What Is the Alaska LNG Project, and When Could It Start Shipping Gas?

Alaska LNG is a proposed system that would gather and treat North Slope natural gas, move it about 807 miles by pipeline to Nikiski, liquefy it and load the LNG onto ships. The planned capacity is up to 20 million metric tons per year. Federal permitting was reported complete on December 11, 2025, but the project still lacks a confirmed construction start, final financing package and executed long-term supply and sales contracts.

The U.S. Department of Energy’s April 1, 2026 semiannual report uses a six-year development period beginning when construction starts. Because that trigger date has not been publicly fixed, there is no reliable current first-shipping year. July 2029 is an older planning scenario, while August 20, 2032 is an export-authorization deadline rather than a shipping forecast.

What the Alaska LNG Project is designed to do

Alaska LNG is intended to connect stranded or underused North Slope gas with an export terminal on the Kenai Peninsula. The project combines upstream gathering and treatment, a long-distance pipeline, liquefaction, storage and marine loading rather than being a single pipeline or terminal.

North Slope production and treatment

Gas from the North Slope would be collected through facilities associated with Prudhoe Bay and Point Thomson. Treatment plants would remove impurities and condition the gas before it enters the mainline. Connecting lines from those producing areas are part of the integrated design.

The 807-mile mainline

Federal Energy Regulatory Commission and Alaska Department of Natural Resources descriptions call for an approximately 807-mile, 42-inch pipeline running from the North Slope gas-treatment plant to the liquefaction site near Nikiski. The line is the project’s physical link between the gas fields and the export terminal.

Liquefaction and marine export

At Nikiski, treated gas would be cooled into liquefied natural gas, stored and transferred to LNG carriers at a marine export terminal. The planned nameplate capacity is up to 20 million metric tons per year.

Potential in-state connections

Alaska DNR also describes planned offshoots toward Fairbanks, the Mat-Su Valley and Kenai. Those local connections are part of the broader project description, but the public sources do not establish a separate construction schedule for each branch.

Federal permitting is complete, according to the permitting council

The Federal Permitting Improvement Steering Council announced on December 11, 2025 that federal permitting was complete after renewed FAST-41 coverage and permit renewals. That milestone means the project’s federal approvals were reported finished; it does not mean field construction, financing or commercial operation has begun.

Early-works planning is not full construction

The DOE report dated April 1, 2026 says 8 Star filed an implementation plan with FERC in February 2026 for early works. Alaska DNR’s current project page lists no construction dates. An implementation plan and early works can support mobilization and detailed planning, but they are not the same as a publicly confirmed start of the entire pipeline, liquefaction plant and terminal build-out.

Developer and engineering changes

DOE’s October 2025 report records Glenfarne becoming lead developer in March 2025. It also says Worley was performing engineering work toward a final cost estimate. Those facts show active project development, but they do not establish a final investment decision or a funded construction schedule.

When could Alaska LNG start shipping?

The current timing formula

DOE’s April 1, 2026 report states: “Based on AGDC’s FERC filing and the Final Environmental Impact Statement issued by FERC, the Project could be operational six years following commencement of construction.” This is a conditional duration. It starts counting only after construction commences, not after permitting, an engineering study, a letter of intent or an export authorization.

Since the reviewed official sources do not assign a confirmed current construction-start date, adding six years to a calendar year would create a false sense of precision. The defensible timing statement is therefore “about six years after construction begins,” with the calendar year still unsettled.

Why July 2029 appears in older coverage

An Alaska Legislature document reproducing an Alaska Gasline Development Corporation Phase 1 timeline assumed a July 2025 final investment decision, four years of construction and first gas in July 2029. That scenario also assumed entering front-end engineering and design in 2024. It was a planning case built around assumptions that were not achieved on that schedule.

Later DOE reporting still described unresolved construction timing, financing and long-term contracting. July 2029 should therefore be treated as an earlier scenario, not as a current commitment by the project.

What August 20, 2032 means

DOE’s policy table lists August 20, 2032 as the current non-free-trade-agreement export commencement deadline for Alaska LNG Project LLC under authorization 14-96-LNG and Order 3643-A. A deadline is a condition of an export authorization. It does not demonstrate that the facilities will be financed, completed or loading cargoes by that date. The deadline and the six-year construction-to-operations estimate answer different questions.

Date or estimate What it represents How to use it
December 11, 2025 Federal permitting reported complete Regulatory milestone, not a construction start
February 2026 8 Star implementation plan filed with FERC for early works Planning and early-works step, not proof of full construction
Six years after construction begins DOE’s current conditional operating-time basis Use only after a confirmed construction commencement date exists
July 2029 Older AGDC Phase 1 planning scenario Historical assumption, not a current first-cargo promise
August 20, 2032 Non-FTA export commencement deadline Legal authorization condition, not a shipping forecast

Is Alaska LNG under construction?

The public record supports saying that the project is in development and early-works planning, not that the complete export system is under construction. The distinction matters because a project can have permits, engineering contracts or an implementation filing while still waiting for a final investment decision, financing and major construction contracts.

A reliable construction-start announcement would normally identify a date, the scope of work being authorized, the parties funding it and whether the decision covers the pipeline, liquefaction plant and terminal or only preliminary work. Alaska DNR’s current page does not provide such a date.

Does Alaska LNG have customers and gas suppliers?

As of the DOE report dated April 1, 2026, Alaska LNG Project LLC had not entered long-term LNG export contracts or long-term supply contracts. That leaves an important commercial step unresolved: the project needs commitments for gas supply and for selling the LNG before lenders and owners can confidently size and finance the build-out.

PTT proposal

Glenfarne and PTT announced a preliminary cooperation agreement in 2025 involving 2 million tonnes per year for 20 years. The arrangement is described as preliminary, so it should not be presented as an executed binding offtake contract.

JERA letter

DOE’s October 2025 report also records a non-binding offtake letter from JERA. A non-binding letter can indicate interest while leaving price, volume, delivery obligations and final approvals open.

Why contract status affects the schedule

Long-term supply and sales agreements help establish the revenue structure for a multibillion-dollar infrastructure project. Until those agreements are executed and financing is arranged, a permit-complete status cannot be converted into a dependable construction or cargo date.

What still has to happen before cargoes can be scheduled

  1. Set and announce a construction start. The six-year operating estimate cannot be converted into a calendar date until commencement is defined.
  2. Reach a final investment decision. The owners must approve the project’s scope, cost and funding rather than rely on an earlier planning case.
  3. Complete the cost estimate and financing plan. Worley’s engineering work toward a final cost estimate is one development step; a financing close is a separate milestone.
  4. Execute gas-supply agreements. DOE reported that long-term supply contracts had not been entered as of April 1, 2026.
  5. Execute LNG sales agreements. Preliminary or non-binding customer discussions need to become binding commitments that support financing.
  6. Build and commission every critical link. North Slope treatment, connecting lines, the 807-mile mainline, liquefaction, storage and the marine terminal all have to work as an integrated system before regular exports can begin.
  7. Obtain operating readiness and load the first vessel. Mechanical completion, commissioning and marine-terminal readiness occur after civil and process construction, so “construction complete” and “first cargo” are not necessarily the same day.

How to evaluate a new Alaska LNG schedule announcement

Readers can separate a genuine schedule change from a recycled target by checking six items in the announcement:

  • Regulatory status: Does it identify a new permit or merely repeat the December 2025 permitting-complete milestone?
  • Investment decision: Is there a documented final investment decision, or only an engineering update?
  • Construction: Is a specific start date and work scope stated?
  • Financing: Are lenders, equity commitments or a financial close identified?
  • Commercial contracts: Are supply and offtake agreements binding, or are they described as preliminary, indicative or non-binding?
  • Schedule basis: Does the estimate state its assumptions, including construction duration and commissioning, rather than quote the old July 2029 scenario?

What the timeline means for Alaska and public finances

The project’s scale means its timing can affect state policy, local infrastructure planning and expectations about future gas availability. A permit milestone may support planning, but it should not be treated as a guaranteed revenue date. Until construction, financing and commercial contracts are established, projected taxes, jobs, in-state gas deliveries or export earnings remain contingent on the project reaching operation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

That distinction is especially important when comparing a legal deadline with an economic forecast. The August 20, 2032 authorization date may appear precise because it is written into an export order, while the six-year operating estimate is conditional and the July 2029 date is historical. None of those figures, by itself, proves that a vessel will load in a particular year.

The practical answer

Alaska LNG is a proposed North Slope-to-Nikiski system with up to 20 million metric tons per year of capacity and an approximately 807-mile, 42-inch pipeline. Federal permitting has been reported complete, and early-works planning is active, but the project is not supported by a publicly confirmed full-construction date in the latest official record.

If construction starts, DOE’s current planning basis points to operations roughly six years later. Until that start is fixed and the project closes its financing and long-term contracts, any specific first-shipping year—including 2029—should be treated as a scenario rather than a dependable forecast.
