If a jeweler’s bill shows a different gold rate, purity, weight or total from what you were quoted or what the article appears to carry, preserve every record before handing over the jewellery. Compare the invoice with the item and your dated quote, ask the jeweler for an itemized written explanation, and use the appropriate Indian complaint or testing route. Purity disputes and price disputes are not the same: a tested shortfall in hallmarked jewellery can trigger a specific BIS compensation rule, while a disagreement over a quoted rate depends on the transaction terms and evidence.
This guidance is for India. If you bought jewellery elsewhere, use that country’s hallmarking authority and consumer-protection system instead of the Indian procedures below.

First, identify exactly what does not match
“The price is wrong” can describe several different problems. Separate them before arguing with the shop, because each requires different evidence and escalation.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitches| Dispute type | What to compare | Useful next step |
|---|---|---|
| Purity marking or actual metal purity | Invoice purity, stamped caratage and fineness, HUID information, and (if needed) a recognized assay report | Verify the HUID, arrange testing at a BIS-recognized Assaying & Hallmarking Centre, then complain to BIS if the evidence supports a hallmarking violation. |
| Net weight or item description | The article description and net precious-metal weight on the invoice against the jewellery and your order records | Request a written, itemized reconciliation and keep the records. BIS lists these details as invoice information for hallmarked precious-metal articles. |
| Gold rate, quotation or final total | Dated quote or booking terms and payment record against the itemized invoice | Ask the jeweler to state in writing which agreed term or pricing basis was used. Escalate an unresolved consumer grievance through the National Consumer Helpline (NCH) or the appropriate Consumer Commission. |
A hallmark or HUID check can show what information is associated with an article, but it does not by itself prove the actual metal content. Conversely, a different final total may result from making charges, stones, taxes, discounts, wastage or another stated component rather than from a different gold rate. Require the shop to show each calculation instead of debating only the headline amount.

Preserve your evidence before returning or altering the jewellery
Make a complete record while the article and paperwork are still in your possession. Keep the originals and give the jeweler or a testing centre copies whenever possible.
- Original invoice, cash receipt, advance receipt or booking slip.
- Payment confirmation, bank or card record and the date of payment.
- Dated quotation, order form, written rate promise, chat messages and email.
- Product tag, catalogue description and any stated weight, purity or making-charge terms.
- Clear photographs of the jewellery, hallmark, HUID and other marks. Include a date-stamped image if your phone provides one.
- Any repair, resizing, exchange or alteration record made after purchase.
Scan or photograph every page. Record the bill number, purchase date, article description and the person or outlet that sold it. Do not let a shop remove, polish or alter the article before you have documented its marks; an alteration can complicate later identification.
Read the bill line by line
For a hallmarked precious-metal article, BIS consumer guidance says the sale bill or invoice should state:
Windows Errors? Fix Them Before They Spread
Repair common Windows errors and clear accumulated junk for a smoother, more stable PC - no reinstall needed.Free scan · no reinstallOutdated Drivers Are Slowing You Down
One free scan finds every outdated or missing driver and matches the right update for your exact hardware.Free scan · exact hardware match- the description of each article;
- the net precious-metal weight;
- purity in carat and fineness; and
- hallmarking charges.
Match those fields to the jewellery and your order record. Then ask the jeweler to separate the calculation into gold value, making charges, stones or other components, taxes, discounts, wastage and any other charge shown. The reviewed BIS guidance specifies the four invoice fields above; it does not prescribe one universal treatment for every possible component of a jewellery bill, so the written terms of your transaction matter.

BIS also advises consumers to retain an authentic bill or invoice for dispute or misuse redressal. If a shop refuses to provide an intelligible invoice, note that refusal in your written complaint and retain proof of your request.
Check the hallmark and HUID
What a post-HUID gold hallmark contains
BIS says that, since 1 July 2021, a gold hallmark consists of the BIS mark, purity in caratage and fineness, and a six-digit alphanumeric Hallmark Unique Identification (HUID) number. Photograph all of these marks and compare them with the invoice and product description.
How to verify a HUID
- Open the BIS CARE app and select its Verify HUID function.
- Enter the six-digit alphanumeric HUID exactly as marked on the article.
- Compare the information returned with the jewellery, invoice description and seller’s records.
- Save a screenshot or written note of the result, including the date you checked it.
A successful HUID lookup is an information check, not a physical assay. It cannot establish that the article’s current metal content meets the marked purity, particularly if the item has been altered or the marks do not belong to that article. If you allege an actual purity shortfall, obtain recognized testing.

BIS says a consumer may submit jewellery or a sample for chargeable testing at a BIS-recognized Assaying & Hallmarking Centre. The centre should issue an assay report that properly identifies the article and its markings. BIS describes the service this way: “The Assaying and Hallmarking centres undertake the testing of Jewellery/Samples of common consumers on priority on chargeable basis.”
Rank #3
- Locate a BIS-recognized Assaying & Hallmarking Centre and ask about its intake procedure and charges.
- Before surrendering the article, photograph it and copy the invoice, HUID result and all marks.
- Ask how the centre will identify and seal or document the item so the report clearly relates to your jewellery.
- Provide the purchase records and state the specific question you want tested, such as whether the metal meets the marked fineness.
- Collect the assay report and keep the receipt for testing charges.
A jeweler’s handheld tester, a consumer testing kit or a visual inspection is not the same evidentiary route described by BIS. Do not present an informal reading as an official assay when seeking compensation or filing a complaint.
What compensation may apply to a tested purity shortfall
For hallmarked jewellery that is tested and found to have lesser purity than the purity marked on it, BIS states that the buyer is entitled to compensation equal to twice the amount of the difference calculated on the basis of the purity shortage for the weight of the article sold, plus the testing charges. BIS’s consumer FAQ attributes this rule to Rule 49 of the BIS Rules, 2018.
The remedy is tied to a tested shortage in hallmarked precious-metal jewellery. It does not automatically decide:
Recommended Free Tools
- whether the day’s gold rate was the one you were promised;
- whether making charges, wastage, stones or taxes were calculated correctly;
- what should happen to an unhallmarked article; or
- whether a mark or HUID was misapplied without supporting evidence.
Keep the assay report, invoice, photographs, HUID information and testing receipt together. Ask the jeweler in writing to apply the BIS rule and state the calculation used. If the shop disputes the report or refuses to respond, include that written refusal in your BIS complaint.

If the gold rate or final price is different from the quote
The official Indian material reviewed here does not establish a universal rule that every verbal quote, displayed rate, booking rate or advance-payment arrangement must always control the final invoice. The result depends on what was agreed, when it was agreed, and what the records show. A National Consumer Helpline success story involving a jeweler-rate dispute demonstrates an individual settlement, not a rule guaranteeing the same outcome in every case.
Write to the jeweler with:
- bill and order numbers;
- purchase and payment dates;
- the article description and HUID, if present;
- the quoted rate or term, with the date and where it appeared;
- the invoice rate and the exact difference; and
- the explanation, correction or refund you are requesting.
Ask the jeweler to show the contractual or transaction basis for applying the final rate. Attach copies, not originals, and request a written response by a specified date. Do not assume that a later market movement automatically makes the bill lawful or unlawful; the booking terms and applicable law control.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Write a focused complaint before escalating
A concise written complaint is easier to verify than a general accusation. Use a subject such as “Request for reconciliation of invoice [bill number]” and list one mismatch per bullet. State what the bill says, what the quote or article shows, and the remedy you seek. Attach the invoice, payment proof, quote, photographs and any HUID or assay record. Keep proof of delivery and the jeweler’s reply.
If you hand over the jewellery for inspection, obtain a dated receipt that describes the item, marks, weight and condition. Do not sign a blank intake form or an acknowledgement that waives your complaint unless you understand it.

Where to complain in India
BIS for hallmarking or purity concerns
BIS says consumers may register a hallmarking complaint through the BIS CARE app, the BIS online complaint-registration portal or email at [email protected]. BIS says complaints are centrally recorded and investigated under its redressal procedure. Check the current BIS instructions before filing because portal screens and submission requirements can change.
Use this route when the issue concerns a hallmark, HUID, marked purity, recognized testing or another BIS hallmarking matter. Include the seller, invoice, article identification, photographs, assay report (if available) and your written exchanges.
National Consumer Helpline for an unresolved consumer grievance
The Department of Consumer Affairs’ National Consumer Helpline is a pre-litigation assistance channel. Its listed telephone options are 1915 and 1800 11 4000. The contact page lists phone availability as 08:00–20:00, except national holidays; verify current hours and channels before calling. NCH also provides web, SMS, WhatsApp, its app and UMANG routes.
NCH says a complaint receives a docket number and is forwarded to the concerned company, agency, regulator or authority. Registration does not guarantee a full remedy. If you remain dissatisfied, NCH says you may approach the appropriate Consumer Commission. Preserve the docket number and every response when deciding whether to take that next step.
Quick Recap
Common mistakes that weaken a jewellery complaint
- Arguing only about the total without separating rate, net weight, purity, making charges and taxes.
- Giving away the original invoice or jewellery without a copy, photograph and dated receipt.
- Treating a HUID lookup as proof of the article’s actual fineness.
- Relying on an informal tester when a recognized assay is needed.
- Claiming the BIS compensation rule for a price-only dispute or an unhallmarked item.
- Assuming a displayed or verbal rate is binding without preserving the quote and booking terms.
- Filing a general complaint that omits the bill number, dates, article description and requested remedy.
A practical decision path
- Secure the record: copy the invoice, payment proof, quote, messages, article description and marks.
- Classify the mismatch: purity, HUID or hallmark; weight or description; or rate and final price.
- Request an itemized explanation: write to the jeweler and retain the response.
- Verify information: use BIS CARE’s Verify HUID function where applicable.
- Test if necessary: use a BIS-recognized Assaying & Hallmarking Centre for a purity allegation.
- Escalate to the right body: BIS for hallmarking and purity matters; NCH for an unresolved broader consumer grievance.
- Consider the Consumer Commission: if the NCH process does not resolve the matter and you want to pursue formal consumer relief.
