance-program situation. Waiting is a timing choice, not a promise that prices or rates will fall.
Do not treat a risky adjustable structure, an unaffordable payment, or the loss of all emergency savings as a simple solution. The sources establish the affordability inputs and available tools, not one universally correct choice between buying now, renting or waiting.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.7. Use a written go/no-go test
Before making an offer, put the decision in one page. Record the property price, down payment, loan type and term, rate, estimated principal and interest, taxes, insurance, mortgage insurance, HOA fees, utilities, maintenance reserve, closing costs and cash remaining afterward. Then answer these questions:
- Does the complete monthly cost stay below the ceiling you set from your real budget?
- Will you still have an emergency reserve after closing and moving?
- Could you manage the payment if insurance, taxes, utilities or association fees rise?
- Do you understand every assistance-program occupancy and repayment condition?
- Have at least two lenders produced comparable estimates, and can you explain the difference between them?
- Would a job change, family change or likely repair make the payment unsafe?
If any answer is uncertain, pause the offer and resolve that specific question with the lender, insurer, association, counselor or local housing agency. A clear “not yet” protects your future options better than a purchase that leaves no room for ordinary setbacks.
8. Common mistakes and how to recover
Mistake: using the approval amount as the budget
Recovery: Rebuild the worksheet with actual taxes, insurance, fees, maintenance, utilities and savings goals. Set your own ceiling and ask the lender to rerun the estimate.

Mistake: taking on debt while preparing to apply
Recovery: Stop unnecessary borrowing, keep existing accounts current and ask the lender how a new obligation affects underwriting before proceeding.
Mistake: assuming assistance is free money
Recovery: Obtain the program’s written terms, including occupancy periods, forgiveness schedules and repayment triggers. Include a possible second-loan balance in your long-term plan.
