What to Check Before Sharing Health or Insurance Details With an App

By TheFinanceBase Team 9 min read

Before connecting an app to your medical records, insurance claims, or health-plan account, verify who operates it, exactly what it will collect, who can receive the information, how long it will keep it, and how you can revoke access. Do not assume that a health-related app is operated by your insurer or automatically covered by HIPAA.

This U.S.-focused checklist helps you decide whether to authorize access, decline it, or look for a narrower alternative.

Start by verifying who is asking

A familiar health-plan logo or an unexpected message is not proof that an app is official. A separate developer may operate the app even when it connects to your provider or insurer. That distinction affects the app’s privacy policy, legal obligations, retention practices, and complaint options.

Use an independently obtained source

  1. Find the app through your insurer’s or provider’s official website, member portal, or a phone number printed on a statement or insurance card.
  2. Check the developer name in the app store and compare it with the organization you intended to contact.
  3. Do not sign in through a link in an unexpected email, text, social-media message, or pop-up. Open the official site or app yourself and navigate to the connection from there.
  4. Ask the insurer or provider, using independently verified contact information, whether the app is affiliated with it and what information the connection is designed to release.

The Office of the National Coordinator for Health Information Technology (ONC) advises verifying the source before sharing personal or medical information. Its patient guidance states: “The best way to protect yourself against this possibility is to make sure you verify the source before sharing your personal or medical information.”

Distinguish a connection from an endorsement

An app may be technically able to retrieve records from a health plan without being owned, reviewed, or endorsed by that plan. Treat “connect your health account” as a data-transfer request, not as proof that the app is part of your care team.

Understand what HIPAA does—and does not—cover

HIPAA protections generally apply to information held by covered health-care providers, health plans, and their business associates. When you download or transmit information to an organization outside those categories, HIPAA may not govern the organization’s later use of the data. The answer depends on the app’s role and the actual data flows, not simply on whether the app discusses health.

Other rules may apply

The Federal Trade Commission (FTC) Act can apply to deceptive or unfair privacy practices. The FTC’s Health Breach Notification Rule can cover certain vendors of personal health records, related entities, and service providers outside HIPAA. In some circumstances, a covered company must notify consumers and the FTC, and sometimes the media, after a qualifying breach. An unauthorized disclosure by the company itself can potentially be a breach; the rule is not limited to an outside hacker breaking into a system.

Other laws may matter in particular situations, including the Children’s Online Privacy Protection Act, Food and Drug Administration requirements, and information-blocking rules. No general label settles the question for every app. Be skeptical of unsupported claims such as “HIPAA compliant,” “HIPAA secure,” or “HIPAA certified.”

Do not assume the opposite, either

It is inaccurate to say that health information in every app has no protection. A company may make enforceable promises in its privacy policy, and federal or state laws may apply. However, a policy promise is not the same as HIPAA coverage or proof that the company’s actual practices match its wording.

Read the privacy policy for specific answers

Read the policy before authorizing access, not after a problem occurs. If you cannot find a policy, or it does not answer basic questions in understandable language, reconsider using the app. CMS patient education says: “If an app does not have a privacy policy, patients should be advised not to use the app.”

Use this policy checklist

  • Collection: What medical, insurance, contact, device, location, browsing, purchase, and usage data does the app collect? Does it obtain information from other sources?
  • Purpose: Why does the app need each category? Separate the feature you want from optional analytics, advertising, research, personalization, or product development.
  • Recipients: Which contractors, analytics providers, advertisers, researchers, insurers, employers, data brokers, or other third parties can receive the information?
  • Sale and sharing: Does the policy permit selling, licensing, targeted advertising, or other disclosures? What definitions and exceptions apply?
  • Combining data: Can the developer combine your records with browsing, location, purchase, or information from other services?
  • Retention: How long are active and backup copies retained? Are there legal, fraud-prevention, billing, or archival exceptions?
  • Security: What safeguards are described for storage, transmission, employee access, authentication, and incident response?
  • User controls: Can you access, correct, export, restrict, or delete information? Is there a process and a response time?
  • Policy changes: How will material changes be announced, and can continued use count as acceptance?
  • Ending access: What happens when you disconnect the app, close the account, or stop using the service?
  • Complaints: Who handles privacy complaints, and is there a mailing address or other reliable contact method?

Keep a copy or screenshot of the policy and authorization screen, including the date. Terms can change, and a later version may not show what you agreed to originally.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Examine the authorization screen line by line

A HIPAA authorization should use plain language and identify who may use or disclose the information, what information is covered, who will receive it, the purpose, and when the permission expires. A request that bundles broad categories or uses vague purposes deserves extra scrutiny.

Ask whether the request is optional

Look for what happens if you decline. With limited exceptions, treatment, payment, plan enrollment, or eligibility for benefits generally cannot be conditioned on a HIPAA authorization for an unrelated use or disclosure. If a screen suggests that you must agree to advertising, research, or another separate purpose to receive care or routine plan services, pause and ask the provider or plan to explain the basis.

Separate examples from promises

Authorization language may identify purposes such as marketing by a pharmaceutical company, coverage purposes for a life insurer, or screening by an employer. These are examples of disclosures whose purpose should be understood; they are not evidence that every app will make those disclosures. Read the app’s actual wording and policy.

Use two direct questions

  • “Who gets this data, and for what purpose?”
  • “How do I revoke access and have data deleted?”

If support cannot answer these questions clearly, do not authorize access until you have a satisfactory explanation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Match permissions to the feature you need

Compare each requested permission with the function you intend to use. An app that only displays claims may not need continuous location, contacts, microphone, or unrelated browsing activity. A fitness feature may need motion or activity data, but that does not automatically justify access to insurance claims.

Apply a least-privilege test

  1. Write down the single task you want the app to perform.
  2. List every permission and data category requested.
  3. Mark each item as essential, plausibly useful, or unrelated to that task.
  4. Deny optional permissions when the app still works without them.
  5. Recheck the settings after an update; permissions and defaults can change.

FTC developer guidance recommends limiting access to information the app does not need, using privacy-protective defaults, and giving clear, timely notice before sensitive or unexpected collection. A device permission prompt only grants technical access; it does not explain downstream sharing. You still need to read the policy and authorization.

Look beyond obvious medical fields

Health information can be inferred from data that does not contain a diagnosis. Location near a treatment facility, a purchase associated with a condition, searches for symptoms, or browsing of a health topic may reveal sensitive information. Ask whether the app collects these signals, combines them with your medical or insurance records, or sends them to analytics, advertising, research, or other recipients.

Examples of hidden sensitivity

  • A location history showing repeated visits to an oncology clinic.
  • A purchase record for a medication or medical device.
  • Search and browsing activity about fertility, mental health, or a chronic condition.
  • Device identifiers that allow activity to be linked across apps or websites.

De-identification can reduce direct identifiers but does not guarantee that information cannot be linked back to a person. Look for the policy’s definition of de-identified data, permitted uses, and controls on re-identification rather than treating the word alone as a guarantee.

Check security, retention, and deletion before connecting

Security questions

  • Is data encrypted during transfer and while stored?
  • Does the app offer multi-factor authentication?
  • Who inside the company can view records, and under what controls?
  • How are vendors and cloud providers supervised?
  • How will the company notify users about incidents?

A policy may describe safeguards without proving that they are effective. Treat security language as information for your decision, not as an independent audit or guarantee.

Retention and deletion questions

  • How long does the app keep data after you stop using it?
  • Are backups, logs, fraud records, or legal holds excluded from ordinary deletion?
  • Does disconnecting the account stop future transfers?
  • Must you separately request deletion from the app and the insurer or provider?
  • Will the developer confirm what was deleted and what it must retain?

Deleting an icon from your phone usually does not terminate an authorization or erase copies already held by the developer. Follow the documented disconnection and deletion process, and save confirmation.

Choose among authorizing, declining, and finding a narrower option

Make the decision by comparing the app’s data demands with the value of the feature. Use the same questions for every candidate rather than relying on a broad privacy badge.

Decision When it may fit What to confirm first
Authorize The source is verified, the requested data is proportionate, purposes and recipients are clear, and exit terms are workable. Record the policy version, permissions, expiration, revocation steps, and deletion process.
Decline The developer cannot be verified, the policy is missing or vague, or the app requests unrelated data or broad sharing. Ask whether a non-connected alternative or manual process is available.
Find a narrower alternative Another app can perform the task with fewer data categories, fewer recipients, or better retention and deletion controls. Compare both policies and authorization screens; do not assume the alternative is safer without checking.

How to revoke access and respond to suspected misuse

  1. Use the app’s account settings and your insurer or provider portal to disconnect the integration.
  2. Ask both organizations whether future transfers have stopped.
  3. Submit a deletion or access request under the app’s stated process and keep the response.
  4. Change credentials and enable multi-factor authentication if you entered them directly into an unfamiliar service.
  5. Save the app name, developer, authorization screen, policy version, dates, emails, and screenshots.
  6. Review explanations of benefits, claims activity, prescriptions, and account notifications for activity you do not recognize.

Stolen medical or insurance information can be used to obtain treatment, prescription drugs, or surgery. If you suspect misuse, contact the provider or insurer promptly and ask what correction, fraud, or identity-verification steps are available.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Where to complain

For a concern involving a provider or insurer, start with that organization and use the complaint process in its notice of privacy practices. ONC also identifies the HHS Office for Civil Rights and your state attorney general as possible channels. If a non-HIPAA online company appears to have shared information contrary to its posted policy, ONC directs consumers to the FTC. The appropriate route depends on the organization, alleged conduct, and applicable law.

A five-minute decision checklist

  • Did I obtain the app or link independently?
  • Can I identify the developer and confirm any claimed insurer or provider relationship?
  • What exact data will leave my account?
  • Why is each permission needed for the feature I want?
  • Who can receive, sell, license, advertise with, or research the data?
  • How long will it be retained, including backups?
  • What security and breach-notification commitments are stated?
  • Is the authorization optional, and when does it expire?
  • How do I revoke access, request deletion, and obtain confirmation?
  • Do I have a lower-data alternative?

If any answer is unclear, postpone the connection and ask the app, insurer, or provider for a specific explanation. Sharing can be reconsidered later; once information has been copied or disclosed, reversing every downstream use may not be possible.
