What Is Fuel-Cost Pass-Through, and Which Indian Industries Have It?

Fuel-cost pass-through is the share of a fuel or energy-cost change that a business transfers to customers through a higher product price, fare, freight rate, surcharge or regulated tariff. Pass-through can be complete or partial, and it can happen immediately or after a lag. In India, airlines, road freight, power generation, cement, steel, chemicals, fertilisers and many manufacturing supply chains all face fuel-cost pressure, but none can automatically pass on every rupee.

The outcome depends on pricing power, demand, competition, taxes, regulation, contracts, inventories and the fuel share of total cost. A company can be highly exposed to diesel, aviation turbine fuel (ATF), gas, coal or electricity and still absorb most of a price increase if customers can switch or demand is weak.

How fuel-cost pass-through is measured

At its simplest, pass-through compares the change in a selling price with the change in the relevant fuel cost. If diesel rises by ₹10 per litre and a trucking company raises its freight charge by ₹4 for the same work, the observed pass-through is 40% of that fuel increase. The example is illustrative; actual contracts may use a different fuel index, mileage assumption or billing period.

A complete pass-through would transfer the full cost increase to the customer. A partial pass-through transfers only some of it, leaving the remainder to reduce the operator’s margin, trigger cost cutting or weaken service levels. A delayed pass-through appears after a review date, contract reset, fare change or inventory cycle. Pass-through can also be asymmetric: a company may lower prices quickly when fuel falls but recover only part of a rise, or do the reverse, because competitive conditions and demand differ in each direction.

Fuel exposure and pass-through are therefore different questions. Exposure describes how much fuel contributes to cost. Pass-through describes how much of a change can be recovered from buyers. A high fuel share creates mechanical pressure, but market power determines how much reaches the invoice.

Why fuel prices matter so much in India

India imports more than 85% of its crude-oil requirements, according to the Reserve Bank of India’s 2025 analysis. Domestic petrol and diesel prices are benchmarked to international prices, although excise duty, state VAT, administered pricing and other government interventions can mute or delay the retail adjustment.

The RBI says fuel affects inflation both directly and indirectly through higher input and transportation costs across regions. Its 2025 estimate found that a 10% rise in global crude-oil prices can increase Indian inflation by around 20 basis points. That estimate also notes that policy intervention contained the retail pass-through, so it should not be read as a fixed response for every oil episode.

An earlier RBI 2018 analysis modelled a US$10-per-barrel increase in oil prices. Under full absorption, inflation would rise by roughly 49 basis points; a 66% pass-through assumption was closer to observed conditions in that analysis. One basis point is one-hundredth of a percentage point, so 49 basis points equals 0.49 percentage points. These are macroeconomic scenarios, not promised increases in any company’s prices.

How an oil shock travels through the economy

  1. Global crude changes. A higher international crude benchmark raises the cost of imported crude and petroleum products, subject to currency movements and local policy.
  2. Refined fuels reprice. Diesel, petrol, ATF, naphtha, furnace oil and related products feed into the operating costs of transport, factories, farms and utilities.
  3. Direct users adjust. Airlines may revise fares, truckers may add a diesel surcharge, and generators or utilities may seek a tariff adjustment where rules permit.
  4. Logistics spreads the effect. More expensive trucking, rail-linked handling and warehousing raise the delivered cost of food, components, construction materials and consumer goods.
  5. Companies choose how much to recover. They weigh margins against demand, competitor prices, contract terms, inventories and the risk of losing volume.
  6. Consumers and downstream firms respond. Higher prices can reduce discretionary demand, substitute products or postpone purchases, limiting the next round of increases.

Which Indian industries have the clearest pass-through channels?

Industry Main energy exposure Typical recovery channel What limits recovery
Airlines ATF and other operating fuel Higher fares, fuel surcharges and ancillary charges Price-sensitive passengers, intense competition, traffic weakness and fare restrictions
Road transport, freight and logistics Diesel for trucks and commercial vehicles Freight-rate revisions, diesel clauses and surcharges Shipper bargaining power, fixed contracts, empty kilometres and weak cargo demand
Power generation and utilities Coal, gas, oil and purchased electricity Regulated tariff resets, fuel-cost adjustments or market power prices Regulatory approval, caps, delayed billing and affordability concerns
Cement and other metals Coal, petcoke, electricity and freight Product-price increases when demand and market realisations support them Construction cycles, regional competition and substitution
Chemicals and fertilisers Naphtha, gas, furnace oil and electricity Contract repricing and higher prices for downstream products Global commodity prices, import competition and regulated or subsidised markets
Manufacturing, construction and infrastructure Process energy, diesel logistics and energy-intensive materials Escalation clauses, tender revisions and higher project or product prices Long project cycles, fixed bids, public procurement rules and weak demand

The sectors below show how those channels work in practice. Evidence is not a single comparable coefficient for all industries: the available figures combine RBI macroeconomic models, sector analysis and industry briefings.

Airlines

ATF is one of an airline’s largest variable costs. A 2022 World Trade Center Mumbai briefing estimated that fuel can account for over 40% of airline cost. That is a briefing estimate for that period, not a universal current ratio for every Indian carrier or route.

Airlines can attempt to recover ATF through base-fare increases, fuel surcharges, baggage fees or other ancillary charges. The channel is visible and relatively fast because fares can be repriced frequently. Yet airlines face highly elastic demand: travellers can defer trips, choose another carrier or switch to rail and road. Competition also makes it difficult to raise every fare by the same percentage. Crisil’s 2026 analysis described ATF-led cost escalation and margin decline when passenger traffic softened, demonstrating why high fuel exposure does not guarantee full pass-through.

Road transport, freight and logistics

Diesel is a direct operating expense for trucks, buses and other commercial vehicles. Operators commonly seek a per-kilometre increase, a percentage freight revision or a diesel-linked surcharge. The charge can then enter the price of almost every delivered product because road freight connects factories, warehouses, farms, ports and shops.

The RBI has documented higher transport fares after petrol and diesel increases. Recovery is strongest when a carrier has a fuel-escalation clause, a capacity shortage or a specialised service. It is weaker for small operators competing for spot loads, for shippers with annual fixed-rate contracts and when vehicles run below capacity. Even after a rate increase, operators may not restore margin if maintenance, tolls, wages or financing costs are rising at the same time.

Power generation and utilities

Fuel-cost pass-through in electricity depends less on a company’s marketing power than on the tariff and contract framework. A generator may recover higher coal or gas costs through a fuel-cost adjustment, a power-purchase agreement or a market-based tariff. Distribution utilities can seek a regulatory true-up, but approval and collection may occur months after the cost is incurred.

Crisil’s 2026 sector analysis identified power generation among industries with stronger pass-through mechanisms. That does not mean every generator recovers every increase: tariff caps, delayed regulatory decisions, payment arrears and affordability policies can leave a temporary gap between fuel cost and billed revenue.

Steel, cement and other metals

Steelmakers, cement producers and other metals companies consume or purchase coal, petcoke, electricity and freight services. Their ability to raise selling prices depends on construction demand, imports, capacity utilisation and prevailing market realisations. Integrated producers may also have different exposure from companies buying power or raw materials at market rates.

Crisil reported in 2026 that cement companies offset part of their cost increases through price hikes. The wording matters: the evidence supports partial, not automatic or complete, pass-through. A producer may raise prices in a strong building cycle but absorb costs during a weak one to protect volumes. Steel prices can also be set by global conditions, so a domestic fuel increase may compress margins when international prices do not move with it.

Chemicals and fertilisers

Naphtha, natural gas, furnace oil and electricity are important inputs for chemical and fertiliser plants. The Federation of Indian Petroleum Industry classifies chemicals and fertilisers among energy-intensive sectors exposed to fuel and power inflation. Producers can reprice contracts, pass costs into polymers, solvents or industrial chemicals, or seek adjustments in administered products.

Pass-through is constrained when buyers are large industrial customers with negotiating power, when imported alternatives are cheaper or when fertiliser prices and subsidies are governed by policy. A plant may therefore experience an immediate cost shock while the selling-price adjustment waits for a contract renewal or government decision.

Manufacturing, construction and infrastructure

Energy and freight costs move through manufacturing even when fuel is not a large line item on the factory’s own income statement. Factories pay more to receive components, run boilers or furnaces, and deliver finished goods. Construction and infrastructure projects additionally use diesel-powered equipment, steel, cement and bitumen.

The Federation of Indian Petroleum Industry identifies manufacturing and transportation as affected sectors. The World Trade Center Mumbai briefing describes spillovers to heavy machinery, automobiles, real estate and fast-moving consumer-goods supply chains. In these sectors, escalation clauses can protect a contractor on a long project, while a fixed-price tender can leave the contractor absorbing the increase until a renegotiation is possible.

Why two companies pass through the same fuel increase differently

Taxes and administered prices

Excise duty, VAT and other interventions can absorb part of a global oil move or postpone the retail change. A company buying fuel at a regulated or periodically revised price may therefore see a different timing from one buying at a market-linked price.

Pricing power and demand

Differentiated products, scarce capacity and loyal customers make a price increase easier. A price-taking micro, small or medium enterprise may have to accept a lower margin instead. Demand elasticity matters: an airline seat or discretionary manufactured good can be deferred, while an essential utility service may have a more stable volume but tighter regulatory oversight.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Contracts and review dates

Long-term freight, power-purchase and supply contracts often specify a base rate and a reset formula. The business may carry the higher fuel bill until the next monthly, quarterly or annual review. A surcharge can be legally available but operationally delayed while invoices, tenders or customer systems are updated.

Inventories and hedging

Inventory purchased before the fuel rise can temporarily shield a producer’s reported cost. Conversely, a company that bought expensive stock may retain a high cost even after fuel falls. Hedging and advance procurement can smooth the accounting impact, but they do not remove the underlying exposure.

Fuel intensity and cost structure

A higher fuel share creates more potential pressure, but pass-through is not proportional. A transport operator with fuel at 35% of operating cost may recover less than a utility with a formal fuel-adjustment clause. Labour, rent, maintenance, interest and raw-material costs also determine the final price decision.

Asymmetry and timing

The RBI notes that firms may pass through less of an increase than a decrease, or adjust with a lag. Managers may fear losing customers during an upswing but cut prices quickly when fuel falls to defend market share. That is why a single month’s price change cannot establish a permanent pass-through rate.

What fuel pass-through means for prices, margins and household budgets

A pass-through can protect a company’s operating margin, but it can also destroy demand. If a freight operator raises rates enough to cover diesel, the delivered price of food or appliances may rise. If it does not, the operator’s margin falls and investment or service quality may suffer. The same trade-off appears in airlines, factories and utilities.

For households, the first visible effect may be a petrol, diesel or airfare change. The broader effect arrives later through bus fares, courier charges, groceries, building materials, rent-linked construction costs and manufactured goods. The lag depends on how long goods remain in inventory and when contracts reset. A temporary fuel spike therefore need not produce an immediate, one-for-one increase in every retail price.

How to judge a pass-through claim

  • Check whether the figure refers to crude, diesel, ATF, gas, coal or electricity; these prices do not move identically.
  • Identify the geography, date and policy regime. Indian taxes and interventions can change the relationship with global crude.
  • Separate a macro inflation estimate from a company margin observation or an industry briefing.
  • Ask whether the number describes a one-time increase, a recurring surcharge or a contract formula.
  • Look for the demand response: a higher invoice may reduce volumes, so revenue recovery does not necessarily mean margin recovery.
  • Check the lag between the fuel purchase, the customer invoice and the final retail price.

There is no universal Indian pass-through percentage. RBI’s 20-basis-point estimate for a 10% crude move and its 49-basis-point full-absorption scenario for a US$10-per-barrel increase are useful macro benchmarks under stated assumptions. They cannot be substituted for a current coefficient for every airline, trucker, cement plant or factory.

Bottom line

Fuel-cost pass-through is a pricing response, not a guarantee. Airlines and freight operators have clear surcharge channels, utilities can use tariff mechanisms, and energy-intensive producers can raise product prices when demand and competition allow. Taxes, regulation, contracts, inventories and customer sensitivity determine how much of the fuel shock reaches the final buyer—and how much remains as lost margin or lower demand.
