First establish whether you are a short-term hostel guest or a residential tenant, identify the country and relevant state or territory, and ask the hostel in writing to name the charge, its amount, what it covers, and the contract or rule that authorizes it. A fee triggered by your card or payment app may be regulated differently from a booking, administration, service, or bank fee that applies regardless of payment method.
Save the original advertised price, booking confirmation or signed tenancy agreement, house rules, the fee demand, messages, screenshots, and receipts. Then take the evidence to the correct booking platform, consumer-protection service, or housing authority. Do not assume that a residential-tenancy rule applies to a short hostel visit, or that a rule in one country applies elsewhere.

Start with the two facts that determine the answer
1. Is this a short stay or a residential tenancy?
A hostel booking for a few nights is normally a travel-accommodation transaction. A room occupied as your home under a lease or tenancy agreement may be covered by residential-rent law. Those categories can have different fee rules, dispute processes, and deadlines.
2. Where is the property?
Payment-surcharge and tenant-fee rules are jurisdiction-specific. The examples below are official guidance for particular places, not a universal rule for every hostel.

What to do before paying the extra amount
- Request a written explanation. Ask for the exact name of the fee, the amount or percentage, the service it supposedly pays for, who receives it, and the clause in the booking terms, house rules, lease, or payment policy that authorizes it. Ask whether the charge applies to every payment method or only to a particular card, wallet, or platform.
- Compare the demand with the price you accepted. Put the advertised nightly or monthly price beside the booking confirmation, invoice, and current demand. For a tenancy, compare the demand with the signed agreement and any later written variation. In England, official guidance says the rent must not exceed the advertised amount and the landlord must explain what is included.
- Classify the charge. Decide whether it is a payment-method surcharge, a third-party collection-platform fee, your bank’s own fee, or a booking, administration, cleaning, or service fee that would apply whichever payment route you choose. The legal treatment can differ sharply.
- Preserve evidence. Download or screenshot the listing before it changes. Keep the confirmation, lease, invoices, payment pages, receipts, bank records, chat messages, emails, and photographs of posted rules. Record dates, names, and exactly when the additional amount was requested. England’s tenant guidance specifically recommends keeping a record of fee requests.
- Ask for a workable alternative. If the hostel offers bank transfer, cash, card, or an online platform, ask for the total amount payable by each route and whether each option is available without a method-specific surcharge. Do not assume an alternative is legally required or genuinely free until the applicable rule or written terms establish that.
- Escalate with the documents attached. For a platform booking, contact the platform’s support channel and provide the original terms and fee demand. For a residential tenancy, contact the local housing, tenancy, or tenant-protection authority. For a short stay, use the relevant consumer-protection body or travel-dispute process. Explain the location, accommodation type, payment method, amount, and dates in a short chronology.
How to tell what kind of fee you are facing
Card or digital-payment surcharge
This is an amount added because you chose a particular card, digital wallet, or electronic payment service. Evidence that the amount disappears when you select another payment method, or that the hostel describes it as a card percentage, points toward a surcharge. The RBA’s Australian guidance defines a card surcharge by that payment-method connection.
Third-party rent-collection platform fee
A hostel or landlord may use an outside service to collect recurring rent. That is different from a fee imposed by your own bank. In Western Australia, official guidance says a tenant cannot be charged a fee in addition to rent for a third-party rent-collection platform; the landlord must absorb the platform cost. A separate WA notice says a platform can be required only if that requirement is a lease term, and the payment method cannot be changed mid-lease without agreement. Those protections do not automatically cover a short hostel booking elsewhere.
Your bank or card issuer’s fee
Your financial institution may charge its own foreign-exchange, transfer, cash-advance, or account fee. That charge may appear on your bank statement rather than the hostel’s invoice. Ask the bank for its tariff and keep the statement. Do not describe a bank fee as a hostel surcharge unless the hostel itself added it.

Booking, administration, cleaning, or service charge
A charge that applies no matter how you pay is not automatically a payment-method surcharge. It still must be disclosed and lawful for the transaction. The RBA distinguishes card surcharges from booking and service fees, and the ACCC says payment-independent fees may remain under Australia’s 2026 changes.
Jurisdiction examples and how to use them
England: residential tenants
The Ministry of Housing, Communities and Local Government’s guidance says the Tenant Fees Act defines what a landlord may ask a tenant to pay. The permitted list includes rent under a signed agreement, a tenancy deposit, certain changes to a tenancy, specified bills, late-rent payments, and replacement keys or security devices. A tenancy-related payment outside that list may be prohibited.
If your landlord requests an unlisted amount, tell the landlord in writing that the payment may not be allowed under the Act and ask for the legal basis. Keep the request and your response. The guidance is for England and expressly excludes short-term holiday lets, so it should not be used as a blanket answer for a hostel guest.
Western Australia: residential rent
Consumer Protection WA says responsibility for payment fees depends on the selected method and the agreement. It states that a landlord cannot charge a fee for paying directly into the landlord’s bank account, while a tenant remains responsible for fees charged by the tenant’s own financial institution. For a third-party rent collector, the tenant cannot be charged a fee in addition to rent; the landlord must pay the platform cost.

Check the lease before accepting a new method. The WA notice about third-party platforms says the requirement must be a lease term and cannot be imposed mid-lease without agreement. These statements concern residential rent in WA, not every hostel or every online booking.
Australia: card surcharges from 1 October 2026
The Reserve Bank of Australia says eftpos, Mastercard, and Visa adopted no-surcharge rules for consumer credit, debit, and prepaid card payments from 1 October 2026. The Australian Competition and Consumer Commission also lists American Express in its explanation of the change. If a hostel adds an amount solely because you used one of those consumer cards, check the current network and Australian consumer rules before paying.
Both regulators distinguish a card surcharge from a fee that is unrelated to payment method. Booking charges, service charges, and weekend or public-holiday surcharges may still be possible if they are otherwise lawful and clearly disclosed. Read the label and test the total with another payment route; do not call every extra line item a card surcharge.
UK travel transactions
Chartered Trading Standards Institute travel-sector guidance discusses prohibitions on surcharges for consumer debit and credit cards and electronic payment services, including PayPal. It also says travel price information should not hide charges that every traveller must pay and discusses redress for a prohibited or excessive payment surcharge. Treat that document as sector context and confirm the current official requirement for your booking, business type, and payment method.

If the hostel presents several routes, make a simple comparison before selecting one.

Keep the comparison with your records. An apparently cheaper option may create a bank charge, a delay, or no usable receipt. Conversely, an online route that costs more may be the only method the written agreement permits. The comparison helps an authority distinguish a payment-method charge from a fee that applies to the transaction generally.

Please confirm the name and amount of the additional fee requested on [date]. What service does it cover, who receives it, and where was it disclosed in my booking terms, house rules, lease, or payment policy? Does the amount apply to every payment method or only to [card/platform]? Please also confirm the total payable by each available method and provide a receipt.Attach the relevant confirmation or lease page. Avoid accusing the hostel of breaking the law before you know the jurisdiction and accommodation category; a precise question is more useful to a platform investigator or regulator.
Escalation, payment, and avoiding a bigger dispute
Use the right complaint route
- Platform booking: Open a support case while the reservation is active. Upload the listing, confirmation, fee demand, and payment record. Ask whether the platform’s terms permit the charge and request a written decision.
- Residential tenancy: Contact the local housing or tenant authority identified for your state, territory, or country. Include the signed agreement and any clause about payment methods.
- Short-term hostel stay: Contact the relevant consumer-protection service or travel-dispute channel. In the UK travel context, the cited Trading Standards guidance discusses seeking redress for prohibited or excessive payment surcharges.
Do not automatically withhold rent or cancel a booking
Withholding rent, refusing the entire balance, or cancelling without checking the contract can trigger late fees, eviction action, loss of a deposit, or a cancellation dispute. The consequences depend on location, contract, and whether the disputed amount is rent or a separate charge. If you must pay to avoid an immediate loss, ask in writing whether payment is made under protest and keep proof; obtain local advice before withholding any amount that could be treated as rent or an unpaid booking balance.
What a strong evidence file contains
- The original advertised price and date captured.
- Booking confirmation, invoice, signed lease, and house rules.
- The fee request showing amount, label, and payment method.
- Messages proving when you asked for an explanation.
- Receipts, bank statements, transaction IDs, and screenshots of checkout totals.
- A timeline stating who requested what, when, and how you responded.
Presenting those items together makes it easier to determine whether the fee was disclosed, whether it depends on your payment method, and which authority can resolve it. The central question is not simply whether the payment was digital; it is whether the charge is lawful for this accommodation, in this jurisdiction, under these agreed terms.
