What Records Should Small Businesses Keep to Reduce GST Compliance Risk?

By TheFinanceBase Team 9 min read

Keep a connected evidence trail for every GST-relevant transaction: sales and income, purchases and expenses, payments and bank activity, GST calculations and filed returns, plus corrections and special treatments. The trail should let another person identify what happened, when it happened, how much was involved, which GST treatment was used and which source documents support the number.

GST record rules differ by country, transaction type and business structure. The checklist below uses official examples from Australia, Singapore, New Zealand and Canada to show the kinds of evidence authorities expect; verify the exact document fields, retention period and electronic-record rules with your own tax authority.

Why a connected record trail reduces risk

GST compliance is easier to defend when a return can be rebuilt from original evidence. A sales figure should lead to the invoice, receipt or point-of-sale entry, then to the payment record, accounting entry and GST calculation. A purchase claim should lead to the supplier document, proof of payment and the input-tax amount included in the return.

Australia’s Taxation Office describes the purpose plainly: “A record explains the transactions conducted by your business.” In practical terms, records should support both sides of the return: GST collected on taxable sales and GST claimed on eligible purchases. They should also explain why an amount was zero-rated, exempt, imported, corrected or otherwise treated differently.

The evidence does not have to be one perfect invoice. New Zealand guidance recognises that transaction records, contracts and bank statements can collectively contain the required information. What matters is that the set is complete, legible, retrievable and tied to the figures filed.

The core GST records to keep

1. Sales and income evidence

Keep the documents that show what you supplied and what you received. Depending on local rules and the transaction, that can include:

  • Sales invoices or tax invoices where that term and format apply.
  • Simplified invoices, receipts, cash-register tapes and point-of-sale reports.
  • Sales listings or daily summaries that reconcile to the general ledger.
  • Evidence of cash, card, online and other electronic receipts, including deposit records.
  • Credit notes, refund records and other documents for returns, cancellations or price changes.
  • Export documents or other proof needed to support a zero-rated or otherwise specially treated sale.

Do not label every sales document a “tax invoice.” New Zealand uses a broader taxable-supply-information framework, and invoice requirements elsewhere can depend on value, customer type and supply. Use the terminology and fields required where your business is registered.

2. Purchases and expense evidence

Retain supplier invoices, receipts and other transaction documents for goods, services, assets and operating costs. These records are particularly important when claiming input tax credits or GST credits. A document should identify the supplier, date, amount, nature of the purchase and the GST treatment required by your jurisdiction.

Keep purchase orders, contracts, delivery records or import paperwork when they help establish what was bought or when the supply occurred. Canada’s Revenue Agency specifically requires purchase invoices or receipts to support GST/HST input-tax-credit claims. If a supplier document is corrected, keep both the original and the credit note or replacement record so the change is explainable.

3. Payment, banking and accounting records

Source documents alone are not enough if they cannot be reconciled to money movement and the books. Keep:

  • Business bank statements and payment-service reports.
  • Cash counts, deposit slips and till reconciliations.
  • Accounts-receivable and accounts-payable ledgers.
  • General ledgers, journals and trial balances.
  • Detailed purchase and sales listings.
  • Stock or inventory records where inventory affects sales, purchases or adjustments.
  • Contracts and other agreements that establish price, timing or responsibilities.
  • Financial statements and the working papers used to produce them.

New Zealand allows relevant information to be held across transaction records, accounting systems and contracts. Singapore’s guidance lists bank statements, stock lists, general ledgers, financial statements and detailed sales and purchase listings among the records businesses may need. Preserve the links between these records rather than storing isolated files.

4. GST workings and filed returns

Save each return as filed, the payment or refund confirmation and the calculation behind it. Your working papers should show how you moved from source transactions to:

  • Output GST or GST/HST collected on taxable supplies.
  • Input GST or GST/HST claimed on eligible purchases.
  • Adjustments for credit notes, bad debts, assets, private use or other local rules.
  • The net amount reported, paid, refunded or carried forward.

Keep the period’s GST account or equivalent summary, reconciliations and exception reports. Canada’s guidance says records must allow a business to calculate tax payable or collected and any refunds, rebates or deductions from net tax. A spreadsheet or software report is useful only if the underlying transactions and formulas remain available and understandable.

5. Adjustments and special treatments

Create a file for every material correction or unusual GST decision. Include the original transaction, the reason for the change, the calculation, approval and documents supporting the treatment. Examples include:

  • Returns, refunds, discounts and credit notes.
  • Bad-debt or other tax adjustments where permitted.
  • Zero-rated, exempt or mixed-use transactions.
  • Imports and any import GST credit evidence.
  • Foreign-currency transactions and exchange-rate calculations.
  • Changes made after a return was filed.

For Australian imports, evidence for an import GST credit may come from Home Affairs documents rather than a conventional tax invoice. New Zealand identifies correction information as part of the record set. The precise evidence depends on the local law, so document the reasoning as well as the amount.

What every useful record should show

Australian guidance says records need enough information to show the essential features or purpose of a transaction and support amounts reported. As a practical minimum, capture:

  • Date: the transaction, invoice, payment and, where relevant, tax point.
  • Amount: gross total, GST component and currency, with exchange-rate support when applicable.
  • Character: sale, purchase, wage, rental, asset, import or another relevant category.
  • Purpose: why the business incurred or received the amount.
  • GST treatment: taxable, zero-rated, exempt, out of scope or another local category.
  • Parties: supplier, customer and related-party relationships when relevant.
  • Reference: invoice number, receipt number, contract, bank entry or import document that lets the item be found again.

Apply your tax authority’s invoice-field rules in addition to this checklist. Requirements can change with transaction value, customer status, property or industry, and the type of supply.

Use a simple trace test before filing: could a staff member or adviser start with a line in the GST return, locate the ledger entry, open the source document, verify payment and understand the treatment without asking the preparer to remember what happened? If not, add the missing link or an explanatory note.

A workable recordkeeping routine

  1. Capture at the point of transaction. Scan or download the invoice, receipt, contract, POS report or import document as soon as it arrives. Record cash sales and refunds the same day.
  2. Assign a consistent reference. Use the invoice or receipt number, supplier and date. For documents without a number, create an internal reference that cannot be reused.
  3. Code the GST treatment. Select the correct local tax code and note why an item is zero-rated, exempt, imported or partly private. Do not rely on memory months later.
  4. Match money to records. Reconcile bank, card, payment-platform and cash activity to sales and purchase listings. Investigate unmatched or duplicated entries.
  5. Review the period’s exceptions. Check credit notes, unusual rates, large adjustments, missing supplier documents and transactions posted in a different period from payment.
  6. Prepare and retain the GST working papers. Lock the calculation used for the return, retain the filed return and preserve any approval or review notes.
  7. Test retrieval. Open a sample from each channel and period, including an older period, to confirm files are readable and the links still work.

How long to retain records

There is no universal GST retention period. The clock, exceptions and rules for records under review differ by jurisdiction. The following are examples, not a substitute for checking your own authority’s current guidance.

Jurisdiction Published example Important qualification
Australia Generally five years Count from when the record was prepared or obtained, or when the related transaction was completed, whichever is later. Keep it long enough to cover a review period when applicable.
Singapore At least five years The Inland Revenue Authority of Singapore measures this from the end of the accounting period.
Canada Usually six years The Canada Revenue Agency generally counts from the end of the year to which the records relate; exceptions and extensions can apply.
New Zealand Check current Inland Revenue guidance The March 2026 GST guide supports the record types and taxable-supply information described here, but does not establish a general retention period in the material cited for this article.

Also check whether a tax review, objection, litigation, asset disposal or company-record rule extends the period or prohibits destruction. Do not delete a record merely because the normal time has elapsed if an authority has asked you to preserve it.

Paper, spreadsheets or software?

Paper and electronic systems can both work. Australian Government guidance describes manual books and ledgers, spreadsheets, software and web systems as possible bookkeeping methods. The choice should be judged by control and retrievability, not by whether the system is branded or automated.

Method Where it can work well Controls you must add
Paper books and folders Low transaction volume, stable processes and staff who work physically with documents. Sequential references, clear handwriting, locked storage, copies of fragile receipts and a reliable index.
Spreadsheets with scanned evidence Small datasets where one person can maintain formulas and reconciliations. Version control, protected formulas, regular backups, documented tax codes and a separate folder structure for source files.
Accounting or cloud systems Frequent transactions, multiple users, inventory or automated bank feeds. Exportable reports, user permissions, audit logs, backups, access to historical periods and a migration plan if the system changes.

Store clear electronic images of paper originals where local rules permit. Keep backups in a separate location, test restoration and maintain access to old software or export formats. Before disposing of originals or changing systems, confirm the tax authority’s requirements and ensure the replacement copy is complete and readable.

Common gaps and practical fixes

Sales totals do not match deposits

Separate timing differences, fees, refunds and cash holdings from genuine missing sales. Reconcile the POS or sales listing to deposits and document each reconciling item.

A purchase has a bank payment but no supplier evidence

Request a duplicate invoice or receipt, attach the contract or order confirmation, and record why the purchase was business-related. Do not claim input tax simply because money left the bank.

One document covers mixed GST treatments

Split the lines in the books, retain the allocation method and keep the calculation supporting taxable, zero-rated, exempt or private portions.

A correction is made without an audit trail

Keep the original entry, corrected entry, date, reason, approver and any credit note or replacement invoice. A note written months later is weaker than contemporaneous correction information.

Import evidence is missing

Collect customs or Home Affairs documentation, freight records and payment evidence that establish the import and tax amount. The acceptable document is not always a domestic supplier invoice.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Old records cannot be opened

Export ledgers, GST reports and source-document indexes before software is retired. Preserve passwords, file-format information and a way to read the archive.

What happens when records are inadequate?

Consequences depend on the country and facts. An authority may disallow an unsupported input-tax claim, recalculate reported GST, deny a refund or request additional evidence. Singapore’s authority warns that insufficient documentation can also lead to penalties. These outcomes are not automatic in every case, but the risk rises when a business cannot explain amounts or produce source documents promptly.

The safest response to a gap is to identify it before filing, quantify the affected transactions, obtain replacement evidence where possible and document the judgment used. If a return may be wrong, ask a qualified local adviser or tax authority how to correct it rather than silently altering historical records.

A monthly control checklist

  • All sales channels, including cash and electronic receipts, are included.
  • Purchases with claimed input tax have the required supplier evidence.
  • Bank, card, payment-platform and cash balances reconcile to the books.
  • Credit notes, refunds and unusual GST treatments have explanations.
  • The GST account agrees to the return calculation and filed figures.
  • Files are named consistently, backed up and searchable by period and reference.
  • Staff know where to save evidence and whom to ask about uncertain tax codes.

Run the checklist before each return and perform a deeper sample review at year-end. It is a control routine, not a guarantee that a treatment is legally correct; local rules and professional advice still govern.
