Fannie Mae’s October 2026 forecast tells investors to plan for a higher-for-longer mortgage market, not a housing crash. It puts the average U.S. 30-year fixed mortgage rate at 7.4% in the fourth quarter of 2026 and 7.5% in every quarter of 2027. In that base case, home purchases continue, refinancing remains subdued, housing starts ease, and national home-price growth nearly stalls. The forecast is a national economic scenario—not a promise about any borrower’s rate or any local market—but it provides a clear stress case for real-estate, mortgage-credit and servicing portfolios.
What is Fannie Mae telling investors about 2027?
The central message is that financing costs may remain restrictive even as inflation cools and the economy keeps growing. Fannie Mae’s Economic and Strategic Research Group expects a purchase-led housing market with limited refinance activity and minimal national price appreciation.

Will mortgage rates stay above 7% in 2027?
Yes, in Fannie Mae’s base case. The forecast holds the average 30-year fixed rate at 7.5% throughout 2027, rather than showing a gradual decline during the year.
| Period | Average 30-year fixed mortgage rate | Source and qualification |
|---|---|---|
| Q4 2026 | 7.4% | Fannie Mae Economic and Strategic Research, October 2026 forecast |
| Q1 2027 | 7.5% | Quarterly average forecast |
| Q2 2027 | 7.5% | Quarterly average forecast |
| Q3 2027 | 7.5% | Quarterly average forecast |
| Q4 2027 | 7.5% | Quarterly average forecast |
These are market averages, not guaranteed loan offers. A borrower’s quote will vary with credit score, loan-to-value ratio, property type, points, lender pricing and other conditions.

The revision is substantial. An industry-bankers report describing the previous Fannie Mae outlook put Q4 2026 at 6.8% and 2027 at 6.7%; the October forecast moves those assumptions to 7.4% and 7.5%, respectively.
| Forecast period | Earlier outlook | October 2026 outlook | Change |
|---|---|---|---|
| Q4 2026 | 6.8% | 7.4% | +0.6 percentage points |
| 2027 | 6.7% | 7.5% | +0.8 percentage points |
For an investor, that change affects the base case used to value loans, projects and mortgage-servicing cash flows. It does not establish that rates must follow this path; it shows that Fannie Mae now sees less room for near-term relief than in its prior outlook.

What does a 7.5% mortgage-rate assumption mean for real-estate returns?
It means underwriting should be built around expensive debt and tested for weaker leverage. Higher coupons increase monthly debt service, reduce proceeds for a given debt-service-coverage ratio and can lower what a buyer can pay for an income-producing property.
Underwrite debt service before appreciation
Use a rate above 7% as the central scenario for residential and multifamily financing, then test higher rates, slower rent growth and longer vacancy. A project that works only with a rapid refinancing or a falling exit yield is vulnerable to the forecast’s higher-for-longer path.
Separate nominal stability from real returns
Fannie Mae’s 0.6% national HPI growth forecast is nominal. With positive inflation, an asset can show a small dollar-price gain while losing purchasing-power value. Local employment, supply, insurance costs and property taxes can produce results far above or below the national figure.
Watch the long end of the yield curve
Fannie Mae assumes a 5.3% average 10-year Treasury yield in every quarter of 2027 and a 4.4% average federal funds rate. Thirty-year mortgage pricing is tied more closely to longer-term yields and mortgage spreads than to the policy rate alone, so policy-rate cuts would not automatically deliver cheap mortgages.

Is Fannie Mae predicting a housing crash or slower growth?
The numbers describe slower, uneven growth rather than a collapse. Sales edge higher, while construction and price momentum weaken.
| Housing measure | 2026 estimate | 2027 forecast | Investor reading |
|---|---|---|---|
| Total home sales | 4.672 million | 4.713 million | Modest improvement in transaction volume |
| Total housing starts | 1.341 million | 1.301 million | Less new supply and weaker construction activity |
| Fannie Mae HPI growth, Q4/Q4 | Not stated in the October comparison table | 0.6% | Very limited national price appreciation |
Constrained existing-home supply can support sales values even when affordability is poor, but a national forecast cannot identify which metropolitan areas will outperform. Investors should use local inventory, labor-market and rent data for property-level decisions.

Fannie Mae expects refinancing to remain a smaller part of the mortgage market. The forecast shifts volume toward purchases while total originations contract.
| Single-family originations | 2026 estimate | 2027 forecast | Change |
|---|---|---|---|
| Total originations | $2.085 trillion | $1.865 trillion | Down $220 billion |
| Purchase originations | $1.429 trillion | $1.435 trillion | Up $6 billion |
| Refinance originations | $655 billion | $430 billion | Down $225 billion |
| Refinance share | 31% | 23% | Smaller share of total lending |
For mortgage-credit and servicing investors, this reduces the base-case assumption that borrowers will refinance quickly. Longer loan lives can support servicing income but also extend interest-rate and prepayment exposure; the effect depends on the asset and its hedge.

Which economic assumptions support the forecast?
Fannie Mae’s housing outlook sits inside a moderate-growth, cooling-inflation scenario rather than a deep recession.
| 2027 assumption | Forecast | Measure |
|---|---|---|
| Real GDP growth | 2.5% | Q4/Q4 |
| PCE inflation | 2.1% | Q4/Q4 |
| CPI inflation | 1.9% | Q4/Q4 |
| Unemployment | 4.3% | Annual average |
| Federal funds rate | 4.4% | Annual average |
| 10-year Treasury yield | 5.3% | Annual average; each 2027 quarter in the forecast |
If growth weakens materially, unemployment rises or long-term Treasury yields fall, mortgage rates could undershoot this path. Conversely, persistent inflation, wider mortgage spreads or fiscal and supply shocks could keep borrowing costs above the forecast.

How should investors use Fannie Mae’s forecast?
- Set the base case. Model 7.5% mortgage debt in 2027 rather than assuming a quick return to low-rate financing.
- Stress the downside. Recalculate debt-service coverage, loan-to-value, cash-on-cash return and exit value under higher coupons and flat prices.
- Prioritize durable cash flow. Properties that depend on refinancing proceeds or rapid appreciation deserve a larger margin of safety.
- Track purchase exposure separately. Purchase originations are forecast to hold roughly steady even as refinancing falls, so lenders and service providers should analyze those channels independently.
- Localize the national forecast. Compare the national HPI and sales assumptions with each market’s inventory, employment, insurance and tax conditions before making an investment decision.
The forecast archive identifies October 2026 as the latest monthly release at the time of publication. Because Fannie Mae updates its outlook and labels it as assumption-dependent, investors should replace these figures when a newer release changes the rate path.

The most important risk is the long-term bond market. A lower 10-year Treasury yield or narrower mortgage spread could pull 30-year rates below the base case even if the federal funds rate stays relatively high. The opposite—higher term premiums, renewed inflation or wider spreads—could push mortgage rates higher.

Housing-specific surprises also matter. A sudden release of existing-home inventory could weaken prices and sales, while a sharper construction slowdown could support prices by restricting supply. These national figures should therefore be treated as a scenario for portfolio stress testing, not as a personal financial recommendation or a local-market guarantee.
Frequently Asked Questions
Does Fannie Mae set the mortgage rate consumers receive?
No. Fannie Mae is a government-sponsored enterprise that purchases and guarantees qualifying mortgages through the secondary market; lenders set consumer rates using funding costs, mortgage-backed-security pricing, borrower risk and their own margins. Its forecast is an economic projection, not a rate sheet.

The mortgage-rate, Treasury-yield and federal-funds figures are shown as quarterly or annual averages, while GDP, inflation and HPI figures are identified as Q4-over-Q4 measures where applicable. Home sales, starts and originations are reported as annual totals or annualized rates according to the housing table’s labeling.
Does a national HPI forecast predict what my home will be worth?
No. The HPI figure is a national aggregate and can diverge sharply from a particular city, county or property type. Local supply, wages, insurance availability, taxes and neighborhood demand can dominate the national trend.
How often should an investor revisit this forecast?
Review it when Fannie Mae publishes a new monthly Economic and Housing Forecast and whenever market data materially changes the assumptions. Revisit loan sensitivity tests sooner if Treasury yields, mortgage spreads or a property’s operating income move outside the underwriting case.
