What Social Security COLA Does—and Does Not—Cover

A Social Security cost-of-living adjustment (COLA) raises eligible Social Security and Supplemental Security Income (SSI) payments by a statutory inflation-indexed percentage. It does not reimburse your actual increase in rent, food, utilities or medical bills, and it does not set or pay your Medicare Part B premium.

For 2026, the Social Security Administration (SSA) applied a 2.8% COLA. Social Security payments reflecting the increase began in January 2026; the higher SSI payment for January was issued December 31, 2025, because January 1 was a federal holiday.

What the 2026 COLA covers

The COLA applies to benefit amounts under Social Security’s Old-Age, Survivors, and Disability Insurance (OASDI) programs and to SSI payment levels. SSA announced the 2026 increase as 2.8% for both Social Security and SSI. The adjustment is designed to reduce the loss of purchasing power caused by broad inflation, not to match every recipient’s personal budget.

SSA’s latest published COLA at the October 13, 2026 information cutoff is the 2026 increase. The agency’s Office of the Chief Actuary said the next COLA would be announced in October 2026, but the reviewed official pages had not posted a 2027 figure by that cutoff. No reliable 2027 percentage should therefore be assumed.

SSA describes the purpose and payment timing at its COLA information page and publishes the annual figures in its 2026 fact sheet.

In its October 24, 2025 announcement, SSA Commissioner Frank J. Bisignano said, “Social Security is a promise kept, and the annual cost-of-living adjustment is one way we are working to make sure benefits reflect today’s economic realities and continue to provide a foundation of security.” That statement describes the policy goal; it does not mean every household’s costs or bank deposit will rise by exactly 2.8%.

How SSA calculates a COLA

The index and comparison period

The formula uses the Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W), produced by the Bureau of Labor Statistics. SSA averages CPI-W readings for July, August and September (the third quarter) and compares that average with the third-quarter average from the last year in which a COLA became effective. If the new average is higher, the percentage increase is rounded to the nearest tenth of a percent and applied under the statutory rules.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

This timing explains why the annual percentage is generally announced in October. The third-quarter CPI-W readings must be available before SSA can complete the comparison. The announcement is an index result, not a discretionary increase selected from an individual budget survey.

The 2026 calculation

For the 2026 adjustment, SSA compared a third-quarter 2025 CPI-W average of 317.265 with a third-quarter 2024 average of 308.729:

(317.265 − 308.729) ÷ 308.729 × 100 = 2.8%

The Office of the Chief Actuary shows the calculation and historical formula at Latest Cost-of-Living Adjustment. Because the index represents an economy-wide price basket, it cannot know whether one household spent more on rent, prescriptions, gasoline or groceries than another.

What the percentage means for an individual

The percentage is applied to your scheduled benefit, not to a universal dollar amount. A purely illustrative $1,500 monthly benefit multiplied by 1.028 would be $1,542 before any personal deductions or other benefit rules. Your actual amount can differ because your primary benefit, family benefits, withholding and deductions are unique. SSA’s October 24, 2025 announcement explains the 2026 increase at Social Security Announces 2.8 Percent Benefit Increase for 2026.

A percentage also does not tell you whether a family’s combined payment will rise by the same dollar amount as another family’s payment. Each worker, spouse, survivor or child benefit is calculated from the applicable record, and the resulting amounts are then subject to that person’s payment rules.

Estimated 2026 benefits for selected groups

The following estimates come from SSA’s 2026 fact sheet. They describe average monthly benefits payable in January 2026 for the named groups, not a promise about any particular person’s check.

Beneficiary group Before COLA After 2.8% COLA Approximate increase
All retired workers $2,015 $2,071 $56
Aged couple, both receiving benefits $3,120 $3,208 $88
Widowed mother and two children $3,792 $3,898 $106
Aged widow(er) alone $1,867 $1,919 $52

SSA’s release characterized the average retirement-benefit increase as about $56 per month. A separate Office of the Chief Actuary table using benefit data through August 2025 displays $2,015 before and $2,072 after for all retired workers, a one-dollar difference caused by the table’s data and rounding presentation. Neither table predicts your entitlement.

These averages are useful for scale, but they should not be used as a substitute for an award letter or COLA notice. A person whose scheduled benefit is lower or higher than the group average will generally see a different dollar increase even when the percentage is identical.

What the COLA does not cover

Your actual household inflation

COLA is not a receipt-by-receipt reimbursement. It follows CPI-W rather than your rent contract, utility bills, food choices, insurance premiums or medication costs. If your expenses rose by more or less than the index, the COLA will not be adjusted to close that personal difference. SSA explains this limitation in its March 2025 Publication No. 05-10526, Cost-of-Living Adjustment.

Medicare Part B premiums

The COLA does not determine the standard Medicare Part B premium and does not automatically pay it. SSA’s publication states that CPI-W is not used to set Part B premiums. Medicare sets premiums as needed to finance approximately 25% of projected Part B program costs, so the premium can change independently of the Social Security index.

Many beneficiaries have the Part B premium deducted from Social Security. That deduction can make the increase in your bank deposit smaller than the gross COLA, unchanged, or—in a particular year—offset by a larger deduction. The result depends on your own premium, income-related adjustments, tax withholding, overpayment recovery and other deductions. It is not evidence that SSA failed to apply the 2.8% increase.

Part B is only one possible deduction. A change in a Medicare premium assistance status, voluntary withholding election or legally required collection can alter the net payment without changing the COLA percentage applied to the benefit itself.

Every other annual Social Security number

Some annual figures are adjusted under wage-index formulas rather than CPI-W and are separate from COLA. For 2026, SSA’s fact sheet lists a taxable maximum of $184,500, up from $176,100. It also lists earnings-test limits of $24,480 for people below full retirement age and $65,160 for people reaching full retirement age during the year. Those thresholds affect payroll taxation or work-related withholding; they are not additional COLA payments.

Why your deposit may not rise by 2.8%

Gross scheduled benefit versus net payment

Think of two different numbers:

  • Gross scheduled benefit: the benefit amount after SSA applies the statutory COLA to the benefits on your record.
  • Net payment: what remains after Medicare premiums, voluntary federal tax withholding, overpayment collection, workers’ compensation offsets, garnishments or other applicable deductions.

Only the first number is the direct COLA result. Comparing an old net deposit with a new net deposit mixes the COLA with every deduction that changed at the same time.

Common situations that change the net result

  • Your Part B premium or an income-related Medicare adjustment increased.
  • You started, stopped or changed voluntary federal income-tax withholding.
  • SSA began recovering an overpayment or another legally required debt.
  • Your benefit record changed because of family eligibility, work activity, workers’ compensation or another program rule.
  • You receive SSI, which has its own payment rules and resource or income considerations in addition to the federal COLA.

SSA’s personalized notice lists the new benefit and the deductions used to reach your payment. It is more reliable than multiplying a previous bank deposit by 1.028.

When checking your numbers, first compare the old and new gross benefit lines. Then compare each deduction line. This two-step check can show whether the difference comes from the COLA calculation or from a separate change that happened on the same payment record.

When the 2026 increase was paid

Social Security payments

Social Security payments reflecting the 2.8% increase began in January 2026. Your regular payment day still depends on the benefit type and, for many beneficiaries, your birth date or the date you began receiving benefits. The COLA changes the amount, not the ordinary payment-day schedule.

SSI payments

The increased SSI amount for January 2026 was issued on December 31, 2025, because January 1, 2026, was a holiday. An early calendar payment is still the January SSI payment; it is not an extra monthly payment.

That calendar distinction matters when reviewing a bank statement or planning bills. The date money arrives can move because of a weekend or federal holiday even though the benefit month and the annual adjustment remain the same.

How to find your personal COLA amount

  1. Sign in to your my Social Security account and open the COLA notice, or wait for the paper notice SSA mails.
  2. Read the new gross benefit amount and each listed deduction separately.
  3. Compare the notice’s net payment with the deposit date and amount shown by your bank.
  4. If the figures do not match, contact SSA and ask which deduction or benefit-record change explains the difference; do not assume the index was calculated incorrectly.
  5. For a Medicare premium, coverage or premium-assistance question, use Medicare or your state medical-assistance office rather than treating the COLA notice as a Medicare bill.

SSA’s COLA information page also points people with limited income and resources toward Medicare Savings Programs. These public programs, administered through state or local medical-assistance offices, may help with Medicare premiums and some out-of-pocket costs. Eligibility is separate from the COLA percentage.

Keep the notice with your other benefit records. It provides the individualized figures that a headline announcement and an online average cannot provide, especially if you receive more than one type of benefit or have deductions that changed during the year.

How to use the COLA in a household budget

Start with the notice, not the headline

Enter the gross and net figures from your notice in separate budget lines. Then record the Medicare deduction, tax withholding and any recovery amount as expenses or offsets. This prevents a headline percentage from being mistaken for spendable cash.

Stress-test essential expenses

Compare the new net payment with your actual recurring costs for housing, utilities, food, insurance, transportation and prescriptions. The CPI-W formula does not promise that each category will rise at 2.8%, so a budget shortfall is a planning issue even when SSA applied the COLA correctly.

Check assistance before cutting essentials

If premiums or medical bills are unaffordable, ask Medicare or your state medical-assistance office about Medicare Savings Programs and other public benefits. These programs are separate from, and not funded by, the COLA calculation.

Frequently asked questions

What does the Social Security COLA cover?

It adjusts eligible Social Security and SSI benefit amounts under the statutory formula tied to CPI-W. It covers the scheduled benefit amount, not a personalized reimbursement for every increase in your household bills.

Does the COLA cover Medicare premiums?

No. CPI-W is not used to set Medicare Part B premiums. Medicare determines premiums separately, and a Part B deduction from your Social Security payment can reduce the amount you see in your bank account.

Why did my check not increase by the full 2.8%?

The gross benefit may have increased by the applicable percentage while a premium, tax withholding, overpayment recovery, garnishment or another deduction also changed. Compare the gross and net lines on your SSA notice.

How was the 2026 percentage calculated?

SSA compared the third-quarter 2025 CPI-W average of 317.265 with the third-quarter 2024 average of 308.729. The resulting increase, rounded to the nearest tenth, was 2.8%.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Was the December 31, 2025 SSI payment an extra payment?

No. It was the January 2026 SSI payment issued early because January 1 was a federal holiday. Calendar timing does not create an additional month of SSI.

Where can I find my exact new amount?

Use your COLA notice in my Social Security or the paper notice SSA mailed. The notice lists your new benefit and deductions. For Medicare premiums or assistance, contact Medicare or your state medical-assistance office.

The practical boundary to remember

COLA answers one question: how should eligible Social Security and SSI benefit amounts be adjusted under the statutory CPI-W formula? It does not answer how much your household’s bills rose, what Medicare Part B will cost, or what your final bank deposit will be after deductions. For those answers, use the individualized SSA notice and the official Medicare or state assistance channels that govern the separate charge or program.

Frequently Asked Questions

What does the Social Security COLA cover?

It adjusts eligible Social Security and SSI benefit amounts under the CPI-W-based statutory formula, rather than reimbursing each household’s actual expenses.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Does the COLA cover Medicare Part B premiums?

No. Medicare sets Part B premiums separately; the premium deduction may reduce your net Social Security deposit.

Why is my increase less than 2.8%?

Your gross benefit may reflect 2.8%, while premiums, withholding, overpayment recovery or other deductions changed your net payment.

How do I check my exact COLA amount?

Review the COLA notice in your my Social Security account or the paper notice SSA mailed. It lists your gross benefit and deductions.

The Bottom Line

The 2026 COLA is a 2.8% CPI-W-based adjustment to eligible Social Security and SSI benefits. It is not a reimbursement for personal inflation and does not set Medicare Part B premiums. Check your SSA notice for the gross and net amounts that apply to you.
