A market crash does not, by itself, tell you to sell investments or start a particular benefit. First measure the size and timing of your income gap, then identify which accounts and benefits can cover it without creating an avoidable tax bill or permanently reducing future income. Review your plan documents, Social Security estimate and portfolio together before choosing a withdrawal, loan or claiming strategy.
The guidance below is for U.S. retirement accounts and Social Security. It is a decision framework, not individualized investment, tax or legal advice.

Start with a cash-flow inventory, not a market forecast
Write down the numbers that determine how much you actually need to replace. Separate essential spending from expenses you could postpone, and separate dependable income from withdrawals that depend on market performance.

- Discretionary expenses: travel, gifts, entertainment, upgrades and other spending that can be changed if necessary.
- Reliable income: pensions, annuity payments, wages, rental income and any Social Security benefit you are already receiving.
- Near-term cash: checking and savings balances and other money available without selling a depressed investment.
- Retirement accounts by type: list each defined-contribution plan, individual retirement account, defined-benefit pension and taxable account separately, along with its current value, owner and access restrictions.
- Timing: identify the month each bill is due and the period the shortfall must cover.
Calculate the gap for a defined period: essential and chosen discretionary expenses minus reliable income and cash already available. A shortfall lasting six months requires a different response from one that could continue for 20 years. Use a conservative estimate for income that is not guaranteed and test the result against higher medical or housing costs.

Investor.gov advises considering your current financial situation before deciding what to do with retirement money or a lump sum. That means documenting the gap before reacting to a headline or a single account balance. Keep the inventory in a form you can update monthly; the market value and your spending will change.
Review your portfolio in the context of your life
A defined-contribution balance is exposed to investment risk, and there is no guarantee it will be adequate for retirement. A large decline can therefore reduce the amount available for future withdrawals, but it does not establish that selling now is the correct response.

- Time horizon: how long the money may need to support you and anyone who depends on it.
- Risk tolerance: how much loss and volatility you can withstand without abandoning a workable plan.
- Financial circumstances: income, debt, insurance, emergency reserves and other resources.
- Goals: the spending, bequests and flexibility the portfolio is meant to fund.
Investor.gov says changes in these factors can justify an allocation review. It does not prescribe one allocation for every retiree and does not direct a crash-specific buy or sell move. Check whether the allocation still matches your circumstances and planned withdrawals; do not let the latest loss alone set your risk level.
Map the account rules before taking money out
Access is controlled by the account and plan document, not simply by the fact that a balance appears on a statement. Obtain the plan document or summary plan description and ask the administrator which distributions, installment schedules and loans the plan permits. Ask for the tax reporting and eligibility requirements in writing.
Defined-contribution plans
Employer defined-contribution plans generally offer a lump sum or installments, but the available forms and your election are governed by the plan. An installment can create a scheduled income stream while a lump sum provides flexibility and puts the investment and spending decisions back in your hands. Compare the amount available now, how long it must last, the tax treatment and the effect on the remaining balance before electing either form.

Defined-benefit plans
Defined-benefit plans generally pay a lifetime annuity unless the participant elects another form allowed by the plan. A lifetime payment can address longevity risk differently from a portfolio withdrawal. Review the plan’s payment choices, survivor provisions and election deadlines with the administrator; the plan, not a general rule, determines what you can choose.

A hardship distribution is not an automatic emergency withdrawal. The plan must permit hardship distributions, and the need and amount must satisfy the applicable rules. The IRS says you should check the plan’s terms and demonstrate that the stated need qualifies.
Hardship money also has lasting consequences. It permanently reduces retirement savings. Previously untaxed amounts are generally included in taxable income, and an additional tax may apply unless an exception is available. Confirm the rules for your specific account and personal situation before requesting the distribution; do not assume that financial pressure or a market loss by itself creates an exception.

Plan loans
Whether a loan is available, how much can be borrowed, the repayment period and what happens after employment ends all depend on the plan terms. Ask the administrator for those details before treating a loan as a bridge. An IRA-based plan cannot offer participant loans, so an IRA balance should not be treated as if it had the loan feature of an employer plan.
Compare possible bridges to the income gap
Use the same questions for every option: how much near-term cash it provides, how reliable and long-lasting the income is, what taxes or possible penalties apply, how it changes future account value or benefits, whether you are eligible, and how long the gap must be covered.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errors| Option | What it can provide | Key restrictions or lasting effect |
|---|---|---|
| Defined-contribution lump sum | Access to the elected amount at once | Plan terms and participant election govern; the money must be managed to last through the needed horizon. |
| Defined-contribution installments | Scheduled payments from the plan | Available schedule and terms are plan-specific; withdrawals reduce the account used to fund later payments. |
| Defined-benefit lifetime annuity | Lifetime income under the plan’s annuity form | The plan’s payment options and election rules control; compare survivor and other features before electing. |
| Hardship distribution | Distribution for a qualifying need when the plan allows it | Need and amount must qualify; savings are permanently reduced, taxable income generally results for untaxed amounts and an additional tax may apply unless an exception is available. |
| Plan loan | Borrowing from a plan when the plan permits it | Amount, repayment and employment-related conditions are plan-specific; IRA-based plans cannot offer participant loans. |
| Social Security claimed before full retirement age | Monthly benefit sooner, potentially helping a current gap | Starting as early as 62 reduces the benefit relative to your full-retirement-age amount. |
| Social Security delayed after full retirement age | A larger monthly benefit later | Delayed-retirement credits stop at age 70; delaying requires another way to fund the gap in the meantime. |
The table describes categories, not a ranking. For example, a plan installment may fit a short, predictable gap but expose you to sequence-of-returns risk if the remaining balance is still invested. A lifetime annuity may provide durability but less flexibility. A hardship distribution may solve an immediate bill while making future income harder to fund. Put each option on a timeline before deciding.

Evaluate Social Security timing with your own estimate
Retirement benefits can start as early as age 62. Starting before full retirement age reduces the monthly benefit compared with the amount payable at full retirement age. Waiting beyond full retirement age increases the benefit only through age 70; there is no further delayed-retirement credit after 70.
For people born in 1960 or later, the Social Security Administration’s current guidance shows an age-70 benefit equal to 124% of the full-retirement-age monthly benefit, subject to rounding. For people born in 1943 or later, the listed delayed-retirement credit is 8% per year through age 70. These are program figures for the stated birth cohorts, not a personal dollar estimate.
Open your own Social Security estimate and compare at least three cash-flow paths: claiming now, claiming at full retirement age and claiming at 70. Show how each path affects the amount that must come from savings, the survivor or household income you are planning for, taxes and the number of years the portfolio must support you. Health, longevity expectations and other household income can change the trade-off. Treat delaying as one option to analyze, not a universal rule.

Build a bridge plan for the period you actually face
Once the gap and eligible sources are known, create a written sequence rather than a single irreversible decision.
- Cover the next bills: identify the cash needed for the next several months and which source can provide it without violating a plan rule.
- Set the bridge end date: note when a pension, Social Security claim, employment income or another reliable source could begin.
- Model each distribution form: calculate the payment amount, duration, remaining balance and tax consequences for a lump sum, installments or other permitted form.
- Check eligibility: have the administrator confirm in writing whether the distribution, hardship request or loan is allowed and what documentation is required.
- Stress-test the plan: recalculate using lower portfolio values, higher essential expenses and a longer life span. A plan that works only if markets recover quickly is not a complete bridge.
- Schedule reviews: revisit spending, cash and allocation at a defined interval, and after a major change in health, work, household or benefits.
Keep separate records for the amount requested, the account source, the expected taxable portion, any possible additional tax and the date a benefit begins. This makes it easier to ask a tax professional or plan administrator a precise question and prevents an emergency withdrawal from becoming an unexamined permanent change.
Common mistakes after a crash
- Selling solely because prices fell: a sale may lock in losses without addressing the duration or size of the income gap.
- Assuming every retirement account has the same rules: employer plans, IRAs and defined-benefit plans differ in loans, hardship access and payment forms.
- Ignoring taxes until filing season: untaxed distributions are generally taxable, and an additional tax may apply in some cases.
- Taking a hardship distribution without checking the plan: permission and a qualifying need are both required.
- Treating Social Security’s maximum later benefit as free money: delaying can increase the monthly amount, but you need a funding source for the years before claiming.
- Using a generic withdrawal rate or claim age: the appropriate choice depends on age, spending, taxes, holdings, plan documents, eligibility, household needs, health and longevity.
A practical checklist before you act
- Have I separated essential expenses from discretionary spending?
- What is the monthly and annual gap, and how many years might it last?
- Which cash and income sources are reliable, and which depend on market performance?
- What does each plan document permit for lump sums, installments, hardship distributions and loans?
- What portion of a proposed distribution is taxable, and could an additional tax apply?
- How would this choice change future account value or guaranteed income?
- What do my own Social Security estimates show at 62, full retirement age and 70?
- Have I compared the options on cash available, reliability, taxes, future effects, eligibility and time horizon?
- Which assumptions should trigger a review, and when will I perform it?
If the numbers remain unclear, bring the inventory and plan documents to a qualified tax professional, benefits administrator or fiduciary investment adviser. Ask them to explain the rules that apply to your actual account and circumstances rather than relying on a general crash checklist.
