If a bakery location closes, contact the issuer first and ask whether the balance can be used at another branch, online, through a successor, or by another redemption method. Keep the card and proof of purchase, request any refusal in writing, and then ask your payment provider and state consumer-protection office what remedies may be available.
This is general U.S. information. Your options depend on whether one location closed or the whole company failed, the card’s terms and type, when and how you bought it, and the law where you live. Federal gift-card rules can limit expiration and inactivity fees, but they do not guarantee that a shuttered bakery will remain available to redeem the balance.

Start by finding out what actually closed
A closed storefront does not always mean the gift-card issuer has disappeared. Before seeking a refund, determine the bakery’s current status and ask the issuer for a specific redemption route.

Check the bakery’s official website, social-media announcement, customer-service channel, or the telephone number printed on the card. Ask whether another branch can accept the card, whether online orders or a mail-in option are available, and whether the company will transfer or refund the balance. A nearby closure can make a card difficult to use even when the business continues operating, so the practical issue is whether the issuer offers another way to redeem it.

The entire bakery appears to have shut down
Look for an official notice, a working customer-service channel, a state business filing, or a bankruptcy notice. Do not assume that another bakery, a purchaser of the business, or a competitor must accept the card. A different company may voluntarily honor it, but that is a business decision rather than an automatic right.
The issuer filed bankruptcy
Find the official bankruptcy case or claims information and follow the instructions for gift-card holders. The Federal Trade Commission (FTC) explains that “A company that files for bankruptcy may honor its gift cards, or a competitor may accept the card.” The statement describes possibilities, not a promise. Whether the card is honored, exchanged, or included in a claims process depends on the issuer’s actions and the case’s rules.
Use this recovery sequence
- Contact the issuer. Use an official channel rather than an unverified phone number or social-media account. Give the card number, current balance, purchase date if known, and the location that closed. Ask for a clear answer to four questions: Can another branch redeem it? Is there an online or alternate redemption method? Will the issuer transfer the balance? Will it refund the balance?
- Save all evidence. Keep the physical card or e-card, card number, PIN, terms and conditions, purchase or gift receipt, and a record of the current balance. Save screenshots of the bakery’s closure notice and every email, chat transcript, or letter. The FTC advises retaining the card terms, original purchase receipt, or card identification information.
- Request a written explanation if the bakery refuses. Ask the representative to state why redemption or a refund is unavailable and to identify the applicable term or policy. A written refusal gives you a precise record for later complaints or payment-provider inquiries.
- Ask the payment provider about a dispute. Contact the card issuer, bank, or other payment service used to buy the gift card. Explain that the merchant location closed and ask whether a dispute, chargeback, or refund request is still available. A 2025 Pennsylvania Attorney General notice concerning a brewery closure suggested this step and invited affected consumers to file complaints. That example does not create a guaranteed right: eligibility and deadlines can depend on the payment method, transaction date, provider rules, and the facts of your purchase.
- Contact your state consumer-protection office. The FTC directs consumers to state Attorney General offices for gift-card concerns. Submit the card details, receipts, closure evidence, and the bakery’s written response. Identify your state before relying on a particular form, deadline, or remedy; state laws differ.
Choose the route that matches the situation

What federal gift-card rules do—and do not—provide
Regulation E, administered by the Consumer Financial Protection Bureau (CFPB), generally gives covered gift cards at least five years before the underlying funds may expire. The period is measured under the regulation’s definitions, generally from issuance or the last load, and exceptions and card classifications matter. The rule also limits inactivity fees, subject to conditions.

That federal protection concerns the funds’ expiration and fees. It does not reopen a closed bakery, require the issuer to create another location, or guarantee that you can practically use the balance before an expiration date. A card can remain legally unexpired while being difficult or impossible to redeem.
Read the card agreement for the product’s classification, expiration language, fees, reload terms, and any restrictions on online or in-store use. Store-issued certificates, promotional certificates, and cards covered by different exceptions may not receive identical treatment. If the terms conflict with federal or state law, ask the issuer and your state consumer office how the rule applies rather than assuming the printed language controls.
Why state law matters
State protections can add requirements or produce a different practical result. Oregon’s Department of Justice warns that a local-store closure before a card is used may leave the card useless regardless of its expiration date. That warning addresses Oregon and should not be treated as a rule for every state.

Connecticut’s Attorney General states that there is no state or federal consumer guaranty fund for gift cards when the issuer goes out of business. It also explains that recourse may be limited and depend on the individual circumstances. In other words, a valid balance does not automatically become a government-backed claim when a merchant fails.

Use your own state Attorney General or consumer-protection office for the applicable law, complaint process, and deadlines. A complaint can document the conduct and sometimes prompts a response, but an agency complaint is not a guaranteed refund.
Payment disputes: a possible option, not an automatic refund
Payment disputes are controlled by the provider’s rules and the transaction’s facts. Ask promptly, because providers commonly set time limits. Explain whether you paid by credit card, debit card, bank transfer, mobile wallet, or another method; when the purchase occurred; whether you tried to redeem the card; and what the bakery told you.

Give the provider your receipt, the card terms, the closure announcement, your balance information, and the written refusal. Ask what documentation and deadline apply before submitting anything. Do not describe a transaction as unauthorized if you authorized the purchase. A dispute based on a merchant’s closure or failure to provide the promised redemption is fact-specific, and the provider—not a state notice about another business—decides eligibility.

Search for the issuer’s official bankruptcy notice, court docket information, or claims administrator. Confirm the case number, the identity of the debtor, and the deadline and method for any required claim or election. Keep copies of everything you submit.

Do not pay an unfamiliar person who promises to “register” your card or accelerate a bankruptcy recovery; verify every instruction through an official court or issuer source.

Build a complete evidence file
- Physical gift card or the full e-card email, including card number and PIN.
- Terms and conditions as they appeared when purchased, plus any later policy update.
- Original purchase or gift receipt, order confirmation, and purchase date.
- Balance checks, including the date, method, and displayed amount.
- Photos or screenshots showing the closed location, closure announcement, or a disabled website.
- Names or identifiers of customer-service representatives, dates of calls, and copies of emails or chats.
- Any written refusal, proposed replacement, transfer offer, or bankruptcy notice.
- Records of your payment-provider inquiry and any complaint number from a government office.
Store digital copies in more than one place. Do not discard the original card after a representative tells you verbally that the balance is lost.
Common mistakes that reduce your options
- Waiting until the printed expiration date. Contact the issuer as soon as you learn of the closure; a delay can make payment-provider or complaint deadlines harder to meet.
- Assuming the five-year federal rule guarantees use. The rule addresses expiration and fees, not the existence of an open bakery.
- Assuming another brand must honor the card. Acceptance by a competitor or successor requires a voluntary commitment or a legal obligation that depends on the transaction and jurisdiction.
- Throwing away the card or receipt. Card identification and purchase evidence can be essential to an issuer, payment provider, or investigator.
- Relying on a verbal promise. Ask for the remedy, amount, and deadline in writing.
- Using a state example as a nationwide rule. The Oregon, Connecticut, and Pennsylvania guidance described above applies to those jurisdictions or circumstances; your state may differ.
A practical decision checklist
- Confirm whether the closure is local, business-wide, or connected to bankruptcy.
- Check the card’s terms, balance, purchase date, and payment method.
- Ask the issuer for another branch, online route, transfer, or refund.
- Keep the card, receipts, terms, balance records, and closure communications.
- Obtain any refusal or explanation in writing.
- Ask the payment provider about a time-limited dispute or refund process.
- File with the consumer-protection office in your state if the issuer will not resolve the problem.
- If bankruptcy is involved, follow the official court or claims instructions instead of relying on informal promises.
The strongest request is specific: identify the balance, explain why the original location is unavailable, attach proof, and ask for one of the issuer’s available remedies by a stated date. Whether you receive a replacement, transfer, refund, or payment-provider recovery depends on the issuer’s status, the card and purchase records, and applicable state and federal law.
