If interest on an RBI Floating Rate Savings Bond (FRSB) is absent or looks wrong, begin with the Receiving Bank or Office shown on your bond record—not with the Reserve Bank of India. Check the half-year involved, the scheduled payment date, the reset rate, and the difference between gross interest and the amount credited after tax. Then submit a written request for a transaction trace and calculation. If the regulated entity does not respond within the applicable period, or its answer is unsatisfactory, the current RBI Integrated Ombudsman route may be available.
First identify who is responsible for the bond
An FRSB is maintained electronically in a Bond Ledger Account (BLA). The BLA is held with a Receiving Office, and RBI’s operational guidelines state that “The Bond Ledger Accounts shall be serviced by the Receiving Bank/Office.” The bank, post-office or other authorised receiving institution named on your Certificate of Holding or subscription record is therefore the practical first contact for a missing coupon.

Do not send an initial complaint to RBI merely because the product is an RBI scheme. The institution that accepted the subscription maintains the servicing record, payment mandate and transaction trail needed to investigate the credit.

- Certificate of Holding or subscription acknowledgement.
- BLA or holding reference number.
- Principal invested and subscription date.
- Name and branch of the Receiving Bank/Office.
- Bank account and mandate recorded for interest payments.
- Bank statements covering the expected payment date.
- Any earlier interest-credit advice, tax certificate or correspondence.
Use the institution’s official complaint channel and share identity documents, account numbers and tax information only through its secure channel. Keep the originals and send copies unless the institution specifically requires otherwise.

Check whether the payment is actually late
Interest accrues from the date of subscription. It is paid twice a year for periods ending June 30 and December 31. If the scheduled payment date falls on a Sunday or another holiday, the guidelines provide for payment on the next working day.
Compare your statement with that timetable before treating the transfer as missing. Search the registered account for several working days after the relevant period end, including entries posted under a bank narration that does not spell out “FRSB.” If the money still does not appear, ask the Receiving Office whether a payment was initiated, rejected, returned or sent to a different account recorded on the mandate.
Partial and final periods need separate treatment
The first coupon may cover less than a full half-year when the bond was subscribed part way through a period. The operational rules also provide for broken-period or last-half-year interest to be paid with the principal. A comparison with a full six-month credit can therefore produce a false shortfall. Ask the office to identify the exact accrual start and end dates used for the disputed period.
Use the rate for the correct six-month reset
FRSB interest is not one permanent percentage. The scheme rate is linked to the prevailing National Savings Certificate (NSC) rate plus 35 basis points, and it resets every six months. A credit for one half-year must be tested against the rate applicable to that reset period, not against a rate shown in an old statement, a prior year’s article or another investor’s record.

Because the rate changes twice yearly, avoid declaring an amount “wrong” until the Receiving Office identifies the rate it used. Do not rely on a current coupon percentage unless it is documented for the specific June 30 or December 31 period under review.
Request a written calculation
Ask the office to state, in writing, the principal recognised in the BLA, the subscription date, the applicable half-year rate, the accrual period and the resulting gross interest. If its figure differs from yours, request the rule or calculation basis used. Public scheme terms establish the reset mechanism and payment periods, but they do not let an investor determine from a generic annual rate whether a particular posting was processed correctly.
Separate gross interest from the bank credit
A statement entry is normally the amount received, not necessarily the gross coupon. RBI’s guidelines provide for tax deducted at source unless the relevant exemption was declared in the application. A lower net credit can therefore be valid even when the gross interest calculation is correct.

Ask for both figures rather than arguing over the net amount alone:
Rank #3
| Item to verify | What to ask the Receiving Office |
|---|---|
| Gross interest | What amount was calculated before tax for this half-year? |
| Tax deduction | What TDS amount and provision were applied, and was an exemption declaration recorded? |
| Net payment | What amount was instructed to the registered bank account? |
| Posting date | When was the payment released, and when did the bank report it as credited or returned? |
Keep the tax statement or certificate supplied by the institution. If the office confirms the gross amount but your account received less, the issue may be a tax deduction rather than an interest-rate error.
Distinguish the main possible causes
A missing or short payment can arise at different points in the chain. Treat these as checks, not diagnoses, until the records establish what happened.
| What you observe | What to check | Evidence to request |
|---|---|---|
| No credit around the expected date | Next-working-day rule, registered account, payment instruction and return status | Transaction reference, value date, destination account and any rejection code |
| Credit is lower than expected | Correct reset-period rate, partial accrual period and TDS | Gross-interest worksheet and tax calculation |
| Credit appears in another account | Mandate and account details held in the BLA | Copy or confirmation of the payment mandate and destination used |
| Office says the bond record differs from yours | Principal, subscription date and BLA reference | Reconciled holding record and explanation of any data correction |
The bank statement alone cannot show whether an institution attempted a transfer, sent it to an outdated mandate or received a returned payment. That information must come from the servicing office’s payment records.

Use a written complaint even if you first spoke to a branch employee or call-centre agent. A dated written record is needed both for a clear investigation and, if necessary, for later Ombudsman eligibility.
Rank #4
- Address the Receiving Bank/Office. Use its official grievance or complaint channel and identify the branch or office that services the BLA.
- Describe one disputed period. State whether it is the period ending June 30 or December 31, the scheduled payment date, the amount you expected and the amount actually received, if any.
- Identify the bond. Provide the BLA or holding reference, principal, subscription date and the registered payment account. Mask unnecessary digits when the channel permits.
- Ask for a reconciliation. Request the principal and accrual dates, rate applied, gross interest, TDS, net amount, payment-account mandate, transaction reference and return status.
- Attach supporting records. Include the Certificate of Holding or subscription record and relevant bank-statement pages. Mark the disputed entries and redact unrelated transactions.
- Request an acknowledgement. Save the complaint number, date, delivery proof and every subsequent response.
Ask for correction or re-credit only after the office has identified the discrepancy. The published FRSB rules do not establish a universal compensation amount or guaranteed correction deadline, so do not assume that a late payment automatically earns an additional penalty or interest.
What to do if the response is inadequate
The RBI FAQ updated July 1, 2026 describes the Reserve Bank-Integrated Ombudsman Scheme, 2026. It came into force on July 1, 2026 and replaced the 2021 scheme, with transition provisions for complaints received before that date and certain connected matters. Older guides that refer only to RB-IOS 2021 may therefore be out of date.
Meet the prerequisite
First complain to the regulated entity. Under the general rule in the current FAQ, an Ombudsman complaint can be considered when the entity has not replied within 30 days, or within a longer period specified by applicable RBI, NPCI or card-network directions where that qualification applies, or when you are dissatisfied with the reply or resolution. The 30-day period runs from the entity’s receipt of your complaint, so retain proof of delivery.

Choose a filing route
The FAQ lists online filing through RBI’s Complaint Management System (CMS), email and physical submission. Before filing, check the current instructions and confirm that the particular Receiving Bank/Office or regulated entity is covered by the scheme.
Best Value
- It can be a gift option
- Comes with secure packaging
- Helpful in various ways
Prepare the Ombudsman submission
- Your name and contact details.
- The regulated entity and branch or office.
- BLA, holding or transaction particulars.
- The disputed coupon period and payment dates.
- A chronological description of what happened.
- A copy of your first complaint and acknowledgement.
- The entity’s reply, if any, and why it did not resolve the issue.
- Supporting statements, holding records and the calculation requested.
Submit only the information required by the filing instructions and protect sensitive financial data when sending documents by email or post. An Ombudsman filing is an escalation of the unresolved service complaint; it is not a substitute for the initial approach to the servicing office.

Complete this worksheet before writing to the bank. It prevents a rate, date or tax question from being confused with a failed transfer.
| Field | Your entry |
|---|---|
| Receiving Bank/Office | Name and branch shown on the bond record |
| BLA or holding reference | Exact reference, including leading zeros |
| Principal | Amount recorded for the bond |
| Subscription date | Date from which accrual should begin |
| Disputed period | Period ending June 30 or December 31, with year |
| Applicable reset rate | Rate confirmed by the office for that half-year |
| Expected gross interest | Your estimate or the office’s calculation |
| TDS | Tax withheld, or exemption status recorded |
| Expected net credit | Gross interest less confirmed deduction |
| Actual bank entry | Value date, narration and amount |
| Payment trace | Instruction reference, destination and return status |
Do not fill an unknown field with an assumption. Write “not confirmed” and ask the office to supply the missing record.
Common mistakes that delay resolution
- Using the wrong rate: comparing the credit with a previous reset period instead of the half-year in dispute.
- Ignoring the calendar: treating a Sunday or holiday payment date as evidence of failure before checking the next working day.
- Comparing net with gross: overlooking TDS or an exemption declaration when judging the amount received.
- Contacting RBI first: skipping the Receiving Office means the institution with the BLA and payment trail has not had an opportunity to fix the record.
- Making only a phone call: without a dated written complaint, you may lack proof of when the entity was notified.
- Sending excessive personal data: attaching complete statements or identity documents through an unofficial channel creates avoidable privacy risk.
- Expecting an automatic remedy: the scheme terms do not promise a universal compensation formula or correction timeframe for every delayed or disputed credit.
Relevant terms to keep in mind
FRSBs are seven-year, non-tradeable savings bonds under the published scheme terms. Those features do not change the process for a missing coupon, but they explain why the BLA and the original Receiving Office remain important throughout the holding period. Keep the Certificate of Holding and mandate details until repayment of principal and any final broken-period interest.
