It does not predict whether the next move will be higher or lower. For a long-term investor, volatility is a prompt to check whether the portfolio still fits the goal, time horizon, cash needs and ability to withstand losses—not an automatic instruction to sell or trade.
If your objective, withdrawal date and financial capacity have not changed, a diversified plan may still be appropriate. If you now need the money sooner, cannot tolerate the possible loss, or have an allocation that no longer matches the goal, changing the plan can be sensible. Staying invested is never a promise of profit: investments can lose value, and past market recoveries do not guarantee future ones.

What market volatility means
Prices fluctuate in both directions
Volatility describes how much and how often prices or asset values move over time. A highly volatile share, fund or market can rise and fall sharply within short periods; a less volatile holding usually moves less frequently or by smaller amounts. Vanguard Australia describes growth investments such as shares as having more frequent and rapid short-term fluctuations than defensive investments.

A volatile asset can produce a series of gains, a series of losses or alternating moves. Volatility alone cannot tell you whether an asset is cheap, expensive, or likely to recover. Nor does a recent large fall prove that another fall is imminent.

Volatility is only one part of investment risk
Risk includes more than the chart moving up and down. An investor may be willing to accept fluctuations but lack the financial capacity to absorb a large loss before a required withdrawal. Conversely, someone may have a long horizon and adequate cash reserves but feel unable to stay invested through a severe decline.
Investor.gov defines a time horizon as the period available to invest for a financial goal. Asset allocation should reflect that horizon as well as risk tolerance. Vanguard describes risk capacity as the ability to withstand a portfolio loss, taking account of factors such as time horizon and cash-flow needs. Willingness, capacity and the date the money is needed should be considered together.
Why volatility matters to a long-term plan
A downturn can collide with a cash need
A temporary decline matters more when you must sell to pay tuition, a deposit, a debt or living expenses. Selling after a fall converts a market loss into a realized loss and leaves fewer assets to participate in a recovery. Money required in the near term generally deserves a lower-risk, more liquid plan than money intended for a distant objective.

Emotional decisions can damage returns
Headlines and account balances can make a carefully designed allocation feel unsafe. Moving everything to cash after prices fall may avoid some additional declines, but it also creates a second decision: when to buy back. The strongest and weakest market days can occur close together, when the news is still alarming. Missing a small number of strong days can materially change the experience of remaining invested, although no historical pattern guarantees a particular future result.

Volatility can reveal a mismatch
If every ordinary market decline causes panic, the portfolio may contain more risk than you can realistically tolerate. That does not mean the market is behaving incorrectly; it may mean the selected mix is unsuitable for you. A changed job, health situation, family obligation, debt burden or retirement date can also reduce your capacity for loss even if the investments themselves have not changed.
A practical response framework
1. Reconnect the portfolio to the goal
- Write down the purpose of the money. Separate retirement savings, a house deposit, education funding and emergency reserves rather than treating every account as one pool.
- Identify the withdrawal date. Record when you expect to start using the money and whether withdrawals will be one-time or ongoing.
- Ask whether the date or purpose changed. A longer horizon can make volatile holdings more tolerable; a near-term goal usually leaves less time to recover from a fall.
Do this review before reacting to a headline. A portfolio that still serves the same distant goal may not require a tactical change, while a goal that has moved closer may require one even if markets were calm.
2. Check willingness and capacity for loss
- Willingness: Could you remain invested after seeing a substantial temporary decline without abandoning the plan?
- Capacity: Could your finances withstand that decline while you meet essential spending and scheduled withdrawals?
- Liquidity: Do you have accessible cash for emergencies and near-term obligations, or would you have to sell investments at an inconvenient time?
Risk questionnaires can help organize the discussion, but your actual cash-flow situation matters as much as a score. An allocation is not suitable merely because you can describe yourself as aggressive or conservative.
3. Review allocation and diversification
Check the mix among shares, bonds, cash and other holdings, then examine concentration within each category. Diversification spreads exposure across investments, sectors, regions or issuers; it can reduce the damage from one holding or segment performing badly. It cannot assure a profit or protect against every loss, and broadly diversified assets can still decline together.

Compare the current mix with the target in your written plan. If one asset has grown far beyond its intended weight, rebalance according to that plan rather than chasing whichever asset recently performed best. Rebalancing may create transaction costs or tax consequences, so account type and local rules should be considered before trading.
4. Avoid headline-driven trades
Vanguard advises investors not to let emotions override a long-term plan. If the reasons for investing, the goal date and the portfolio’s diversification remain appropriate, doing nothing can be the most disciplined action. That is a conditional rule, not a command to ignore new information.
Review the plan when facts change: your objective, horizon, cash needs, ability to bear loss or the investment case for a holding. Do not treat a dramatic news cycle by itself as proof that your long-term assumptions have changed.

5. Continue contributions only when finances allow
Regular contributions keep an investor participating through different market conditions and can allow compounding to build on earlier returns. Investor.gov uses a 7% assumed average annual return in illustrative compounding examples; that figure is an educational assumption, not a forecast or guarantee. Contributions should not compromise emergency reserves, essential bills or high-priority debt payments.

6. Understand execution if you deliberately trade
In fast markets, displayed quotes can lag and an order may execute later or at a different price than the quote you saw. A limit order sets the highest price you will pay when buying or the lowest price you will accept when selling, but it may not execute at all. These mechanics are relevant to a considered rebalance or withdrawal; they do not make short-term market timing a dependable long-term strategy.
Should you sell during a volatile market?
When staying invested can fit the plan
- Your goal and withdrawal date are unchanged.
- You have enough cash for near-term spending.
- The allocation still matches both your willingness and capacity for loss.
- The portfolio remains diversified and within its planned ranges.
- You are reacting to price headlines rather than a change in your own circumstances or investment thesis.
Under those conditions, selling solely because prices are moving sharply can turn a temporary decline into a permanent loss and create the difficult task of choosing a re-entry point.
When changing the plan may be appropriate
- A withdrawal is now closer than originally expected.
- Your income, health, family obligations or debt has reduced your ability to absorb losses.
- You need liquidity that the current portfolio cannot reliably provide.
- The portfolio has become concentrated or materially drifted from its target.
- A holding no longer meets the original investment rationale after careful review.
Changing risk does not require an all-or-nothing decision. You can adjust the target allocation, build a cash reserve for known withdrawals, rebalance in stages or replace an unsuitable holding while documenting the reason. Consider transaction costs and tax effects before implementing a change.
What historical evidence says—and does not say

| Measure | Vanguard Australia’s reported result | How to interpret it |
|---|---|---|
| Best trading days | 10 of the 20 best trading days occurred in years with negative total returns. | Strong days can arrive during an otherwise losing year. |
| Worst trading days | 11 of the 20 worst trading days occurred in years with positive total returns. | A year that ultimately gains can still contain severe daily declines. |
| Average bull market | 96% total return over an average of 1,018 days. | The reported average gain and duration for bull markets in this index and period. |
| Average bear market | -30% total return over an average of 282 days. | The reported average loss and duration for bear markets in this index and period. |
| Relative duration | Average bull markets lasted nearly four times as long as bear markets. | Rising periods were longer on average than falling periods in this historical sample. |
These figures illustrate why exiting and then selecting the right re-entry day is difficult: unusually strong and weak sessions can occur amid the same uncertainty. They describe one historical index and period, not your likely return, a forecast or a guarantee that every decline will recover on a convenient schedule. Past performance does not guarantee future results.
The SEC’s investor alert dated January 29, 2021, also warns that short-term trading in volatile markets carries significant risk of loss and cautions against following social-media hype without sound analysis. That alert is general risk guidance, not a description of current market conditions.
How to tell whether your portfolio is too risky
Use a written check rather than judging suitability from one bad day. A portfolio deserves review when several of these statements are true:
Free tools Windows power users keep installed
One-click scans. No signup required.
- You would have to sell investments within the next few years to meet a known obligation.
- You lack an emergency reserve and would depend on volatile assets for unexpected expenses.
- You cannot explain the target percentages or why each major holding is included.
- One company, sector, country or asset class dominates the outcome.
- You would abandon the plan after a decline that was already plausible when you invested.
- Your goal date, income or family circumstances have changed since the allocation was set.
If the allocation no longer fits, define the required change in advance: a lower target for volatile assets, a larger liquid reserve, a broader mix or a different withdrawal schedule. Make the decision from the goal and your finances, not from a prediction about tomorrow’s price.
A simple playbook for the next volatile period
- Pause before placing an order. Write the headline or event that triggered your concern and separate it from any change in your personal situation.
- Check cash needs. List essential expenses and withdrawals for the next several months and identify where that money will come from.
- Compare with your target allocation. Measure current weights against the ranges in your plan and note any concentration.
- Decide whether a rule has been breached. If not, avoid creating a new rule in the middle of a crisis. If so, rebalance for the documented reason.
- Choose the order type deliberately. Understand that a market order can fill at a changing price and a limit order can remain unfilled.
- Record the decision. Note the goal, horizon, allocation, cash need and reason. This record helps prevent a later headline from reversing a considered choice.
Minimizing costs and maintaining a long-term perspective are part of the discipline described by Vanguard speaker Massy Williams: “It’s important to not let your risk tolerance and time horizon get out of sync with your portfolio because of the headlines.”
When professional guidance can help
A qualified financial adviser may be useful if you cannot determine whether the allocation matches your time horizon, risk tolerance and cash needs, or if a change involves complicated withdrawals, taxes or several accounts. An adviser should help you articulate a policy and trade-offs, not promise a way to eliminate volatility or guarantee returns. Ask how recommendations are paid for and what services are included before engaging one.
The central decision is not whether markets will be volatile; they will be at times. It is whether your portfolio can support the goal without forcing an avoidable sale and whether you can follow the plan through uncomfortable periods. Review those facts whenever your circumstances change, and otherwise let the written allocation—not the loudest headline—guide the response.
