India has no single “wind-farm permit.” A project normally needs a coordinated approval matrix covering land and state permissions, MNRE/NIWE siting, Defence and aviation safeguards, environmental and biodiversity triggers, construction and electrical safety, and evacuation to the grid. The exact list changes with the state, onshore or offshore location, forest or protected-area overlap, inter-State or intra-State transmission, pooling-substation design and the way electricity will be sold.
The safest sequence is to screen the site first, confirm land and turbine coordinates, obtain conditional environmental and safety approvals, and only then lock the transmission and power-sale structure. Treat the following as a project-planning framework, not a substitute for the applicable state statutes, regulator orders or current application forms.

Start with a project-specific approval matrix
Before spending on geotechnical work or turbine orders, create a register with one row for every parcel, road, collector line, substation, transmission bay and temporary work area. For each item record the authority, application, prerequisite, expected evidence, validity, construction hold point and person responsible. Include separate rows for approvals that apply only if a trigger is confirmed.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesQuestions that determine the route
- Is the project on private, government, revenue, forest or coastal land?
- Will roads, underground cables or overhead lines cross another owner’s land?
- Is the site inside a protected area, eco-sensitive zone, wildlife habitat, wetland or regulated coastal zone?
- Will power flow to another State through the Central Transmission Utility (CTU), or remain within one State under the State Transmission Utility (STU) and State Load Despatch Centre (SLDC)?
- Is the sale backed by a competitively bid power-purchase agreement (PPA), captive consumption, open access or a merchant strategy?
- For an offshore project, which seabed block, port, navigation corridor and landing point are involved?
Do not treat a permit for the generation asset as permission for the whole project. A turbine can be lawfully sited while its access road, pooling line, forest crossing or transmission bay still lacks approval.

1. Secure land and state-level permissions
Land title, lease and conversion
Secure ownership, a registered lease or another legally enforceable right for every permanent and temporary footprint. The package should cover turbine foundations, crane pads, internal roads, cable corridors, pooling substations, construction yards and transmission routes. Verify encumbrances, mutation and the authority of every lessor; a turbine lease alone does not confer rights over a neighbour’s land.
Where state law treats agricultural or revenue land differently from industrial or renewable-energy use, apply for the required land-use conversion or non-agricultural permission. Forms, fees, competent officers and sequencing differ by state. Some jurisdictions require conversion before building permission; others coordinate it with local planning approval. Confirm the current state portal and statute rather than relying on a permit used for a different district.
Right-of-way and access
Obtain easements or consent for access roads, crane movement, underground collector cables and overhead lines. Public-road approaches, culverts, tree removal and crossings of railways, highways, canals or utility corridors may each have a separate authority. Put route changes through the same land and environmental screening as the original alignment; moving a line around an obstacle can create a new forest, wildlife or defence conflict.
Local construction permissions
Building-plan, development, excavation, labour-camp, fire and local-body permissions depend on the district and the type of structure. Include the turbine foundation, substation control building, warehouses and any concrete batching or storage facility, not only the tower. Keep approved drawings consistent with the electrical single-line diagram and the layout submitted to other agencies.
2. Confirm NIWE/MNRE siting and Defence safeguards before civil work
Wind-resource and siting checks
Use the National Institute of Wind Energy (NIWE) wind-potential maps and current Ministry of New and Renewable Energy (MNRE) siting conditions to check each proposed turbine coordinate. NIWE lists map packages for Andhra Pradesh, Gujarat, Karnataka, Madhya Pradesh, Maharashtra, Rajasthan and Tamil Nadu; the listing includes updates dated 5 June 2024. The map coverage is a siting aid, not an approval or a guarantee that a particular parcel is buildable.

Freeze a coordinate schedule only after checking setbacks, terrain, aviation constraints, access and the final rotor and tip-height assumptions. A change in hub height, rotor diameter or turbine position can alter the defence, aviation, wildlife and grid studies.
Defence NOC and aviation safeguarding
Apply the current general conditions for a Ministry of Defence (MoD) no-objection certificate where the location or map cell is subject to defence scrutiny. The review can involve radar interference, airfield safeguarding, restricted or controlled areas and the exact coordinates and heights of the machines. Check the applicable map-cell restrictions before committing to foundations, because an NOC problem discovered after procurement can force redesign or relocation.

Keep a signed coordinate-and-height register, survey reference system, turbine model, construction-crane height and temporary-lighting details. Submit revisions when any of those inputs changes. Defence clearance does not replace civil-aviation, land, environmental or electrical approvals that may apply separately.
3. Screen environmental, forest, wildlife and coastal triggers
Environmental clearance is not automatically required for every wind farm
A 2018 Forest Advisory Committee record states that wind projects, irrespective of size or capacity, did not require EIA studies under the cited schedule. That is a general rule, not a blanket exemption from every environmental permission. Confirm the current EIA schedule and state interpretation for the site and associated facilities, especially substations, transmission corridors, roads, borrow areas and construction plants.
Forest diversion
If any component uses forest land for a non-forest purpose, obtain forest clearance under the applicable forest-conservation law before diversion or construction. A Government of India condition states: “The project proponent shall obtain forest clearance under the provisions of the Forest (Conservation) Act, 1986, in case of the diversion of forest land for non-forest purpose is involved in the project.” The application normally needs authenticated maps, compartment details, alternatives analysis, land records and compensatory measures specified by the forest authorities.

Protected areas, eco-sensitive zones and wildlife
Overlay every turbine, road and line on protected-area boundaries, notified eco-sensitive zones, wildlife corridors and known habitat. A project in or near a protected area can require scrutiny or approval from the National Board for Wildlife and/or the relevant state wildlife authority. Even a line outside the boundary may be examined if it affects a corridor, nesting site, lighting regime or animal movement. Obtain the wildlife opinion before finalising the alignment, not after trees are marked.
Recommended Free Tools
Coastal regulation and other environmental permissions
Coastal Regulation Zone (CRZ) rules can apply to onshore components near the coast, cable landfalls and associated infrastructure. Use the PARIVESH system for environment, forest, wildlife and CRZ applications and tracking where that route is prescribed. Pollution-control consents, water abstraction permission, waste authorisations and conditions for construction camps may arise even when a standalone wind generator is outside the EIA schedule.
4. Obtain construction, fire, electrical and pollution approvals
Structural and fire safety
Submit foundation, tower, substation and building designs to the authority specified by the applicable building regime. Provide geotechnical assumptions, load calculations, emergency access, fire detection and suppression, oil-containment measures and safe separation distances. Fire approval may be needed for the control building, transformer yard, battery room, warehouse and worker accommodation even when the turbine itself is not a conventional occupied building.
Electrical inspector or CEIG approval
State electrical-inspector or Chief Electrical Inspector to Government (CEIG) procedures govern energisation and commissioning of many renewable installations. Prepare protection-coordination studies, earthing and step-touch calculations, insulation and equipment test certificates, statutory drawings, relay settings and a commissioning plan. Do not energise a feeder, transformer or transmission bay until the required inspection and charging permission is in hand.
Pollution-board and water permissions
Ask the state pollution-control board whether the construction package requires Consent to Establish and later Consent to Operate. Concrete batching, diesel storage, crushing, waste handling, sewage, hazardous materials and standby generation can trigger consents even where the wind turbine has little operating pollution. Obtain permission for groundwater or surface-water abstraction when construction or operations need it, and document disposal of used oil, batteries and other regulated waste.

5. Choose the correct grid-connection route
| Route | Primary process | Key technical and commercial interfaces |
|---|---|---|
| Inter-State evacuation | Apply under the CERC Connectivity and General Network Access Regulations, 2022, as amended, to the CTU/CTUIL. | CTU system studies, pooling-station and transmission design, bay allocation, protection and metering data, connection and transmission agreements, commissioning tests, and coordination with Grid-India/RLDCs. |
| Intra-State evacuation | Follow the relevant STU and SLDC procedure and the state electricity-regulator framework. | State system studies, evacuation approval, bay and line construction, metering, scheduling, forecasting, open-access permissions and SLDC operating requirements. |
Do not select a sale structure first and assume the grid can be arranged later. The PPA, captive or open-access design determines the point of delivery, scheduling entity, transmission charges, banking or settlement rules and the evidence required for connectivity.
6. Inter-State CTU connectivity: a practical sequence
- Define the injection point. Identify the wind pooling substation, voltage level, proposed bay, delivery point and all collector and evacuation assets. Distinguish the generator’s internal network from the transmission system that requires CTU approval.
- Submit the connectivity and GNA application. Use the current CERC framework and CTUIL process, with land evidence, generating-unit details, commissioning plan, single-line diagrams, capacity, location and the proposed transmission system.
- Complete feasibility and system studies. Provide load-flow, short-circuit, stability, reactive-power, harmonics and protection information in the format requested. Study assumptions must match turbine control modes, collector voltage, transformer ratings and the forecast commissioning date.
- Engineer the bay and evacuation system. Finalise breakers, isolators, instrument transformers, protection, communication, SCADA, metering, telecom and revenue-meter locations. Obtain approvals for the pooling substation and every line section, including land and forest or wildlife permissions identified in the route.
- Execute connection and transmission documents. Meet CTU conditions, security or construction milestones and any dedicated-transmission responsibility assigned to the project. Keep the agreement, approved drawings and as-built equipment list aligned.
- Pass pre-commissioning verification. CTUIL and Grid-India/RLDCs verify compliance with Central Electricity Authority (CEA) technical standards before granting connectivity or interconnection to the national grid. Submit relay settings, model data, test reports, metering certificates and communication/SCADA evidence.
- Synchronise only after permission. Complete charging, trial operation, protection tests, telemetry and scheduling registration. A generation asset may be mechanically complete yet barred from export until each interconnection condition is cleared.
The Ministry of Power states that compliance with CEA technical standards by renewable-energy plants is verified jointly by CTUIL and Grid-India/RLDCs before connectivity or interconnection. Design reviews therefore need to include the operating-code data required after construction, not merely civil completion documents.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.7. Intra-State STU and SLDC evacuation
For a project injecting within one State, apply to the STU under its current connectivity and evacuation procedure and coordinate with the SLDC. The state process determines the feasible substation, available capacity, line and bay scope, metering location, protection interface and commissioning tests. The state electricity-regulator’s open-access and scheduling orders govern the commercial path.
Obtain approval for the dedicated line, pooling station and any shared transmission asset. Register forecasting and scheduling arrangements, nominate the responsible agency, install compliant meters and complete telemetry before commercial operation. If the project later sells across State borders, its original intra-State approval may not cover the new transaction or transmission path.

8. Align approvals with the power-sale model
Competitive bid or PPA
Match the awarded capacity, delivery point, commissioning milestone and scheduling obligations in the PPA to the connectivity application. A PPA that requires delivery at a State or national pooling point can require a different transmission scope from a local sale.

Captive or open access
Confirm captive-consumption eligibility, ownership and consumption thresholds, banking treatment, wheeling, cross-subsidy and additional surcharges under current state and central rules. Apply for open-access approval through the designated agency and provide the metering, scheduling and settlement information it requires.
Merchant sale
A merchant project still needs firm connectivity, forecasting, metering, protection and scheduling arrangements. Market participation does not waive land, CEIG, environmental, wildlife or transmission permissions.
9. Offshore wind has a separate approval architecture
Offshore projects do not follow the onshore land-lease route. The Offshore Wind Energy Lease Rules, 2023 were notified on 19 December 2023 and are administered by MNRE. The rules add a seabed or maritime lease process for the selected area.
Plan a separate package for coastal and marine environmental review, port and navigation clearances, offshore construction and vessel operations, subsea-cable routes, landfall, onshore substation, fisheries and maritime-safety interfaces. The export cable’s landing point can independently trigger CRZ, forest, wildlife, land-use and local construction permissions. Offshore lease approval is therefore an additional foundation, not a replacement for grid or environmental approvals.
10. Compare sites and routes before financial close
| Decision | Lower-complexity case | Additional exposure to test |
|---|---|---|
| Location | Private, non-forest inland land with established access. | Forest diversion, protected area, eco-sensitive zone, wildlife corridor, CRZ or disputed title. |
| Grid | Intra-State STU connection near an approved substation. | Inter-State CTU/GNA connection, long dedicated line, new pooling station or constrained transmission corridor. |
| Sale | Single offtaker with a defined delivery point. | Captive/open-access or merchant sale requiring changing schedules, multiple buyers or state approvals. |
| Technology and layout | Fixed turbine model and coordinates accepted in initial studies. | Changed hub height, rotor, coordinates, hybridisation or shared facilities requiring re-screening. |
| Water and construction | Limited civil works using authorised supply and existing roads. | New quarry, batching plant, groundwater abstraction, worker camp, major road or bridge works. |
11. A hold-point checklist for developers and lenders
- Land title or lease covers every permanent and temporary component, with route easements documented.
- State land-use conversion, local planning and access permissions are identified and sequenced.
- NIWE siting maps, turbine coordinates, heights and MNRE conditions have been checked.
- Defence, aviation and map-cell restrictions are cleared before foundations and turbine procurement.
- Forest, wildlife, eco-sensitive-zone and CRZ overlays have been reviewed for the entire route, not just the turbine pads.
- PARIVESH applications, where applicable, are filed with consistent maps and ownership records.
- Structural, fire, CEIG, pollution-control and water permissions are assigned to named authorities and milestones.
- CTU/GNA or STU/SLDC route is selected, with system studies, bay scope, metering, protection and telemetry requirements budgeted.
- PPA, captive, open-access or merchant assumptions match the approved injection point and scheduling regime.
- Commissioning tests, grid-code models, relay settings and operating-code registrations are planned before mechanical completion.
Reconfirm every state-specific land-use, CEIG, pollution-board, STU/SLDC and open-access requirement before financial close. Conditions and application portals change, and a permit valid for one state, district or transmission route cannot be assumed to transfer to another.
