There is no single “retirement budget” that fits every U.S. household. Build yours from actual housing bills, your expected income mix and tax situation, Medicare premiums plus out-of-pocket costs, and insurance policies that apply to your home, health and dependents. Use annual totals for irregular expenses, then divide them into monthly sinking funds so a large bill does not surprise you.

What should I budget for in retirement?

Start with a household cash-flow inventory rather than a national rule of thumb. List every recurring bill, add an annual reserve for irregular costs, and compare the total with your after-tax income. Housing, taxes, healthcare and insurance should be separate lines because each behaves differently: a mortgage may be fixed, property taxes can change, medical costs are partly unpredictable, and tax liability depends on the source and timing of income.

Your budget should use your own Social Security estimate, pension terms, retirement-account withdrawal plan, investment income, filing status and state of residence. The Social Security Administration estimates an average retired-worker benefit of $2,071 per month in January 2026 after a 2.8% cost-of-living adjustment; that is a population average, not a promise of what any individual will receive. Check your personal estimate through your Social Security account and include the benefit’s start date in your cash-flow plan. See the 2026 COLA fact sheet and the COLA history and explanation.

How to estimate housing costs in retirement

Housing is more than a mortgage or rent payment. Use your current statements and realistic future quotes to capture the full cost of keeping, renting or replacing a home.

Recurring housing lines

  • Rent, mortgage principal and interest, or a home-equity payment.
  • Property taxes and any special assessments.
  • Homeowners, renters, condominium or flood insurance premiums.
  • Electricity, gas, water, sewer, trash, internet and basic security services.
  • Homeowners association or condominium dues.

If you expect to move, price the destination rather than applying a generic national percentage. Compare rent or mortgage payments, property-tax rates, insurance availability, utility costs and transportation needs in each location. A lower purchase price does not automatically mean lower carrying costs if insurance, taxes or maintenance are higher.

Irregular and replacement costs

  • Roof, heating and cooling, plumbing, appliances and other major repairs.
  • Routine maintenance such as landscaping, snow removal, pest control and cleaning.
  • Accessibility work, including ramps, railings, bathroom changes or a first-floor sleeping arrangement.
  • Moving, storage, closing costs and furnishing if downsizing or relocating.

Estimate each irregular item’s likely cost and replacement interval, then create an annual reserve. For example, if a system is expected to cost a known amount in several years, divide that amount by the remaining years and set aside the result monthly. Keep a separate emergency reserve for failures that occur earlier than planned.

Compare housing choices on the same basis

Scenario Include in the comparison Questions to answer
Remain in the current home Mortgage, taxes, insurance, utilities, maintenance and accessibility work Can the home remain affordable after a spouse’s death or a reduction in income?
Pay off or retain a mortgage Required payment, interest, payoff costs and the opportunity cost of using savings Would paying it off leave enough liquid money for healthcare and emergencies?
Rent Rent increases, renters insurance, utilities, deposits and moving costs How often might you move, and how would a future rent increase affect the plan?
Downsize or relocate Sale and purchase costs, taxes, moving expenses, new insurance and local services Will the new area meet transportation, family-support and healthcare-access needs?

No authoritative national retirement-housing benchmark establishes what your household should spend. Your own tenure, location and condition of the property are the relevant inputs.

How much will taxes take from retirement income?

Tax planning starts with the composition of your income, not a flat retirement-tax percentage. Add each expected source by year: Social Security, traditional IRA or 401(k) withdrawals, pensions, annuity payments, interest, dividends, capital gains and any part-time or business income. Then apply your filing status, deductions, credits and state rules.

Build a tax estimate

  1. Project gross income by calendar year. Record when Social Security, pensions and withdrawals begin. Required distributions or planned withdrawals can make one year much higher than another.
  2. Separate taxable and potentially tax-free sources. Traditional retirement-account distributions are generally included in taxable income; qualified Roth distributions may be tax-free when the applicable rules are met. Confirm the treatment of each account with a tax professional.
  3. Model filing status. A married couple filing jointly, a single filer and a surviving spouse can have different tax brackets, deductions and benefit taxation.
  4. Add federal and state estimates. State income-tax treatment of Social Security, pensions and retirement-account withdrawals varies. Include property taxes and sales taxes in the spending plan even when they are not income taxes.
  5. Reserve cash for the actual due dates. Use withholding or estimated payments when appropriate so a tax bill does not consume a month’s spending money.

The Internal Revenue Service’s Publication 554, Tax Guide for Seniors (2025) explains retiree-specific federal rules, including medical-expense provisions. It is a reference, not a personalized tax calculation. For a reliable estimate, enter your projected income and deductions into current tax software or obtain a projection from a qualified tax professional, then revisit it after major withdrawals, asset sales, moves or changes in filing status.

Tax-planning mistakes to avoid

  • Using the average Social Security benefit as if it were your own taxable income.
  • Assuming all retirement income is taxed the same way.
  • Ignoring a one-time distribution, home sale or conversion that raises a particular year’s income.
  • Budgeting only federal income tax while overlooking state income, property and sales taxes.
  • Counting a tax refund as permanent income instead of adjusting withholding to match the liability.

How much should I budget for healthcare in retirement?

Budget both premiums and point-of-care spending. Medicare can involve premiums, deductibles, coinsurance and copayments, and the amount depends on coverage choices, income, providers, prescriptions and health needs.

Compare Original Medicare and private plan options by total exposure

Do not treat “Medicare” as one fixed bill. With Original Medicare, you pay the Part B premium and applicable deductibles and coinsurance; there is no yearly out-of-pocket limit unless you have supplemental coverage. Medicare Advantage plans generally still require the Part B premium and may add a plan premium, but they have plan-specific networks, cost sharing and an annual out-of-pocket limit. Part D prescription coverage and Medicare Advantage premiums and rules vary by plan and area.

  • Monthly plan premium in addition to Part B.
  • Deductibles for medical services and prescriptions.
  • Copays and coinsurance for primary care, specialists, hospital stays, therapy and durable medical equipment.
  • Provider and pharmacy networks, referral rules and service-area limits.
  • Prescription formulary, tiers, utilization rules and likely annual drug spending.
  • Annual out-of-pocket limit for covered services where one applies.

Check whether your doctors, hospitals and pharmacies participate before selecting a plan. A low premium can be a poor fit if your medications are excluded or your preferred providers are out of network.

Point-of-care and non-Medicare healthcare reserves

  • Dental, vision and hearing services that are not fully covered by your medical plan.
  • Prescriptions, supplies, transportation to appointments and home-health support.
  • Therapy, rehabilitation or recurring specialist visits.
  • Long-term services and supports, including paid home care, assisted living or nursing care. These costs are highly personal and should be modeled with local quotes rather than a national average.

Create two healthcare lines: a predictable premium account and a flexible medical reserve. Review claims and spending at least annually; a chronic-condition diagnosis or a new prescription can materially change the reserve needed.

Which insurance costs belong in a retirement budget?

List insurance separately from healthcare because coverage and renewal patterns differ. Obtain current quotes for your location and household rather than assuming premiums remain flat.

Property and liability coverage

  • Homeowners, condominium or renters insurance, including deductibles.
  • Flood, earthquake, wind or other location-specific policies when standard coverage excludes the risk.
  • Umbrella liability coverage if you have substantial assets or higher liability exposure.
  • Auto insurance, including premiums, deductibles and expected vehicle replacement.

Ask insurers how age, driving mileage, roof condition, security features, claims history and a move would affect premiums. A policy with a higher deductible may lower the premium but requires a larger liquid reserve.

Health-related supplemental coverage

Depending on your Medicare arrangement, you may pay for a Medicare Supplement policy, Medicare Advantage plan, Part D prescription plan or other employer or union coverage. Include premiums, enrollment timing and expected cost sharing. The Medicare premium-payment page explains how Part A and Part B premiums are billed and paid.

Life and long-term-care insurance

Life insurance may still be needed to replace income, cover a dependent, fund a bequest or repay a debt; it may be unnecessary once those obligations end. Long-term-care insurance can shift some future care risk but has premiums, eligibility rules, benefit limits and inflation provisions. Evaluate a policy against your assets, family caregiving capacity and desired care setting. If you do not carry coverage, include a dedicated long-term-care reserve and document how it would be funded.

A practical retirement-budget worksheet

Use a 12-month worksheet with a column for the current year and separate columns for future scenarios. Convert annual or irregular bills to monthly equivalents without pretending they are monthly charges.

Category Monthly recurring amount Annual or irregular reserve Evidence to use
Housing Rent or mortgage, taxes, insurance, utilities and dues Repairs, maintenance, moving and accessibility work Statements, tax bills, insurer quote and contractor estimates
Taxes Withholding or estimated payments One-time tax from asset sales or unusual withdrawals Tax projection using income, filing status and state
Healthcare Part B, plan, drug and supplemental premiums Deductibles, coinsurance, dental, vision, hearing and care reserve Medicare plan documents, claims history and provider estimates
Insurance Home, auto, renters, umbrella and other premiums Deductibles and policy-specific assessments Renewal declarations and current quotes
  1. Enter actual bills for the past 12 months and remove one-time expenses that will not recur.
  2. Add known future changes, such as a mortgage payoff, Medicare enrollment, a move or a spouse beginning Social Security.
  3. Divide annual reserves by 12 and transfer that amount to a separate savings bucket each month.
  4. Subtract the projected total from after-tax income, not from gross account balances.
  5. Stress-test the result with higher utilities, an insurance renewal increase, a large medical bill, a market downturn or the loss of one spouse’s income.

When should you revisit the budget?

Review at least once a year and whenever a major assumption changes. Recalculate after Medicare premiums or plan terms are published, a Social Security claiming decision, a home sale or move, a new diagnosis, a large retirement-account withdrawal, a spouse’s death or a change in state residency. Keep receipts and statements so your next estimate is based on observed spending rather than memory.

Retirement-budget checklist

  • Use your personal Social Security estimate instead of the national average.
  • Price housing in the location and tenure you actually expect to use.
  • Separate recurring bills from repair, replacement and moving reserves.
  • Budget Medicare premiums, deductibles, coinsurance, copays and prescriptions.
  • Check whether your coverage has an annual out-of-pocket limit.
  • Project federal and state taxes from your complete income mix and filing status.
  • Obtain current home, auto, health and other insurance renewal figures.
  • Maintain liquid reserves for deductibles and unpredictable care.
  • Run a survivor-income scenario and a higher-cost scenario before retiring.
