A trade deficit occurs when the United States imports more than it exports during a specified period and under a specified definition of trade. In the latest monthly goods-and-services release identified here, the seasonally adjusted deficit was $105.6 billion in August 2026: exports were $315.2 billion and imports were $420.8 billion. That number describes a flow of transactions, not a stand-alone grade for the economy. Its effects depend on what the country imports and exports, why the imbalance exists, how it is financed, and which households, industries and workers are affected.
What the trade-deficit number measures
The U.S. Bureau of Economic Analysis (BEA) and Census Bureau publish a monthly international-trade balance. For the headline measure, the calculation is:

Trade balance = exports of goods and services − imports of goods and services.

When imports are larger, the result is negative and is called a deficit. When exports are larger, it is a surplus. The measure covers a stated period—usually a month, quarter or year—and monthly figures are seasonally adjusted and subject to revision.

| Measure | What it includes | How to interpret a deficit |
|---|---|---|
| Goods-and-services trade balance | Merchandise plus services such as travel, transport, financial services and software | Imports of goods and services exceed exports for the period |
| Goods balance | Physical products only | Goods imports exceed goods exports; this can move differently from the total because services may run a surplus |
| Current account | Trade plus net income and transfer flows, including pay and remittances | The country’s total current external deficit; it is broader than the trade balance |
A goods-only headline can therefore give an incomplete picture. The February 2026 annual release said that the 2025 goods deficit increased while the services surplus also increased. The two movements can partly offset in the combined goods-and-services balance.
What the latest monthly data show
The newest release identified for this article, published October 6, 2026, reports the following August results:
| August 2026, seasonally adjusted | Value |
|---|---|
| Exports of goods and services | $315.2 billion |
| Imports of goods and services | $420.8 billion |
| Trade deficit | $105.6 billion |
| Previous month’s deficit | $92.8 billion in July, revised |
The August deficit was $12.8 billion larger than July’s revised figure. Through August, the cumulative goods-and-services deficit was $138.2 billion, or 19.9%, lower than in the same period of 2025. In that year-to-date comparison, exports rose 11.8% and imports rose 4.4%. These are nominal dollar figures, not inflation-adjusted output measures, and the monthly series can be revised. The next release was scheduled for November 4, 2026, so a later publication date may require updated numbers.
The initial February 2026 estimate put the 2025 goods-and-services deficit at $901.5 billion. That release was superseded; an April 2026 revision notice said the 2025 deficit was revised upward by 2.2% but did not establish an exact revised total in the material available here. The initial figure should not be presented as the latest annual total.
Trade balance versus the current account
The trade balance is only one part of the current account. The current account also records income earned on foreign investments, income paid to foreign owners of U.S. assets, compensation, government and private transfers, and remittances. A country can therefore have a particular goods-and-services deficit without having the same-size current-account deficit.

BEA reported a $1.12 trillion current-account deficit in 2025, equal to 3.6% of current-dollar GDP. That statistic is broader than the monthly trade figure and should not be labeled the goods-and-services trade deficit. For a historical benchmark, a Congressional Research Service (CRS) brief reported that the 2024 trade deficit was 3.1% of GDP and the current-account deficit was 3.9% of GDP. Those percentages describe 2024, not the latest annual outcome.
When comparing periods, use the same measure on both sides of the comparison. Match goods with goods, goods and services with goods and services, or current account with current account. Also match the time span, seasonal-adjustment convention and price basis, and consider both dollars and the share of GDP.
Why the United States often imports more than it exports
The saving-investment identity
The most useful explanation starts with national accounting. In simplified form, the current-account balance is linked to the difference between national saving and domestic investment. When U.S. households, businesses and governments save less than the economy invests, the gap can be financed by capital from abroad. The corresponding external balance is a deficit.
As CRS puts it: “The United States is essentially investing more than it is saving and needs foreign saving to make up the difference, resulting in a trade deficit.” This is an accounting relationship, not a claim that every imported product destroys an equal amount of domestic output.
How foreign capital enters the picture
Foreign investors can buy Treasury securities, corporate bonds, equities, real estate or other U.S. assets. Those purchases provide financing for domestic investment and spending. The financial inflow is paired, in the national accounts, with an outflow of payments for imported goods and services or other current-account items.

Foreign demand for U.S. assets generally requires dollars. That demand can put upward pressure on the dollar’s exchange value. A stronger dollar makes foreign products cheaper for Americans and makes U.S. goods and services more expensive for buyers using other currencies. The result can be greater import demand and weaker export demand, although exchange rates are only one influence and do not determine every monthly movement.

When U.S. incomes and spending grow quickly, households and firms may buy more imported consumer goods, components, machinery and energy. At the same time, exports depend partly on economic conditions abroad. A slowdown among trading partners can reduce foreign purchases of U.S. products even if U.S. demand is unchanged.
Product preferences, supply chains, commodity prices, exchange rates, interest rates and business investment all change the mix. A deficit can rise because imports increase, because exports fall, or because both happen. The monthly total is an outcome of these forces, not a single policy-controlled dial.
Why the federal budget is not a one-for-one explanation
It is common to equate a federal budget deficit with the trade deficit, but the relationship is not mechanical. Budget decisions can affect national saving, interest rates and demand, yet households and businesses also save and invest, and capital flows respond to global conditions. Former Federal Reserve Governor Roger W. Ferguson Jr., in a 2005 speech, said empirical support for a simple fiscal/current-account linkage was mixed and judged the fiscal-expansion effect in his cited model to be fairly small. That is historical analysis, not a current estimate.
How a trade deficit affects households and businesses
Consumer purchasing power
Imports expand the range of products available to consumers and can lower prices through competition or access to lower-cost production. Imported food, clothing, electronics, vehicles, medicines and services can raise real purchasing power: a household can obtain more goods for the same nominal income. A deficit does not tell you whether a particular import is inexpensive, high quality or strategically important; it records the aggregate value of imports relative to exports.

Costs and productivity for firms
Businesses often import intermediate inputs, equipment and software. Lower-cost or specialized imports can reduce production costs, support investment and let a U.S. firm compete in export markets. The benefit is not limited to retailers selling finished foreign products; manufacturers and service providers may rely on global supply chains.
Financing and borrowing
Capital inflows associated with external borrowing can finance factories, research, infrastructure and other productive investment. They can also help households, companies and governments borrow at lower cost than if domestic saving alone had to fund all investment. The trade-off is that foreign owners acquire claims on U.S. assets, and future income payments can flow abroad.
Employment shifts across industries
Trade changes where jobs are located. Import-competing factories or farms may contract, while exporters, logistics firms, retailers, technology companies and businesses that use imported inputs may expand. Workers do not move instantly between industries or regions, so the adjustment can be painful even when consumers gain.
CRS states: “Although trade changes the composition of employment across industries, it does not follow that the trade deficit reduces overall employment.” Large deficits have not been consistently associated with high economy-wide unemployment. Employment also responds to monetary policy, productivity, business cycles, technology and domestic demand.

Persistent current-account deficits can accumulate into larger net foreign liabilities: the United States may owe more income to foreign investors over time. That can increase exposure to changes in interest rates, exchange rates, investor confidence and global risk appetite. These are adjustment risks, not proof that a crisis or a specific near-term harm is inevitable.

The deficit also says nothing by itself about whether borrowed funds were invested productively. Financing a productive expansion differs from financing short-lived consumption, even if the recorded trade balance is identical. To assess sustainability, analysts examine saving, investment, productivity, the composition of foreign claims and the economy’s capacity to service them.
Why bilateral deficits do not explain the overall deficit
A bilateral balance compares the United States with one trading partner. The overall U.S. balance sums transactions with all partners and includes services. If the saving-investment gap is unchanged, reducing a deficit with one country can simply shift purchases to another country or change the product mix. A bilateral improvement therefore does not automatically reduce the aggregate deficit.
Trade policies can alter supply chains, prices and the countries from which goods are sourced. Thomas Klitgaard of the Federal Reserve Bank of New York wrote in May 2025: “Such policies influence the size and composition of cross-border trade, but the difference between imports and exports is only affected if these policies also change the gap between domestic saving and investment spending.” His article notes that its views do not necessarily represent the position of the New York Fed or the Federal Reserve System.
Tariffs are not the same thing as the trade deficit
A tariff is a tax or restriction applied to imports; a trade deficit is an accounting result. A tariff may reduce imports of a targeted product, raise domestic production or encourage relocation of investment, but it can also raise prices, invite retaliation, redirect sourcing and reduce exports. The aggregate deficit changes only if the policy changes saving, investment or other economy-wide conditions.
In its 2026 outlook, the Congressional Budget Office modeled recent tariff increases under stated policy assumptions. It projected temporarily higher prices and lower real investment, GDP and employment relative to a no-change baseline, with increased domestic production and relocation investment partly offsetting those effects. Those are projections of particular policy changes, not measured causal effects of the deficit statistic itself.
How to judge whether a deficit matters
- Identify the measure: goods and services, goods only or current account.
- Check the period and revisions: monthly numbers are seasonally adjusted estimates and can change.
- Scale it to the economy: compare dollars with GDP, while keeping the year and price basis consistent.
- Ask what is driving it: domestic demand, overseas weakness, exchange rates, commodity prices, investment or financial flows.
- Separate winners and losers: examine consumers, import-competing workers, exporters and firms using imported inputs.
- Look at financing: determine whether foreign capital is supporting productive investment and what future income claims it creates.
- Evaluate policy trade-offs: weigh any trade effect against inflation, growth, investment and employment rather than treating deficit reduction as a cost-free objective.
Plain-language takeaway
The U.S. trade deficit means that, over the measured period, the value of imported goods and services exceeded the value exported. The August 2026 figure of $105.6 billion is a useful snapshot, but it is not a diagnosis. The broader story is the interaction of national saving, domestic investment, foreign capital, exchange rates and demand. Deficits can lower prices and support investment while disrupting particular industries and increasing foreign claims on U.S. assets. A sound judgment therefore requires the measure, time period, GDP scale, causes and distributional effects—not the deficit number alone.
