What makes London house prices rise, and how does housing supply affect them?

London house prices rise when demand and buyers’ ability to pay grow faster than the number of homes available. Employment and expected income, mortgage rates, lending limits, population and household growth all affect how much competition buyers can create. Supply matters because a market that adds homes slowly has less capacity to absorb that demand.

More homes generally reduce price pressure over time, but the effect is neither immediate nor identical in every borough. Planning permissions are not completed homes, and a new scheme can attract extra demand or improve local amenities before its wider supply effects appear.

What makes London house prices rise?

The central mechanism is a mismatch between demand and available housing. The Bank of England explains that “Growing demand usually means higher house prices.” Demand is not just the number of people who want a home; it also includes the amount those buyers can borrow and the income they expect to earn. If purchasing power rises while the housing stock changes slowly, competing bids can push prices up.

Employment and expected earnings

Jobs and wages shape the budgets of owner-occupiers and investors. A stronger labour market can bring more potential buyers into the market, while expectations of higher future income can make households willing to bid more today. The reverse is also true: weaker employment prospects or falling real incomes can reduce effective demand even when many people still want to buy.

Mortgage rates and lending

Interest rates change the monthly cost of a mortgage and therefore the maximum price many households can afford. When rates fall, a given income can support a larger loan, allowing buyers to compete for the same homes. Higher rates reduce borrowing capacity and can force buyers to lower offers or delay a purchase. Lenders’ affordability tests, loan-to-income limits and willingness to provide credit also determine how much demand reaches the market.

Population and household formation

Population growth can increase the number of households seeking somewhere to live. Household formation matters separately: the same population requires more homes if people form smaller households or live independently rather than sharing. Demand rises most strongly when this growth occurs in places where construction cannot respond quickly.

Expectations and timing

Buyers and developers make decisions based on expected income, rates and future market conditions. A temporary improvement in borrowing conditions can lift prices before many additional homes can be delivered. Conversely, a construction slowdown may not affect prices immediately if demand is weak, but it can leave the market vulnerable to a later demand recovery.

Why does a limited housing supply put upward pressure on prices?

Housing supply is the number of usable homes offered for sale or rent, plus the rate at which new homes are added. The Bank of England states: “Prices will also tend to be higher if fewer houses are built, reducing the supply of housing.” This is a tendency, not a promise that every development will lower prices nearby.

Vacancies and chains of moves

New market-rate homes can improve availability through a chain of moves. A household moving into a new flat may leave its previous home, which becomes available to another household, and that move can free a third property. These vacancy chains can spread the effect beyond the original site and across different price and rent ranges. The process takes time and depends on homes being occupied, not merely granted permission.

Market-rate and social housing do different jobs

Market-rate construction expands the overall stock and can ease pressure as households move through the market. Social housing addresses the needs of lower-income households more directly because its rents and allocation rules are not set by open-market prices. A city can therefore need both a larger general stock and additional genuinely affordable or social homes; one category cannot be treated as a perfect substitute for the other.

Short-term local effects can differ

A major project may add homes but also bring transport links, public spaces, shops or other amenities. Those improvements can attract residents and raise demand in the surrounding area. Existing owners may see stronger desirability even while the city gains supply overall. The long-term market effect therefore cannot be inferred from the first year’s price movement around one site.

Measure Figure How to interpret it
Net housing completions 33,989 Homes counted as completed during 2023–24.
Net housing approvals 48,155 Units receiving planning approval during the same monitoring period; approval does not mean construction.
Annual comparison target 52,287 The London Plan target used in the report, derived from borough targets based on the 2017 Strategic Housing Land Availability Assessment.
Change in completions About 9% lower than the previous monitoring period A year-on-year monitoring comparison, not a forecast of future supply.
Uncompleted permissions pipeline 347,111 homes at the end of 2023–24 Down from 362,270; the total represents permissions that had not yet become completed homes.

The GLA’s net housing supply measure combines conventional completions—self-contained homes from new build, conversions and changes of use—with non-conventional completions such as hostel or student-hall bedrooms. Always check which component is being reported before comparing a supply number with sales prices or household needs.

Why planning permissions do not immediately lower prices

A permission is a legal opportunity to build, not a finished dwelling. Developers may phase construction, renegotiate a scheme, wait for finance or abandon a marginal site. The uncompleted pipeline illustrates why a large headline number can coexist with a shortage of available homes.

Delivery and viability barriers

London Assembly analysis identifies complex brownfield sites, high land values, rising interest rates and sustained construction-cost inflation as threats to project viability. A March 2026 policy paper from the Ministry of Housing, Communities and Local Government also lists planning and regulatory complexity, dampened demand and poor site viability as reasons pipelines stall. These are reported constraints on delivery; the evidence does not quantify a specific effect from each one on sale prices.

Construction and sales conditions

The GLA’s Housing in London 2025 report says new-home supply followed the low-performing 2023 and 2024 trend through October 2025. It reports that new market-home sales peaked in 2022 and then fell considerably, alongside reduced Build to Rent demand, the end of Help to Buy, higher construction costs and high interest rates. The report presents these as contributing conditions rather than a separately measured causal effect for each factor.

What does London’s affordability data show?

In 2024, London’s residence-based price-to-earnings ratio was 11.1, compared with 7.7 for England and Wales nationally, according to the London Assembly Research Unit. The ratio divides the median house-sale price by median gross annual earnings for residents. A higher ratio means a typical home costs more years of typical earnings.

Only 3% of London homes sold in 2024 met a threshold of five years of earnings. Five years is a broad indicator, not a universal definition of affordability: households have different deposits, debts, interest rates and housing needs. The underlying small-area house-price data are not mix-adjusted, so a change in the types of properties sold can move the ratio even if like-for-like prices change less.

How supply, demand and interest rates interact

It is misleading to assign a London price movement to supply alone. Consider three interactions:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Demand rises while supply is fixed: stronger employment, population growth or cheaper credit can produce faster price growth because buyers compete for a limited stock.
  • Supply rises while demand is weak: additional homes may take longer to sell, and developers may slow starts; the immediate price response can be modest.
  • Both change together: a rate cut can increase purchasing power at the same time that construction costs delay new homes. Prices then reflect the combined forces, not one isolated variable.

Research synthesised by the GLA finds that increased supply in most UK regions is associated with subsequent easing of price pressures, and that mortgage-rate effects differ according to how responsive supply is. That evidence is not a London-only estimate and does not establish a fixed price reduction for each additional home.

What is planned for London’s future housing supply?

The Greater London Authority’s Draft London Plan 2026 proposes 558,000 homes for 2027–2036. The document also references a government housing-need figure of 850,000 homes for the following ten-year period. The first number is a draft-plan proposal; the second is a stated need figure. Neither is a record of completed homes or a guaranteed delivery forecast.

The draft plan describes the challenge as providing not only a significant number of homes but accommodation that is affordable and available in varied types and tenures. For prices, the important test will be how many proposed units receive permission, start construction and become occupied, and whether their locations and tenures match the households creating demand.

How to judge claims that a development will make homes cheaper

  1. Identify the measure: is the claim about permissions, starts, completions, vacant units, rents or sale prices?
  2. Check the dates: supply data for 2023–24 and affordability data for 2024 describe different periods and should not be combined into a single causal calculation.
  3. Check the geography: a borough, neighbourhood and London-wide market can move in different directions.
  4. Check the housing mix: self-contained homes, student rooms, market-rate units and social housing affect availability for different households.
  5. Allow for lags: planning, construction, occupation and vacancy chains can take years, while mortgage rates can change demand within months.
  6. Separate correlation from causation: a price change after a project opens may also reflect interest rates, incomes, transport investment or the type of homes sold.

Why are London homes so expensive?

The affordability figures show that London prices are high relative to local earnings, but they do not identify one cause. Persistent demand from jobs and households, constrained and uneven land availability, expensive construction, financing conditions and an incomplete conversion of permissions into occupied homes all contribute. London’s market is therefore best understood as a feedback system: demand raises prices when supply is slow, high prices and costs can make development harder, and new supply gradually changes the balance through moves and vacancies.
