Identify the exact material and concern, ask the teacher or administrator for the school’s review procedure, request access to applicable instructional materials, and follow the district and state process if the response does not resolve the issue.
That process is different from filing a complaint about discrimination or an education-record violation. Federal rules may give parents inspection rights or a narrow complaint route, but they do not create a nationwide veto over ordinary curriculum decisions. Your state, district, and school type determine the available review or opt-out options.

First, identify what kind of disagreement you have
The right next step depends on whether you object to an educational choice, need to inspect material, or believe the school violated a law or policy. State and local governments control most education policy. The U.S. Department of Education’s FAQ puts it plainly: “Questions about a teacher, a class, a grade, disciplinary action, or curriculum should all be addressed by the school, school district, or state.”
A disagreement with content or teaching approach
You may dislike a book, assignment, discussion, instructional method, age appropriateness, political framing, religious treatment, or the amount of time devoted to a topic. Those are usually curriculum or classroom concerns. The school may review the decision, explain its standards, offer an alternative under local policy, or uphold the lesson. There is no general federal rule requiring a school to remove every lesson a parent finds objectionable.

A possible policy or legal violation
A different route may apply if you believe the school denied access to required records or materials, discriminated against a student, retaliated for a protected complaint, or violated a written school or district rule. State law, the school handbook, a board policy, an enrollment agreement, or a federal statute may each have different procedures and deadlines. Describe the alleged violation precisely rather than labeling every disagreement a federal complaint.
Use this step-by-step process
1. Record the specific lesson or material
Write down the class, teacher, date, unit, assignment, reading, video, worksheet, website, or statement at issue. Save the syllabus, assignment instructions, screenshots, messages, and the student’s account while details are fresh. Separate what you directly observed from what your child heard about the lesson.
Then state the concern in one sentence. For example, you might say that the assigned reading appears inconsistent with the district’s stated age range, that a required activity conflicts with a written school policy, or that the teacher used material you want to inspect before deciding what to request. A precise description lets the school identify the relevant decision-maker and records.

Begin with a courteous request to the teacher or the school administrator identified in the handbook. Ask:
- What learning objective or standard does the lesson address?
- Which edition, excerpt, video, slide deck, or other material was used?
- What is the school’s process for reviewing a curriculum concern?
- Who receives a written objection, and is there a form or meeting requirement?
- What alternatives, if any, are available under the school or district policy?
Do not assume the teacher controls the curriculum. A teacher can explain classroom context, while a department chair, principal, curriculum director, superintendent, or school board may handle formal reconsideration.
3. Request to inspect instructional material when appropriate
The federal Protection of Pupil Rights Amendment (PPRA) requires local education agencies to maintain policies, developed in consultation with parents, that include a parent or student right to inspect instructional material used as part of the student’s educational curriculum upon request. The local policy must describe procedures for reasonable access within a reasonable period.

Ask the school which PPRA or local-policy procedure applies and how access will be arranged. The policy may specify a contact, form, appointment, viewing location, or limits needed to protect other students’ information and copyrighted material. Keep the request focused on material used as part of your child’s curriculum.
Inspection is an access right, not an automatic power to cancel a lesson. PPRA does not, by itself, establish a nationwide parental veto, mandatory removal, or universal opt-out for ordinary classroom content. Any objection, alternative assignment, or excusal right must come from applicable state law or the school’s own policy.
4. State the outcome you want and follow up in writing
After a conversation, send a short email confirming the material, your concern, and the action you are requesting. Possible requests include an explanation of the lesson’s objective, an opportunity to inspect the material, review by the designated committee, correction of an inaccurate description, or consideration of an alternative if the written policy allows it.
Use concrete language such as: “I am requesting review under the district’s instructional-material reconsideration policy and access to the material used in the seventh-grade unit on climate policy.” Avoid threats, accusations about a teacher’s motives, or a demand for a result that the policy does not promise.
Keep copies of every message, attachment, form, meeting date, and response. A dated record helps if you need to show that you used the local process or that the school failed to respond.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errors5. Escalate through the district’s written process
If the teacher or principal does not resolve the concern, read the district’s policy rather than skipping directly to a federal office. Look for terms such as instructional-material reconsideration, curriculum review, citizen complaint, parent complaint, board appeal, or complaint resolution. The policy may require a written statement, a review committee, a meeting with the superintendent, or a board presentation.

Send your file to the designated district contact and follow the stated format and deadlines. Ask for confirmation that the complaint is complete and for the date by which the policy says you should receive a response. A school board generally reviews policy-level decisions; it may not function as an appeal court for every classroom exchange.
6. Contact the state education agency when the issue fits its role
Your state education agency can explain the governing state rule, identify the proper local appeal route, or handle matters assigned to it by state law. It may not have authority to reverse a local curriculum choice. Ask whether the agency accepts this category of complaint, what documents it requires, and whether you must finish the district process first.
Because procedures differ by state, district, public or private status, and charter structure, do not rely on a generic online sequence. The school handbook, district policy, and state education agency are the controlling sources for the local route.

Know what the federal channels can and cannot do
Federal offices handle narrower issues than a routine objection to a lesson. Choose a channel based on the subject of the complaint, the agency that controls it, and any stated filing period.
| Issue | Primary channel | What the rule or office addresses | Timing stated in the guidance |
|---|---|---|---|
| Access to instructional material used in the student’s curriculum | School or local education agency under its PPRA policy | Inspection of covered instructional material upon a parent or student request, using the local policy’s reasonable-access procedure | Timing and method are set by the local policy’s reasonable-access procedures |
| Alleged violation of education-record rights | Family Policy Compliance Office at the U.S. Department of Education | A written complaint alleging a FERPA violation, supported by specific facts | Generally within 180 days after the complainant knew or reasonably should have known of the alleged violation |
| Alleged discrimination or retaliation under a law enforced by the Department | Office for Civil Rights | Complaints alleging discrimination or retaliation within OCR’s jurisdiction | OCR’s general guidance describes 180 calendar days after the last alleged discriminatory act, with an exception for an ongoing discriminatory policy or practice |
| Ordinary disagreement with curriculum or teaching | School, district, and state process | Local review, explanation, reconsideration, or any state- or district-authorized alternative | Set by the applicable local or state procedure |
FERPA is not a general curriculum-appeal system
The Family Educational Rights and Privacy Act (FERPA) concerns access to and privacy of education records. A parent or eligible student may file a written complaint with the Department alleging a FERPA violation. The complaint must state specific facts and is generally due within 180 days of when the complainant knew or reasonably should have known about the alleged violation.
A disagreement with a reading selection, lesson sequence, grade, or teaching method does not automatically involve FERPA. Use the FERPA route only when the facts concern an education-record right, such as access, amendment, or improper disclosure, and explain the record-related violation.

OCR handles discrimination and retaliation claims
The Department’s Office for Civil Rights (OCR) investigates complaints alleging discrimination or retaliation under the federal laws it enforces. OCR’s general guidance describes a 180-calendar-day period after the last alleged discriminatory act. It also recognizes complaints alleging a continuing discriminatory policy or practice.
Recommended Free Tools
OCR is not a general curriculum appeal. A parent who simply wants a school to replace a lesson should use the local process. A parent who believes the lesson, its delivery, or the school’s response discriminated against a student because of a protected characteristic should describe the facts, the protected basis, the dates, and any retaliation, then check OCR’s current filing instructions.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Prepare for a meeting or review
A calm, organized presentation is more likely to produce a useful answer. Bring:
- The exact title or description of the lesson, assignment, or resource.
- The date, class, grade level, and teacher involved.
- Relevant pages from the syllabus, handbook, board policy, or curriculum guide.
- A short explanation of the concern, distinguishing firsthand facts from assumptions.
- The outcome you are requesting and the policy that appears to support that request.
- A timeline of your contacts and the responses you received.
Ask who will make the decision, what criteria will be applied, whether you may submit additional information, and when you should expect a written response. If a meeting becomes contentious, return to the material and the written policy rather than debating a teacher’s character or political motives.
Choose a realistic requested outcome
Your request should match the authority of the person receiving it. Depending on local rules, you might request:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- An explanation of the instructional objective, standards, or context.
- Inspection of the instructional material under the local PPRA policy.
- Formal review by the school’s curriculum or reconsideration committee.
- Correction of a factual error in an assignment or communication.
- An alternative activity or excusal, but only where state or local policy provides one.
- A review of whether the school followed its own adoption, notice, or complaint procedure.
Do not present an alternative assignment as a guaranteed right unless the written rule says so. Likewise, asking for removal is different from asking for review; the decision-maker may grant one and deny the other.

If the school rejects the concern
Ask for the decision and policy basis
Request the response in writing, including the policy or curriculum standard relied upon and any further review available. This clarifies whether the school made a substantive decision or simply closed an incomplete complaint.
Check whether you missed a local deadline
Some districts require a complaint within a set number of school days, a particular form, or completion of a meeting before a board review. If you are late, ask whether the policy permits an extension and explain the reason without overstating your legal position.
Separate an unfavorable decision from a procedural failure
A school may lawfully uphold a lesson after review. A separate issue may exist if it refused the inspection process, ignored a required appeal step, or treated comparable complaints differently in a way that raises a discrimination concern. Describe the procedural fact and the requested remedy rather than treating the outcome alone as proof of a violation.

- Assuming a federal veto: The PPRA inspection right does not guarantee removal, cancellation, or an opt-out.
- Starting with the wrong agency: Sending a routine content objection to FERPA or OCR can delay the local review that controls the decision.
- Making a broad accusation: Identify the material, date, policy, and requested outcome instead of alleging misconduct without facts.
- Ignoring school type: Public, charter, private, and virtual schools may follow different state, district, or contractual procedures.
- Relying on verbal promises: Confirm requests, deadlines, and decisions in writing.
- Missing a filing period: FERPA complaints generally use a 180-day period tied to knowledge of the alleged violation; OCR’s general guidance uses 180 calendar days after the last alleged discriminatory act, subject to its continuing-policy rule.
A concise message you can adapt
Keep the first written request short enough for an administrator to route quickly. You can write:
I am requesting review of the material used in
class and unitondate. My concern isspecific concern. Please identify the applicable curriculum-review policy, explain how I can inspect the instructional material used with my child, and tell me whether the policy provides an alternative or appeal. I am requestingspecific outcomeand would appreciate a written response identifying the next step and expected timeline.
Replace the code-marked descriptions with your facts and keep supporting documents attached. The message asks for information and a defined process without assuming that the school must grant the requested result.
What to do next
Start at the school, document the exact concern, request the relevant material and procedure, and escalate through the district and state channels named in the governing policy. Use FERPA only for an education-record rights allegation and OCR only for discrimination or retaliation within its jurisdiction. That approach preserves your options while recognizing that curriculum decisions are primarily made under state and local authority.
