For a regulated UK residential mortgage, the lender tests whether your verified resources can cover the proposed payment throughout the term, after existing commitments and realistic household costs, including likely future changes and higher interest rates. Your credit history and the lender’s own criteria also affect the decision, but an income multiple or credit score is not a substitute for the affordability assessment.
What the affordability assessment is designed to establish
The lender is deciding how much you can borrow, for what term, and on which products without creating an unreasonable risk that payments will become unaffordable. It must use information and evidence appropriate to your circumstances rather than relying on a salary figure that you simply declare. The rules below apply to regulated residential lending in the UK; buy-to-let, business-purpose borrowing and specialist high-net-worth regimes can follow different requirements.

The Financial Conduct Authority (FCA) rules require a firm to consider income, committed expenditure, essential household spending, basic quality-of-living costs, foreseeable changes and the effect of likely future interest-rate rises. Individual lenders choose their underwriting models within those requirements, so two lenders can reach different borrowing limits for the same applicant.

Income used in the calculation must be supported by suitable independent evidence. FCA rule MCOB 11.6.8R states that “a firm must not accept self-certification of income by the customer.” The documents and period covered depend on your employment status, how long you have received the income and whether it is guaranteed.

Common income sources
| Income source | How a lender may assess it |
|---|---|
| Salary from employment | Usually evidenced through payslips, employer information and bank statements; guaranteed and variable elements may be treated differently. |
| Second job, freelance or contract work | May be considered when the history and continuity are credible. The lender decides what evidence and averaging period are appropriate. |
| Commission, bonus or overtime | Acceptance and the proportion included depend on regularity, contractual status and the lender’s criteria. |
| Benefits | Some benefits can be included when they are evidenced and expected to continue; the lender assesses their duration and conditions. |
| Self-employment or business income | Accounts, tax information and other records may be required. A projection can be considered where it forms part of a credible business plan, but it is not automatically accepted. |
| Pension income | Current or expected pension income can be relevant, particularly where the mortgage runs into retirement, subject to evidence of the amount and start date. |
| Investment income | May be used when the source, value and sustainability are documented under the lender’s policy. |
MoneyHelper identifies salary, a second job, freelancing, benefits, commission and bonuses as possible sources and notes that pensions and investments can also be relevant. No single document pack applies to every lender. Ask the lender or adviser for its current list before submitting an application.
Why the evidence standard matters
Evidence allows the lender to distinguish dependable income from a temporary spike. A one-off bonus, a recently started contract or a business forecast may receive less weight than established, recurring earnings. The assessment can also account for more than one applicant’s income, but each source still has to meet the lender’s evidence and continuity requirements.
Existing commitments and household spending
The proposed mortgage payment is only one outgoing. The lender must take full account of contractual commitments that will continue and make a reasonable assessment of household expenditure. It can use your actual spending data or a suitable statistical or modelled estimate based on realistic assumptions for your household, including dependants.

- Personal loans and other credit agreements.
- Credit-card balances or required payments.
- Hire-purchase and vehicle-finance contracts.
- Child maintenance and alimony.
- Other contractual payments that will remain after completion.
Debts that are due to end soon are not automatically ignored. A lender should take a common-sense view of the remaining term and payment size. Paying off a commitment before completion may change the calculation, but the lender will normally require evidence that the repayment has actually occurred and that doing so does not create a new financial strain.

Essential household costs
Examples include food and washing, heating, water, telephone, Council Tax, buildings insurance, leasehold ground rent and service charge, and essential travel. GOV.UK also identifies utility bills, insurance and Council Tax as typical outgoings considered in a mortgage application.
Basic quality-of-living costs
The FCA framework is broader than bare survival costs. Clothing, household goods and repairs, toiletries, basic recreation, some non-essential transport and childcare can all be relevant. MoneyHelper similarly tells applicants to prepare for questions about general household bills and spending, debts, travel, childcare and entertainment. A lender does not have to accept every item at the exact amount you report, but it must use realistic assumptions rather than pretending these costs do not exist.
Foreseeable changes during the mortgage term
If information available at application indicates that income or expenditure is likely to change, the lender must factor that change into affordability. FCA examples include lower income after retirement, known redundancy and a future loan commitment. MoneyHelper highlights retirement, maternity leave and having a child as changes applicants may need to discuss.

When the mortgage extends beyond your expected retirement date—or beyond state pension age where the date is not known—the lender should take a prudent and proportionate approach to post-retirement income. The closer retirement is, the more robust the supporting evidence should be. That may mean showing pension forecasts, confirmed benefits or other sustainable resources rather than relying on current employment income for the whole term.

Family and employment changes
A planned period of maternity or parental leave, a move from full-time to part-time work, a fixed-term contract ending, or a known redundancy process can all alter the calculation. Tell the lender about material changes instead of assuming that approval based on today’s payslip will cover a foreseeable reduction later.
Interest-rate stress testing
FCA guidance on MCOB 11.6.18R requires lenders to consider the impact of likely future interest-rate rises on mortgage payments. The assessment must look over at least five years. If the mortgage contract lasts less than five years, the relevant test period is its duration. If the interest rate is fixed for at least five years, this particular stress-test requirement does not apply.
The FCA does not prescribe one universal stress rate or a single percentage buffer. A lender chooses an appropriate method, which may involve the initial rate, the reversion rate or an expected follow-on rate. Consequently, a payment that passes one lender’s model can fail another’s even when the advertised initial rate is the same. The five-year period is a regulatory minimum, not a promise that rates will follow a particular path.
Credit history is a separate part of the decision
After a formal application, lenders generally obtain information from credit-reference agencies to review financial history and lending risk. GOV.UK notes that a credit score can affect whether you obtain a mortgage and which deals are offered. This check is distinct from the budget calculation: a strong credit file does not prove that your income covers the payment, and a weaker file does not by itself show that the payment is unaffordable.

Before applying, check your credit reports for incorrect addresses, duplicated accounts, missed-payment errors or signs of fraud. Correcting an error can prevent an avoidable decline, but it cannot replace evidence of income or a sustainable surplus after expenditure.
How the assessment usually proceeds
- Initial estimate: You provide income, debts, household details, deposit and proposed term. An affordability calculator can give an estimate, not a binding offer.
- Document request: The lender or adviser specifies the evidence required for each income stream and commitment. MoneyHelper’s preparation list includes payslips, account statements for self-employed applicants, benefit-payment details, bank statements, credit-card or loan statements and utility bills. Printouts of online statements or bills may not be accepted in every circumstance.
- Verification: The lender checks the documents, confirms liabilities and examines whether spending assumptions are reasonable for your household.
- Future-risk assessment: It considers declared changes such as retirement or parental leave and applies its interest-rate approach over the required period.
- Credit and policy checks: A credit-reference-agency search and the lender’s own criteria—such as treatment of variable income, loan-to-value limits and product rules—are applied.
- Decision and conditions: The result may be an agreement in principle, a request for more evidence, a lower loan, a different term or product, or a decline. Only a formal mortgage offer sets the lender’s binding terms.
Why lenders can offer different borrowing amounts
FCA rules establish an affordability obligation, not an identical calculator for every lender. When comparing options, ask about these six practical differences:
| Comparison point | Question to ask |
|---|---|
| Income policy | Which income streams are accepted, and what share of bonus, commission or overtime is included? |
| Debt and spending | How are existing loans, credit cards, dependants and household costs treated? |
| Future changes | How will retirement, parental leave, a fixed-term contract or a known loan be assessed? |
| Rate stress | What rate period and follow-on-rate assumption does the model use? |
| Deposit and loan-to-value | What deposit is required for the product and how does the resulting loan-to-value affect eligibility and pricing? |
| Product cost | What are the interest rate, fees and resulting monthly payment over the chosen term? |
Borrowing amount, deposit size and the ability to afford monthly payments are related but separate questions. A larger deposit can reduce the loan-to-value ratio and payment, while a longer term can lower the monthly figure but increase the total interest and extend the period over which future risks must be considered.

Common mistakes and practical fixes
Relying on a salary multiple
An income multiple can act as a policy limit, but FCA guidance says it does not replace an income-and-expenditure assessment or the consideration of future rates. Use any multiple shown online as a screening figure, not a promise of what you can borrow.

Leaving out irregular income or debts
Omitting a credit agreement, maintenance payment or variable-income pattern can lead to a revised decision when documents arrive. List every commitment and explain the history of non-salary income at the outset.
Assuming discretionary spending is irrelevant
Basic quality-of-living costs include more than utilities and food. Keep bank statements consistent with the household budget you declare, and allow for childcare, transport, clothing and ordinary recreation.
Treating a calculator result as an offer
MoneyHelper’s calculator adjusts for income, monthly expenses, loan size, term and rate to produce an estimate. It does not verify documents or commit a lender. A decision can change after the credit search and evidence review.
Applying without checking reports
Review credit files before a formal application, correct factual errors and avoid taking new credit while the application is being assessed unless the lender knows about it.
Remortgages and product transfers need separate treatment
Do not assume that every remortgage receives exactly the same checks as a first mortgage. Additional borrowing can trigger affordability checks, while some arrangements for an existing borrower who is not increasing borrowing may follow more flexible rules. The exact treatment depends on the transaction, lender and applicable FCA provisions. Ask whether the proposed change is a new affordability assessment, a product transfer or a variation with different requirements.
Application-readiness checklist
- List all applicants, dependants and expected changes during the term.
- Gather current evidence for salary, variable income, benefits, pensions, investments or self-employment.
- Record every loan, card, hire-purchase agreement, maintenance payment and other contractual commitment.
- Prepare realistic monthly figures for utilities, Council Tax, insurance, food, transport, childcare and other household costs.
- Check credit-reference-agency reports and dispute inaccurate entries before applying.
- Confirm the deposit source and expected loan-to-value.
- Ask the lender or adviser which documents it accepts and how long each must cover.
- Request an explanation of the stress-test approach and the assumed follow-on rate if affordability is close.
The governing principle is simple: the lender must be satisfied that repayments remain sustainable from evidenced resources after realistic outgoings and foreseeable risks. The FCA’s five-year rate consideration, the prohibition on self-certified income and the requirement to account for commitments and likely changes set the framework; lender-specific evidence rules and underwriting models determine the final number.
