What Is Steel Overcapacity and How Does It Affect Prices and Trade?

Steel overcapacity is the amount of steelmaking capability that exceeds demand that can be served under prevailing market conditions. It is a capacity-demand imbalance, not a count of finished steel sitting in warehouses. When too many mills compete for too few orders, prices can come under downward pressure, utilization can fall, and producers’ costs per tonne can rise. If domestic orders weaken, mills may pursue export customers, changing import flows and increasing the risk of trade investigations.

The effect is never a single global price number. Steel grade, product mix, region, input costs, exchange rates, transport, demand and trade rules determine what buyers and producers actually experience. The most useful way to read an overcapacity statistic is to identify its measurement year, definition, source and whether it describes a historical estimate or a conditional forecast.

What “steel overcapacity” measures

A steelmaker’s capacity is the maximum output its installed equipment can produce over a stated period under specified operating assumptions. Market demand is the quantity customers can absorb at prevailing prices and conditions. Overcapacity is the gap between those two concepts:

Excess capacity = steelmaking capacity − demand that can be served under prevailing conditions

That calculation is different from actual production. A mill can have capacity that is unused because orders are weak, maintenance is scheduled, raw materials are expensive or trade barriers block a market. The gap is also different from inventory: excess capacity does not mean the same number of tonnes has already been produced and is waiting in a warehouse.

Capacity is commonly discussed through utilization, the share of available capacity being used. If a plant can make 10 million tonnes but produces 7 million, its utilization is 70 percent. A low rate can signal weak demand or intense competition, but utilization alone does not identify the cause. Some capacity may be technically available yet uneconomic, temporarily offline or designed for a product that customers do not currently need.

How large is the imbalance?

Official estimates differ because they refer to different years, definitions and forecast vintages. The figures below should not be treated as measurements of one identical period.

Source and publication Reference point Reported figure How to read it
OECD, Steel Outlook 2025 Global steelmaking capacity in 2024 2,472 million metric tonnes Installed global capacity estimate
OECD, Steel Outlook 2025 Excess capacity in 2024 More than 600 million tonnes, about 24% of total capacity Estimated capacity-demand gap
OECD, Steel Outlook 2025 Conditional outlook for 2027 721 million tonnes of excess capacity Forecast if planned expansion is realized
OECD, Steel Outlook 2025 Conditional outlook for 2027 73% utilization Projected global utilization if that expansion occurs
OECD, Steel Outlook 2026 Excess capacity in 2025 640 million tonnes Estimate for a later measurement year and publication vintage
OECD, Steel Outlook 2026 Conditional outlook for 2028 745 million tonnes of excess capacity Forecast based on the later outlook’s assumptions
Global Forum on Steel Excess Capacity (GFSEC), 2024 ministerial statement Excess capacity in 2023 551 million tonnes Forum estimate attributed to GFSEC

The OECD’s 2025 and 2026 numbers are therefore not contradictory: one set measures 2024 and forecasts 2027, while the later set measures 2025 and forecasts 2028. A comparison should always keep the reference year and forecast horizon attached to the number.

Why capacity can grow faster than demand

OECD analysis identifies several interacting factors rather than one universal cause.

Planned additions and investment decisions

Steel projects are large, long-lived investments. Once a blast furnace, electric arc furnace, rolling line or associated infrastructure is approved, construction and commissioning can continue even if demand forecasts weaken. Capacity can therefore arrive after the market signal that justified it has faded. The OECD’s forecasts explicitly make the expansion assumption visible: projected excess capacity rises if announced or planned projects are completed.

Demand that lags the build-out

Steel demand depends on construction, machinery, vehicles, energy infrastructure and other industrial activity. If those sectors grow more slowly than expected, the existing fleet of mills has fewer orders. A producer may keep a line operating at a reduced rate because shutting down and restarting can be costly, even when the market cannot absorb full output.

Public support and market incentives

The OECD associates capacity growth in some economies with government subsidies and other interventions that can distort investment incentives. That is an institutional assessment, not proof that every project or every country is subsidized. Policies can affect financing, energy costs, land, credit, procurement or the timing of closures, so the relevant question is how a specific measure changes a producer’s incentives.

Where capacity is concentrated

The geographic distribution matters. OECD analysis for 2024 identifies China as holding 46% of global steelmaking capacity. In a separate measure, the OECD’s 2026 analysis says China accounted for 54% of the global capacity-demand gap in the third quarter of 2025. Those percentages describe different concepts and dates; neither should be read as the other. OECD committee material also identifies India and Southeast Asia as significant drivers of recent Asian capacity expansion.

How overcapacity can push prices down

When more tonnes are available than buyers want at existing prices, producers compete harder for contracts. A mill may reduce its offer, accept a smaller margin or seek a different product or destination. Competitors facing the same pressure can produce a lower market-clearing price for a particular grade and region.

That mechanism does not guarantee a fall in every steel price. Prices can rise at the same time in a different market if ore, scrap, coal, electricity, freight or labor costs increase, or if a supply disruption removes capacity. A specialty grade with few qualified suppliers may behave differently from a widely traded commodity grade. Contract lags and local currency movements can also delay or amplify the effect.

Utilization and unit costs

Steelmaking has substantial fixed costs. Furnaces, rolling mills, environmental equipment, maintenance teams and financing expenses must be supported even when output is lower. As utilization falls, those costs are spread over fewer tonnes, raising unit cost. The OECD describes this combination—weak selling prices, lower utilization and higher unit costs—as a squeeze on margins that can threaten producer viability.

Why there is no universal “overcapacity discount”

The available official material does not establish one current price reduction attributable solely to overcapacity across all products and regions. To estimate a price effect responsibly, an analyst would need at least the product specification, delivery location, time period, benchmark or transaction price, input costs and applicable trade measures. A global capacity figure can explain pressure on prices without supplying a valid percentage change for a buyer’s particular market.

How surplus capacity changes steel trade

When domestic orders weaken, producers can redirect sales toward export markets. Steel is traded internationally, so a lower offer in one country can attract buyers elsewhere and displace some local production. The resulting flow depends on freight, exchange rates, product standards, tariffs, quotas and the availability of distributors and downstream customers.

China’s export data illustrate the scale of the flow, while also showing why the year must be specified. The OECD’s 2025 Outlook reports 118.2 million metric tonnes of Chinese steel exports in 2024, described at that time as a record. The OECD’s 2026 Outlook reports that exports reached a record 131 million tonnes in 2025. The figures come from different publication vintages and data years; they are not interchangeable measures of one calendar year.

Importing markets can experience pressure when additional foreign supply competes with domestic mills. Downstream users may welcome a cheaper or more available input, while import-competing producers may lose orders. Whether a shipment is legally considered dumped or subsidized is a separate question from whether it is simply more competitive. A change in trade volume alone does not establish a violation.

What trade remedies can and cannot do

Governments may investigate or restrict imports when the legal conditions for a particular remedy are met. The instruments have different questions and evidence requirements.

Instrument Core issue examined What a proceeding can establish Relationship to overcapacity
Antidumping (AD) Whether imports were sold at dumped prices under the applicable law A finding may support duties or another permitted remedy Addresses a legally defined import-pricing practice, not the global capacity surplus itself
Countervailing duty (CVD) Whether a government subsidy benefited imported goods and caused the required injury A finding may support a countervailing measure Targets qualifying subsidization rather than every low-priced shipment
Safeguard Whether increased imports are causing or threatening serious injury under the safeguard rules A measure may temporarily limit or manage imports within the legal framework Can respond to an import surge even when the legal theory is not dumping or subsidization

The OECD counted 81 antidumping investigations involving steel products initiated by 19 governments in 2024. Its 2026 Outlook reports 75 new AD/CVD investigations in 2025, compared with 90 in 2024. These are counts of investigations, not final findings that imports were dumped, subsidized or injurious.

Trade measures can change where shipments go and may provide relief to an affected industry. They generally do not remove the furnaces, rolling lines or investment incentives that created excess capacity. The OECD therefore says most trade measures do not address the root causes of the capacity problem. A measure can be legally justified for a particular injury claim while leaving the global imbalance intact.

How to compare capacity estimates without mixing unlike numbers

Use the following checks whenever a report cites a large excess-capacity figure:

  • Comfortable Non-Slip Grip:The ergonomic pen barrel has a soft rubberized coating for a comfortable, non-slip grip, so you won't get fatigued even after long hours of writing.
  • Measurement year: Is the number describing 2023, 2024 or 2025 conditions?
  • Definition: Does “excess” mean capacity minus demand, idle capacity, announced projects or another measure?
  • Units: Is the figure in metric tonnes, and is it annual capacity rather than production?
  • Status: Is it a historical estimate, a current assessment or a forecast?
  • Forecast condition: Does the projection assume that planned projects are completed?
  • Source vintage: Was the estimate published before or after a major change in demand, trade policy or investment plans?

For example, the OECD estimate of more than 600 million tonnes for 2024 and the later estimate of 640 million tonnes for 2025 describe successive years. The 721 million-tonne and 745 million-tonne figures are conditional forecasts for different future years. Treating them as four readings of the same point in time would create a false trend.

Who bears the effects?

Steel producers

Producers face a difficult operating trade-off: cutting output can protect prices but leave fixed costs on fewer tonnes, while maintaining output can preserve utilization but worsen oversupply. Highly leveraged or older facilities may be particularly exposed when margins remain weak, although the sources do not provide a universal ranking of vulnerable companies.

Import-competing industries

Domestic mills can lose orders when imported steel undercuts their offers or arrives in larger volumes. Investigations and duties may change that competitive position, but the timing and outcome depend on the legal process and the product scope.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Steel users and households

Manufacturers and builders may benefit from lower steel input prices in a period of oversupply, but pass-through to finished goods is not automatic. Steel is only one input, and energy, labor, transport, financing, exchange rates and markups also matter. A household should not infer that a global overcapacity percentage will produce a predictable change in the retail price of a car, appliance or building project.

A simple illustrative example

Suppose a hypothetical region has mills capable of producing 10 million tonnes a year, while customers can absorb 7 million tonnes at prevailing conditions. The capacity-demand gap is 3 million tonnes, or 30% of capacity. If mills keep operating, utilization averages 70% and fixed costs are spread over fewer tonnes. Producers may lower bids to win the available orders or sell more abroad. If an importing country then finds that increased imports are causing legally defined injury, it could open a safeguard or AD/CVD proceeding, but that action would not reduce the region’s 10 million tonnes of physical capacity.

This example is a teaching calculation, not a market estimate. Real assessments must specify product, geography, period and the demand assumption.

Common mistakes when interpreting the issue

  • Calling overcapacity “a stockpile”: Capacity is potential output; inventory is steel already produced.
  • Assuming every export is unfair: Exports can rise because domestic demand is weak without satisfying the legal tests for dumping or subsidization.
  • Treating an investigation as a verdict: A proceeding is an inquiry. Only a completed process can produce the applicable finding or measure.
  • Using a forecast as an outcome: Forecast excess capacity depends on assumptions about projects, demand and closures.
  • Applying one price effect everywhere: Grade, region, input costs, contracts and trade rules determine the local result.
  • Comparing unlike percentages: China’s 46% share of global capacity in 2024 is not the same measure as its 54% share of the global capacity-demand gap in the third quarter of 2025.

How to read the next steel-market report

  1. Identify whether the report is discussing capacity, production, utilization, demand or inventory.
  2. Record the reference year and publication date beside every number.
  3. Check whether the figure is historical, estimated or conditional on planned projects.
  4. Separate a global total from the product and region that affect the transaction being analyzed.
  5. Look for the mechanism connecting capacity to price: utilization, input costs, orders, exports or a policy change.
  6. For trade remedies, determine whether the item is an investigation, a preliminary action or a final measure, and which legal basis applies.

Steel overcapacity is therefore best understood as a persistent mismatch between the ability to make steel and the demand available to buy it. Its economic effects run through utilization, costs, prices and cross-border sales, while its policy effects run through legally defined trade proceedings. Keeping those channels—and their dates and definitions—separate is essential to interpreting the market accurately.
