Do not promise yourself a payment you cannot sustain: map your income, essential expenses and deadlines first, then use the options available in your state, territory, tribe and utility service area.
Start with the utility, especially if a shutoff is pending
Call the number printed on your bill or use the provider’s official website. Tell the representative immediately if service has already been disconnected or if you have received a shutoff notice. Ask the representative to explain the account’s exact status, the date action could occur, and what must be done to prevent it. Disconnection protections are not uniform across the United States; rules can depend on the provider, weather, age, disability and local regulations. A utility representative can tell you which rule applies to your account.

Ask these questions in one call:
- Does the utility offer a payment arrangement or hardship plan?
- Is there a discount rate, budget-billing option or customer-assistance fund?
- What amount is required now to stop a pending shutoff?
- Can a payment arrangement be started while an assistance application is pending?
- Are there forms or documents needed to report a medical condition, disability or other circumstance covered by local protections?
- What confirmation number, email or written notice will document the agreement?
These are options to ask about, not benefits every provider must offer. Write down the employee’s name or identification number, the date and time, the amount discussed, and each follow-up step. If the first representative cannot answer, request the hardship, collections or customer-assistance department. Keep copies of notices and proof of every payment.
Find public and local bill assistance
LIHEAP for heating, cooling and energy crises
The Low Income Home Energy Assistance Program (LIHEAP) can help eligible households with heating or cooling costs and may provide emergency services during an energy crisis. Some locations also cover electric bills. Eligibility, benefit formulas, application windows and required documents vary by state, territory and tribal program, so a national description cannot establish whether you qualify or how much you could receive.

Use the USAGov energy-bill assistance page to identify the appropriate office and application route. The Administration for Children and Families’ LIHEAP eligibility screener can indicate whether you may fit program guidelines, but its result is not official approval. Your local program makes the eligibility decision and can explain whether assistance can be paid directly to the utility, credited to the account or provided in another form.
When you contact the program, ask whether it handles regular assistance, crisis applications or both. Explain any shutoff notice, loss of service, extreme weather or health-related risk at the start of the conversation; emergency procedures may differ from routine intake. Ask which income records, household information, utility account details and shutoff notices are required, and whether copies are acceptable. Do not assume that submitting an application automatically pauses disconnection unless the utility or local agency confirms that in writing.
211 and the LIHEAP Clearinghouse
Call 211 or use its local resource search to locate utility grants, community-action agencies, food assistance and other programs that can free money for the bill. Availability is local and can change as funds are exhausted.

The LIHEAP Clearinghouse’s “Get Help With Your Energy Bills” page provides state-office contacts, information about utility and charitable programs, and the NEAR referral service. The Consumer Financial Protection Bureau and the Clearinghouse list the NEAR hotline as 866-674-6327; verify current hours and contact details on the official page before calling. Ask the referral specialist for programs serving your county, utility and household circumstances rather than relying on a nationwide eligibility assumption.
Protect rent, food, medicine and other essentials while making a plan
Before you offer a repayment amount to the utility or another creditor, make a short cash-flow list. Use take-home income rather than gross pay, include irregular income only when it is reasonably certain, and write down the due date for each obligation. Mark any shutoff, eviction, repossession, insurance-lapse or medication deadline separately.

Choose only an amount that still leaves room for unexpected costs. Consumer Financial Protection Bureau guidance on negotiating debt settlements warns that missing other bills while paying one debt can create additional problems. That principle applies to your utility plan: do not agree to a schedule that requires skipping rent, food, medicine or another essential obligation. If the proposed amount is unaffordable, tell the representative what your budget can actually support and ask whether a different arrangement exists.

Contact other creditors, landlords, insurers, lenders or service providers before their next due date and ask about hardship extensions, fee waivers, date changes or reduced payments. Keep each request separate and record the answer. National sources do not establish a standard benefit amount or processing time for these programs. Ask the local office what happens next and whether the utility requires a separate call while an application is reviewed.
Apply efficiently and document the case
- Gather the account information. Have the utility name, account number, service address, current balance, due date and any shutoff notice in front of you.
- Gather household information. Ask the local LIHEAP or referral office which income, household-size, identification and benefit-participation records it accepts. Requirements differ, so do not send sensitive documents to an unverified contact.
- Describe the immediate risk plainly. State whether service is on, disconnected or scheduled for shutoff, and give the date printed on the notice.
- Submit through the official channel. Use the state, territory or tribal office identified by USAGov or the local agency listed by the LIHEAP Clearinghouse. Save the confirmation page, email or reference number.
- Call the utility again. Ask whether the application or agency referral has been received, what protection applies while it is pending, and what payment—if any—is still required to avoid disconnection.
- Follow up before every deadline. If an office has not responded, call before the shutoff date and explain that the deadline is approaching. Keep a dated log of every contact.
Reduce future bills through weatherization
The Weatherization Assistance Program may help eligible households make energy-saving improvements. Eligibility can depend on income or participation in another qualifying assistance program, and applications go through state program offices. Ask the office about the local process, property rules and whether a landlord must participate if you rent.

Weatherization is a longer-term step. It can reduce energy use over time, but it should not be treated as a substitute for calling the utility or seeking crisis assistance when a shutoff is imminent. The federal guidance does not require you to buy a product or equipment before applying; begin with the state office’s eligibility instructions.

The LIHEAP Clearinghouse reported on October 9, 2026, that approximately $3.6 billion in regular fiscal-year 2027 LIHEAP block-grant funding had been released. The Clearinghouse described that release as 90% of the funding under the continuing appropriations act cited on its page. This is a national funding release, not money promised to an individual household or a guarantee that every state, territory or tribal program will have funds available when you apply. Check the local office for intake status and remaining resources.
When a utility will not resolve the problem
Ask for the provider’s formal complaint, collections or supervisor process and request written confirmation of the account status. If the utility gives you a shutoff date, do not wait for a callback after that date. Contact 211 and the appropriate LIHEAP office the same day, and ask whether your state utility regulator or consumer-protection office has a complaint route. The applicable agency and protections depend on your location, so use the contacts shown on your bill and official state pages rather than assuming another state’s rules apply.

If a medical condition, disability, extreme weather or the presence of a young child may trigger a local protection, tell both the utility and the assistance agency and ask exactly what certification is required. Do not assume that mentioning a condition alone prevents disconnection; obtain the provider’s written instructions and deadline.
A practical order for the next 24 hours
- Read the entire bill and any shutoff notice; highlight the amount and date that require action.
- Call the utility and ask for hardship, payment, discount, budget-billing and assistance-fund options.
- Call 211 and identify your state, county, utility and shutoff status.
- Use USAGov’s energy-bill resource to reach the correct LIHEAP office; use the screener only as an initial indication, not approval.
- Write a realistic payment amount after listing take-home income, essentials, other due dates and an emergency margin.
- Ask other creditors and providers for hardship options before their deadlines rather than silently missing payments.
- Save confirmation numbers, names, dates, notices and payment receipts in one place.
