Building a semiconductor fabrication plant (fab) is a multibillion-dollar industrial program, not simply a construction project. The owner must secure a site, power, water, chemicals, gases, permits, equipment, suppliers and skilled workers; install and qualify process tools; then improve yield and throughput while operating continuously. Intel’s August 2024 manufacturing press kit gives one broad benchmark: a fully equipped new fab costs about $10 billion, employs about 6,000 construction workers and takes about three years to complete. The U.S. Government Accountability Office (GAO) gives a wider two-to-five-year range for a new facility to become operational because approvals, utility connections, construction and equipment installation can occur on different schedules.
The financially important distinction is scope. A headline number may cover one fab module, several modules, a research building, packaging, or an entire campus. “Construction complete” also does not mean “producing chips at intended scale.” Equipment qualification, pilot lots, yield learning and high-volume production come later.

What a semiconductor fab includes
A commercial fab combines a highly controlled cleanroom with a large utility and logistics plant. The cleanroom houses wafer-processing equipment, but support systems outside it determine whether those tools can run safely and consistently. The project normally includes the production building, sub-fabrication areas, mechanical and electrical rooms, chemical and gas distribution, water treatment, wastewater treatment, exhaust abatement, offices, warehouses, laboratories and digital control systems.
Product plans determine almost every design choice. A fab making advanced logic is different from one making memory, analog devices or power semiconductors. Process technology, wafer diameter, planned monthly capacity, tool mix, redundancy and local permitting requirements all change the capital requirement. A cost quoted for a fully equipped building therefore cannot be applied to every project.

How much does it cost to build a semiconductor fab?
Available public figures show the order of magnitude, but they are not interchangeable estimates.
| Figure | What it covers | Qualification |
|---|---|---|
| About $10 billion | A fully equipped new fab | Intel company benchmark published August 8, 2024; includes about 6,000 construction workers and about three years of work. It is not a universal industry price. |
| Several billion dollars | Construction of a new facility, including labor and utilities | GAO description in report GAO-26-107882, accessed in 2026; the amount varies with technology, capacity, location and scope. |
| $39 billion authorization | U.S. CHIPS Act direct assistance for facilities and related semiconductor activities | Program-level authorization described by the U.S. Department of Commerce Office of Inspector General; it is not a grant covering one fab or an owner’s entire investment. |
Major cost buckets include land preparation, the structural shell, cleanroom construction, electrical substations, chillers and process cooling, ultrapure-water (UPW) plants, chemical and gas systems, wastewater treatment, air-pollution controls, process tools, installation, software, commissioning and workforce training. Financing costs, insurance, taxes, contingencies and later expansion can add substantially to the owner’s total capital commitment.
Equipment is often the largest variable. A fab may need patterning and lithography tools, deposition systems, etch tools, wet benches and cleans, chemical-mechanical polishing, inspection and metrology, thermal processing, ion implantation or other process-specific systems, plus automated wafer transport. The exact bill of materials depends on the product and process; no single tool list applies to every plant.

How long does it take to build a chip factory?
GAO estimates two to five years for a new facility to become operational, counting approvals, construction, utility connections and equipment installation. Intel’s benchmark is about three years for a fully equipped fab, but that is a company estimate for a particular scope. A realistic schedule separates physical completion from manufacturing readiness.
| Milestone | What must happen | Why it matters |
|---|---|---|
| Site and approvals | Acquire land, complete environmental and building reviews, secure utility commitments and obtain permits. | Delays here can prevent construction from starting or restrict later capacity. |
| Building and infrastructure | Construct the shell, cleanroom, sub-fab, utility plants, distribution lines and waste systems. | A finished shell without qualified utilities cannot run process tools. |
| Tool installation | Receive, rig, connect and commission process equipment and automated material handling. | Tool delivery and installation sequencing can become the schedule bottleneck. |
| Qualification and pilot production | Verify recipes, contamination control, measurement systems, safety interlocks and product specifications. | Early wafers establish whether equipment and processes perform together. |
| High-volume production | Reach stable yield, cycle time, utilization and customer-quality requirements. | This is the point at which the investment begins to support intended commercial output. |
Owners frequently build in phases. A first module can start while later modules remain under construction, allowing capacity to match demand and available financing. That phasing makes comparisons difficult: one announcement may describe a building, while another describes an entire campus.

What infrastructure must surround the cleanroom?
Reliable electricity and cooling
Fabrication tools require stable, high-quality power. The site needs substations, distribution equipment, backup arrangements for critical loads and monitoring that protects sensitive tools from disturbances. Cooling systems remove heat from process equipment and maintain cleanroom temperature and humidity. Capacity must include maintenance, redundancy and future tools rather than only the initial load.
Cleanroom air and contamination control
Air-handling systems filter particles, control pressure cascades, regulate temperature and humidity, and provide the airflow pattern required by each process area. The mechanical design must accommodate tool changes and maintenance without compromising contamination control. Cleanroom construction, commissioning and certification are separate activities from erecting the building shell.

Ultrapure water and wastewater
Water is both a process input and a site-planning constraint. Treatment trains remove particles, ions, organics and microorganisms to make UPW; distribution loops continuously monitor quality. Wastewater streams must be segregated, neutralized, treated or sent for permitted disposal, with capacity for unusual batches and future process changes.
NIST’s 2024 environmental assessment, summarizing a dataset of 29 facilities, reported median UPW use of 1.16 million gallons per day in 2021. That is a dataset-specific median, not a requirement for every fab. Actual demand depends on wafer volume, technology, tool configuration and how much water is reclaimed.
Water reuse can materially change both operating cost and permitting needs. TSMC’s 2024 annual report said reclaimed-water supply for its Tainan fabs exceeded 67,000 cubic meters per day and that more than 19.65 million cubic meters had been used there by the end of 2024. Those are company-reported results for a particular site, not a universal performance target.

Chemicals, gases and exhaust abatement
Fabs need controlled delivery of acids, solvents, specialty chemicals, process gases and lithography materials. Storage, double-contained piping, leak detection, fire protection and emergency response are designed into the facility. Exhaust systems capture corrosive, toxic or reactive by-products. EPA semiconductor permitting guidance notes that fluorinated gases are used to form circuit patterns and to clean chemical-vapor-deposition chambers; abatement and emissions monitoring therefore belong in both the plant design and the operating budget. Permit conditions depend on the process and jurisdiction.

Process equipment performs a sequence of physical and chemical transformations on wafers. Organizing tools by function helps explain the plant without implying that every fab uses identical equipment.
- Patterning and lithography: coat wafers, expose circuit patterns and develop the image.
- Deposition: add films by chemical or physical methods.
- Etch: selectively remove material to transfer patterns.
- Cleaning: remove particles, residues and contaminants between steps.
- Polishing: flatten layers, often using chemical-mechanical processes.
- Inspection and metrology: measure dimensions, defects, films and electrical properties.
- Thermal and implant processes: alter material properties where required by the device design.
- Material handling: move wafers in controlled carriers between tools and stockers.
TSMC’s 2025 annual report identifies raw wafers, chemicals, lithographic materials, gases and slurry, pads and disks as major supply categories. Each material and tool must be qualified against specifications. Qualification may involve incoming inspection, process trials, supplier audits and change-control procedures. Multiple sourcing for wafers and other critical inputs can reduce interruption risk, but an alternate supplier still needs technical approval before it can be used.
People, contractors and supplier networks
The construction phase requires civil, structural, mechanical, electrical, cleanroom and specialist tool-installation trades. Intel’s benchmark of about 6,000 construction workers illustrates the scale of a single fully equipped project. The operating organization then shifts toward process engineers, equipment engineers, technicians, computer scientists, facilities operators, safety professionals, quality specialists, planners and supply-chain managers.
GAO identifies specialized engineers, technicians and computer scientists as essential to semiconductor manufacturing. It also cites a July 2023 industry estimate that more than half of projected U.S. semiconductor job growth through 2030 might go unfilled if education rates at that time did not improve. That is a dated projection, not a current vacancy measurement, but it highlights why workforce pipelines, apprenticeships and partnerships with schools are part of the project plan.

Suppliers must support not only initial installation but also 24-hour operations, spare parts, preventive maintenance, calibration and emergency response. A single defect in a chemical, wafer lot or process component can affect many wafers, so supplier quality, traceability and statistical monitoring are financial controls as well as technical procedures.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How a fab operates after construction
Continuous production control
Wafers move through hundreds of controlled process steps. Manufacturing-execution software records recipes, holds lots when measurements drift and routes work around unavailable tools. Automated material handling can reduce manual movement and improve capacity flexibility; TSMC’s 2025 annual report describes it as part of efficiency and capacity management.
Maintenance and uptime
Planned maintenance replaces consumables, cleans chambers, calibrates sensors and prevents unplanned outages. Facilities teams maintain power, cooling, UPW, gases and abatement equipment. Spare parts inventories and vendor service agreements must be sized for long lead times, export controls and possible regional disruptions.
Yield, utilization and scheduling
Economic performance depends on how many good die each wafer produces, how heavily tools are utilized and how quickly lots move through the line. New processes typically require yield learning before they reach stable output. The sources available here do not establish one comparable yield or utilization benchmark across manufacturers, so project models should use process-specific assumptions rather than a generic industry percentage.
Environmental and safety management
Operations continue the obligations established during design: monitoring emissions, treating wastewater, managing hazardous materials, maintaining worker protections and documenting compliance. Water-reuse systems, gas abatement and waste segregation require operators, sensors, laboratory testing and periodic upgrades. Environmental performance is therefore an ongoing operating expense, not a one-time construction feature.

Current project examples and what their dates mean
TSMC’s 2025 annual report stated that its N2 technology entered high-volume production in the fourth quarter of 2025. The same report said its first Arizona fab entered high-volume production in the fourth quarter of 2024, while later Arizona modules were under construction or planned. These statements illustrate why a company can report production at one module while construction continues elsewhere on the campus. They are dated company disclosures, not promises that every new fab will follow the same schedule.
How to compare two proposed fab projects
Comparing headline investment figures alone can produce a false conclusion. Use the following checklist and require each proposal to define its scope.
| Comparison axis | Questions to ask |
|---|---|
| Product and process | What devices and technology generations will be made, and how quickly might the process change? |
| Wafer size and capacity | What wafer diameter and monthly wafer starts are planned at each phase? |
| Included scope | Does the investment include one module, multiple fabs, packaging, research space, warehouses and off-site utilities? |
| Site readiness | Are land, permits, substations, water rights, wastewater capacity and transport links already available? |
| Schedule definition | Which date means building complete, tools installed, qualified output or high-volume production? |
| Workforce and suppliers | Can the region provide construction trades, technicians, engineers, materials and service coverage? |
| Environmental controls | What water-reuse, emissions-abatement, waste-treatment and monitoring systems are funded? |
Financial risks that can change the plan
- Scope risk: headline capital may exclude later modules, packaging or infrastructure upgrades.
- Schedule risk: permitting, utility interconnection, tool delivery or qualification can delay revenue while financing costs continue.
- Technology risk: a process change can require new tools, recipes, training and supplier qualification.
- Yield risk: pilot output may not meet customer specifications at commercial volume.
- Utility risk: power interruptions, water shortages or inadequate wastewater capacity can stop production.
- Supply risk: shortages, defects, geopolitical restrictions or a single-source component can constrain output.
- Workforce risk: insufficient technicians and engineers can extend ramp time and reduce tool availability.
- Environmental risk: tighter permits or failures in abatement and treatment systems can impose fines, shutdowns or retrofit costs.
Public incentives can improve project economics, but they do not eliminate these risks. The Department of Commerce Office of Inspector General’s description of the CHIPS Act refers to $39 billion in authorized direct assistance for facilities and related activities; each award has its own terms, milestones and disbursement conditions.

Ask for the milestone being reported. A company may mean that the building is complete, utilities are energized, the first tool has been installed, pilot wafers are running or customer-qualified high-volume production has begun. Those stages have different implications for employment, supplier demand, cash flow and public support. A credible project update identifies the module, product, date and production stage rather than using “the fab is open” as a catch-all phrase.
The central lesson is that a fab is an integrated industrial system. Capital planning must fund the cleanroom and the invisible systems around it; operating planning must fund people, maintenance, materials, water, energy, compliance and continuous process improvement. Projects that define scope and milestones precisely are easier to finance, compare and manage than those that present one undifferentiated dollar figure.
