First, identify which situation you are in
The important question is not whether your phone is currently receiving a message. It is whether you can access the mobile number that is registered in your Aadhaar record.

The old number is permanently unavailable
If the SIM was lost, disconnected, surrendered, or reassigned and you cannot receive messages on it, use the centre route. UIDAI’s enrolment and update FAQ says: “In case you have lost/do not possess the mobile number anymore that is registered with Aadhaar, you have to personally visit the nearest Aadhaar Seva Kendra for updation of mobile number.”
The old number is temporarily unavailable
If the number is still yours but the phone has no signal, the SIM is damaged, or you are waiting for a replacement, the official material reviewed here does not set out a network-troubleshooting workaround. Try the app or online service only when you can complete the OTP checks it requests. If you cannot regain access, use an authorised centre rather than repeatedly requesting codes that you cannot receive.

You want to use a replacement SIM
A carrier-issued replacement SIM may restore access to the same number if your carrier can reissue it to you. That is optional, not a UIDAI requirement. The centre-based update request does not require access to the old number.
What UIDAI requires when you cannot receive the old OTP
For this case, UIDAI directs the Aadhaar holder to the nearest Aadhaar Seva Kendra or authorised Aadhaar enrolment/update centre. The centre submits a mobile-number update request after verifying you under its normal process.
- Old mobile number: UIDAI says it is not required for submitting the request.
- Documents: UIDAI’s FAQ says documents are not required for this mobile-number update request.
- Personal visit: The instruction is for the Aadhaar holder to visit personally.
- Fee: An applicable charge is payable. The current amount is displayed at the centre and on the acknowledgement slip, so check the live amount rather than relying on an old figure.
Local centres can differ in opening hours, appointment rules, queue arrangements and the services they offer. Confirm those details before travelling.

Step-by-step: update the Aadhaar mobile number at a centre
- Find an authorised location. Use UIDAI’s Bhuvan Aadhaar locator to search for an Aadhaar enrolment/update centre or Aadhaar Seva Kendra. Check that “mobile number update” is among the services available at the selected location.
- Check local instructions. Review the centre’s hours, whether an appointment is available or required, and any identity-verification instructions shown by UIDAI or the centre. Do not assume every listed location provides every update service.
- Attend in person. Tell the operator that the Aadhaar OTP is being sent to your old number and that you want to register a new mobile number. UIDAI says the old number and documents are not required to submit this request, although the centre will still carry out its prescribed verification.
- Review the request before submission. Check that the new number is entered correctly and that your personal details on the request are accurate. A typo can prevent future OTPs from reaching you.
- Pay the displayed charge. Ask for the applicable current fee and pay it through the centre’s accepted method. UIDAI says the charge is shown at the centre and at the bottom of the acknowledgement slip.
- Collect the acknowledgement. Keep the receipt, request reference and URN. The URN is the reference used to track the update request.
- Track the status. Use UIDAI’s official status-tracking route with the details on your acknowledgement. Protect the receipt until the request is accepted and you can successfully receive an Aadhaar OTP on the new number.
How long the update can take
UIDAI states that 90% of update requests are normally completed within 30 days. That is a general processing statement, not a guaranteed deadline for your individual mobile-number update. Requests are checked and validated before acceptance or rejection, and submitting a request does not guarantee that the demographic update will be approved.
If your request remains pending beyond the normal period, use the URN from the acknowledgement when checking the status or contacting UIDAI through its official help channels. Avoid submitting multiple duplicate requests unless UIDAI instructs you to do so; duplicates can make it harder to determine which request is current.
Can the Aadhaar app update the number without the old OTP?
Do not treat the Aadhaar app as a bypass for an inaccessible old number. UIDAI’s newer app FAQ describes three defined situations, each with specific OTP and face-authentication requirements:

The app flows also have prescribed charges. Eligibility and screens can change as UIDAI updates the application, so follow the current in-app instructions only when you can complete every required verification step. First-time mobile-number registration likewise requires a centre visit.

What you can do on UIDAI’s portal before the update
Many myAadhaar functions use an OTP sent to the registered mobile number, so an inaccessible old number can block login-dependent services. UIDAI identifies some services that can be used without a registered-mobile OTP, including:
- Booking an Aadhaar appointment.
- Locating an enrolment or update centre.
- Filing a complaint.
Use UIDAI’s own portal, locator and help channels. Never give your Aadhaar number, OTP, or authentication details to an unofficial intermediary promising to change the record remotely. A person who asks you to forward an OTP cannot complete a legitimate update on your behalf.

What to take and what not to assume
Items and information worth carrying
- The Aadhaar number or other details you normally use to identify your record, if available.
- The new mobile phone and SIM, so you can receive any verification message sent during the process.
- A note of the correct new number, including its digits in the right order.
- Payment for the displayed charge, using the centre’s accepted method.
- A safe place to store the acknowledgement and URN.
UIDAI’s FAQ says the old number and documents are not required to request this update. That does not mean the operator will skip identity verification or that every local centre has identical intake procedures. Check the centre-specific instructions before you leave.
Things you do not need to buy
You do not need a special phone, a separate OTP device, a PVC card, or a third-party “Aadhaar correction” service to solve the old-number problem. The official remedy is the centre update, with the current fee shown by UIDAI or the centre.

The locator lists a centre but not mobile updates
Not every location offers every service. Select another Aadhaar Seva Kendra or authorised update centre, or call the official help route to confirm availability before travelling.

The centre asks about the old number
Explain that you no longer possess or cannot access the number registered with Aadhaar. UIDAI’s published guidance says the old number is not required to submit the mobile-number update request. Ask the operator to process the request under the centre procedure for an unavailable old number.
The operator quotes a fee you did not expect
Ask to see the applicable charge displayed at the centre and check the amount printed on the acknowledgement. Fees can change, and the available evidence does not establish one universal current amount for every route.
The update is rejected or remains pending
Use the URN to check the status and follow UIDAI’s official instructions. Because UIDAI validates requests before acceptance, a submission is not an approval. If the record is rejected, ask the official support channel or centre what corrective submission is required instead of paying an unverified intermediary.

You keep requesting OTPs to the old number
Further requests will not redirect the code to the new number. Stop relying on the inaccessible OTP and use the centre route, or recover the same number through your carrier if that is practical for you.
After the update is accepted
- Wait for the status to show completion or acceptance.
- Request an Aadhaar OTP from an official UIDAI service and confirm that it reaches the new number.
- Update the mobile number separately with banks, insurers, tax services, telecom providers and other organisations; changing Aadhaar does not automatically change their records.
- Store the completion message and centre receipt until all important services have been tested.
