What Lenders Consider When Deciding How Much You Can Borrow

By TheFinanceBase Team 8 min read

A mortgage lender decides how much you can borrow by testing whether your documented income and assets can support the proposed housing payment and other debts, while checking your credit, employment, cash reserves, property and loan eligibility. The result is a qualified loan amount—not a guarantee that the payment fits your household budget.

Your sustainable budget can be lower. The Consumer Financial Protection Bureau (CFPB) advises focusing on a mortgage that is affordable given your other priorities, rather than simply borrowing the most a lender will approve.

Qualification and affordability are different answers

Underwriting answers, “How much are we willing to lend under this loan program?” Your budget must answer, “What payment can we keep making while covering ordinary bills, savings and unexpected costs?” A lender’s calculation may not fully reflect childcare, medical expenses, irregular income, maintenance, travel, helping family members or a savings goal.

The CFPB recommends considering income, expenses, savings priorities and the possibility that the payment could change. A preapproval or automated estimate is therefore a lending decision based on verified facts, not personal financial advice.

How a lender builds the borrowing amount

Most applications move through a combination of document review and an automated or manual underwriting process. The lender establishes qualifying income, totals counted monthly obligations, calculates the proposed housing payment, checks credit and assets, and confirms that the property and loan meet program rules.

1. Establishing qualifying income

Lenders generally verify employment, income and assets. They may request recent pay statements, W-2 forms, tax returns, employment verification, bank statements and documentation for other income sources. Gross income is used in the standard debt-to-income calculation, but the income accepted for qualification depends on the source, history, documentation and applicable underwriting rules.

Salary is usually straightforward to document. Bonuses, commissions, overtime, self-employment income, rental income or benefits may require a longer history and additional proof. A lender does not necessarily count every dollar shown on a tax return or bank statement; it applies the rules for the particular loan path.

2. Counting existing debts and obligations

Car loans, student loans, credit-card minimums, personal loans, court-ordered payments and other recurring obligations reduce the income available for housing. The lender uses the payment required under its calculation rules, which can differ from the amount you voluntarily pay each month.

3. Adding the proposed housing payment

The qualifying payment is more than principal and interest. Depending on the property and loan, the lender may include estimated property taxes, homeowners insurance, mortgage insurance, required assessments and homeowners-association or condominium fees. The loan amount, down payment, interest rate and term determine the principal-and-interest portion.

4. Testing credit, cash and risk

Credit history and score influence available loan options, pricing and underwriting requirements. Assets show the source of the down payment, closing costs and any required reserves. A stronger credit profile or larger reserve can affect which options are available, but neither creates a universal borrowing formula.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

5. Confirming the property and loan

The lender also evaluates the property. An appraisal helps establish value and supports the lender’s collateral requirements. The mortgage and property must satisfy the selected program’s eligibility rules. A borrower who qualifies financially can still face a lower loan amount—or an ineligible transaction—if the property does not meet those requirements.

Debt-to-income ratio: the central calculation, not a universal cutoff

Debt-to-income ratio (DTI) compares counted monthly debt payments with gross monthly income:

DTI = total monthly debt payments ÷ gross monthly income × 100

Gross income is income before taxes and other deductions. In a mortgage application, the counted debts generally include the proposed housing payment plus other obligations under the lender’s and program’s definitions.

The CFPB’s 2023 illustration uses $2,000 of monthly debt and $6,000 of gross monthly income: $2,000 ÷ $6,000 = 33%. That is an example of the arithmetic, not a recommended maximum or an approval standard.

Figure What it describes How to interpret it
33% CFPB worked example (2023) Illustrative calculation using $2,000 debt and $6,000 gross income; not a limit.
36% Fannie Mae manual-underwriting context (Selling Guide, April 2, 2025) Maximum DTI stated for that manual path before specified exceptions.
45% Fannie Mae manual-underwriting context (April 2, 2025) Potential maximum when specified credit-score and reserve conditions are met.
Up to 50% Fannie Mae consumer guidance for qualifying conventional-loan buyers Possible in qualifying cases; not a general allowance for every borrower or lender.

The CFPB states that different products and lenders have different limits and that the ability-to-repay rule does not set one specific DTI threshold. Fannie Mae’s figures apply to its program and the stated underwriting route; other automated systems, loan programs and lender overlays can differ. Always ask which calculation and loan path is being used.

The payment inputs that change your borrowing range

Interest rate and term

A higher rate raises the payment for the same principal, reducing the amount that fits a given DTI. A longer term generally lowers the required monthly principal-and-interest payment but can increase total interest over the life of the loan. If the rate can adjust, leave room for a future payment increase rather than budgeting only for the initial payment.

Down payment and mortgage insurance

A larger down payment reduces the amount financed and may change mortgage-insurance costs. Fannie Mae consumer guidance says some conventional loans permit a down payment as low as 3%; that option is for eligible borrowers and is not a universal standard or approval promise. A smaller down payment can also mean higher monthly insurance or fees.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Taxes, insurance and association fees

Property taxes and homeowners insurance vary by location and home. Condo or homeowners-association dues can materially change the monthly cost. Mortgage insurance may apply when the down payment is below a program’s requirements. Compare the full housing payment, not only the advertised principal-and-interest figure.

Cash reserves and closing costs

Cash needed at closing includes the down payment and transaction costs. Some underwriting paths also require reserves after closing. Using every available dollar for the purchase can leave no capacity for repairs, deductibles or an income interruption, even if the loan technically qualifies.

How to estimate a comfortable borrowing range before applying

Start with a payment your household can sustain, then work backward to a loan amount. This reverses the common mistake of starting with the lender’s maximum.

  1. Calculate dependable take-home capacity. Review recurring net income and subtract regular bills, childcare, healthcare, transportation, food, utilities, insurance, savings contributions and other priorities. Include irregular annual costs by converting them to a monthly amount.
  2. Choose a housing-payment ceiling. Decide what remains after those commitments and retain a margin for maintenance, emergencies and possible payment changes. Do not treat a DTI limit as your personal spending target.
  3. Estimate the complete monthly housing cost. Add principal and interest, property taxes, homeowners insurance, mortgage insurance where applicable, and HOA or condominium fees.
  4. Model rate and term scenarios. Test a plausible fixed rate, a different term and, if relevant, a payment increase on an adjustable-rate loan. Compare the result with your payment ceiling.
  5. Work out the cash requirement. Set aside the down payment, closing costs and a post-closing reserve before deciding how much cash can safely go into the purchase.
  6. Use an official calculator as a scenario tool. Fannie Mae’s affordability calculator accepts income, down payment, rate, term, insurance, taxes and HOA inputs. Its result is not an approval or financing offer, so use accurate inputs and confirm the result with a lender.
  7. Ask for a program-specific estimate. Have the lender identify the income, debts, DTI calculation, credit requirements, reserve rules and property assumptions used for your application.

Documents and information to prepare

Organizing the following information makes the first estimate more useful and exposes assumptions that could change the result:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Current pay statements, W-2s, tax returns and records for commission, bonus, self-employment, rental or benefit income.
  • Employment history and contact information for verification.
  • Statements showing checking, savings, investment and retirement assets, plus the source of down-payment funds.
  • Balances, minimum payments and account statements for credit cards, auto loans, student loans and other debts.
  • Permission to review credit history and an explanation for any late payments, collections or disputed accounts.
  • An estimate of property taxes, insurance, mortgage insurance and association dues for the homes under consideration.
  • Information about the intended property, occupancy and loan purpose so the lender can apply the correct eligibility rules.

Freddie Mac describes underwriting as verification of employment, income, assets, debts and credit history. The lender may request additional documents when figures conflict or an income source needs a longer history.

Why two borrowers with the same income can receive different amounts

Different existing debts

A household with a large auto payment or student-loan obligation has less qualifying income left for housing than a household with the same salary and no such payment.

Different credit and reserves

Credit history, score and available reserves can affect the loan path, pricing and underwriting conditions. The same requested payment may fit one program and fail another.

Different properties

Two homes at similar prices can have very different taxes, insurance or association fees. An appraisal or property-eligibility issue can also limit the transaction independently of the borrower’s income.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Different loan structures

Down payment, term, rate type, mortgage insurance and other fees change the required payment. Comparing purchase prices alone can therefore produce a misleading affordability comparison.

Questions to ask the lender

  • Which loan program and underwriting path produced this borrowing estimate?
  • Which income sources were accepted, and what documentation or history is still missing?
  • Which debts and monthly payments were counted?
  • What DTI calculation and limit apply to this application?
  • What monthly payment assumption includes taxes, insurance, mortgage insurance and association fees?
  • What interest-rate, term and down-payment assumptions were used?
  • How much cash must remain for closing costs and reserves?
  • What property or appraisal conditions could reduce the loan amount?
  • Could the payment change later, and what would a higher-payment scenario look like?

Common mistakes and how to avoid them

Treating the preapproval as a spending target

Approval reflects the lender’s documented risk decision. Re-run the payment against your own take-home budget and savings goals before making an offer.

Using principal and interest as the whole payment

Obtain realistic tax, insurance, mortgage-insurance and association-fee estimates. Omitting them can make an apparently affordable loan exceed your actual monthly limit.

Assuming a published DTI number applies everywhere

Ask whether a figure is a program policy, a manual-underwriting limit, an automated-underwriting result or a lender overlay. The 36%, 45% and up-to-50% figures above are not interchangeable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Draining savings for the down payment

Keep funds for closing, repairs, deductibles and emergencies. A smaller loan is not safer if it leaves the household without reserves.

Relying on an inaccurate calculator input

Use current debt payments, realistic taxes and insurance, and the rate and term you are actually considering. An online result cannot correct incomplete or optimistic inputs.

The rule behind the lender’s review

The CFPB’s ability-to-repay explanation says: “The ability-to-repay rule prohibits most lenders from giving you a mortgage unless they have made a reasonable and good faith determination that you are able to pay back the loan.” This requirement explains why lenders document income, assets, employment, credit, debts and the proposed property. It does not promise that the resulting payment will suit every household.

For a US mortgage, the reliable sequence is to establish your own sustainable payment, model the total housing cost, gather verifiable documentation and then ask the lender to apply the current rules for the specific loan and property. The final amount is the lower of what your budget can safely carry and what the lender and program will approve.
