Slower AI spending would change enterprise IT budgets more through timing, scrutiny and funding mix than through an across-the-board cut. Gartner still forecasts worldwide IT spending of $6.37 trillion in 2026, up 14.2% from 2025. At the same time, Gartner estimates that more than $3.5 trillion of AI-infrastructure spending could be exposed to impairment by the end of 2030 if provider investment outruns attributable revenue. CIOs therefore need staged capacity, workload-level economics and protected funding for security, data, resilience and core modernization—not a simple “spend” or “stop” decision.
Is enterprise AI spending actually slowing?
There is no cited global measure showing that enterprise AI spending is falling by one common percentage. The more defensible description is a shift in budget mix and approval cadence. Gartner’s July 2025 outlook called the environment an “uncertainty pause”: software and services growth slowed while AI-related infrastructure surged, and recurring cloud and managed-services commitments proved more stable. That pattern points to delayed projects, tighter business cases and reprioritization rather than a universal freeze.

Aggregate technology spending is still expanding. Gartner’s 2026 forecast puts worldwide IT spending at $6.37 trillion, a 14.2% increase from 2025. Gartner analyst John-David Lovelock says, “Data center systems and infrastructure as a service (IaaS) are the top growth segments, reflecting accelerating investment in AI infrastructure, cloud platforms, and intelligent applications.” The forecast describes total market spending, not the return produced by every AI project.
IDC reports $318 billion in global AI-infrastructure spending in 2025 and forecasts $497 billion in 2026. Those figures describe market supply and provider investment; they should not be read as proof that enterprise users are receiving matching productivity or revenue gains.

Why the headline can look contradictory
Data-center systems, IaaS, GPUs, networking and related facilities can grow rapidly even while an individual company delays pilots or reduces its planned capacity reservation. A cloud provider may continue building for expected demand, while a customer moves from a three-year commitment to consumption pricing. Both events appear in industry spending data, but they represent different risk decisions.
IBM’s June 2026 survey of 2,000 technology executives shows why control is becoming central. Seventy percent said business teams deploy technology faster than IT can track, 59% identified security and compliance as a top barrier, and 85% said they lack real-time visibility into AI spending. IBM also found that 84% have not fully operationalized AI financial management. These conditions can make spending feel “slower” because approvals are being redesigned to expose costs and controls that were previously hidden in departmental budgets.
What changes in an enterprise IT budget when AI demand cools?
A cooling market usually changes which dollars are flexible first. Committed recurring costs—cloud contracts, security operations, managed services and essential data platforms—are harder to remove quickly. Discretionary experiments, new model-training capacity and long-lived infrastructure bets can be paused, resized or moved to a later approval gate.

Separate obligations that continue regardless of a new AI project from optional consumption. Include contracted cloud minimums, identity and security services, managed operations, data-platform subscriptions and support agreements. These lines need utilization reviews and renewal discipline, but treating them as instantly removable can create operational or contractual damage.

Discretionary experiments
Proofs of concept should have a named business owner, a defined workload, a security review and a stop date. A pilot that has no production sponsor can consume engineering time and model fees without creating a defensible reason to expand. Slower spending is an opportunity to close experiments that cannot meet their stated outcome.
Long-lived capacity bets
Dedicated servers, accelerator clusters, data-center leases, power reservations and network upgrades create depreciation or minimum-payment exposure. Approve these commitments only when expected utilization, revenue attribution and exit options are documented. If demand is uncertain, a staged or consumption-based arrangement generally preserves more flexibility than a single irreversible build.
The numbers CIOs should put in the budget review
| Measure | Reported value | What it means for planning |
|---|---|---|
| Worldwide IT spending forecast | $6.37 trillion in 2026, up 14.2% from 2025 (Gartner, 2026) | Slower AI programs do not imply an economy-wide IT budget collapse. |
| Potential AI-infrastructure impairment exposure | More than $3.5 trillion by the end of 2030 (Gartner, 2026) | Stress-test utilization, revenue attribution, power costs and depreciation before making long-lived commitments. |
| Global AI-infrastructure spending | $318 billion in 2025; $497 billion forecast for 2026 (IDC, 2026) | Industry investment is rising, but the figures are not enterprise ROI measures. |
| AI share of IT budgets | Just under 15% in 2025, projected to approach 25% by 2027 (IBM Institute for Business Value, 2026) | AI can become large enough to crowd out other priorities unless funding floors are explicit. |
| Technology deployment visibility | 70% say business teams deploy faster than IT can track (IBM, June 2026) | Inventory and chargeback processes must include business-led deployments. |
| Security and compliance barrier | 59% cite it as a top barrier (IBM, June 2026) | Governance work is a delivery dependency, not an optional add-on. |
| AI financial-management maturity | 84% have not fully operationalized it; 85% lack real-time AI-spend visibility (IBM, June 2026) | Budget decisions made without unified cost data are likely to misallocate funds. |
| IBM infrastructure revenue example | $3.8 billion in second-quarter 2026, down 7%; hybrid infrastructure down 10% (IBM, July 2026) | One vendor’s result signals mix pressure, not proof of a universal downturn. |
Will AI capex crowd out software and core modernization?
It can, especially when an organization treats AI capacity as an uncapped strategic priority. IBM projects AI’s share of IT budgets to rise from just under 15% in 2025 to nearly 25% by 2027. Without explicit minimums, that increase can consume funds intended for identity, data quality, resilience, ERP modernization, technical debt and routine software renewal.
Deloitte recommends setting spending minimums for platforms, data architecture, identity, zero trust and ERP modernization. These are not competing luxuries: they determine whether AI systems have trustworthy data, controlled access, recoverable operations and reliable business processes. A model deployment that bypasses those foundations can add risk while appearing productive in a pilot.

Set protected budget floors
At the start of the planning cycle, define the minimum funding required to keep identity controls, zero-trust architecture, data-quality work, resilience testing and ERP modernization on schedule. An AI request should not be approved by silently removing one of these commitments. If leaders choose to defer a protected item, record that as a separate risk decision with an owner and review date.
Use a portfolio view instead of an AI-only view
Place AI projects beside security, infrastructure renewal, applications and data programs in the same capital-and-operating review. This makes opportunity cost visible: a new accelerator purchase can be compared with a resilience upgrade or a data-platform migration using the same hurdle rates, risk assumptions and capacity constraints.
How should CIOs plan data-center capacity if demand cools?
Plan in stages rather than committing the full forecast at once. Deloitte reports that more than 70% of surveyed organizations expect to scale AI-factory and edge deployments by 2028, roughly doubling current adoption. That expectation supports a hybrid capacity plan, but it does not justify building every projected megawatt today.
- Classify the workload. Distinguish training, fine-tuning, batch inference, real-time inference and data-processing workloads. Record latency, throughput, data-residency and availability requirements for each.
- Measure unit economics. Track cost per training run, per thousand inferences, per transaction or per completed business task. Include compute, storage, networking, software, energy, facilities, labor and security operations.
- Set utilization gates. Define the sustained utilization level that must be reached before adding capacity. Review peak demand separately so a short-lived spike does not become permanent overbuild.
- Choose a reversible first stage. Use burst capacity, shared clusters, leased equipment or consumption pricing when demand is not yet proven. Reserve owned capacity for workloads with stable volume and a production owner.
- Design for portability. Keep data and model-serving interfaces portable across suitable environments where practical. Portability can reduce the cost of changing providers or moving work between owned and rented infrastructure.
- Set review and exit points. Attach dates to utilization, cost and business-outcome tests. Define what will be scaled, paused, reconfigured or retired if the test fails.
Capacity constraints that can invalidate a spreadsheet
Power availability, cooling, networking, data-center delivery schedules and local regulatory requirements can limit expansion even when the budget is approved. Include those constraints in the investment case, along with the financial effect of delayed commissioning. A lower-demand scenario should model unused capacity, minimum energy or colocation charges and depreciation—not just lower compute revenue.

What financial controls are missing in many AI programs?
IBM’s findings—84% without fully operationalized AI financial management and 85% without real-time visibility—indicate that traditional IT accounting may not capture AI usage at the level needed for decisions. A central budget can look stable while business units create untracked model, API, data or infrastructure costs.
Create workload-level ownership
Every production workload should have a business owner, a technical owner and a finance contact. Tag compute, storage, network, model, data and support charges to that workload. Report both fixed commitments and variable consumption so a low unit price does not hide an oversized reservation.
Make security and compliance gates explicit
Before production expansion, document identity and access controls, data classification, retention, logging, model-risk review and incident response. IBM found that 59% of executives cite security and compliance as a top barrier; treating those checks as a late-stage approval step will delay launches and distort forecasts.

How to stress-test an AI infrastructure plan
Gartner’s estimate of more than $3.5 trillion potentially exposed to impairment by the end of 2030 makes stranded-capacity risk a board-level scenario. Build at least three cases:
- Base case: expected workload growth, utilization, energy prices, revenue attribution and depreciation schedule.
- Cooling-demand case: slower adoption, lower utilization, delayed customer revenue and a shift from owned assets to consumption services.
- Cost-and-capacity shock case: higher power or financing costs, delayed facility availability, security remediation and lower model efficiency.
For each case, calculate cash commitments, operating cost, utilization, impairment exposure, contractual exit costs and the effect on protected modernization work. Identify the trigger that moves the organization from one stage to the next; for example, a utilization threshold, a unit-cost ceiling or a verified production outcome.
What an enterprise budget should protect during an AI slowdown
- Identity and access: authentication, privileged-access controls and service-account governance.
- Zero trust and security operations: segmentation, monitoring, detection and response capacity.
- Data architecture and quality: lineage, cataloging, integration, retention and controls for sensitive data.
- Resilience: backup, recovery testing, redundancy and incident-response exercises.
- ERP and core-process modernization: upgrades that improve the reliability of the systems AI depends on.
- Financial visibility: tagging, allocation, forecasting and chargeback processes that include business-led deployments.
These protections do not require every AI initiative to continue. They preserve the platform on which viable AI workloads can run and prevent a temporary spending pause from creating a larger operational liability.

IBM reported second-quarter 2026 infrastructure revenue of $3.8 billion, down 7%, with hybrid infrastructure down 10%. This is a company-level example of mix pressure: a vendor can experience weakness in one infrastructure category even while the broader market invests heavily in AI-related systems. It is not evidence that all enterprise AI budgets are declining, and it should not be used as a standalone forecast for another company’s infrastructure demand.
A practical approval framework for the next budget cycle
- Inventory all AI spending. Include central IT, business-unit purchases, cloud commitments, model services, contractors, data work and facilities.
- Split fixed and variable exposure. Show contractual minimums, depreciation and exit costs separately from usage-based charges.
- Assign a production path. Each pilot must have a decision date and a documented route to production, transfer, redesign or closure.
- Apply the same hurdle rate. Compare AI investments with security, software, data and modernization projects using consistent financial assumptions.
- Fund the foundations first. Preserve Deloitte’s recommended minimums for platforms, data architecture, identity, zero trust and ERP modernization.
- Report to the board by scenario. Include utilization, power, revenue attribution, impairment exposure and the consequences of a demand slowdown.
The resulting plan is neither an unconditional AI expansion nor a blanket retreat. It is a portfolio that can add capacity when economics are proven, pause commitments when demand weakens and continue funding the controls and core systems that every reliable workload requires.
