Federal mortgage changes announced in 2025 and 2026 could affect how some borrowers are scored, how FHA loans are processed, and how Fannie Mae and Freddie Mac are supervised. They do not automatically lower your rate, raise your credit score, or guarantee approval. The practical result for any buyer depends on the loan type, lender, credit file, property and timing of the application.
The most immediate underwriting development is the addition of VantageScore 4.0 and FICO Score 10T as eligible models for FHA-insured underwriting, alongside moves by Fannie Mae and Freddie Mac toward those models. HUD also announced 14 FHA Single Family policy changes on June 23, 2026, after rescinding more than 12 sub-regulatory policies in June 2025. Separately, FHFA finalized a regulation repeal affecting its oversight framework, while proposed “Duty to Serve” amendments have not yet become rules.

What the mortgage changes are—and their status
“Mortgage reform” covers several different actions here. Some are final rules with effective dates, some are agency announcements that require implementation guidance, and one major item remains a proposal. Treating them as one new mortgage program would create the wrong expectations.

New credit-scoring models: what could change in underwriting
What HUD announced
On April 22, 2026, HUD announced that VantageScore 4.0 and FICO Score 10T would be eligible models for FHA-insured underwriting. FHFA announced that Fannie Mae and Freddie Mac were also moving forward with those models. The change creates additional model options rather than a promise that every applicant will be rescored under all available systems.
A mortgage score is an interpretation of information in your credit files. Different models can evaluate the same file differently, so a model change could help one applicant, leave another roughly unchanged or produce a less favorable result. The official announcements do not show how any named applicant’s score will move.
“By embracing additional predictive credit scoring models, we are taking a meaningful step toward expanding access to homeownership – particularly for creditworthy borrowers who may have been overlooked under older systems.”

Why the model used by your lender matters
Eligibility at the agency level does not tell you which score a lender will pull, how the lender will handle multiple scores or whether the lender has completed its own technology and policy rollout. A lender may also apply overlays or use a different process for an FHA loan than for a conventional loan sold to an enterprise.
Before relying on a new model, ask the lender:
- Which scoring model or models will be used for this loan type?
- Has the lender implemented VantageScore 4.0 or FICO Score 10T for applications in your state and product?
- If more than one model is available, how are scores selected for underwriting?
- Will a score from a co-borrower or a thin credit file be handled differently?
- Could the model choice change the interest rate, mortgage-insurance pricing, down-payment requirement or approval conditions?
Actions that protect your application
- Get the lender’s scoring explanation before applying. Ask for the model name, the date scores will be pulled and whether the result is a prequalification estimate or an underwriting score.
- Keep your credit file stable. Avoid opening new accounts, closing established accounts or taking on large financed purchases while the lender is evaluating the file unless the lender advises you otherwise.
- Check all three credit reports for errors. A scoring-model change cannot correct inaccurate balances, late-payment history or identity information. Dispute errors with the reporting company and allow time for updates before a mortgage pull.
- Request a written explanation of any change. If a new score affects approval or pricing, ask the lender to identify the model, score date and specific underwriting rule involved.
Do not pay a third party simply because it advertises access to a new model. The relevant question is which model your mortgage lender actually uses for the application.

What is established
HUD said on June 23, 2026 that it had made 14 FHA Single Family policy changes to reduce administrative burdens and improve affordability for FHA-insured borrowers and lenders. The announcement is a program-level summary, not a complete set of instructions for every mortgage file.
Rank #3
For a specific change to affect your loan, the applicable Mortgagee Letter or other implementation notice must cover your transaction, and the lender must have adopted the procedure. FHA rules can differ by stage: application, underwriting, appraisal, closing, insurance endorsement or servicing. A headline about “affordability” therefore cannot be converted into a universal dollar estimate.
How to find the rule that applies to you
- Identify the FHA transaction type. Tell the lender whether you are buying a one-unit home, refinancing, using a program for a manufactured home or applying with a co-borrower. The relevant guidance can depend on the transaction.
- Ask for the Mortgagee Letter number. Request the exact letter or FHA implementation notice supporting any claimed change to documentation, fees, underwriting or closing timing.
- Confirm the effective date. A policy may apply to cases assigned, submitted or closed after a particular date rather than to every loan in process.
- Compare the loan estimate, not the announcement. Check the interest rate, upfront and annual mortgage-insurance charges, lender fees, cash to close and projected payment on your own Loan Estimate.
- Escalate unclear answers. If a lender cites a policy but cannot explain how it changes your file, ask for a loan officer’s written clarification or contact HUD’s FHA information channels.
HUD’s rolling “FHA INFO Messages: Single Family Housing Industry News” notices are the official place to monitor implementation communications. A lender’s internal checklist can lag an agency announcement, so the effective date and the lender’s adoption both matter.
What the June 2025 FHA rescissions mean
On June 27, 2025, HUD said it had rescinded more than 12 sub-regulatory policies across the FHA origination process, from application through insurance endorsement. HUD described the purpose as reducing financing costs and delays.

It refers to guidance and administrative requirements used in the origination process. Removing a requirement can reduce work for a lender, but the effect on your closing depends on the property, documentation, appraisal, lender workflow and any other conditions on the file.

If a lender says a rescission changes your loan, ask which requirement was removed and whether the change applies to your case. Keep copies of prior requests and updated requests so you can see whether documentation actually declined. Do not assume that a rescinded policy eliminates statutory requirements, the terms of your purchase contract or ordinary lender fraud and ability-to-repay checks.
FHFA’s final oversight-rule repeal
FHFA’s final rule repealing its regulation on Fair Lending, Fair Housing, and Equitable Housing Finance Plans was published February 6, 2026 and took effect March 9, 2026. This is a change to FHFA’s regulatory framework for entities it regulates, including the housing-finance enterprises.
The rule page does not establish a quantified change in an individual homebuyer’s rate, eligibility, required down payment or closing costs. It should therefore be read as an institutional-oversight change, not as a new borrower benefit or restriction. Your lender still must apply the laws and underwriting rules that govern your loan and must provide the disclosures required for your transaction.
Duty to Serve amendments are still a proposal
In June 2026, FHFA listed proposed amendments to the Enterprises’ Duty to Serve requirements. The proposal concerns activity in manufactured housing, affordable-housing preservation and rural housing markets.
Best Value
- It can be a gift option
- Comes with secure packaging
- Helpful in various ways
Because the item was presented as a proposed rule, it has not itself changed a buyer’s eligibility, interest rate or access to financing. A proposal can be revised, withdrawn or finalized with different language. Buyers in the affected markets should treat current lender program terms and existing agency guidance as controlling until FHFA publishes a final rule and an effective date.
How to assess the reforms during your own purchase
When you are shopping for preapproval
- Tell each lender whether you are considering FHA or conventional financing; the scoring and policy path can differ.
- Ask which credit model is used now, whether the lender is using one of the newly eligible models and when implementation occurred.
- Request a written list of documentation and ask whether any FHA policy change affects that list.
- Obtain comparable Loan Estimates once you have a property and enough information for the lender to issue them.
When you already have an FHA application
- Ask whether your case is governed by a new Mortgagee Letter or an earlier version based on the case-assignment or submission date.
- Have the lender identify any removed requirement in writing rather than assuming a shorter process.
- Track appraisal, underwriting conditions, insurance endorsement and closing dates separately; an administrative change at one stage may not accelerate the others.
When your credit score is near a lender threshold
Ask whether the lender can legally and operationally use an eligible alternative model for your loan. Do not order multiple mortgage pulls merely to chase a higher score. Have the lender explain the effect of the model, the pricing tier and any compensating factors before you authorize a new application.
Who may notice a practical difference first?
Borrowers with credit files that older models represent differently
An additional model could produce a different underwriting score for a borrower whose file is evaluated differently by VantageScore 4.0 or FICO Score 10T. Whether that difference helps depends on the underlying data and the lender’s implementation. The announcements do not quantify how many borrowers fall into this category.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteFHA applicants facing documentation or processing friction
The 2025 rescissions and 2026 policy changes are most relevant when a lender identifies a specific administrative requirement affecting your file. The benefit may be fewer documents or less rework, but it is not automatic and does not remove property, income, appraisal or insurance requirements that still apply.
Buyers in rural, manufactured-housing or preservation markets
The proposed Duty to Serve amendments could matter if finalized, but no current buyer should base an offer or financing plan on the proposal. Use programs currently offered by the lender and verify eligibility before making a contractual commitment.
Questions to put in writing before you sign
- Which agency or investor rule governs my loan, and is the change final, announced for implementation or still proposed?
- What is the exact effective date for my case?
- Which credit model produced the score used for this decision?
- Did a policy change alter any fee, mortgage-insurance charge, documentation item or deadline on my Loan Estimate?
- If the lender says the reform saves money or time, what line item or milestone demonstrates that result for my file?
- What requirements remain unchanged despite the reform?
The practical takeaway
These reforms may expand the set of credit models available to mortgage underwriters and streamline parts of FHA administration, but they are not a universal rate cut or approval guarantee. The FHFA repeal changes oversight rules, and the Duty to Serve item remains a proposal. For a real application, the decisive evidence is the lender’s model and implementation, the applicable Mortgagee Letter, the effective date for your case and the final Loan Estimate—not the announcement alone.
