What taxes apply to coal in India, and how are they calculated?

Coal transactions in India can involve two different layers of charges. For a taxable supply, the Ministry of Coal reported that the GST Council’s 2025 reform replaced the earlier 5% GST plus ₹400-per-tonne compensation cess with 18% GST and no compensation cess. Coal extracted under a mining lease can also attract royalty, District Mineral Foundation (DMF) and National Mineral Exploration Trust (NMET) payments. These amounts use different bases, so there is no single all-in tax percentage that applies to every tonne or invoice.

The correct calculation depends on the supply date, taxable invoice value, coal grade, domestic or imported route, mine and lease terms, and state or local rules. Use the formulas below as a framework, then confirm the operative notification and mine-specific rules for the transaction being assessed.

Charges that may apply to coal

The main published components are not interchangeable. GST is a consumption tax calculated on the taxable value of a supply. Royalty is a mining payment calculated on a qualifying coal price. DMF and NMET are described as percentages of royalty. Other categories, such as corporate income tax or an entry tax shown in sector statistics, belong to a company or jurisdiction and are not automatically added to every coal invoice.

Charge Published basis What to check
GST on coal 18% after the September 2025 reform reported by the Ministry of Coal Taxable value, supply date, supply type and applicable GST provisions
Compensation cess Earlier fixed charge of ₹400 per tonne; Ministry releases say it was removed in September 2025 Operative notification for the date of supply; do not rely on an outdated rate listing
Coal royalty 14% of invoice coal price, excluding taxes, levies and other charges, in the Ministry’s published description Current royalty notification, mine, lease and price basis
DMF contribution 30% of royalty in the Ministry’s discussion of effective rates Applicable DMF law, lease circumstances and local implementation
NMET contribution 2% of royalty in the same Ministry discussion Current governing rules and the mine’s obligations
Corporate income tax, dividend, entry tax and other reported categories Shown separately in the Coal Directory of India’s payment tables Whether the item is a company-level liability, a historical levy or a transaction-specific charge

How the 2025 GST change works

Ministry of Coal releases dated 11 September and 22 September 2025 reported that the GST Council recommended, and the Ministry then described as implemented, two linked changes: coal GST rose from 5% to 18%, while the ₹400-per-tonne GST compensation cess was removed. The fixed cess and percentage GST behave differently because the cess does not change when the coal price changes, whereas GST rises with the taxable value.

The Ministry said the old flat cess weighed more heavily on lower-priced grades. It reported reductions ranging from ₹13.40 to ₹329.61 per tonne for grades G6 to G17, an average reduction of ₹260 per tonne for the power sector, and an estimated generation-cost reduction of 17–18 paise per kWh. Those are Ministry-reported effects for the grades and assumptions it used, not a guaranteed saving for every buyer.

The same releases gave examples of the former incidence: 65.85% for G-11 non-coking coal and 35.64% for G2 coal. After the reform, the Ministry stated: “With the cess removed, tax incidence across all categories has now been aligned to a uniform 39.81%.” These incidence percentages are policy-reporting measures, not the GST rate and not a universal tax to add to an invoice.

Calculating GST on a current supply

  1. Identify the date of supply and confirm that the 18% rate applies under the operative notification for that date.
  2. Determine the GST taxable value under the applicable GST rules. Start with the invoice value for the coal and include or exclude other charges only as the governing provisions require.
  3. Multiply the taxable value by 0.18. For example, if the legally determined taxable value were ₹2,000 per tonne, the GST calculation would be ₹2,000 × 18% = ₹360 per tonne.
  4. Record the tax separately from royalty, DMF, NMET and any other charge. A GST amount is not evidence that those mining payments have been settled.

The ₹2,000 example is arithmetic for illustration, not a ruling on what belongs in a particular taxable value. A transaction involving freight, handling, insurance, a related-party price, a sale through a particular route or an import may require a different GST analysis.

Why the old and new systems can produce different results

For a simplified comparison only, let V be the relevant taxable coal value per tonne. The former structure can be represented as 5% of V plus ₹400, while the post-reform structure is 18% of V with no compensation cess. The break-even value in this simplified arithmetic is approximately ₹3,076.92 per tonne, because 0.05V + 400 equals 0.18V at that point.

Illustrative value V Former 5% GST + ₹400 cess 18% GST with no cess Difference in this simplified comparison
₹2,000 ₹500 ₹360 ₹140 lower under the new structure
₹3,000 ₹550 ₹540 ₹10 lower under the new structure
₹5,000 ₹650 ₹900 ₹250 higher under the new structure

This table is not a historical invoice reconstruction. It holds the taxable value constant and ignores classification, exemptions and other legal details. It demonstrates why a fixed-per-tonne cess cannot be compared with an 18% rate without specifying the coal price and the date. The Ministry’s reported grade-level reductions reflect its own transaction and incidence assumptions.

Coal royalty: a separate mining payment

The Ministry of Coal’s published description gives a general royalty basis of 14% ad valorem on the coal price reflected in the invoice, excluding taxes, levies and other charges. In notation:

Royalty = 0.14 × qualifying invoice coal price.

“Qualifying” matters. The quoted basis does not mean that 14% is applied to a GST-inclusive amount or to every charge printed on an invoice. For an actual mine, verify the current royalty notification, the grade and method of valuation, the lease terms, dispatch documentation and any rule that changes the applicable basis. The 14% statement is a published general description, not a substitute for that review.

Royalty illustration

If the qualifying coal price, after excluding taxes, levies and other charges as required, were ₹10,000, the illustrative royalty would be ₹1,400 (₹10,000 × 14%). That figure is not automatically the royalty for a real invoice: the underlying price must first be legally determined and the current mine-specific rules confirmed.

DMF and NMET contributions

The Ministry’s discussion of effective mining rates describes DMF at 30% of royalty and NMET at 2% of royalty. Applying those proportions to the ₹1,400 illustration gives:

  • DMF: ₹1,400 × 30% = ₹420.
  • NMET: ₹1,400 × 2% = ₹28.
  • Royalty, DMF and NMET together in this illustration: ₹1,848.

These are derived figures, not a promise that every lease uses exactly those percentages. DMF requirements can depend on the governing statute, the mine’s location and lease facts; NMET obligations likewise require checking the applicable rules. Do not calculate either contribution directly from a GST-inclusive invoice when the rule defines it by reference to royalty.

An end-to-end illustrative calculation

Suppose a domestic coal dispatch has a legally determined taxable value of ₹2,000 per tonne and a separate qualifying royalty price of ₹2,000 per tonne. The following shows how the components would be kept distinct:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Component Illustrative calculation Amount per tonne
GST ₹2,000 × 18% ₹360
Royalty ₹2,000 × 14% ₹280
DMF ₹280 × 30% ₹84
NMET ₹280 × 2% ₹5.60
Illustrative sum of these components ₹360 + ₹280 + ₹84 + ₹5.60 ₹729.60

The ₹729.60 total is not an all-India “coal tax” rate. It assumes, solely for demonstration, that the same ₹2,000 figure is both the GST taxable value and the royalty price, and that the stated DMF and NMET proportions apply. Real invoices may use different bases, may involve additional state or local charges, and may have royalty paid through a process that is not shown as a buyer-facing tax line.

Why the Coal Directory’s totals do not give an invoice tax

The Coal Directory of India 2024–25, Table 7.2, reports separate columns for royalty, DMF, NMET, central and state GST, IGST, coal cess, entry tax, corporate income tax and dividend. Its all-India total of reported payments is ₹109,687.41 crore. That is a historical, sector-wide total across listed categories. It is not the tax on a typical tonne, a standard invoice percentage or proof that each category still applies to every sale.

Corporate income tax is assessed on a company’s taxable profits and cannot be converted into a universal per-tonne surcharge. A dividend is a distribution, not a tax line that a coal buyer should automatically add. Entry tax and other state or local categories need a jurisdiction-specific check. Keeping these categories separate prevents a sector statistic from being mistaken for a transaction calculation.

Information needed before calculating a real transaction

  • Supply date: The rate and cess status must be tested against the notification in force on that date.
  • Coal description and grade: Grade affects price and can affect the policy incidence illustrated by the Ministry.
  • Price definitions: Obtain the invoice value, identify included charges and determine which amount is the GST taxable value and which is the royalty price excluding taxes and levies.
  • Supply route: Domestic dispatch, an import and an inter-state movement can involve different GST documentation and tax components. The Coal Directory separately reports central/state GST and IGST, but those columns do not decide the treatment of a particular transaction.
  • Mine and lease: Confirm the royalty notification, lease conditions, DMF applicability and NMET obligation for the specific operation.
  • State and local jurisdiction: Check any current levy or fee imposed under the applicable state framework instead of assuming that a historical “entry tax” column applies today.
  • Contract allocation: A charge may be borne by a miner, seller, buyer or transporter under the contract even when the underlying legal liability belongs to another party.

Practical calculation workflow

  1. Collect the purchase order, tax invoice, weighbridge or dispatch record, grade specification, mine details and transport terms.
  2. Freeze the legal date: write down the invoice date, time of supply and any relevant notification effective date.
  3. Check the current GST schedule and confirm whether the 18% coal rate and removal of the ₹400 cess apply to that supply.
  4. Reconcile the GST taxable value with the invoice. Document treatment of freight, insurance, loading, handling, discounts and other charges rather than assuming they are included or excluded.
  5. Calculate GST as the applicable rate multiplied by that documented taxable value.
  6. Determine the royalty base under the current mining rules, excluding taxes, levies and other charges where the rule requires, then apply the stated royalty rate or the rate in the operative notification.
  7. Calculate DMF and NMET from the royalty amount only if the mine’s governing rules use the cited 30% and 2% proportions.
  8. Review state or local charges and import-related taxes separately. Do not add corporate income tax or dividend merely because they appear in sector reporting.
  9. Have the result checked against the current notification, lease documents and professional advice before filing, invoicing or paying.

Common errors and how to avoid them

Treating 18% as an all-in coal tax

18% is the Ministry-reported GST rate after the 2025 change. It does not include royalty, DMF, NMET or every possible state charge, and it is not a percentage of a company’s profit.

Adding the old ₹400 cess after September 2025

The Ministry’s September 2025 releases say the cess was removed. A Central Board of Indirect Taxes and Customs rates page retrieved for this subject still displayed ₹400 per tonne in an older compensation-cess schedule. That page appears stale for this point; use the operative legal notification for the relevant supply date rather than treating the old listing as proof that the cess remains payable.

Applying royalty to a GST-inclusive price

The Ministry’s stated royalty basis excludes taxes, levies and other charges. Build the royalty base first, then calculate the percentage.

Calculating DMF or NMET from the coal price

The cited proportions are percentages of royalty. Applying 30% or 2% directly to the invoice value overstates the amount whenever the royalty base differs from that value.

Presenting one worked example as a legal answer

Illustrations clarify the mechanics, but they cannot resolve mine, lease, jurisdiction, grade, import or taxable-value questions. Label assumptions and retain the documents supporting each one.

What can be stated with confidence

For supplies covered by the 2025 reform, the Ministry of Coal reports 18% GST and removal of the ₹400-per-tonne compensation cess. For mining payments, the Ministry has published a general 14% royalty description and discussed DMF at 30% of royalty and NMET at 2% of royalty. Those statements explain the calculation structure, not a universal total.

Before relying on any number, check the notification and transaction date, determine the correct value bases, and verify mine and jurisdiction-specific obligations. That is the only reliable way to answer what a particular coal transaction in India owes.
