What to Do if a Bear Market Threatens Your Emergency Fund or Near-Term Plans

Protect money you may need soon before trying to optimize its return. An emergency fund is a reserve for unexpected bills, while a near-term goal has a known spending date. Neither should depend on selling a sharply falling investment at exactly the right time. First identify when the money is needed, how quickly it must be available, and whether its current holding can lose principal. Then match the account or investment to that job.

The guidance below is U.S.-focused and general. It cannot determine an appropriate allocation for your household, and market timing is not predictable. Provider terms, tax rules and government-backed deposit protections vary by product and jurisdiction.

Start with a three-question triage

A bear market headline is not, by itself, a reason to change every account. It is a prompt to check whether money with a short deadline is exposed to a loss or an access problem.

  1. When will you need the money? Separate an unexpected expense reserve from a planned bill, tuition payment, home purchase, tax payment or other dated goal. Write down the earliest realistic spending date, not just the target date.
  2. How fast must you reach it? An emergency may require a transfer or withdrawal today. A planned expense may allow several business days, but a delay can still create a penalty or missed-payment cost.
  3. Can the current holding fall in value or impose a cost to withdraw? A stock, stock fund, bond fund or other market investment can be worth less when you need to sell. A certificate of deposit (CD) or other term product may charge an early-withdrawal penalty. A money market mutual fund is not the same as an insured bank deposit.

Investor.gov identifies savings accounts as suitable for short-term goals and emergency funds, and the Consumer Financial Protection Bureau (CFPB) emphasizes safety and accessibility. Those principles point to a practical test: money that has a short deadline should not require a favorable market price to be usable.

Give emergency savings a separate job

An emergency fund is cash set aside for events such as a job interruption, urgent medical or household expense, essential travel, or a major repair. Its success is measured by being available when the event occurs, not by beating an investment benchmark. Keeping it separate from long-term investments also reduces the chance that a market decline forces you to sell retirement or other growth assets at an inconvenient time.

Estimate a reserve target

A 2022 investor bulletin from the U.S. Securities and Exchange Commission (SEC), Commodity Futures Trading Commission (CFTC), Financial Industry Regulatory Authority (FINRA), National Futures Association (NFA) and North American Securities Administrators Association (NASAA) says to “Set a savings goal, such as 3-6 months of living expenses.” That is a suggested target, not a rule for every household.

To calculate a starting figure, total the expenses that would continue during an income interruption: housing, utilities, food, insurance, transportation, debt minimums, medication and essential care. Exclude optional spending only if you could realistically stop it. A household with variable income, one earner, limited insurance, or a long job-search period may choose a larger reserve; a household with very stable income and other accessible resources may choose a different amount. The bulletin does not establish the right figure for a particular reader.

Keep the reserve liquid enough for the emergency

Use an account with a straightforward withdrawal or transfer process and confirm limits, settlement times, minimum balances and any fees. Do not count a retirement account, a home-equity line that may be frozen, or an investment that could be down sharply as equivalent to cash unless you have deliberately assessed that risk. Verify whether a deposit product has applicable government-backed insurance in your jurisdiction and whether the coverage applies to your ownership category and institution.

If your emergency fund is invested, stabilize access first

There are two separate questions: whether the balance can drop, and whether you can get the money quickly. A holding can be relatively stable yet inaccessible for several days, or easy to sell yet exposed to a large price swing. Address both.

Move the emergency portion according to its purpose

  1. Measure the shortfall. Compare the amount you consider your emergency reserve with the amount that is immediately available without selling a volatile asset or accepting a material penalty.
  2. Identify the exposed slice. List stocks, stock funds, bond funds, exchange-traded products, digital assets and other holdings whose value changes with markets. Note any lockups, settlement periods, redemption fees or tax consequences.
  3. Prioritize replenishment. If accessible cash is below your chosen target, direct new savings, bonuses or other available cash toward the reserve before adding to riskier investments, unless a higher-priority debt or contractual obligation requires another order.
  4. Confirm the destination. Before transferring money, read the account’s current terms, including withdrawal limits, transfer timing, interest calculation, early-termination charges and applicable deposit protection.

This is a risk-and-purpose decision, not a forecast that the market will continue falling. Selling a volatile holding can lock in a loss, but leaving money exposed can create a different risk if an emergency arrives while prices are down. A tax professional can explain consequences specific to your account and jurisdiction.

Match a planned expense to its time horizon

Money for a known near-term purchase should be evaluated separately from the emergency reserve. Investor.gov says funds for short-term goals are generally kept where they can be accessed quickly without significant fees or tax penalties. The SEC also cautions that a stock-heavy portfolio may be inappropriate for a short-term goal.

Within roughly one year

For a bill due in months, the main risks are losing principal and missing the date. Keep the required amount in a liquid, low-volatility vehicle whose withdrawal process fits the deadline. If a CD or term deposit matures after the payment date, it is not a complete solution unless you have another source for the bill and have checked the cost of early withdrawal.

About one to three years away

You may have more choices, but the spending date still limits how much temporary loss you can tolerate. Divide the goal into amounts needed on specific dates rather than treating the whole balance as long-term money. A diversified mix of cash-like holdings, appropriately timed CDs, money market funds or high-quality bonds may be considered, but each has different price, liquidity and protection characteristics. Do not assume that “bond” means “cannot lose money”: bond funds can decline when interest rates or credit conditions change, and individual bonds have their own issuer and maturity risks.

More than three years away

A longer horizon can allow a diversified investment allocation that includes growth assets, provided you can tolerate losses and can adjust the goal if circumstances change. Revisit the plan as the spending date approaches; an allocation suitable early in the plan may be too volatile when the purchase becomes imminent. The SEC’s asset-allocation guidance centers on time horizon and risk tolerance rather than a market headline.

Compare common places to hold short-term money

Holding Typical access considerations Principal risk Fees or penalties to check Government-backed deposit protection
Savings account Usually designed for convenient withdrawals or transfers; confirm transfer limits and cut-off times. Generally low market-price volatility, but the provider’s terms and financial condition still matter. Monthly fees, minimum-balance charges and excess-withdrawal rules may apply. May apply if it is an eligible deposit at a covered institution; verify the institution, ownership category and jurisdiction.
Money market mutual fund Often redeemable on business days, with settlement and transfer timing to confirm. Not a guaranteed bank balance; value and income can vary, and losses are possible. Expense ratio, redemption or transaction charges and tax treatment may apply. It is not the same as an insured bank deposit. Check the fund’s disclosures and applicable protections.
Certificate of deposit (CD) or term deposit Access is tied to a maturity date unless the provider permits early withdrawal. Often predictable if held to maturity under the contract, but reinvestment and issuer risks remain. Early-withdrawal penalty, renewal terms and a possible loss of interest. May have deposit protection when issued by a covered institution; confirm eligibility.
Investment-grade bond or bond fund Tradable or redeemable, but settlement time and market conditions affect access. Market prices can fall; individual bonds also carry issuer risk, while funds do not mature to a guaranteed value. Trading spreads, commissions, fund expenses and possible tax effects. Usually not deposit-insured; protection depends on the product and account structure.
Stock or stock fund Generally sellable on market days, but proceeds settle later and the sale price is uncertain. High potential for loss over a short period, including during a bear market. Trading costs, fund expenses and possible tax consequences. Not a deposit and not covered by deposit insurance.

“Lower risk” in this table is relative, not a promise. Diversification can reduce the effect of a decline in one investment or asset category, but it cannot eliminate market risk.

Decide whether a near-term investment must be reduced

There is no universal instruction to sell or hold. Use a written decision test so that the spending date, rather than fear or optimism, drives the choice.

  • Time until payment: The shorter the period, the less time you have to recover from a loss.
  • Amount that must be available: Protect the portion required for the bill; money beyond that amount can be assessed separately.
  • Tolerance for a temporary loss: If a 20% decline would make the purchase impossible or cause you to borrow at high cost, the allocation may be too aggressive for that goal.
  • Ability to delay or resize the expense: A flexible renovation or discretionary purchase is different from rent, tuition or a tax deadline.
  • Access and penalties: Include settlement time, early-withdrawal charges, taxes and any account restrictions.

Investor.gov’s short-term guidance is a general principle, not an individualized sell order. If you are considering a taxable sale, compare the cost of realizing a gain or loss with the risk of having to sell later under worse conditions. A fiduciary adviser or tax professional can help apply the framework to your complete situation.

Review long-term investments without chasing the downturn

Long-term money has a different task. The SEC’s investor alert says it cannot tell investors how to manage a portfolio during a volatile market, but encourages them to use information to make an informed decision. Before changing an allocation, review:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Goal and date: retirement, education or another objective, and when withdrawals are expected.
  2. Risk tolerance: both your emotional capacity to endure losses and your financial ability to do so.
  3. Whole financial situation: emergency savings, debt, insurance, income stability, taxes and other assets.
  4. Current mix: exposure by asset class, sector, geography, issuer and account type.
  5. Rebalancing rules: a predetermined schedule or threshold can reduce the temptation to make rapid, headline-driven decisions.

Diversification is a risk-management tool, not a guarantee. A portfolio spread across assets can still decline when broad markets fall, and correlated assets may drop together. Avoid replacing a diversified plan with a concentrated bet simply because one asset has recently performed well.

Rebuild after using the fund

If an emergency has already consumed savings, the first priority is restoring a usable reserve, not timing the next market move.

  1. List the expenses that remain essential and the date each must be paid.
  2. Stop or reduce optional transfers to volatile investments until the reserve reaches a level you consider workable.
  3. Automate a realistic transfer after each paycheck, and direct irregular income toward the gap when possible.
  4. Review insurance deductibles, recurring bills and high-cost debt so the next emergency is less likely to create a cash crisis.
  5. Keep the rebuilding account separate and label its purpose; do not count money earmarked for a near-term purchase twice.

If you cannot meet an imminent essential payment, contact the creditor, landlord, utility or service provider before the due date to ask about documented hardship options. That conversation may be more effective than selling a long-term asset in a rush.

Common mistakes during a bear market

  • Confusing accessibility with stability: An asset may be easy to sell but still lose substantial value.
  • Confusing stability with insurance: A money market mutual fund is not an insured bank deposit, and a bond fund is not a guaranteed account.
  • Using one bucket for every goal: Emergency cash, a dated purchase and retirement savings have different horizons.
  • Counting a promotional or assumed rate as permanent: Recheck current provider terms instead of planning around an unverified yield.
  • Ignoring taxes and penalties: A nominally higher return can be outweighed by a withdrawal charge or tax bill.
  • Making a rapid, all-or-nothing portfolio change: The SEC advises considering goals, risk tolerance and the whole financial situation rather than reacting solely to volatility.

A one-page action checklist

  • Write the amount and earliest date for every essential expense due in the next three years.
  • Mark which dollars are emergency reserves, near-term goal money and long-term investments.
  • For each account, record access time, settlement, withdrawal limits, fees, penalties and applicable deposit protection.
  • Move or direct savings so the emergency reserve is not dependent on selling a volatile asset.
  • Use a three-to-six-month living-expense target as a starting reference, then adjust for your circumstances.
  • For long-term accounts, document goals, time horizon, risk tolerance and a rebalancing rule before making changes.
  • Recheck provider and government-protection terms whenever an account, institution or jurisdiction changes.
