Before claiming input tax credit (ITC) on a plastic twine purchase in India, verify two separate things: the invoice contains the particulars required by the GST rules, and the underlying purchase satisfies Section 16 of the CGST Act. An invoice that looks complete does not, by itself, establish that every ITC condition has been met.
Use the invoice as the starting point, then reconcile it with your GST registration details, purchase order, delivery evidence, return data, supplier payment record and the precise classification of the twine.

Why the invoice is only one part of the ITC check
GST rules distinguish between documentary compliance and substantive eligibility. Rule 46 sets out what a tax invoice should show. Section 16 separately addresses whether the registered recipient may take credit for the tax charged.
For a plastic twine purchase, that means checking the document and the transaction together. You need evidence that the goods were bought for the course or furtherance of business, that the goods were received, that the tax has been dealt with under the statutory framework, and that the required return was furnished. Your accounting records and current portal or return information should agree with the invoice.

Do not treat the product name alone as proof of the GST rate. “Plastic twine” is a generic description. The correct HSN and rate depend on the product’s precise composition, construction, tariff description and the rate applicable on the transaction date.
Step-by-step invoice checklist
1. Match the supplier and buyer identities
Start with the parties named on the invoice. Check the supplier’s legal name, address and GSTIN. Check your own registered name, address and GSTIN, and the UIN where it is applicable to the recipient.
Compare those details with the actual contract, purchase order and registration records. A typographical difference can create reconciliation problems even when the goods and tax amount are correct. A GSTIN belonging to a different branch, legal entity or supplier location should be investigated before credit is claimed.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errors- Supplier name, address and GSTIN agree with the supplier record.
- Recipient name, address and GSTIN/UIN agree with the registration used for the purchase.
- The entities shown are the parties that actually contracted, supplied and received the twine.
2. Check the invoice number and date
Confirm that the invoice has a consecutive serial number that is unique for the relevant financial year and that the issue date is present. Record the invoice number exactly as issued; punctuation and prefixes matter when you reconcile purchase registers and portal data.
Keep the original invoice with any related credit note or debit note. If a later note changes the taxable value or tax, the ITC calculation must reflect that change rather than relying on the first invoice alone.
3. Confirm what was supplied and how much
The document should identify the goods and state the quantity and unit. Read the description closely: a broad label such as “plastic twine” may not be enough for your internal classification and purchasing controls if the product has a particular construction or composition.
Match the invoice with the purchase order, delivery challan or other delivery record, and your goods-receipt entry. Confirm that the quantity billed is the quantity delivered and accepted. Investigate shortages, substitutions, damaged consignments and back-ordered quantities before posting the full credit.

4. Reconcile taxable value, discounts and tax arithmetic
Check the total value, taxable value, any discount or abatement shown, the tax rate and the tax amount. Recalculate the tax from the taxable value and stated rate, allowing for the invoice’s rounding method. If the arithmetic does not agree, ask for a corrected document or a documented explanation before claiming the disputed amount.
Review whether a discount is shown on the invoice or dealt with through a later credit note. Your purchase register, accounts payable entry and GST return should use the same taxable value and tax amount after all such adjustments.
Do not infer a correct rate merely from the words “plastic twine.” The available statutory material does not establish a single HSN or percentage for every product sold under that description.
5. Check place of supply and the tax treatment
For an inter-State supply, inspect the place of supply and the state shown on the invoice. Confirm that the tax type charged matches the nature of the transaction recorded in your books and return.
Also check whether reverse charge applies. The invoice and your accounting treatment should identify the applicable mechanism. Do not claim credit as though the supplier charged ordinary tax if the transaction is one for which your business must account under reverse charge.
6. Look for supplier authentication
Rule 46 lists the supplier’s signature or digital signature, or that of an authorised representative, subject to the applicable rules and notifications. Check that the invoice has the required authentication in the form used by the supplier.
If the document is generated electronically, retain the electronic invoice and the information that establishes its source and integrity under your normal records process. If an authorised representative signs, ensure the supplier can identify that authority if the document is later questioned.

- You are a registered person using or intending to use the goods in the course or furtherance of business.
- You possess an eligible tax invoice or another prescribed document.
- You have received the goods, applying the statutory rules for directed delivery and lots or instalments where relevant.
- The tax charged on the supply has been paid to the government, subject to the statutory framework.
- You have furnished the required return.
Reconcile the invoice with current portal or return information and your purchase, inventory and expense records. If the supplier’s details or tax data do not appear as expected, hold the claim while you resolve the mismatch and document the resolution.
Business use matters as well. A purchase made partly or wholly outside the course or furtherance of business should not be treated as automatically eligible simply because the supplier issued a tax invoice.
8. Monitor payment within 180 days
For supplies other than reverse-charge supplies, Section 16 addresses payment of the supplier’s value plus tax within 180 days from the invoice date. If that payment is not made, the statute provides for adding the ITC already availed to output tax liability with interest in the prescribed manner. The credit can be taken again when payment is made.

At the 180-day review, identify unpaid invoices, partial payments and disputed amounts, and apply the rule to the affected credit in the manner required for the relevant period.
9. Check the statutory time limit for claiming credit
Section 16(4) sets a general deadline by reference to the November return following the relevant financial year or the annual return, whichever is earlier. The exact provision and any special rule can depend on the transaction year, so verify the current text that applies to your invoice before filing a late claim.
Use the invoice date and financial year to create a claim-deadline field in your purchase register. This prevents an otherwise eligible invoice from being missed because it was received, corrected or paid later.
A practical reconciliation table
| Area to check | Invoice evidence | Records to reconcile | Issue that should pause the claim |

How to deal with an incomplete or defective invoice
Rule 36 describes the documents on which ITC may be based and the documentary requirements. The retrieved rule text includes a proviso for a document missing some particulars: credit may still be available when specified information remains, including the tax charged, a description of the goods or services, the total value of the supply, both GSTINs, and the place of supply when the supply is inter-State.
Recommended Free Tools
That proviso is not a general waiver for invoice errors. First identify exactly what is missing. Then check the current Rule 36 text, the nature of the omission and the facts of the transaction. A missing field that does not affect identification, value, tax or place may be treated differently from a missing GSTIN, an incorrect recipient, an absent tax amount or a document that does not establish what was received.

Where the defect affects a core field, ask the supplier for a corrected invoice or other prescribed document. Preserve the original, the correction and the communication linking them. Do not overwrite the original record or silently edit the invoice number, date, taxable value or tax amount in your accounting system.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Plastic twine classification needs a separate check
The product label does not establish the HSN. Verify the twine’s precise composition, construction and tariff description against current official tariff and rate material for the transaction date. The same commercial label can cover products with different technical characteristics, and a classification conclusion made for one product should not automatically be applied to another.
Ask the supplier to state the classification used, but treat that statement as evidence to evaluate rather than as conclusive proof. Compare it with product specifications, packaging, purchase documentation and the applicable tariff description. If the classification is disputed or the tax amount is material, obtain qualified tax advice before taking or retaining the credit.

Build an evidence file that can survive a review
For each invoice, keep a linked record rather than a standalone PDF. A useful file contains:
- The original tax invoice and every related credit or debit note.
- The purchase order or contract identifying the product and agreed quantity.
- Delivery, goods-receipt and, where relevant, directed-delivery or lot-wise receipt evidence.
- The supplier and recipient registration details used for the transaction.
- Your tax calculation showing taxable value, rate and amount.
- Portal or return reconciliation showing how the invoice was treated.
- Payment records that allow the 180-day test to be performed.
- Documentation supporting the product’s classification and transaction-date rate.
- Queries, corrected documents and explanations for any mismatch.
Index the file by supplier, invoice number and financial year. That makes it possible to answer three separate questions quickly: what document was issued, what goods were received, and why the claimed amount was eligible at the time of the return.
Common failure points and the corrective action
Using the product name as the tax-rate test
Problem: The invoice says “plastic twine,” so the buyer assumes a familiar HSN and rate.
Correction: Verify composition, construction, tariff description and the rate applicable on the transaction date. Escalate a disputed classification instead of guessing.

Correction: Match the claimed quantity to goods-receipt evidence and apply the Section 16 rules for directed delivery and lots or instalments.
Ignoring a supplier or portal mismatch
Problem: The invoice is in the purchase register, but the GSTIN, value or tax does not reconcile with current data.
Correction: Pause the affected amount, contact the supplier, preserve the correspondence and update the claim only after the records agree.
Forgetting the 180-day payment review
Problem: Accounts payable leaves an invoice unpaid beyond the statutory period while ITC remains in the books.
Correction: Run a payment-age report from each invoice date, apply the required output-tax and interest treatment where triggered, and retake the credit when payment is made as permitted.
Missing the financial-year deadline
Problem: An old invoice is discovered after the applicable Section 16(4) cut-off.
Correction: Track the November-return and annual-return dates for each financial year and verify any transaction-year-specific rule before filing.
A final go/no-go decision
Claim ITC only when the invoice particulars, goods received, business purpose, tax treatment, return information, supplier payment position and timing all support the claim. If one element is unresolved, isolate that invoice or amount rather than allowing a clean-looking document to carry an unsupported credit. For plastic twine, the classification and rate deserve an explicit current-source check because the generic product description is not enough.
