An automated output is an input to a regulated lending workflow, not a transfer of the lender’s legal or professional responsibility.
The practical split depends on the system and loan program. FHA’s TOTAL Scorecard, for example, is a statistical algorithm accessed through an automated underwriting system (AUS), while an automated valuation model (AVM) estimates collateral value. Neither is a universal replacement for a lender, underwriter, appraiser or other responsible reviewer.

What “mortgage AI” includes
Mortgage professionals use the word AI for several different technologies. The controls and human duties differ by system, so treating them as one product creates avoidable risk.
Document and workflow systems
These systems classify uploaded files, extract fields, detect missing pages, compare information across documents and route files to queues. They are most useful when the source material is available for a person to verify. An extracted value should remain distinguishable from an interpretation generated by software.
#1 Best Overall
Automated underwriting systems and scorecards
An AUS applies a program’s rules and risk logic to application data. FHA TOTAL is a statistically derived algorithm that is accessed through an AUS; TOTAL itself is not an AUS. Its result supports underwriting but does not, by itself, accept or deny an FHA-insured mortgage.
Automated valuation models
An AVM estimates a property’s value from data and a model. It can be used to check a human appraisal or, in some permitted workflows, in place of an appraisal. Because the estimate affects collateral, loan-to-value calculations and potentially access to credit, it needs validation, monitoring and a clear escalation path.
A practical allocation of work
The following division is an operational recommendation inferred from federal explanation, underwriting and model-control duties. It is not a regulator-issued checklist, and a loan program or lender policy may require a different process.
| Decision axis | Good candidate for AI assistance | Human accountability required |
|---|---|---|
| Repeatability and speed | High-volume, structured tasks with stable inputs and measurable outputs. | Confirm the process is authorized, working as intended and still within its demonstrated scope. |
| Exceptions | Detect unusual, incomplete or conflicting information and prioritize a queue. | Investigate the exception, resolve conflicting evidence and document the disposition. |
| Explainability | Generate a preliminary summary of facts and model factors. | Ensure an adverse-action notice states the actual, specific principal reasons. |
| Error consequences | Low-consequence arithmetic, indexing and document organization after validation. | Own decisions that can change credit access, affordability, collateral value or a borrower’s next step. |
| Fairness | Monitor patterns and surface possible disparities for investigation. | Approve data and model changes, investigate disparities and remediate defects. |
| Program requirements | Run an authorized AUS or valuation workflow as designed. | Apply program rules, required downgrades and any mandatory manual-underwriting route. |
Tasks mortgage AI can handle well
Document intake and organization
Use software to classify pay stubs, bank statements, tax forms and other supplied documents; extract stated fields; identify missing pages; and assemble a review queue. Keep the original files and extraction trace so a reviewer can verify a number against its source. If a document is blurry, contradictory or outside the system’s training scope, the correct result is an exception flag—not a silently completed field.
Completeness and consistency checks
AI can compare names, dates, balances, employment details and property information across the application package. It can highlight a discrepancy between an application and a statement, or identify a missing signature. It should not choose which conflicting value is true without a documented rule and human confirmation. The reviewer should record what evidence resolved the conflict.

Routine calculations and summaries
After inputs are verified, software can calculate ratios, totals and comparisons and prepare a preliminary file summary. The summary should label extracted facts separately from generated interpretations. A human should be able to reproduce the calculation from the underlying documents and correct it without rewriting the entire file.
Risk and exception flags
Anomaly detection can prioritize files with unusual deposits, incomplete histories, inconsistent occupancy information or other conditions that warrant inquiry. A flag is a prompt to investigate, not an unexplained adverse decision. Set thresholds, record overrides and monitor whether the system produces excessive false positives for particular borrower or property groups.
Preliminary underwriting support
An authorized AUS can apply the applicable program workflow consistently and quickly. The lender still has to check data quality, follow the program handbook and act on any referral, warning or downgrade requirement. The software should present the inputs and result in a way the underwriter can challenge and correct.
Valuation support
An AVM can provide a preliminary estimate, identify a material difference from an appraisal or help determine whether a permitted appraisal alternative is available. The estimate should be accompanied by the model version, data date, confidence information when available and an escalation rule for low-confidence or out-of-scope properties.
Decisions that need an accountable human
Adverse-action reasons
A creditor must be able to state accurate, specific principal reasons when it takes adverse action, even if a complex algorithm or machine-learning model produced the recommendation. The Consumer Financial Protection Bureau stated in 2023: “Creditors must be able to specifically explain their reasons for denial. There is no special exemption for artificial intelligence.” A generic entry such as “failed score” is not enough if it does not identify the actual factors that principally drove the decision.
Rank #3
The CFPB’s 2022 Circular 2022-03 puts the obligation plainly: whether a creditor uses a sophisticated machine-learning algorithm or conventional methods, it must provide an accurate statement of reasons. If the system cannot reliably produce those reasons, the creditor must change the workflow, add a review step or stop using the output for adverse action.

Some automated results explicitly route a loan to a person. Under FHA’s TOTAL process, a “Refer” classification requires underwriting by an FHA Direct Endorsement underwriter. An “Accept” result generally permits processing without manual underwriting, but a manual downgrade can still be required when FHA rules identify a disqualifying condition. The underwriter—not the scorecard—owns the required review.
Material ambiguity and disputed facts
Escalate when a borrower disputes a fact, evidence conflicts, a document cannot be authenticated, or the file falls outside the model’s demonstrated scope. A qualified reviewer should decide what additional evidence is needed, whether a permitted alternative exists and how the decision is documented. Human involvement does not automatically remove bias; it makes ownership and correction possible.
Model and valuation oversight
Assign named owners for model approval, monitoring, incident response, version changes and borrower-impact remediation. For covered AVM users, federal quality-control standards call for controls designed to ensure confidence in estimates, protect against data manipulation, avoid conflicts of interest, comply with nondiscrimination laws and include random sample testing and review. Those controls require accountable people even when day-to-day calculations are automated.
How FHA TOTAL should be handled
FHA TOTAL is a specific FHA-insured-loan example, not the universal mortgage-underwriting method.
Rank #4
- Enter verified application data into an authorized AUS. Preserve the source documents and the data version used for the submission.
- Read the TOTAL classification and all messages. Treat the result as underwriting support, not an automatic approval or denial.
- Check for a required downgrade or other FHA condition. An otherwise “Accept” file may still have to be manually downgraded under FHA policy.
- Route a “Refer” file to an FHA Direct Endorsement underwriter. Do not bypass the required manual route by relying on the score alone.
- Apply the FHA Single Family Housing Policy Handbook and lender controls. Resolve missing, contradictory or disputed information before the final decision.
- Document the decision and reasons. The mortgagee may not accept or deny an FHA-insured mortgage solely on TOTAL’s assessment.
AVM use: where controls matter most
The Federal Reserve’s AVM quality-control rule applies to covered entities and covered uses, including Board-regulated mortgage originators and secondary-market issuers using an AVM in connection with mortgage credit or a covered securitization determination. It does not mean every automated estimate in every setting is covered in exactly the same way.
Required control questions
- Does the model produce a confidence measure or other information that lets the user judge reliability?
- Are inputs protected against manipulation, stale records and unexplained substitutions?
- Are conflicts of interest identified and controlled?
- Is the model tested for compliance with nondiscrimination requirements?
- Are random samples reviewed, with defects tracked to correction and retesting?
- Is there a documented threshold for a second valuation, appraisal or human escalation?
The CFPB has warned that AVMs can embed bias through both their data and their algorithms, even when the technology appears objective. A high-confidence number is not proof that the underlying data are complete, representative or fair.
Fairness: what the evidence does and does not show
Do not promise that AI is inherently fairer or less biased than people. A 2022 Federal Reserve FEDS analysis by Neil Bhutta, Aurel Hizmo and Daniel Ringo found that observable applicant-risk factors explained most racial denial disparities in its data, while unobserved factors accounted for at least some residual denial gaps of about 1–2 percentage points. The authors describe the work as preliminary research, not a Board policy statement or a finding about every lender, dataset or model.
For a lender, the practical response is to test outcomes and inputs, investigate material disparities, document the analysis and correct or retire a model when it cannot be justified. A human sign-off should not be treated as evidence that a process is unbiased.

- Define the task. State exactly what the system does, what it does not do and which loan programs and property types are in scope.
- Identify the decision owner. Name the role responsible for data quality, escalation, final underwriting, valuation acceptance and adverse-action notices.
- Set input and output controls. Preserve source documents, model versions, submission data, confidence information and override reasons.
- Build an exception route. Specify triggers for conflicting evidence, low confidence, disputed facts, out-of-scope files and system errors.
- Test before production and after changes. Validate accuracy, stability, explainability and disparate outcomes; repeat testing after data, code or policy changes.
- Review samples continuously. Use random and risk-based samples to detect silent failures, drift and inappropriate overrides.
- Make explanations usable. Ensure the final notice reflects the actual specific principal reasons, not a generic model label.
- Provide correction and challenge paths. Let staff and borrowers identify inaccurate information, investigate it and record the resolution.
Common failure modes and fixes
The system fills a blank with a plausible value
Fix: Require a source citation for every extracted field and route unsupported values to a missing-information queue.

- Helpful in various ways
An anomaly flag becomes an automatic denial
Fix: Treat flags as investigation triggers, require documented review and prohibit adverse action unless the actual specific reason is established.
A model result is accepted despite a required manual route
Fix: Encode program-specific blocks for referrals and downgrades, then audit files for bypasses.
An AVM estimate looks precise but has weak data
Fix: Check data freshness, property coverage and confidence; obtain another valuation or human review when thresholds are not met.

The adverse-action explanation does not match the decision
Fix: Reconstruct the decision from logged inputs and principal factors before sending notice. If the system cannot do that consistently, do not use it as the sole decision engine.
Can AI deny a mortgage?
AI can contribute to a recommendation or classification, but it does not remove the creditor’s responsibility for the decision. In FHA processing, TOTAL cannot by itself accept or deny an insured mortgage. Across credit products, the creditor must be able to explain specific principal reasons for adverse action. The safest operating rule is therefore: automate preparation and detection where the work is structured, but keep a clearly identified lender accountable for exceptions, required manual underwriting, valuation controls and the final explainable decision.
