Mortgage lenders review four connected areas before approving a U.S. home-purchase or refinance loan: your ability to repay, the money you are bringing to the transaction, your credit and existing debts, and the property securing the loan. They verify the information with documents, calculate the proposed payment alongside your other obligations, and assess whether the loan amount is reasonable for the home’s value and the applicable program rules.
There is no single salary, credit score, down-payment percentage or debt-to-income (DTI) number that guarantees approval. Underwriting is a cumulative risk assessment, so a strength in one area may not fully offset a weakness in another. The exact evidence and limits depend on the lender, loan program, property and your financial circumstances.

The four questions an underwriter is trying to answer
Freddie Mac describes the review through four “C’s”: capacity, cash, collateral and credit. In practical terms, the underwriter asks:
- Can you repay the loan? Income, employment or other qualifying income, the proposed housing payment and your existing obligations are evaluated together.
- Do you have the funds needed to close and cope with risk? The lender verifies the down payment, closing funds and any required reserves, including where the money came from.
- Have you managed credit responsibly? Credit reports, scores, payment history and current balances help estimate repayment risk.
- Is the property acceptable collateral? An appraisal and property review help determine whether the home’s value, condition and characteristics support the requested loan.
Fannie Mae’s comprehensive approach similarly evaluates equity investment, credit history, liquid reserves, reliable and recurring income, and the cumulative effect of other risk factors. That cumulative approach explains why two applicants with the same income can receive different decisions.

Income and employment: what counts as qualifying income
Lenders use the income they rely on to repay the mortgage. They look at the amount, source, stability and likelihood that it will continue at a qualifying level. A high gross salary alone is not enough if the income is inconsistent, cannot be documented, or is not expected to continue.
Common evidence for employees
Most employees should expect to provide recent pay stubs and W-2 forms. Tax returns or other records may be requested when the file includes variable pay, multiple jobs, business income, employment gaps or unusual compensation. The lender may verify current employment again later in the process.
Self-employment and variable earnings
Business owners, contractors and applicants with commissions, bonuses or overtime generally need records that show how the income was earned over time. Tax returns and business or personal financial statements may be used, and the lender may examine whether the business remains viable. The precise calculation is program- and lender-specific; do not assume that every dollar shown on a tax form will count as qualifying income.
Rental, support and other non-employment income
Rental income, child support, alimony and other recurring sources can be considered when they are properly documented and likely to continue. The CFPB lists these sources as examples for which additional proof may be required. If employment income is not being relied upon, federal ability-to-repay rules do not require verification of employment status itself; the relied-on income or assets still must be supported by reasonably reliable third-party records.
What can weaken an income analysis
- Recent or unexplained drops in earnings.
- Income that depends on a short-term contract or uncertain source.
- Inconsistent figures between the application, pay records and tax documents.
- Unreported changes in employment or compensation after the initial review.
Assets, down payment and cash reserves
The lender verifies funds that matter to the transaction: the down payment, closing costs, prepaid items and, when required by the program, reserves that remain after closing. Bank and investment statements are common evidence. The underwriter also considers whether the funds are actually available and whether their source is acceptable under the loan rules.

Tracing the source of funds
Large or recent deposits can trigger a request for an explanation and supporting records. Be ready to show whether a deposit came from a transfer between your accounts, a sale of an asset, a gift, a bonus or another source. Do not move money between accounts without retaining a clear paper trail.
Reserves are a risk factor, not a universal amount
Fannie Mae identifies liquid reserves as one element of its risk assessment, but reserve requirements vary by loan type, occupancy, property and borrower profile. No particular reserve balance applies to every mortgage. Ask the lender how it counts retirement funds, restricted accounts, gifts and other assets for the specific program.

- Provide complete statements, including every page of a multi-page document even when a page appears blank.
- Use the lender’s requested date range and file format.
- Keep statements that show the account holder, institution, account number (with sensitive digits protected as instructed), balance and transaction history.
- Explain unusual deposits before the underwriter has to ask.
Debts and debt-to-income ratio
The lender adds your proposed mortgage payment to qualifying monthly obligations such as credit-card payments, auto loans, student loans and other debts, then compares the total with qualifying monthly income. This debt-to-income ratio (DTI) is a measure of repayment capacity, not a standalone approval rule.
How the calculation works
Suppose qualifying monthly income is $8,000 and the proposed housing payment plus other counted debts total $3,200. The resulting DTI is 40%. The payment used in underwriting can include principal and interest, property taxes, homeowners insurance, mortgage insurance and applicable association dues, depending on the program.
Why there is no universal DTI cutoff
The CFPB’s ability-to-repay rule requires creditors to consider DTI or residual income, but it does not establish one federal numeric ceiling. Creditors and loan programs set their own standards, and a lender may apply a more conservative calculation consistently to similar loans.

For context, Fannie Mae’s 2025 Selling Guide states that a manually underwritten loan has a 36% maximum total DTI, with an allowance up to 45% when specified credit-score and reserve requirements are met. Those figures apply to that Fannie Mae manual-underwriting context, not to every lender, automated underwriting system or government-backed program.
Debts that are easy to overlook
- Credit cards that were opened recently or have a promotional payment.
- Student-loan obligations, including accounts with income-driven payments.
- Co-signed loans or debts reported on another person’s account.
- New financing taken out after the application.
- Payments that do not appear on a single credit report but are disclosed elsewhere in the file.
Report all obligations accurately. If the lender discovers new debt or reduced income after the initial decision, the file may require re-underwriting under applicable Fannie Mae rules or other program requirements.
Credit history and score
Credit reports show previous credit transactions, current balances and payment patterns. A credit score helps predict the likelihood of repayment, but it is only one part of the assessment. Fannie Mae explicitly considers credit history alongside assets, reserves, income and equity investment rather than in isolation.
What the lender examines
- Whether payments were made on time and how recently serious delinquencies occurred.
- Balances and utilization on revolving accounts.
- Length and mix of credit experience.
- Recent applications, new accounts, collections, judgments or bankruptcies when applicable.
- Whether the debts listed on the application match the credit report and supporting records.
There is no single minimum score that applies to every mortgage. The relevant threshold depends on the lender, product, occupancy, loan-to-value ratio and underwriting method. Ask for the requirement for the exact program rather than relying on a general online number.
The property, appraisal and loan terms
The home is collateral for the mortgage, so the lender must be satisfied that it supports the requested loan. A professional appraisal is commonly ordered to estimate market value. Freddie Mac also identifies physical condition, the site and the surrounding neighborhood as aspects of the property review.

Value and loan size
The relationship between the loan amount and the purchase price or appraised value affects risk. If an appraisal is lower than the contract price, the lender may base its calculation on the lower supported value, which can change the required cash contribution or loan structure.
Condition and eligibility
Major defects, safety concerns, incomplete repairs, unusual construction or a property that does not meet program rules can delay or prevent approval. Property type, occupancy, location, insurance availability and homeowners-association details may also matter. These checks are separate from your personal credit and income review.
Purpose and structure of the loan
Purchase and refinance transactions can have different documentation and eligibility requirements. Interest-rate type, term, occupancy, requested amount and the applicable conventional or government-backed program all shape the underwriting decision.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Application accuracy and document completeness
Underwriters compare the application with third-party records and documents. Fannie Mae requires lenders using its guide to confirm that application information is accurate and complete and to document the assessment of credit, employment, income, assets and other qualifying information. The final file must include income and debts that were verified, disclosed or identified during the process.

A practical preparation process
- Ask for a situation-specific document list. Tell the loan officer whether you are salaried, self-employed, paid by commission, receiving support or rental income, using gift funds, or refinancing. The list should reflect those details.
- Collect core records. Gather recent pay stubs, W-2s, tax returns when requested, bank and investment statements, debt information and proof of supplemental income.
- Reconcile the application. Check that employer names, job dates, income, account balances, addresses and debts match the records you submit.
- Document the cash trail. Identify the source of the down payment and closing funds. Save transfer confirmations, gift documentation or sale records when applicable.
- Submit complete files. Include every page of multi-page statements and follow the lender’s instructions for secure delivery and naming.
- Respond quickly to conditions. A prompt, clear answer can prevent an avoidable pause while the underwriter waits for clarification.
- Keep finances stable through closing. Tell the lender before closing about a job change, income reduction, new credit, large purchase or additional debt. Such changes can require a fresh review.
- Confirm program rules. Ask how the specific loan treats DTI, credit, gift funds, down payment, reserves and property eligibility instead of assuming a rule from another loan type applies.
Why an application may be denied or require conditions
A denial or conditional approval usually reflects the interaction of several risks rather than one universally decisive number. Common issues include insufficient or unstable qualifying income, high obligations relative to income, limited documented funds, adverse credit history, incomplete or inconsistent records, and a property that fails value, condition or program requirements.
Underwriters may ask for additional evidence instead of making an immediate final decision. A condition could involve a missing statement page, an explanation for a deposit, proof that a liability is paid, updated employment verification or a repair document. Read each condition literally and ask the loan officer what document will satisfy it; sending a different record may create another delay.
Comparing mortgage offers after you apply
If you compare lenders, compare the same loan amount, term, occupancy and property assumptions. Freddie Mac notes that applicants receive a Loan Estimate with loan terms and estimated costs within three days of completing an application. Use those estimates to compare:
| Comparison point | What to check |
|---|---|
| Interest rate and APR | Whether the rate is fixed or adjustable, the APR, discount points and the assumptions behind the quote. |
| Fees and cash to close | Origination charges, lender credits, prepaid items, closing costs and the total cash required. |
| Monthly payment | Principal and interest plus estimated taxes, insurance, mortgage insurance and association dues where applicable. |
| Down payment and mortgage insurance | Required cash contribution, insurance premium structure and cancellation or adjustment terms under the program. |
| Rate-lock terms | Lock duration, extension charges and what happens if underwriting or closing takes longer. |
| Verification process | How the lender handles income, assets, gift funds, self-employment and requests for additional documents. |
| Program and property eligibility | Occupancy, property type, appraisal, insurance and other conditions that could affect approval. |
Keep timing and assumptions consistent. A lower advertised rate is not a meaningful comparison if it requires different points, a different loan amount or conditions you cannot meet.
What consumers often misunderstand
In Fannie Mae’s 2023 Mortgage Understanding Study, 3,338 respondents reported what they believed lenders consider and what they perceived as common denial reasons. Those are consumer perceptions, not a dataset of actual lender decisions or underwriting rules. The practical lesson is to distinguish a commonly repeated rule of thumb from the requirements for your specific program.
For example, a lender does not approve or deny solely because your salary falls above or below a headline number. The underwriter evaluates documented income, obligations, assets, credit, property and the cumulative risk. Likewise, a credit score or DTI figure found online cannot substitute for the standards of the lender and loan type you are actually using.
