If markets fall after you retire, resist a large, emotional portfolio change. First map your household cash flow, confirm which accounts and investments you own, and identify the withdrawals you actually need. Then decide—preferably under a written plan—whether to sell, rebalance, adjust spending, or leave the allocation unchanged.
A downturn does not by itself determine when to claim Social Security, whether to change a pension election, or how much cash every retiree should hold. Those decisions depend on your income, taxes, time horizon, risk tolerance, account rules and spending needs.

Start with a 48-hour fact check, not a trade
Pause any nonessential transaction while you gather the information that determines your choices. A falling account balance is important, but it is only one part of a retirement-income plan. Investor.gov advises older investors to make a plan for when and how to take money from investment accounts, including required minimum distributions (RMDs), and to revisit that plan annually after tax preparation.

Gather these household figures
- Essential monthly spending, such as housing, food, insurance, utilities and health care.
- Discretionary spending that could be delayed or reduced without jeopardizing basic needs.
- Reliable income, including Social Security, pensions, annuities or part-time earnings.
- Each account balance and account type, such as a taxable account, traditional retirement account or Roth account.
- Your current stock, bond and cash percentages, plus the allocation you originally selected.
- Upcoming RMDs or other mandatory withdrawals, and the dates by which they must be taken.
- Large known expenses, such as a home repair, tuition help, insurance premium or medical procedure.
Use current statements rather than an old financial plan. Write down the amount that must come from investments over the next 12 months and the amount that is optional. This separates a temporary market shock from an immediate bill-paying problem.

Build a retirement cash-flow map
Put income and spending on the same calendar. Mark which expenses are essential, which income is guaranteed, and which withdrawals depend on selling investments. The result should show whether the downturn creates a shortfall now or mainly changes the value of assets intended for later years.
Match spending to the right source
Use reliable income for recurring essential bills where possible. Investments may cover the remainder, but the account and asset sold can affect taxes, diversification and future growth potential. Investor.gov specifically recommends considering how withdrawals affect diversification and rebalancing, not just the amount withdrawn.
There is no universally correct withdrawal percentage or cash reserve. A suitable amount depends on spending, other income, taxes, health, time horizon and the portfolio itself. A person whose pension covers necessities may make different choices from someone who relies on investments for nearly every bill.
Separate a market problem from a spending problem
If spending exceeds reliable income, reducing optional expenses can buy time while you evaluate the portfolio. If spending is covered and the decline has not changed your goals or risk tolerance, a forced allocation change may be unnecessary. Conversely, a downturn can expose an allocation that was too aggressive for your actual ability to tolerate losses; that calls for a deliberate redesign, not a panic sale.

Why withdrawals during a decline need deliberate handling
When you sell investments to pay expenses during a decline, the units sold are no longer invested if prices later recover. That does not make every sale wrong: bills still have to be paid, and required distributions may be unavoidable. It means the withdrawal source deserves a decision rather than an automatic liquidation of whatever fell most.
Questions to answer before selling
- Is the withdrawal required, or can it be postponed or reduced?
- Which account must provide it because of an RMD or other rule?
- What would selling this asset do to your stock, bond and cash percentages?
- Would the sale create taxable income, a capital gain, a loss that could be useful, or an early-withdrawal penalty?
- Are there transaction costs, fund fees or surrender charges?
- After the sale, will the remaining portfolio still match your time horizon and risk tolerance?
Account rules differ, so tax treatment should be confirmed for your jurisdiction and account type. A taxable-account sale, a distribution from a traditional retirement account and a qualified Roth withdrawal can have different consequences. A tax professional can calculate the effect before you place an order.
Decide whether to sell, hold or rebalance
Compare the realistic choices against the same criteria: near-term cash flow, portfolio fit, withdrawal source, time horizon, decision costs and the quality of any advice you receive.
| Choice | When it may fit | Risks and checks |
|---|---|---|
| Keep the allocation and take only planned withdrawals | Essential spending is covered and the current mix still fits your goals and risk tolerance. | Confirm that planned sales do not steadily push the portfolio away from its target. |
| Reduce optional spending temporarily | Reliable income covers necessities and a pause can reduce sales during depressed prices. | Do not cut medical, insurance or safety-critical costs without understanding the consequences. |
| Sell a chosen asset to fund spending | A written withdrawal plan identifies the account and asset with the most suitable tax and allocation result. | Check tax brackets, RMD rules, diversification and trading costs before selling. |
| Rebalance toward the target allocation | Market moves have left the portfolio outside the allocation you selected for your plan. | Rebalancing is not a forecast; review taxes, fees and whether the target remains appropriate. |
| Move almost everything to cash | Only after a comprehensive review shows that your objectives, time horizon or risk capacity have fundamentally changed. | Leaving all risk assets after a decline can lock in losses and miss later gains. Re-entry is another timing decision. |
The SEC’s Investor Education and Assistance office states: “Jumping totally out of the market and trying to time the market may not be the best long-term investment strategy.” That warning does not mean every investor should hold or buy; it means a large move should follow analysis rather than fear.

Rebalancing means returning to a plan
Asset allocation divides a portfolio among categories such as stocks, bonds and cash. The SEC explains that these categories have different risk and return characteristics, and that the appropriate mix depends on goals, time horizon and risk tolerance. Diversification spreads exposure within and across categories but cannot eliminate market losses.
Check the target before changing it
Write down the allocation you intended to use and why. Compare it with today’s percentages. If the target was chosen when you had a long horizon and no withdrawals, it may no longer fit; if it was chosen for your retirement years and still matches your circumstances, a market drop may simply have moved the portfolio away from it.
Use a defined rebalancing method
- Calculate current percentages across the major asset categories.
- Identify the amount by which each category differs from its target.
- Check tax consequences, trading costs, fund expenses and any account restrictions.
- Choose the least disruptive action: direct new contributions, withdrawals or required distributions toward an underweight category, or sell an overweight category and buy an underweight one.
- Record the target, the reason for the trade and the date so future decisions are comparable.
The SEC describes both calendar-based rebalancing and rebalancing triggered when an allocation moves outside a preset band. Either can work; frequent tinkering can add costs and undermine the plan. Rebalancing generally works best relatively infrequently, with a schedule or bands selected in advance.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesInclude Social Security and pensions in the decision
Social Security claiming age affects monthly benefits, and pension elections can determine the size and survivorship of a major income stream. The Consumer Financial Protection Bureau places these choices in the broader retirement-income plan. A market decline alone does not tell you when to claim benefits or which pension option to select.

Review claiming decisions separately
Ask whether delaying or claiming benefits changes the amount that must be withdrawn from investments, how a spouse is protected, and how taxes and health needs interact. Do not claim or delay solely because headlines are frightening. Compare the effect on the entire household cash-flow map.
Check pension features and guarantees
Review cost-of-living adjustments, survivor benefits, payment options and any irrevocable election deadline. If you already receive a pension, treat its dependable payment as an income source when deciding how much portfolio risk you can tolerate. If you have not elected yet, obtain the plan’s official illustration and independent advice before making an irreversible choice.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Taxes and required distributions can change the best withdrawal source
Taxes can make two withdrawals of the same dollar amount produce different results. A distribution from a tax-deferred account may increase taxable income; selling an appreciated investment in a taxable account may create a capital gain; a loss may have different planning value. RMDs can force a distribution even when markets are down.
Create a withdrawal sequence, then test it
List the accounts you expect to use, the tax character of each withdrawal and the order in which assets would be sold. Test the sequence against ordinary spending, a large one-time expense and an RMD year. The goal is not to find a universal order but to see how each choice affects taxes, allocation and the longevity of the portfolio.

Coordinate with a tax professional when a sale could move you into a higher bracket, affect Medicare-related premiums or interact with other income. Keep records of cost basis, prior distributions and withholding so an urgent market decision does not create an avoidable filing problem.
Set guardrails for the next downturn
Once the immediate review is complete, write rules that reduce the chance of making a headline-driven decision. A guardrail might require a 24-hour pause before a major trade, a call with an adviser before changing the target allocation, or a scheduled review when an allocation crosses a preset band.
Review on a useful schedule
- Revisit spending, income, account balances and RMDs at least annually, including after tax preparation as Investor.gov recommends.
- Review sooner after a job change, inheritance, large health expense, home sale, divorce, pension election or major change in spending.
- Update beneficiaries, emergency contacts and account access while you are reviewing the plan.
- Keep a written explanation of the target allocation and the conditions that would justify changing it.
Do not confuse checking the plan with checking prices every day. Frequent price watching can encourage trades that have no connection to your cash-flow needs or long-term allocation.

When professional help is worth the cost
A qualified financial professional can integrate withdrawals, account taxes, asset allocation and income needs. Help is especially valuable when you face an RMD, multiple account types, a pension election, concentrated holdings, a large taxable gain or disagreement between spouses about risk.
Questions to ask before hiring anyone
- What credentials and disciplinary history can I verify?
- What services are included: investment management, retirement-income planning, tax coordination or all three?
- Are you required to act as a fiduciary for this engagement, and when does that obligation apply?
- How are you paid—hourly fee, flat fee, percentage of assets, commission or a combination?
- What fund expenses, trading costs, account fees or surrender charges could I pay in addition?
- Who will make the final decisions, and how often will the plan be reviewed?
Ask for the recommendation and its costs in writing. An adviser should be able to explain why a withdrawal source, allocation change or benefit-claiming strategy fits your facts, not merely point to the market’s latest move.
Quick Recap
Common mistakes to avoid
- Selling everything after a fall: this can turn an unrealized decline into a permanent loss and leave you without a plan for participating in a recovery.
- Using one account by habit: repeatedly selling the same holdings can create tax bills or an unintended concentration in what remains.
- Changing the target allocation without checking the reason: a target should change because goals, time horizon or risk capacity changed, not because prices were uncomfortable for a week.
- Ignoring mandatory distributions: missing an RMD deadline can create a tax problem; confirm the rule and deadline that apply to your account.
- Treating Social Security or a pension as a market-timing tool: benefit decisions affect lifetime income and household protection, not just this month’s portfolio balance.
- Following a universal cash or withdrawal rule: no single reserve or percentage fits every retiree’s expenses, income, taxes and horizon.
A practical decision sequence
- Freeze nonessential trades and gather current statements.
- Calculate essential and discretionary spending for the next 12 months.
- List guaranteed income, planned withdrawals and required distributions.
- Compare the current allocation with the target and reassess whether the target still fits.
- Choose a withdrawal source after checking taxes, fees, account rules and diversification.
- Rebalance only through a defined method, if the plan calls for it.
- Document the decision and schedule the next review.
- Obtain individualized advice before an irreversible benefit election or complex tax transaction.
