If a Social Security appeal deadline is close and you cannot get through by phone, do not wait for a callback. Read the notice, identify the exact decision and appeal stage, and use the filing route SSA lists for that stage—online, by mail, or through a local office when available. If the deadline has passed, submit the appeal or review request with a written explanation and ask for an extension; SSA decides whether your explanation establishes good cause.
The deadline, form, delivery instructions and available online option depend on the notice and the benefit program. The steps below help you act without assuming that every Social Security matter follows the same 60-day rule.

Do these five things first
- Open the most recent notice. Find the determination or decision being challenged, the date printed on it, the appeal level named in the notice, and any form, address or online instructions. Keep every page, including continuation sheets.
- Write down the controlling date. Do not calculate from memory or from a later phone conversation. SSA often presumes a notice was received five days after its date, but the applicable rule can differ by program and appeal stage.
- Choose an official filing route now. Use the online process if the notice and SSA page say it is available; otherwise prepare the required form or written request for mail or a local office. A pending phone call is not a filing.
- Make the submission identifiable. Include the claimant’s name, identifying information requested by the form or notice, the decision being appealed, and the appeal level. Follow the notice’s destination and formatting directions.
- Keep a complete record. Save the notice, a copy of everything submitted, the date you sent or delivered it, and any confirmation or receipt. SSA’s reviewed guidance does not establish one universal mailing address or one universal method of proving timely delivery, so use the instructions for your case.
How Social Security appeal deadlines work
Many SSA appeals use a 60-day period. SSA’s hearing guidance states: “You have 60 days after you receive the previous determination or decision to request a hearing.” The disability appeal page explains that its 60-day period is generally counted after a five-day receipt presumption from the notice date. Those rules are procedural guidance, not a universal deadline for every Social Security communication.

The exact period can depend on whether the matter involves Social Security Disability, Supplemental Security Income (SSI), another benefit, a reconsideration, an Administrative Law Judge (ALJ) hearing, or Appeals Council review. A notice may also contain stage-specific instructions that control how and where to file. If the notice and a general SSA webpage appear different, follow the notice’s directions and seek clarification through an official channel.

SSA’s SSI appeals information describes a separate appeals process for SSI claims. Do not substitute a form or deadline from a different benefit program merely because the issue sounds similar. Read the program and appeal level printed on your notice.
Match the filing route to the appeal stage

How to file when the phone is not working for you
Use the online filing path when the notice supports it
Go to the official SSA page for the program and appeal level named in your notice. Complete the requested information, review the decision and appeal level before submitting, and save the electronic confirmation or screenshot permitted by the system. An online account or process may require identity verification; if it fails, move promptly to the paper or local-office route listed in the same instructions rather than waiting indefinitely for technical support.
Prepare a paper request or form
Use the form named in the notice or the stage-specific SSA page. For a hearing, SSA provides Form HA-501, Request for Hearing by Administrative Law Judge. For Appeals Council review, SSA provides Form HA-520, Request for Review of Hearing Decision/Order. Complete every applicable section, sign where required, and attach only the supporting material the instructions call for or that directly explains the issue. Keep a scan or photocopy before delivery.

Ask a local office to help identify the route
SSA’s hearing and disability guidance says a local Social Security office can assist with certain appeal filings. An office can help you determine which form or appeal level matches the notice, but availability and appointment procedures can change. Use SSA’s current office locator or the contact information on your notice; do not assume an office visit automatically extends a deadline.
Send the request exactly as the notice directs
Addresses and destinations can vary by appeal stage. Use the address, online destination or fax direction printed on your notice or the current stage-specific SSA page. A general address found in an older letter, search result or unrelated form may send your request to the wrong unit. If you deliver papers in person, ask what receipt or acknowledgment is available and retain it.
What to do if the deadline has passed
File the underlying appeal or review request as soon as possible even if you believe it is late. Include a separate, clearly labeled request for an extension and a factual explanation of why you could not file on time. For disability reconsideration, SSA’s operating instructions specifically require a late filer to request an extension in writing and explain why the filing was untimely. Other stages have their own instructions, so check the notice and the relevant SSA page.

Do not state that an extension is automatic. SSA evaluates whether the explanation establishes “good cause.” Its regulation, 20 CFR § 404.911, directs the agency to consider the circumstances that prevented timely filing and other factors, including whether SSA’s action misled you, whether you understood the requirement, and physical, mental, educational or language limitations. Serious illness is one example of a circumstance that may support good cause. The existence of a difficulty alone does not guarantee approval.

Build a useful good-cause explanation
- State the notice date, the date you actually received it if different, the deadline you calculated and the date you are now filing.
- Describe the specific event or condition that prevented timely action, using dates and sequence rather than a general statement such as “I was busy.”
- Explain how the circumstance affected your ability to understand, complete, sign, send or deliver the request.
- Address any delay between the end of the problem and your filing.
- Attach documents that are available and relevant, such as medical or hospitalization records, evidence of language or educational limitations, or proof of an incorrect or misleading SSA communication. Do not delay filing while waiting for perfect documentation.
- Sign and date the explanation and identify the appeal or decision it concerns.
Special handling for the main appeal levels
Hearing before an Administrative Law Judge
If the notice says you may request an ALJ hearing, use the hearing process instructions and the HA-501 page. SSA describes online filing, mailing the needed forms and local-office assistance. Check whether the notice requires another form or information with HA-501. If you are late, include the extension request and explanation with the hearing request so the agency can address timeliness.
Disability reconsideration or another disability appeal
Start with SSA’s disability appeal page and the notice. The page describes online, mail and local-office routes and explains the five-day receipt presumption used with its stated appeal period. If the period has expired, the disability operating instructions at POMS DI 27010.001 call for a written extension request explaining why the appeal was not timely. Use the exact decision and level shown on your notice.

Appeals Council review
Appeals Council review follows an ALJ decision and has its own process. SSA describes a secure online submission and paper alternatives, including HA-520, a letter or fax when permitted. Read the current Appeals Council review instructions and the HA-520 page before choosing a route. A hearing request form is not a substitute for an Appeals Council review request.

Create one physical or digital folder containing the notice, your completed form or letter, attachments, delivery evidence and any response. Name files with the date and appeal level so you can distinguish a reconsideration request from a hearing or Appeals Council filing.
Record every contact attempt—date, time, number or office, method and result—but treat contact notes as supporting evidence, not as the appeal itself. If a call fails, continue with an available filing route. Save online confirmation pages, mail tracking or a stamped copy when available. Because SSA’s public guidance does not prescribe one universal proof-of-delivery method, retain every independent record you can obtain.

Where to get official help
The HA-501 page lists the national SSA number 1-800-772-1213 and TTY 1-800-325-0778. Numbers, hours and contact procedures can change, so confirm them on the current SSA form page or your notice. If you cannot connect by phone, that does not remove the online, written or local-office options described above.
A qualified benefits representative or attorney may help you assess an individualized filing or good-cause explanation, especially when several notices or appeal levels are involved. The representative cannot guarantee that SSA will accept a late filing; the agency makes that determination under the applicable rules.
A practical decision rule
When the deadline is close, prioritize a correct, identifiable filing over a perfect phone conversation. Read the notice, select the route for that appeal stage, submit before the controlling date when possible, and preserve evidence of what you sent. When the date has passed, file immediately with a specific written extension request and let SSA decide good cause.
