What Scope 1, 2, and 3 Emissions Mean—and How Companies Measure Them

Scope 1 emissions come directly from sources a company owns or controls. Scope 2 emissions are indirect emissions from purchased electricity, steam, heat, and cooling. Scope 3 covers the other relevant indirect emissions across a company’s upstream and downstream value chain. Companies generally measure each scope by collecting activity data, multiplying it by appropriate emission factors, and reporting the result in tonnes of carbon-dioxide equivalent (CO2e) within stated organizational and operational boundaries.

Three scopes at a glance

Scope What it covers Typical examples Relationship to the company
Scope 1 Direct greenhouse-gas emissions from sources the company owns or controls. Fuel burned in owned boilers; fuel used by company-owned vehicles. The company controls the emitting equipment or process.
Scope 2 Indirect emissions from generating purchased or acquired electricity, steam, heat, and cooling that the company consumes. Purchased electricity for offices, factories, stores, or data centers; purchased district heat or cooling. The company purchases energy, while another party operates the generating source.
Scope 3 All other relevant indirect emissions in the company’s upstream and downstream value chain that are not included in Scope 2. Purchased goods and services, freight, business travel, employee commuting, use of sold products, and end-of-life treatment. The company usually influences the activity through suppliers, logistics, customers, or product design rather than owning the source.

The GHG Protocol is the principal corporate framework for defining these boundaries, gathering data, applying emission factors, and reporting greenhouse-gas inventories.

Why the distinction matters

Putting emissions into three scopes prevents a company from presenting only the fuel it burns as its climate footprint. A manufacturer may have relatively modest direct fuel use but a large Scope 3 footprint from purchased materials and customers’ use of its products. A software company may have little Scope 1 fuel consumption while its purchased electricity and cloud or equipment supply chain dominate the inventory.

The split also identifies where management has different kinds of leverage. Scope 1 projects can involve replacing a boiler, changing industrial fuel, or electrifying a vehicle fleet. Scope 2 decisions involve how much energy is consumed and which electricity, heating, or cooling supply is purchased. Scope 3 work typically requires supplier engagement, logistics changes, product redesign, customer information, or better end-of-life systems.

For someone reading a company disclosure, the scope labels are therefore more informative than a single headline number. A total without boundaries, reporting period, gas coverage, data quality, and the split between absolute emissions and intensity can conceal material differences.

How companies build an emissions inventory

The accounting process is a chain. A weakness in the boundary, activity data, or emission factor affects the reported total, so credible inventories document every link.

1. Set organizational and operational boundaries

First, the company defines which entities, facilities, vehicles, and activities belong in the inventory and chooses a consolidation approach. Common approaches include equity share, financial control, or operational control where applicable. It also states the reporting period and the operational boundary: the sources and value-chain activities assigned to each scope.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Boundary choices can change the result without any physical change in emissions. For example, a company using financial control may include a facility that is omitted under an operational-control approach. A useful disclosure names the approach, lists material exclusions, and explains acquisitions, disposals, leased assets, or reorganizations that affect year-to-year comparisons.

2. Collect activity data

Activity data records the quantity of an emitting activity during the period. Scope 1 inventories commonly start with purchased quantities of commercial fuels such as natural gas or heating oil. Scope 2 inventories generally start with metered electricity or other purchased-energy consumption. Scope 3 data can include fuel use, purchased goods, freight, waste, business travel, employee commuting, and passenger miles.

Primary records are preferable: utility bills, fuel invoices, meter readings, fleet records, supplier information, travel records, and procurement data. Where those records are unavailable, a company may use estimates, but it should identify the estimation method, coverage, and uncertainty instead of presenting an estimate as a measurement.

3. Apply emission factors

The basic calculation is:

Emissions (tonnes CO2e) = activity data × emission factor

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

An emission factor translates a unit of activity—such as a quantity of fuel, kilowatt-hour of electricity, tonne-kilometre of freight, or passenger mile—into greenhouse-gas emissions. Factors may be published by a government or other recognized body, supplied by an energy or product provider, tied to a specific facility or source, or drawn from a third-party dataset.

Facility- or source-specific factors are preferable when they are available and appropriate. Otherwise, the company should use the most accurate factor suitable for its reporting context, record the factor’s geography and vintage, and keep the factor consistent or explain any change.

4. Convert gases and report the result

Companies report greenhouse gases in metric tonnes and, where appropriate, in tonnes of CO2 equivalent. CO2e expresses different gases using their relative warming effect under the conversion basis used by the inventory. Reports should separate emissions by Scope 1, Scope 2, and Scope 3 and disclose gases separately when the applicable reporting requirement calls for it.

The GHG Protocol’s reporting principles are relevance, completeness, consistency, transparency, and accuracy. In practice, that means explaining methods, assumptions, exclusions, restatements, data sources, and material changes rather than publishing an unexplained total.

Scope 1: direct emissions the company controls

Scope 1 includes emissions from stationary combustion, mobile combustion, industrial processes, and certain fugitive releases when the sources are owned or controlled by the reporting company. The simplest examples are gas burned in an owned boiler and petrol or diesel burned by company-owned vehicles.

Measurement normally starts with fuel or process quantities. A company can then apply a fuel- or process-specific factor, with adjustments for the relevant gas where required. A robust Scope 1 schedule identifies each material source, the quantity consumed, the factor used, and the resulting tonnes of CO2e.

Scope 1 is not a synonym for all emissions physically occurring at a company’s sites. A landlord’s boiler serving a leased office may fall outside the tenant’s Scope 1 under the tenant’s chosen boundary, while electricity purchased by that tenant is generally addressed in Scope 2.

Scope 2: purchased electricity and other energy

Scope 2 covers the emissions associated with generating purchased or acquired electricity, steam, heat, and cooling consumed by the company. The generating equipment is usually outside the company’s ownership or control, which is why these emissions are indirect.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The GHG Protocol Scope 2 Guidance standardizes accounting for these energy purchases and supports two important data routes:

Data route What it uses What to check
Supplier-specific information An emission factor or attribute supplied for the electricity or other energy product purchased. Whether the factor covers the company’s actual contract, period, geography, and energy product.
Local-grid information An emission factor representing the grid serving the consuming facility. Whether the meter, grid region, year, and factor match the facility and reporting period.

A disclosure should state which route or routes it used and avoid mixing factors without explaining the effect. Metered consumption is still necessary: a lower factor does not erase the need to measure how much energy was purchased.

Scope 3: the value-chain inventory

Scope 3 is the broadest and often most data-intensive part of the inventory. It includes relevant upstream and downstream activities that are not already counted in Scope 2. Upstream examples include purchased goods and services, inbound freight, waste, business travel, and employee commuting. Downstream examples include distribution, customers’ use of sold products, and end-of-life treatment.

How companies measure Scope 3

Companies first map their value chain and identify categories that could materially affect the result. They then gather the best available activity data: supplier quantities, freight movements, waste tonnage, travel distance, passenger miles, product shipments, or information about how customers use products. Where primary data is unavailable, estimates can be used if the assumptions and limitations are disclosed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The company multiplies each activity quantity by a suitable category-specific factor and aggregates the results. Supplier- or facility-specific factors generally provide better specificity than generic averages, but they may not be available for every supplier or product. The objective is a method that is accurate and practical for the reporting context, with improvements tracked over time.

Prioritizing categories

The Scope 3 Standard and its calculation guidance help companies identify material upstream and downstream categories, improve data quality, and focus reduction efforts. A company does not need to treat every category as equally material. It should explain which categories were assessed, which were included, which were excluded, and why.

Category coverage is especially important when reading two reports. One company may include customer use and end-of-life treatment while another reports only purchased goods and business travel. Their totals are not measuring the same boundary even if both use the label “Scope 3.”

What the GHG Protocol requires—and what it does not

The GHG Protocol Corporate Accounting and Reporting Standard sets a minimum inventory of Scope 1 and Scope 2 emissions. Scope 3 coverage should include relevant activities for which reliable data can be obtained, using the dedicated Scope 3 Standard for value-chain accounting.

That is a framework requirement, not a statement that every jurisdiction gives Scope 3 the same legal treatment. A company may face additional disclosure rules from a regulator, stock exchange, lender, or customer, but those obligations depend on the applicable jurisdiction and reporting regime. A reader should therefore distinguish “required by the GHG Protocol” from “required by law for this company.”

The framework is widely used. In 2016, 92% of Fortune 500 companies responding to CDP used the GHG Protocol either directly or indirectly, according to the GHG Protocol. The Scope 3 Standard had also been road-tested in 2010 by 2,300 participants from 55 countries, with 96 technical working-group members and 34 companies involved in the testing process.

“The GHG Protocol Corporate Accounting and Reporting Standard provides requirements and guidance for companies and other organizations, such as NGOs, government agencies, and universities, that are preparing a corporate-level GHG emissions inventory.”

Why company-to-company comparisons are difficult

Scope 3 totals are useful for tracking one company’s performance over time when its boundaries and methods remain consistent. The GHG Protocol says the Scope 3 Standard is not designed to support direct comparisons between companies. A higher reported total may reflect a larger business, broader category coverage, more primary data, a different organizational boundary, or a different estimation method rather than worse operational performance.

Comparison check Question to ask Why it changes interpretation
Boundary choice Is the inventory based on equity share, financial control, or operational control? The entities and assets included can differ.
Data quality Are figures based on primary supplier or facility data, or on estimates? More precise data can increase a reported total without increasing actual emissions.
Emission-factor specificity Are factors supplier- or site-specific, or generic? Factors may reflect different technologies, grids, fuels, or geographies.
Scope 2 method Does the company use supplier-specific or local-grid factors? The same electricity consumption can produce different reported results under different factors.
Scope 3 coverage Which upstream and downstream categories are included? Totals are not comparable if one inventory omits material categories.
Period and metric Is the figure for the same reporting period, and is it an absolute total or an intensity metric? Business growth can raise absolute emissions while lowering emissions per unit of revenue, product, or output.

For personal-finance readers assessing a company, compare like with like first: the same company across years, with restatements and boundary changes noted. Cross-company comparisons require a common boundary, period, category coverage, factor basis, and intensity denominator; without those controls, a ranking can be misleading.

A practical checklist for reading a company’s disclosure

  1. Find the reporting period. Check whether the inventory covers a calendar year, fiscal year, or another period.
  2. Read the boundary statement. Look for the consolidation approach and the facilities, vehicles, subsidiaries, leases, and joint arrangements included.
  3. Check the scope split. Confirm that Scope 1 and Scope 2 are shown separately and that Scope 3 categories are listed rather than presented as one unexplained number.
  4. Inspect data sources. Identify where the company used meters, invoices, supplier data, travel records, or estimates.
  5. Review emission factors. Look for supplier-, facility-, grid-, or fuel-specific factors and the geography and year to which they apply.
  6. Look for exclusions and restatements. A changed boundary, acquisition, disposal, or method can break a simple year-over-year comparison.
  7. Separate totals from intensity. Determine whether a percentage change refers to absolute tonnes or an intensity ratio.

Common pitfalls and how to interpret them

  • Counting purchased electricity as Scope 1: Electricity generated by another party is generally Scope 2 for the consuming company, even when it powers equipment on the company’s premises.
  • Treating Scope 3 as optional in substance: Although the Corporate Standard’s minimum inventory is Scope 1 and Scope 2, omitting material value-chain categories can leave the most consequential sources unexamined.
  • Assuming a precise-looking estimate is primary data: Ask whether the number came from a supplier, meter, invoice, or a modeled estimate.
  • Comparing totals without boundaries: A broader inventory can be more complete, not necessarily more polluting.
  • Ignoring method changes: New emission factors, better supplier data, or a revised consolidation approach can change reported emissions without an equivalent physical change.

The essential takeaway

Use the scopes as a map of responsibility: controlled sources are Scope 1, purchased energy is Scope 2, and the remaining relevant upstream and downstream value chain is Scope 3. Measurement is fundamentally activity data multiplied by appropriate emission factors inside declared boundaries. Scope 1 and Scope 2 establish the minimum Corporate Standard inventory; Scope 3 adds the value-chain coverage needed to understand suppliers, logistics, customers, and product end-of-life. For decision-making, consistency and transparency matter as much as the headline tonnes, and Scope 3 is usually most reliable for tracking a single company over time rather than ranking unrelated companies.
