A market decline can change your portfolio’s percentages even when you do nothing. First compare your current holdings with the allocation chosen for your goals and risk tolerance. If that target still fits, follow a deliberate rebalancing rule—using new contributions, trades, or both. If your goal, time horizon, finances, or ability to tolerate losses has materially changed, review the target allocation before rebalancing.
This is general U.S. investor education, not individualized investment, tax, or legal advice. Your account type, holdings, costs, and tax situation determine what a particular trade would mean.

What a market drop can do to your portfolio
“Portfolio balance” means the percentage of your money in each asset category—such as stocks, bonds and cash—matches the allocation you selected. A market move changes those percentages because categories do not rise or fall by the same amount. A decline in stocks, for example, can leave bonds and cash representing a larger share of the account. A rebound in one category can create the opposite drift.

The change matters because the mix determines how much risk the portfolio carries. A portfolio that has become more concentrated in a volatile category may lose more in another decline than your original plan assumed. A portfolio that has become much more conservative may have less opportunity to grow for a long-term goal. The first task is measurement, not a reaction to a headline.

The Securities and Exchange Commission (SEC) describes rebalancing as restoring a portfolio to its chosen mix after market performance causes holdings to become misaligned. Rebalancing is different from changing the target allocation. You rebalance when the plan is still appropriate; you redesign the plan when your objective or circumstances have changed.
Step 1: Pause and measure the whole portfolio
Do not decide from the account that is most visible or from one fund’s daily result. Assemble a current view of all relevant investment accounts, including workplace plans, individual retirement accounts and taxable accounts. Include cash and investments that you intend to use for the same goal. Record each holding’s current value and classify it consistently—for example, domestic stocks, international stocks, bonds and cash.
- List current values. Use recent statements or your provider’s portfolio-analysis view. Check the date of each value so you are not comparing a current price with an old statement.
- Calculate current weights. Divide each category’s value by the total value of the portfolio you are evaluating. If accounts use different investment menus, map the holdings to broad categories rather than comparing fund names.
- Write down the target. Use the percentages in your investment policy, plan selection or other written decision. If you never documented a target, pause before trading and establish what the portfolio is intended to accomplish.
- Compare the two columns. Identify which categories are above target and which are below it. The size of the drift—not the emotional impact of the recent decline—determines whether your rule calls for action.
SEC asset-allocation materials use illustrations such as a portfolio intended to be 60% stocks becoming 80% stocks after stocks outperform. The figures are examples, not a recommendation for your portfolio. Your own drift can result from gains, losses, deposits, withdrawals or a combination.
Step 2: Confirm that the target still fits
Before placing a rebalance order, ask whether the destination is still right. A changed goal, time horizon, financial situation or risk tolerance can justify a new allocation. For example, money needed for a near-term tuition payment may no longer belong in the same stock-heavy mix that was reasonable for a retirement goal decades away. A job loss, a new debt obligation or a reduced ability to withstand a large decline can also change the appropriate risk level.
A market drop by itself does not prove that the long-term target was wrong. Recent relative performance is evidence of what happened, not a forecast of what will happen next. If the goal and circumstances are unchanged and you can still tolerate the planned losses, treat the move as drift from the existing plan rather than as a signal to abandon it.

If you cannot explain the target in terms of a specific goal, time horizon and acceptable loss, do not force a trade merely to make the percentages look tidy. Revisit the assumptions first. A financial professional can help assess an allocation, but no general SEC guidance can determine your personal percentages.
Step 3: Select a rebalancing method
Once you have confirmed the target, choose a method that follows your plan and fits the account. There are three basic approaches.
Recommended Free Tools
Direct new contributions to underweight categories
If you are adding money, send a larger share of each contribution to categories below target. This can move the portfolio toward its allocation without selling an existing holding. It is often operationally simple in a workplace plan, where you can change future contribution elections. It may take several deposits to correct a large drift, so monitor the result rather than assuming one change solves it.
Sell overweight holdings and buy underweight categories
You can sell enough of an overweight category and use the proceeds to purchase categories that are below target. This is the most direct method when no new cash is available. Check the account’s trading rules, bid-ask spreads, settlement procedures and any fund exchange restrictions before submitting orders. In a taxable account, the sale can create a reportable gain or loss; in a retirement account, tax treatment and investment choices differ.
Combine contributions and trades
Use incoming cash to correct part of the drift, then make smaller trades for the remainder. This can reduce the amount you sell while still bringing the allocation inside your chosen range. Keep a written record of the calculation so a series of small transactions does not accidentally push another category beyond its target.

Check transaction costs and tax consequences before selling
The SEC’s Investor.gov guide states: “Before you rebalance your portfolio, you should consider whether the method of rebalancing you decide to use will trigger transaction fees or tax consequences.” Costs can include commissions where applicable, fund transaction charges, spreads and account-level fees. A trade that appears small as a percentage may still be uneconomic if a fixed charge consumes much of the amount.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsTax results depend on the account and your circumstances. In a taxable account, selling for more than your tax basis can produce a capital gain, while selling below basis can produce a loss subject to tax rules and limitations. Holding period, other gains and losses, and the timing of a sale can matter. Retirement accounts may have different rules, but “tax-free” or “tax-deferred” does not mean every transaction or withdrawal is consequence-free. The general guidance here does not calculate an individual tax bill.
Before trading, review the account’s cost-basis information and tax documents. If the amount is significant or the holdings have complicated histories, ask a tax adviser how a proposed sale would be treated. An investment professional can also help compare ways to minimize costs, but you should understand the fees and conflicts associated with any service.
How often should you rebalance?
There is no universally correct schedule or threshold. The SEC says rebalancing generally works best when done relatively infrequently and describes two common ways to set a rule: a calendar review or a pre-set allocation band. The guide mentions six- or twelve-month reviews as examples reported among experts; those intervals are not individualized prescriptions.
| Approach | How it works | Strengths | Trade-offs |
|---|---|---|---|
| Calendar-based | Review on a recurring date, such as every six or twelve months, and rebalance only if the allocation warrants it. | Predictable, easy to schedule and less likely to invite a reaction to daily market noise. | A portfolio can drift substantially between review dates; a scheduled review may also lead to unnecessary trading if differences are immaterial. |
| Threshold-based | Set a band around each target—for example, act when a category moves a specified amount or percentage away from target. | Responds to meaningful drift rather than to the calendar. | Requires monitoring and a clearly defined calculation; frequent threshold crossings can increase costs and taxes. |
| Combined rule | Check on a calendar and trade only when a pre-set deviation is reached. | Balances predictability with a limit on how far the mix can move. | More decisions to document and maintain; the band still has to be appropriate for the investor. |
Write the rule down: which accounts are included, how categories are defined, what deviation triggers action, and how costs and taxes will be checked. Automating a reminder can make the process deliberate without promising that a particular frequency will improve returns.

Should you sell investments that are still up to buy ones that fell?
Possibly, if the rising holdings are overweight relative to a target that still fits. Rebalancing necessarily moves money away from categories that have become too large and toward categories that have become too small; it does not require predicting which will perform better next.
Do not sell solely because an investment is up, and do not buy solely because another investment fell. First compare each category with the target, then consider diversification, costs, taxes and the investment’s role. A security can be below its purchase price yet still be an excessive concentration, while a profitable holding can be an appropriate part of the plan. The decision is about portfolio weights and purpose, not about labeling an asset a winner or loser.
Avoid the all-or-nothing reaction
A market decline can make an immediate exit feel safer. The SEC’s former Director of the Office of Investor Education and Assistance, Lori Schock, wrote: “If you sell all of your stock assets when the market is down, you can lose a significant amount of money.” Selling can lock in a loss and leave you out of a later recovery. That warning is not a prediction that a recovery will occur soon or at all; it is a reminder that abandoning the allocation is a separate, high-stakes decision.
If your risk tolerance has genuinely changed, a measured reduction in risk may be appropriate. Make it an explicit change to the target, document why it changed, and apply it across the relevant accounts. A panic sale that is later reversed can create two sets of trading costs, tax consequences and timing decisions.

| Option | What it typically does | Questions to ask |
|---|---|---|
| Self-directed portfolio | You choose the allocation, monitor drift and place any trades. | Can you maintain the rule, understand the holdings and evaluate taxes and costs without abandoning the plan during volatility? |
| Target-date fund | Maintains an internal allocation and generally becomes more conservative as its stated target date approaches. | What is the fund’s glide path, current stock and bond mix, total expense, and treatment of the target date? Does it match when you actually need the money? |
| Robo-adviser | A service category that typically uses a model portfolio and automated rebalancing. | What triggers rebalancing, how are taxes handled, what are total advisory and fund fees, and can you change assumptions or speak with a person? |
Evaluate the entire cost, not only an advertised advisory rate. Compare the service’s rebalancing trigger, tax-loss or tax-management practices where offered, underlying fund expenses, account minimums and the allocation’s fit with your goal and time horizon. The SEC’s investor guidance discusses these evaluation dimensions without endorsing a particular provider.
A practical post-drop checklist
- Wait long enough to obtain reliable values. Use current statements or account data, while recognizing that prices continue to move.
- Aggregate the accounts that serve the same objective. Include cash and avoid treating one account in isolation if the allocation was designed across several.
- Compare actual and target percentages. Identify overweight and underweight categories and quantify the drift.
- Test the target. Reconsider it only if the goal, deadline, finances or risk tolerance has materially changed.
- Apply the chosen method. Direct contributions, trade, or combine the two according to the written rule.
- Review costs and taxes before submitting orders. Confirm fees, spreads, account restrictions and potential tax effects.
- Record the action. Note the date, allocation, calculations and reason so the next review is consistent.
- Set the next review. Use your calendar, threshold or combined rule rather than a news-driven impulse.
Common problems and how to handle them
You cannot trade in a workplace plan immediately
Change future contribution percentages if permitted and use the plan’s exchange or rebalance feature when available. If the plan menu does not offer the needed category, document the limitation and consider how other accounts can supply the missing exposure.
A large gain makes selling uncomfortable
Separate the tax question from the allocation question. Calculate how much must be sold to meet the target, investigate whether contributions can reduce the sale, and obtain tax guidance before acting. Do not let an unexamined tax bill silently change your risk level.
Your accounts use different definitions of “stock” or “bond”
Look through fund descriptions and holdings where available. A balanced fund may contain both categories, and an international fund may not fit the same bucket as a domestic fund. Use a consistent classification or ask a professional to help map the exposure.
You are unsure whether the allocation is still tolerable
Model a substantial decline and ask whether you could continue the plan without selling in panic. If the answer is no, the issue may be an unsuitable target rather than a one-time drift. Revisit the allocation before making a trade.
When to seek professional help
Consider an investment or tax professional when several accounts interact, holdings have complex cost bases, a sale would create a large taxable gain, or a life change makes the target uncertain. Ask how the professional is paid, what services are included, what conflicts may exist and how rebalancing decisions are made. You remain responsible for confirming that the recommendation fits your objective and constraints.
Bottom line
Measure the entire portfolio against the allocation you chose, then decide whether that target still belongs to your plan. If it does, rebalance deliberately with contributions, trades or both after checking costs and taxes. If your circumstances changed, revise the target instead. A written calendar or threshold rule can keep future decisions from being driven by the next market drop.
