What should an e-commerce business look for in a last-mile delivery partner? Choose the provider that can legally and reliably serve your actual destinations and marketplaces, meet the delivery promise shown at checkout, give you a complete and predictable cost, integrate with your order and support workflows, and handle returns as a defined service. There is no universally best carrier; the right choice depends on your parcel profile, markets, customer promise and reverse-logistics needs.
Evaluate competing proposals with the same destinations, package sizes, weights, shipment volume, delivery window and return assumptions. Then compare measured service evidence and the contract—not just a published “from” price.

Start with the business profile a carrier must serve
A carrier can look excellent in a generic comparison and still be unsuitable for your operation. Write down the conditions every proposal must support before contacting providers.
- Destinations: List countries, regions, postal codes, remote areas and any marketplace-specific destinations you serve.
- Parcel characteristics: Provide weight, length, width, height, packaging type, dimensional-weight rules, fragile or hazardous contents, and the percentage of oversized or irregular parcels.
- Volume pattern: Show average daily shipments, peak-day volume, seasonal surges, dispatch cut-off times and expected growth.
- Customer promise: State the delivery window displayed at checkout, whether it is business-day or calendar-day based, and which delivery options customers can select.
- Returns: Estimate return rate by product category and country, and specify whether you need prepaid labels, drop-off, pickup, inspection, refurbishment or disposal.
- Systems: Identify your commerce platform, warehouse or fulfillment system, customer-service tools and the tracking events your team needs.
Use this profile unchanged when asking each provider for a quote. Otherwise, one carrier may price a light domestic parcel while another prices your real international and remote-area mix.

Confirm destination coverage and marketplace eligibility
Coverage is more than a map. A provider must be allowed to deliver to the customers and marketplaces you use, under the service conditions you promise.
Check country and postcode rules
Ask for a written list of served countries and exclusions, including military addresses, islands, remote postcodes, parcel lockers and address formats. Confirm customs support, duties-and-taxes handling and who is responsible when a shipment is held. Request the effective date of the coverage file because service areas and partner networks change.
Read each marketplace’s carrier policy
Marketplace rules can override your normal carrier choice. Zalando’s partner guidance, updated June 15, 2026, says its approved last-mile carriers are customer-facing for the final stage, permits one last-mile carrier per shop country under the stated setup, and may require a separate authorized returns carrier when the delivery carrier is not approved for returns. Those are Zalando requirements, not universal industry rules; check the policy for every marketplace and country in your mix.
Walmart Marketplace requires sellers to select a service and carrier that meet the Expected Delivery Date and to provide accurate tracking after handoff. Treat this as an example of marketplace accountability: your contract should make the carrier’s scan and exception data available early enough for you to protect the promised date.
Validate restrictions before signing
- Ask whether product categories, values or dimensions are excluded.
- Confirm cross-border documentation, prohibited-item rules and signature requirements.
- Determine whether a subcontracted final-mile operator is used and who owns the customer support relationship.
- Get a process for newly added postcodes and temporarily suspended lanes.
Match measured delivery performance to the promise at checkout
A service level is useful only when its definition matches what your customer sees. Ask for performance data from a comparable parcel profile and lane, not a network-wide average with different assumptions.

Define the clock precisely
Have the proposal state when the clock starts (label creation, first physical scan or carrier acceptance), which days count, the cut-off time and time zone, and how weekends, holidays, weather and address problems are treated. “Two-day delivery” can mean two business days after acceptance or two days after an order is placed; those are different promises.
Request operational evidence
Ask for at least six to twelve months of lane-level data, if available, with the same service and package profile you will use. Useful measures include:

|---|---|---|
| On-time delivery | Percentage delivered by the promised date, with the promise and clock defined | Tests whether the checkout commitment is credible |

| Exception rate | Address, weather, customs, capacity and recipient-unavailable events | Reveals where the delivery promise fails |
| Support response | Response and resolution targets for merchant escalations | Prevents unresolved cases from becoming refunds or chargebacks |
Require exception codes and event timestamps in the data feed. A headline on-time percentage without exclusions, sample size and lane definitions is not a comparable benchmark.
Compare the complete cost and contract, not the base rate
Obtain a quote calculated from your actual weights, dimensions, destinations and volume. A low transportation rate can be outweighed by dimensional-weight adjustments, remote-area fees, fuel surcharges, address corrections, returns and support charges.
Build a landed cost per delivered order
| Cost component | Questions to ask |
|---|---|
| Base transportation | Is pricing by actual or dimensional weight? What zones and service levels apply? |
| Surcharges | How are fuel, residential, remote-area, oversized, peak, address-correction and additional-handling fees calculated? |
| Accessorial services | What do signature, delivery-window changes, pickup requests, storage and reattempts cost? |
| Cross-border charges | Who pays duties, taxes, brokerage and customs-disbursement fees, and when are they invoiced? |
| Returns | Are labels, transportation, pickup, drop-off and processing priced separately? |
| Protection and claims | What coverage is included, what exclusions apply and is a deductible charged? |
| Technology and support | Are integrations, implementation, API usage, account management or premium support billed? |
| Contract mechanics | What minimum volume, term, renewal, notice, annual increase and termination provisions apply? |
DHL’s U.S. help resources identify surcharges, service-level definitions, shipment protection and contract-related business topics as items customers need to examine. Use those categories as a checklist, but do not infer that any carrier is the cheapest from a published service description.

Normalize proposals with one calculation
For each provider, calculate:
Total monthly delivery cost = transportation + surcharges + taxes and brokerage paid by you + returns + protection or claims cost + technology and support fees
Free tools Windows power users keep installed
One-click scans. No signup required.
Divide by delivered orders, then show a separate cost per returned order. Keep one-time implementation fees outside the recurring figure, and model both an average month and a peak month. Ask for a worked invoice using ten representative shipments so you can see how dimensional weight and accessorial charges appear.
Read service-level remedies carefully
Check whether a service guarantee offers a refund, a credit or no remedy for events outside the carrier’s control. Verify the claim deadline, required documents, liability limits and whether a credit is the only remedy. A “guaranteed” date without a usable claim process may not protect your margin.
Verify integration, tracking and exception visibility
Integration should reduce manual work and give customers accurate information; it is not automatically a reason to buy a separate delivery-management platform.
Map the required events
At minimum, your systems should receive label-created, accepted, in-transit, out-for-delivery, delivered, delivery-attempted, exception and returned events. Confirm the event names, timestamps, time zone, tracking-number format and webhook or polling method. Ask how duplicate, late or out-of-order events are handled.

Test the real workflow
- Create a test order in the same storefront or order-management system used in production.
- Generate a label and verify that address validation, customs data and service selection are correct.
- Transmit the shipment and confirm the first acceptance scan appears in your system.
- Simulate an address problem, failed delivery and return; check that each event reaches customer service.
- Open the customer-facing tracking page on a phone and verify that the promised date, status and contact instructions are understandable.
- Confirm cancellation, label voiding, reshipment and refund workflows before the integration is approved.
DHL lists platform and data integrations among its business-support topics. Shopify’s 2026 guidance notes that some merchants can be adequately served by built-in fulfillment and carrier coordination. Add dedicated delivery-management software only when your existing platform cannot handle the number of carriers, exception queues, delivery options or reporting controls you actually need.
Set data and support terms
- Specify API uptime, maintenance notices, rate limits and incident communication.
- Define who owns tracking-data corrections and how long records remain available.
- Require role-based access and a process for removing former users.
- Set response targets for integration failures that could stop dispatch.
Treat returns as a separate capability
Outbound delivery approval does not automatically mean a provider is authorized or capable for returns. Validate reverse logistics as its own service and, where a marketplace is involved, check whether the return carrier must be separately approved.
Specify the customer journey
- How does a customer receive a label: printable, QR-code, email or portal?
- Are drop-off, pickup and locker options available in each target country?
- Can the customer track the return from acceptance to warehouse receipt?
- Who pays for the label, and can rules differ by reason for return?
- Who inspects, grades, restocks, refurbishes or disposes of the item?
- What happens when a parcel is returned to sender or arrives damaged?
DHL documents multiple return-label and drop-off methods for its U.S. service. Use that as an example of the capabilities to ask about, not as a universal standard. Your contract should state the scan that starts the refund clock and the maximum time for a carrier to deliver a return to your processing location.
Measure reverse-logistics performance
Track return-label creation to first scan, first scan to receipt, receipt-to-refund time, return exceptions and cost per completed return. A carrier that is inexpensive outbound but slow or opaque on returns can increase support workload and delay refunds.

Customer choice can be valuable, but each option changes cost and operational risk. Consider signature, scheduled windows, pickup points, lockers, safe-place instructions and recipient identity checks according to product value and local availability. Do not promise an option in checkout until the carrier confirms it for the relevant postcode and service.

Use a repeatable provider-selection process
- Freeze the requirements. Approve one parcel and destination profile, customer promise, returns policy and integration map.
- Shortlist eligible providers. Remove any option that cannot serve required countries, postcodes, product categories or marketplaces.
- Issue the same request for proposal. Send identical shipment samples and ask for lane-level performance definitions, a worked invoice, contract terms and return pricing.
- Run technical and operational tests. Validate labels, event feeds, exception handling, claims and customer tracking with test shipments or a controlled pilot.
- Score on evidence. Record assumptions and mark every “not stated” item for written clarification.
- Negotiate protections. Set review points for surcharges, capacity, peak allocations, service credits, data access and termination.
- Launch with a measurement plan. Establish a baseline, weekly exception review and a 30-, 60- and 90-day contract check.
Example scorecard
| Category | Suggested weight | Evidence to record |
|---|---|---|
| Coverage and eligibility | 25% | Country/postcode list, marketplace approval, restrictions |
| Promise and performance | 25% | Defined clock, lane-level results, exception reporting |
| Total cost and contract | 20% | Normalized invoice, surcharges, remedies, term and exit rights |
| Integration and visibility | 15% | Event map, test results, API and support commitments |
| Returns | 10% | Authorization, label and drop-off options, processing times |
| Protection and customer options | 5% | Claims coverage, signature, pickup or locker availability |
Change the weights when your economics demand it—for example, increase returns for apparel or protection for high-value electronics. Keep the scoring logic consistent across every bidder.
Use subscription data only as customer-behavior context
DHL eCommerce’s 2026 global survey reported that 40% of surveyed shoppers currently pay a premium for delivery and returns subscriptions. It also reported that 37% said they had canceled such a subscription; among those respondents, 51% cited cost and 35% cited changes in delivery speed. These figures describe subscription behavior in that survey, not universal dissatisfaction with carriers and not proof that your store needs a subscription. If you are considering one, model its price, promised speed, cancellation reasons and actual repeat-order economics separately from the carrier decision.
Red flags that justify a pause
- The provider will not define the delivery clock or provide lane-level exception data.
- The quote excludes surcharges, dimensional-weight rules or return costs.
- Marketplace approval is assumed rather than documented for each country.
- Tracking begins only after a long handoff delay, leaving no time to protect the promise.
- Claims require evidence your warehouse cannot produce or have an impractically short deadline.
- The contract allows unilateral service or surcharge changes without notice or an exit right.
- Returns are described as “available” without label, drop-off, tracking and processing details.
- The integration has no test environment, event specification or incident-response commitment.
Make the decision with your own quotes
The available public material does not establish standardized, directly comparable prices or a universal performance winner. Your decision should therefore be based on current quotes and written terms applied to the same parcel profile. Select the provider that can demonstrate eligible coverage, deliver the promise you publish, expose exceptions early, price the complete cycle—including returns—and fit the systems your team already operates. Re-score the relationship when destinations, product mix, volume, marketplace rules or customer promises change.
