Start with the bill’s kilowatt-hours (kWh), not its dollar total. A higher Ohio electricity bill usually reflects more consumption, a higher price per kWh, higher delivery charges, or a combination. Compare the same billing period last year, confirm whether the meter reading is actual or estimated, then separate generation-supply charges from utility delivery charges. Only after those checks should you consider changing suppliers or applying for assistance.
1. Compare kWh with the same month last year
Find the current bill’s total kWh and compare it with the same billing period last year. A dollar increase with roughly the same kWh points toward a rate or charge change; a large kWh increase points toward household usage, weather, or a meter-reading issue. Seasonal comparisons matter because electric heating, air-conditioning, heat pumps, space heaters and longer equipment run times can change consumption substantially.

What can raise household usage
- Longer or more intensive heating and cooling operation.
- New appliances, an electric vehicle, a hot tub or other high-load equipment.
- More occupants at home, remote work or extended vacation-home use.
- Large appliances or heating and cooling systems operating inefficiently or for longer periods.
The Office of the Ohio Consumers’ Counsel (OCC) notes that large appliances and heating or cooling systems typically account for the biggest shares of household electricity use. For a rough appliance estimate, multiply its wattage by hours used per day and days in the billing period, then divide by 1,000 to estimate kWh. That calculation identifies a possible contributor; it does not prove why the entire bill changed.

2. Check whether the meter reading was actual or estimated
Look for a label such as “actual” or “estimated” beside the meter-reading dates or usage line. An estimated bill is based on a utility calculation rather than a fresh reading. Compare the beginning and ending readings and the number of billing days with prior bills. A longer billing period can increase the total even when daily use is similar.

When you can request an actual reading
Ohio Administrative Code Rule 4901:1-10-05, effective April 8, 2024, allows a customer to request two actual meter readings per calendar year without charge when usage has been estimated for more than two immediately preceding consecutive billing cycles, or when the customer reasonably believes the meter is malfunctioning. The utility must follow the rule’s process and testing time requirements.
- Call the utility listed on the bill and ask why the reading was estimated.
- Ask whether the account qualifies for a no-charge actual reading under Rule 4901:1-10-05.
- Ask how to submit a self-read if the utility accepts one, and provide the reading through the utility’s approved channel.
- If you suspect a malfunction, request the utility’s meter test rather than relying on a separate consumer device to verify the revenue meter.
Do not assume an estimated bill is wrong automatically. An estimate can be reasonable, but a sharp catch-up bill after several estimates deserves an explanation of the prior estimates, the actual reading and the number of days covered.
3. Separate supply charges from delivery charges
Ohio bills can contain several electricity-cost layers. Read each line and compare it with the previous bill instead of looking only at the total.

| Generation or supply | The electricity commodity. It may come from the utility’s default Standard Service Offer, a competitive supplier or a government aggregation program. | Supplier name, kWh rate, fixed or variable terms, and whether the charge is on the utility bill or a separate bill. |
| Transmission | High-voltage movement of electricity through the regional grid. | Whether the per-kWh charge or related adjustment changed from the prior bill. |
| Distribution | Local wires, substations, meters and other service needed to deliver electricity to the premises. | Utility name, new riders or adjustments, and any notice explaining a change. |
| Customer charge | A recurring utility charge for maintaining the account and service connection. | Whether the fixed monthly amount changed, even if kWh stayed flat. |
| Taxes, credits and other adjustments | Government taxes, utility-specific riders, credits, deposits or balancing adjustments. | New line items, removed credits, unusual one-time charges or a corrected prior estimate. |
Generation is the portion most directly affected by a supplier contract. Transmission, distribution and customer charges are delivery costs paid to the utility; some of those costs do not disappear when you use less electricity or choose a different supplier.

4. Review the supplier rate against Ohio’s Price to Compare
The utility’s Price to Compare (PTC) is the benchmark for its default generation rate. Compare the supplier’s all-in offer with the PTC for your utility and the relevant period, then read the supplier’s disclosure statement. A low advertised rate is not proof of savings if it is introductory, excludes recurring fees or later converts to a higher variable rate.
PTC figures reported effective June 1, 2026
| Utility | PTC | Effective date and qualification |
|---|---|---|
| AEP Ohio | $0.1012 per kWh | Effective June 1, 2026; dated comparison value, not a guaranteed October rate. |
| AES Ohio | $0.1086 per kWh | Effective June 1, 2026; dated comparison value, not a guaranteed October rate. |
| Duke Energy Ohio | $0.1070 per kWh | Effective June 1, 2026; dated comparison value, not a guaranteed October rate. |
| Ohio Edison | $0.1083 per kWh | Effective June 1, 2026; dated comparison value, not a guaranteed October rate. |
These figures were published by the Public Utilities Commission of Ohio (PUCO) for June 1, 2026. Supplier prices and utility benchmarks can change, so use the live official comparison tool and the PTC printed on your own bill when making a decision.
Supplier terms that can change the outcome
- Rate type: Determine whether the rate is fixed, variable or introductory, and identify exactly when it can change.
- Term: Note the contract length and the date the initial term ends.
- Renewal: Check whether the contract renews automatically and what price or formula applies at renewal.
- Cancellation fee: Look for an early-termination charge and exceptions, such as moving.
- Billing: Confirm whether the supplier bills through the utility or sends a separate invoice.
- Aggregation: If your community uses government aggregation, read the local notice and determine whether enrollment is opt-out.
OCC warns that savings are not guaranteed. Compare the full contract, not just the first-month rate.

5. Check whether a utility delivery-rate case affects your bill
A distribution charge can change independently of your supplier. First identify the distribution utility printed on the bill, then match any notice or case number to that utility and to the specific line item that changed.
OCC reported that PUCO approved a settlement in AEP Ohio’s distribution rate case on April 1, 2026. OCC also reported distribution-increase proposals for Duke Energy Ohio and FirstEnergy companies, with projected starts in 2027 if approved. A proposal is not an approved charge. Do not attribute every Ohio bill increase to one of these cases without confirming the utility, effective date, affected charge and current PUCO status.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.6. Follow up when the bill appears inconsistent
Call the utility and ask the representative to review the account while you have the bill open. Request confirmation of:
- The billing-period start and end dates and the number of days billed.
- The beginning and ending meter readings and whether each was actual or estimated.
- The meter number or service address tied to the account.
- The current generation supplier and the date any switch took effect.
- Each new rider, fee, credit or corrected prior-period charge.
Write down the representative’s name, case number and promised response date. If the utility cannot explain a charge, or you suspect slamming or deceptive supplier marketing, contact PUCO’s consumer channel at 800-686-7826. Have the bill, supplier correspondence and account notes available.

7. Check for payment-plan and energy-assistance options
If the higher bill is unaffordable, contact the utility before the due date and ask for a payment plan. OCC states that regulated utilities must offer a payment plan when an individualized arrangement cannot be made. Ask how enrollment affects late fees, disconnection protections and the amount of each installment.
Ohio programs and application routes
OCC identifies the Home Energy Assistance Program (HEAP), seasonal crisis programs, PIPP Plus, weatherization, utility programs and consumer protections. Eligibility, funding and seasonal windows differ, so confirm current rules rather than assuming a program is open.
Ohio’s state application page says administration changed effective April 6, 2026, without an interruption or change to the application process. Applications can be submitted online, in person or by phone through a local provider, or by mail. Recent utility bills are among the requested materials, and some applications may take up to 12 weeks to process. Apply as soon as you know assistance may be needed and verify the current program dates and document list with the state or local provider.

8. A practical order for your next bill review
- Circle the current and prior-year kWh, billing days and actual-or-estimated status.
- Compare generation, transmission, distribution, customer, tax and credit lines with the previous bill.
- Identify the supplier and compare its complete terms with the utility PTC for the applicable period.
- Read bill messages for rate notices, case numbers, renewal information or corrected estimates.
- Call the utility about any unexplained reading, charge or supplier change and request an actual reading when the Ohio rule’s conditions apply.
- Contact PUCO for an unresolved regulated-utility complaint or suspected deceptive supplier practice.
- Arrange a payment plan and check current Ohio assistance programs before the account becomes delinquent.
9. Optional ways to investigate higher appliance use
A plug-in electricity monitor can help estimate consumption for a compatible appliance after you have identified a usage question. It cannot determine whether the utility changed a rate, validate the utility’s revenue meter, reveal a supplier contract term or explain delivery riders. Use appliance wattage and run-time estimates as investigative clues, then rely on the utility bill and official account records for billing conclusions.
