If a Saudi gold receipt or purity claim is disputed, preserve the invoice, payment record, item details, photographs and seller messages first. Send a dated written complaint to the shop or online retailer, keep its reference number, and request a written response. If the seller does not resolve the issue, submit a report through the Ministry of Commerce Commercial Violation service. The Ministry’s consumer guide says the business should state in writing whether it accepts or rejects the complaint, and why, within 30 days of submission.
The report process is separate from deciding whether you are legally owed a refund, replacement or compensation. That outcome depends on the records and the facts of the individual case. The practical objective is to create a clear evidence trail and put it before the authority responsible for the relevant part of the supply chain.

Start by protecting the evidence
Do not hand over your only original receipt or alter the item before documenting the dispute. Create one folder, paper or digital, containing:

- Proof of payment, such as a card receipt, bank transfer record or electronic payment confirmation.
- Photographs of the jewelry, tags, stamps, packaging and any serial or identification marks.
- The seller’s name, shop address, website or account name, telephone number and the date of purchase.
- All written exchanges, including messages in which the seller described the fineness, weight, metal type or remedy.
- A short timeline showing purchase, discovery of the discrepancy, contact with the seller and each response.
The Ministry’s reporting instructions ask for establishment details, a description of the report and the item name, and allow supporting attachments. The wider evidence list above is a practical way to assemble those details; the official service does not state that every item is mandatory. Keep originals and submit copies whenever possible. Check exactly what conflicts
A purity dispute is easier to explain when the conflicting statements are written down rather than described generally as a piece being fake. Compare the following records side by side.

The Ministry’s Trader’s Guide: Rights and Responsibilities describes invoice particulars such as store identity, sale date, weight, item type or description, buyer name and price. For jewelry set with gemstones, it also describes details such as the stone’s name, class, weight, color, cut, purity and flaws. These are useful checkpoints when reviewing your paperwork, not a statement that a consumer must prove every field before making a complaint.
Write to the seller before escalating
Address the complaint to the shop, service provider or online retailer that made the sale. The Ministry’s consumer guide places this seller contact at the start of the complaint sequence. Send it through a channel that creates a dated record, such as the seller’s official email, customer-service portal or a message system that allows you to save the conversation.

Identify the item, invoice number and purchase date, then state the precise conflict. Examples include an invoice that states one fineness while a later seller message asserts another, or an item tag that does not match the description on the receipt. Avoid conclusions that the documents do not establish; describe what each record says and attach photographs or copies.

State the response you want
Ask the seller to investigate and give a written explanation. You may request the remedy you believe is appropriate, but do not present a refund, replacement, compensation or a particular test as guaranteed. The official guidance does not decide those questions for an individual transaction.
Keep the submission and reference
Save the complete message, attachments, date and delivery confirmation. Ask for a complaint or case number and keep every reply. The Ministry’s Guide to Consumer Rights and Responsibilities (2022) says the business should notify the consumer in writing of acceptance or treatment of the complaint, or rejection with reasons, within 30 days of submission. That is a written-response timeframe; it is not a promise that the underlying dispute will be resolved in your favor within 30 days.
Submit a Commercial Violation report when the issue remains unresolved
If the seller does not address the discrepancy, use the Ministry of Commerce Commercial Violation application. The Ministry lists precious-metals and gemstones complaints among the report categories and tells consumers to report violations through the Commercial Violation application or its 1900 call center. The category and contact instruction appear in the Ministry’s consumer reporting guidance and in its precious-metals enforcement notice.

- Choose a new report. Start a fresh commercial-violation submission rather than adding the matter only to a previous inquiry.
- Identify the outlet. Select whether the business is an online or physical store, as the application requests.
- Select the violation type. Choose the precious-metals and gemstones option when it matches the dispute.
- Enter the establishment details. Provide the business information requested by the form, using the exact name and address shown on the receipt or seller’s official information.
- Describe the report and item. Explain the purchase date, invoice statement, disputed fineness or other mismatch, the seller’s response and the action already requested.
- Attach supporting documents. Upload the invoice, payment evidence, photographs and written exchanges that directly support the description. Keep originals.
- Submit and track the case. Save the report number and use the application’s inquiry or status-tracking function.
The Saudi National Platform describes this electronic service as allowing submission, inquiry and status tracking. Its Receiving a Commercial Complaint listing, updated 31 August 2026, states that the service is free and gives a listed duration of seven working days. That figure is the service listing’s processing duration; it is not a guarantee that the seller dispute will be finally decided, that a test will be completed, or that a refund will be ordered within seven working days. The same listing gives 1900 for assistance.

Understand which authority covers the business activity
Regulatory responsibility changed under amendments to the Precious Metals and Gemstones Law described by the Ministry of Commerce on 16 October 2025. The Ministry says the amendments took effect on 11 October 2025 and divide oversight by activity:

The Ministry’s announcement, Ministries of Commerce and Industry and Mineral Resources announce implementation of amendments to the Precious Metals and Gemstones Law, also summarizes several requirements relevant to what a consumer sees:
- The former tolerance allowance of up to four karats was removed, according to the Ministry’s summary.
- Precious-metal advertising must state the product type, weight, fineness and price.
- Jewelry set with gemstones must carry identification information described in the amended regime.
- When a business buys precious metal from an individual, the Ministry describes a special invoice requirement that includes the seller’s identity details.
These are descriptions of the amended regulatory regime, not an automatic finding that a particular seller is liable. The relevant question in your case remains whether the records and item support the report you submit.
Use the invoice and seller response as the core comparison
Authorities can act on a concrete allegation more effectively than on a general suspicion. Present the comparison in a short table or numbered list in your report:

- Quote the fineness, weight and item description exactly as printed on the invoice.
- Quote the conflicting wording from the tag, seller message or other document, identifying its date.
- Explain what you observed on the item, including the location of any mark shown in photographs.
- Record the seller’s written response and whether it accepted, rejected or failed to answer your complaint.
- List the attachments by filename or description so the reviewer can match each statement to evidence.
Do not treat a home acid kit, jewelry scale or handheld analyzer as conclusive proof for an official complaint. The reviewed official material does not recommend those tools as a substitute for the authority’s process, and none of them by itself establishes the legal remedy in an individual dispute.

A report is not an adjudicated finding
Submitting a Commercial Violation report alerts the Ministry to a suspected violation and creates a channel for review. It does not itself establish that the item failed its stated fineness, prove intent, or decide the amount of compensation. Keep describing the matter as disputed until an authorized process reaches a finding.
No automatic remedy is stated
The official general guidance does not promise that every accepted complaint results in a refund, replacement, compensation, prosecution or a particular laboratory test. Your documents, the seller’s records and any examination or investigation required by the authority will determine what happens next.
Separate response and service timeframes
There are two different published figures. The 30-day period comes from the 2022 consumer guide and concerns the seller’s written acceptance, treatment or reasoned rejection of a complaint. The seven-working-day figure comes from the National Platform’s service listing updated in 2026 and describes the listed Commercial Complaint service duration. Neither figure should be rewritten as a guaranteed final outcome for the gold dispute.

Common mistakes that weaken a report
- Relying on a phone call alone. A call can be useful, but follow it with a written account and save the call reference if one is provided.
- Sending only a photograph of the jewelry. Include the invoice, payment record and seller identity so the item can be tied to the transaction.
- Editing screenshots. Preserve complete messages showing dates, account names and surrounding context.
- Giving inconsistent weights or fineness figures. Copy each figure exactly and identify which document contains it.
- Demanding a guaranteed result in the report. State the remedy you seek, but allow the authority to determine the appropriate action.
- Confusing a service-duration listing with a decision deadline. Track the report, but do not assume seven working days means the dispute is resolved.
- Discarding packaging or tags. Keep every identifying element until the matter is closed.
A practical submission checklist
Before sending the seller complaint or Ministry report, verify that the file answers these questions:
- Who sold the item, and where or through which online channel?
- When was it bought, and how was it paid for?
- What exact fineness, weight, metal type and price appear on the invoice?
- What exact statement or physical mark conflicts with that description?
- What photographs show the item, tag, stamp and packaging?
- What did the seller say after you complained, and on what date?
- What response or remedy are you asking the seller or authority to consider?
- Have you saved the seller complaint, its reference number and the Ministry report number?
The Ministry’s 22 October 2020 enforcement notice explicitly urges consumers to report precious-metals and gemstones violations through the MC Consumer Call Center at 1900 or the Commercial Violation application. You can read the notice at the Ministry’s precious-metals inspection notice.
Keeping the records together, making the seller complaint in writing and using the Ministry’s current reporting route gives the dispute a documented sequence: transaction, discrepancy, attempted resolution and escalation. That sequence is more useful than an unsupported purity allegation and leaves the authority to determine the appropriate remedy from the evidence.
