What Is Provisional Income and How Does It Determine Whether Social Security Is Taxable?

Provisional income—the IRS also calls it “combined income”—is the number used to test whether part of your Social Security benefits must be included in federal taxable income. Add your adjusted gross income (AGI), tax-exempt interest, and one-half of your annual Social Security benefits. For 2025, that total is compared with thresholds of $25,000 or $32,000 for most filers. Crossing a threshold does not mean that threshold amount is taxed, nor does it automatically make 50% or 85% of every benefit dollar taxable; the IRS worksheet calculates the permitted inclusion.

What provisional income means

Provisional income is a tax-law measurement, not a separate kind of income and not your final tax bill. The calculation determines how much of your Social Security benefit can be included in gross income. Once that taxable portion is calculated, it is combined with your other taxable income and taxed at your ordinary federal income-tax rates.

AGI + tax-exempt interest + one-half of annual Social Security benefits = provisional income

The Internal Revenue Service’s 2025 Publication 915 directs taxpayers to Worksheet A to perform this addition. Use the annual benefit shown on Form SSA-1099, or the equivalent statement for railroad retirement benefits.

What goes into each component

  • Adjusted gross income (AGI): This generally includes taxable wages, pensions, interest, dividends, taxable IRA distributions and other income included before the standard or itemized deduction. The worksheet starts with AGI, not with taxable income after deductions.
  • Tax-exempt interest: Interest that is exempt from federal income tax is added back for this test. A municipal-bond fund distribution can therefore affect the Social Security calculation even though the interest itself is not federally taxable.
  • One-half of benefits: Include 50% of the year’s Social Security benefits, including benefits received by a spouse on a joint return. This is a test amount; it is not the amount that will necessarily be taxed.

What the result tells you

If provisional income is at or below your filing-status base amount, the worksheet generally produces zero taxable Social Security benefits. Above that amount, some benefits may be included. Higher provisional income can move the calculation into the range where as much as 85% of benefits is includable. “Up to” is important: the statutory formulas limit the result, and the exact amount comes from the IRS worksheet rather than from multiplying every benefit dollar by a fixed percentage.

2025 federal thresholds and inclusion limits

These are the federal amounts for benefits received in 2025. They are filing-status thresholds, not tax rates.

Filing status Base amount Second threshold What the thresholds mean
Single, head of household, or qualifying surviving spouse $25,000 $34,000 At or below $25,000, benefits are generally not taxable; above it, some may be taxable; above $34,000, up to 85% may be includable.
Married filing jointly $32,000 $44,000 At or below $32,000, benefits are generally not taxable; above it, some may be taxable; above $44,000, up to 85% may be includable.

A married person filing separately who lived apart from a spouse for the entire year uses a $25,000 base amount. The special married-filing-separately rules are different when the spouses lived together at any time: the base amount is $0, so benefits can enter the taxable-benefit calculation from the first dollar of provisional income. Publication 915 supplies the corresponding special formula.

The $25,000, $32,000, $34,000 and $44,000 figures are 2025 federal thresholds. Check the newest IRS Publication 915 when preparing a return for a later year because Congress or the IRS could change the amounts or worksheet.

How to calculate the taxable portion with the IRS worksheet

Use the worksheet rather than guessing from the threshold alone. The following process follows the sequence in Publication 915.

  1. Collect your benefit statement. Get Form SSA-1099 for each person who received Social Security, or the equivalent railroad-retirement statement. Add the annual benefit amounts, including amounts for a spouse on a joint return.
  2. Determine AGI. Use the AGI from your return or a reliable projection. Include taxable wages, pensions, investment income, taxable IRA distributions and other items that belong in AGI. Do not substitute the amount left after your standard or itemized deduction.
  3. Add tax-exempt interest. Include federally tax-exempt interest even though it is omitted from ordinary taxable income.
  4. Add half of the benefits. Divide total annual benefits by two and add that amount to AGI and tax-exempt interest on Worksheet A.
  5. Compare the total with your base amount. Select the amount for your filing status. A total at or below the base amount normally leaves the benefits nontaxable under the worksheet.
  6. Complete the taxable-benefit worksheet when required. If provisional income exceeds the base amount, continue with Worksheet 1 in Publication 915, or the corresponding worksheet provided with Form 1040 or Form 1040-SR. It applies the statutory limits and produces the includable benefit amount.
  7. Report both figures. Enter total benefits and the calculated taxable portion on the applicable Form 1040 lines. Only the calculated portion flows into taxable income; the tax rate is then determined with your other income.

Tax software can perform these steps, but you still need accurate SSA-1099 figures, AGI inputs and tax-exempt-interest information. A tax professional is useful when benefits are split between spouses, a return has complex IRA distributions, or the married-filing-separately rules apply.

Filing-status rules that change the result

Single, head of household and qualifying surviving spouse

These statuses share the $25,000 base amount and $34,000 second threshold for 2025. A person who receives benefits and has wages, pension income, investment income or taxable retirement withdrawals can exceed the base amount even when no single income source appears large.

Married filing jointly

Combine both spouses’ AGI, tax-exempt interest and benefits. The joint calculation applies even if only one spouse received Social Security. The 2025 base amount is $32,000 and the second threshold is $44,000. Treating one spouse’s benefits as a separate return calculation will understate provisional income.

Married filing separately while living apart

If you lived apart from your spouse for the entire year, the base amount is $25,000. Keep documentation of the living arrangement because the filing-status rule depends on whether you lived with your spouse at any time during the year.

Married filing separately after living together

If you lived with your spouse at any time during the year, the base amount is $0. This is the most easily missed edge case: benefits can be subject to the special taxable-benefit formula from the first dollar of provisional income. Do not apply the single-filer thresholds to this return.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Worked example using the formula

Suppose a single filer has $20,000 of AGI, $1,000 of tax-exempt interest and $18,000 of annual Social Security benefits. Half the benefits is $9,000, so provisional income is:

$20,000 + $1,000 + $9,000 = $30,000

For 2025, $30,000 is above the $25,000 base amount but below the $34,000 second threshold for this filing status. Some benefits may therefore be taxable, and the taxpayer must complete the IRS worksheet to determine the exact includable amount. The arithmetic illustrates the formula; it is not an IRS-published example or a promise that a particular dollar amount will be taxable.

Is Social Security taxable if it is your only income?

Generally, no. If Social Security is your only income, the provisional-income calculation usually remains at or below the applicable base amount because the formula counts only one-half of the benefits. The IRS nevertheless notes that you might have to file a return for another reason, such as self-employment income, a required filing obligation, or another tax rule unrelated to Social Security.

“Only income” must be read literally for this purpose. Tax-exempt interest, a pension, wages, dividends, a taxable IRA withdrawal or other AGI item can raise provisional income even when the Social Security check is the household’s main cash source.

Ways income choices can change provisional income

Planning works best when you identify which transactions affect AGI or tax-exempt interest before they occur. A deduction taken after AGI generally does not reduce the provisional-income test.

Traditional IRA and pension withdrawals

Taxable distributions from a traditional IRA and taxable pension payments increase AGI in the year received. A large one-time withdrawal can push provisional income over a threshold, so compare the projected worksheet result before taking an extra distribution. Splitting withdrawals across calendar years can change which year’s benefits are tested, although the best choice depends on required minimum distributions, cash needs and other tax consequences.

Roth distributions

Qualified Roth distributions generally are not included in AGI, so they do not raise provisional income in the same way as taxable traditional-account distributions. Confirm the tax character of a distribution; a nonqualified or otherwise taxable amount can have a different result.

Tax-exempt investments

Tax-exempt interest is added back to the formula. Choosing a municipal investment does not make that interest irrelevant to Social Security taxation. Compare after-tax returns and the effect on provisional income rather than looking only at the federal tax label.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Timing and filing status

Because the test is annual, the timing of a pension payment, IRA withdrawal, bonus or investment sale can determine the year in which it affects benefits. Married couples should project the joint return, while couples considering separate returns should first determine whether they lived together at any time because that fact changes the base amount.

Deductions and credits

The standard deduction, itemized deductions and most credits are applied after AGI or after taxable income is calculated. They can reduce your final tax bill without reducing provisional income. Do not use a lower taxable-income figure in place of AGI when completing Worksheet A.

Common mistakes and how to correct them

  • Using taxable income instead of AGI: Return to the AGI line and add the required components. A deduction after AGI does not remove income from the test.
  • Leaving out tax-exempt interest: Review Forms 1099 and fund statements for federally tax-exempt interest and add it back.
  • Counting all benefits instead of half: Worksheet A starts with one-half of annual benefits. The final taxable amount is a separate calculation.
  • Assuming a threshold is a tax rate: $25,000, $32,000, $34,000 and $44,000 are comparison points. They do not mean that the amount above a threshold is taxed at a particular percentage.
  • Assuming 50% or 85% is automatic: Those are maximum inclusion limits under the applicable ranges. The worksheet can produce a lower amount.
  • Forgetting a spouse’s income on a joint return: Combine both spouses’ income, interest and benefits before comparing with $32,000 or $44,000.
  • Applying the wrong separate-return rule: A spouse who lived with the other spouse at any time during the year uses the $0 base amount and special formula.
  • Using an outdated worksheet: Publication 915 is updated for tax years. Use the edition for the year of the benefits and verify any changed thresholds.

Provisional income versus your actual tax bill

The worksheet answers one narrow question: how much of Social Security can enter gross income. It does not calculate your federal tax by itself. After the taxable portion is added to other income, your filing status, deductions, credits and ordinary tax brackets determine the final bill. Two taxpayers with the same provisional income can therefore owe different amounts because their other tax facts differ.

Likewise, a benefit statement showing the full amount paid does not mean the full amount is taxable. Keep the statement for your records, enter the total benefits as instructed, and use the worksheet’s result for the includable portion.

Federal rules, later years and state taxes

This explanation uses 2025 federal thresholds and the 2025 IRS Publication 915 framework. For a later return, retrieve the current publication and worksheet because thresholds, forms or instructions can change. State income-tax treatment is separate and varies by jurisdiction; a state may exclude Social Security, tax it differently or follow federal rules with modifications. Check your state’s current instructions rather than assuming the federal result applies unchanged.

A practical pre-filing checklist

  • Have every SSA-1099 or railroad-retirement benefit statement.
  • Project AGI, including wages, pensions, taxable interest, dividends and taxable retirement distributions.
  • Identify federally tax-exempt interest.
  • Calculate one-half of total annual benefits.
  • Confirm filing status and, for a separate return, whether you lived with your spouse at any time.
  • Compare provisional income with the 2025 base amount for that status.
  • Complete the Publication 915 worksheet when the base amount is exceeded.
  • Carry the calculated taxable portion—not the full benefit and not an assumed percentage—onto your federal return.
