Under the Ministry of Finance framework posted on 15 September 2026, it is not a fee charged to customers. Person-to-person (P2P) transfers remain free at every amount, and person-to-merchant (P2M) payments up to ₹2,000 remain free. Only specified higher-value merchant transactions can attract MDR, with protections for qualifying small merchants and essential sectors.
UPI MDR in plain English
MDR is the fee associated with accepting a digital payment. In a UPI transaction, the merchant’s acquiring bank, payment service providers and UPI application providers share the processing economics. The merchant-side arrangement determines whether MDR applies and how the amount is distributed.

The Ministry of Finance’s 15 September 2026 release states: “MDR is a charge within the merchant payment ecosystem. It is not a charge on customers making UPI payments.” Banks are advised to prevent merchants from passing MDR to customers, and UPI application providers are prohibited from imposing platform fees or hidden charges under this framework.
That means a customer should pay the amount shown on the bill—not the bill plus a separate “UPI charge.” A merchant may still have other contractual banking or service costs, but the cited framework does not establish a separate bank service fee or platform fee. Those costs must not be mislabeled as customer MDR.

Who pays UPI charges: customer or merchant?
For transactions covered by the 2026 framework, MDR is borne within the merchant side of the payment chain. The acquiring arrangement handles the charge among participating banks, payment service providers and UPI application providers. The customer is not the contractual payer of MDR and should not see it added at checkout.
What customers should expect
- The QR, UPI ID or checkout screen should show the billed purchase amount.
- Your bank account should be debited only for the amount you authorize, unless a clearly disclosed, unrelated charge is imposed under another applicable arrangement.
- A shop should not add “MDR,” “UPI fee” or a percentage surcharge to your bill under this framework.
- If the amount shown before confirmation differs from the bill, stop and ask the merchant to correct it before entering your UPI PIN.
What merchants should verify
- Read the acquiring-bank or payment-provider agreement to identify the applicable rate and settlement terms.
- Confirm the merchant category assigned to your account; sector classification controls which rule applies.
- Track monthly receipts through your UPI QR code to determine whether the small-merchant protection applies.
- Do not recover MDR by adding a surcharge to the customer’s bill.
Which UPI transactions remain free?
| Transaction type or status | Rule under the 15 September 2026 framework | Who is charged MDR? |
|---|---|---|
| P2P transfer, any amount | Remains free | No customer MDR; P2P remains outside the charge |
| P2M payment up to ₹2,000 | Remains free | No customer MDR |
| Qualifying small P2PM merchant receiving up to ₹1 lakh per month through UPI QR codes | Zero MDR on all transactions | No MDR within the stated protection |
| Other specified P2M payment above ₹2,000 | 0.4% MDR, subject to the ₹300 cap for transactions of ₹75,000 or more | Handled in the merchant ecosystem, not passed to the customer |
| Essential or thin-margin sector above ₹2,000 | Flat ₹5 MDR | Handled in the merchant ecosystem, not passed to the customer |
| Capital-market payment | 0.02% MDR, capped at ₹300 | Handled in the merchant ecosystem, not passed to the customer |
The Ministry of Finance says approximately 96% of P2M transactions remain unaffected and MDR applies to about 4% of merchant transactions. The same release reports that UPI transactions represented 70% of total transaction value outside the MDR framework. These are Ministry of Finance, 2026 figures, not a guarantee that every individual merchant will fall into the same percentages.
Is UPI free above ₹2,000?
It depends on the transaction type and merchant classification. A P2P transfer remains free regardless of value. A P2M payment above ₹2,000 is not automatically subject to a customer fee: specified merchant transactions may carry MDR inside the merchant ecosystem, while qualifying small P2PM merchants and designated essential sectors receive different treatment.

Payments of ₹2,000 or less
P2M payments up to and including ₹2,000 remain free under the framework. For example, paying a shop ₹1,500 by scanning its UPI QR code does not create an MDR charge for you.
Specified P2M payments above ₹2,000
For an ordinary specified P2M transaction above ₹2,000, the framework uses a 0.4% MDR rate. The rate is calculated on the transaction amount, but a ₹300 maximum applies when the transaction is ₹75,000 or more.
P2P transfers above ₹2,000
Sending money to another person remains free at any amount. The P2P/P2M distinction matters more than the rupee value: paying a friend and paying a merchant are different transaction categories.

How the 0.4% UPI MDR rule works
The ordinary specified-P2M calculation is:
MDR = transaction value × 0.004, subject to the applicable cap.

- Identify the transaction. Confirm that it is a P2M payment and that the merchant is not in an essential, thin-margin or capital-market category.
- Check the amount. The 0.4% rule applies only above ₹2,000.
- Calculate 0.4%. Multiply the transaction value by 0.004.
- Apply the cap. For a transaction of ₹75,000 or more, the MDR cannot exceed ₹300 under this rule.
- Keep the charge on the merchant side. The customer should not be billed the calculated amount.
Example: ₹10,000 payment
₹10,000 × 0.004 = ₹40. The ₹40 is an MDR amount within the merchant-side framework; the customer should still pay only the billed ₹10,000.
Example: ₹100,000 payment
₹100,000 × 0.004 would be ₹400, but the ₹300 cap applies because the transaction is at least ₹75,000. The customer should not be charged either ₹400 or ₹300 as an MDR surcharge.

Special categories with different MDR treatment
Essential and thin-margin sectors
For specified payments above ₹2,000 in railways, telecommunications, insurance, fuel and agricultural inputs, the framework uses a flat ₹5 MDR rather than 0.4%. The category must be recognized in the merchant’s acquiring arrangement; a business should not assume that a general retail code qualifies merely because its products are essential.
Capital-market payments
Payments involving mutual funds, securities, stockbrokers and dealers use a 0.02% MDR, capped at ₹300. The cap and rate apply to the qualifying capital-market transaction, while the customer-facing rule remains unchanged: MDR is not added to the payment amount.

Qualifying small P2PM merchants
A small merchant receiving up to ₹1 lakh per month through UPI QR codes retains zero MDR on all transactions under the stated protection. The monthly threshold and QR-receipt condition both matter. A merchant should confirm how its provider measures the month, which QR identifiers are included and how the account is classified before relying on the exemption.

How to tell whether a payment is P2P or P2M
- P2P: money sent to another individual, such as reimbursing a friend or transferring funds to a family member. It remains free at every amount.
- P2M: money paid to a business, professional, institution or other merchant for goods or services. The ₹2,000 threshold and merchant-category rules apply.
- Ambiguous cases: a sole proprietor or freelancer may receive money through a personal-looking UPI ID, but the acquiring arrangement and account classification determine whether the payment is treated as merchant acceptance. Do not infer the category from the QR sticker alone.
What the framework means for customers
Before you approve a payment
- Check that the payee name in your UPI app matches the intended shop or service provider.
- Compare the amount on the UPI authorization screen with the bill.
- Reject any unexplained percentage or line item labelled MDR, UPI fee or QR charge.
- Never share your UPI PIN with a merchant; the PIN authorizes a debit from your account.
If a merchant adds an MDR surcharge
Ask for a corrected bill and show that MDR is a merchant-ecosystem charge under the Ministry of Finance’s 15 September 2026 framework. If the merchant refuses, use another payment method and retain the receipt, QR details and transaction reference. Raise the issue with your bank or UPI service provider through its official complaint channel; include the date, amount and merchant identifier.
What a failed or reversed payment means
A failed debit, reversal or delayed refund is a transaction-processing issue, not evidence that the customer owes MDR. Save the UPI transaction ID and follow your bank’s dispute process. Do not make a second payment until you know whether the first debit settled.
What the framework means for merchants
Build a classification checklist
- Record whether each QR or UPI ID is linked to a merchant account or another arrangement.
- Ask the acquiring bank or payment provider for the assigned merchant category code and MDR schedule.
- Separate ordinary P2M receipts from rail, telecom, insurance, fuel, agricultural-input and capital-market receipts where applicable.
- Monitor monthly UPI QR receipts against the ₹1 lakh small-merchant threshold.
- Reconcile gross collections, MDR deductions and net settlement in your accounting records.
Do not confuse MDR with other provider charges
The 2026 releases establish the MDR framework described here. They do not establish a universal bank service fee, software fee or platform fee that every merchant must pay. Your contract may contain other charges, settlement terms or equipment costs; review those provisions separately and do not label them as customer MDR.

- Show the total price before the customer scans or enters a UPI ID.
- Issue a receipt that does not add MDR as a customer surcharge.
- Keep settlement statements so you can verify the rate, cap, category and monthly-threshold treatment.
- Contact the acquiring provider if a statement appears to apply 0.4% where the ₹5, 0.02% or small-merchant rule should apply.
Why MDR exists if customers are not charged
The government describes the framework as a way to support UPI’s long-term sustainability while keeping individual payments free and protecting small merchants. MDR is distributed among ecosystem participants to support the operation and expansion of payment acceptance. The approach is threshold-based rather than a blanket fee on every UPI payment: P2P remains free, P2M payments up to ₹2,000 remain free, and the Ministry says 96% of P2M transactions are unaffected.
